Si Mayor lang ba ang nagtatrabaho para lumaki ang kita
ng syudad at maipasa ang mga budget para sa serbisyo sa
lahat? Si Mayor lead actor lang, sa pagbuo ng pelikula, may
writers, direktor, co-stars, at iba pa at, higit sa lahat, ang
nagbebenta at nagsisikap para kumita ang pelikula.
Kahit ayon sa batas ay non-partisan dapat ang mga
barangay officials, sila pa rin ang nilalapitan ng mga pulitiko
dahil sa malapit na relasyon nila sa mga tao sa komunidad.
Sa puntong ito dapat pa bang pagkatiwalaan ang
pangangampanya ni Kap pabor sa kandidato ni Mayor?
Kung si Kap mismo hindi boto sa kandidatong ine-endorso
nya anong klaseng pangungumbinsi ang gagawin nya sa
kanyang mga ka-barangay? Parang panloloko ba? Sa QC,
halos 50 porsyento ng mga kapitan hindi ako suportado.
Pero hindi dahil ayaw nila sa akin, kundi dahil susundin
lang nila ang iginigiit ni Mayor. Ang tanong – ang kandidatong
ito ba ay ine-endorso ni Mayor dahil magaling o dahil sikat
kaya llamado?
Di mababago ng endorsement ang duda ng marami tungkol
sa kakayahan ng kandidatong ito na mamuno lalo sa gitna
ng maraming kaso ng katiwalian laban sa kanya na hindi
nya sinasagot.
Mababago ba ng pagtanaw ng utang na loob kay Mayor
ang katotohanan na ang kandidatong iginigiit nito ay hindi
sumasagot sa text at sa tawag sa celphone lalo kung alam
nito na hihingi lang ng tulong at pabor ang tumatawag?
Mababago ba ng pilit na boto ang katotohanan na ang
ipinagduduldulang kandidatong ito ay talo sa track record
category at bagsak sa leadership quality?. Ang sagot –
hindi.
Kaya dito nakakaawa si Kap lalo kung hindi nya aaminin
na kung manalo man ang kandidato ni Mayor, hindi dahil
ito ang karapatdapat kundi may usapan na kasi sila-sila.
Pero hindi pa huli ang lahat. Alam ni Kap ang tama, kung
sya napipilitan lang, huwag na nya idamay ang kanyang
komunidad, ituro naman nya ang mga botante sa tamang
boto para sa ikabubuti nating lahat.

Mathay makes bid
for QC comeback
FORMER Quezon City Mayor Mel
Mathay, Jr. is staging a comeback.
Mathay, a three-term mayor and con-
gressman, declared Saturday that he was
running for the city's top post as an inde-
pendent candidate.
“Despite rosy pronouncements about
its health, the city still labors under basic
problems like poor health services, lack of
jobs and criminality,” Mathay said at the
Kapihan sa Sulo forum where he was a
guest.
He said Quezon City was a fast grow-
ing city that demanded concrete plans and
programs to provide jobs, income, quality
education and peace and order.
“In my consultations in the different
barangays in the city in the past several
weeks, I saw firsthand the problems that
still persist despite the fact that our city
executives boast that Quezon City is the
richest city in the country,” Mathay said.
“It is amazing that in a city that is sup-
posedly awash with cash, we still have
places where health and social services are
barely felt, and where people are too afraid
to come out after dark because criminal el-
ements rule the streets,” Mathay added.
He said Quezon City suffers from a lack
of vision and questionable priorities by
city executives.
"When you prioritize the beautification
of sidewalks over health and social ser-
vices for the poor and marginalized of the
city, then something is wrong somewhere,"
Mathay said.
Solon seeks crash course
on good governance
A LAWMAKER has sought the passage of
a bill giving crash courses on good gover-
nance and management to local officials in
Northern Mindanao.
Cagayan de Oro Rep. Rufus Rodriguez,
author of House Bill 6916 known as the
"Northern Mindanao Institute for Good Gov-
ernance Act", said good governance calls for
a new breed of dynamic and pro-active lead-
ers and managers in the government who
will steer their respective offices towards
growth and progress.
The bill will establish the Northern
Mindanao Institute for Good Governance in
Cagayan de Oro City to provide short-term
courses and training in management and good
governance to local government officials.
Rodriguez said many local officials have
very limited training on managerial skills,
relying mainly on practical ways and com-
mon practices of dealing with bureaucracy
as they try to achieve their program.
"The officials are expected to transform the
visions, goals and objectives of their regions
into useful and productive programs, projects
and activities," Rodriguez said.
Rodriguez said Cagayan de Oro City will
become the leading training center for re-
gional directors and managers of different
government agencies, local officials and chief
executives, chief executive officers and senior
staff of government-owned and controlled
corporations as well as heads of financial
and educational institutions in Northern
