Sudan: On the Path to Peace or Crisis?

Despite some signs of progress in Sudan, other indications suggest a growing potential for
conflict surrounding the elections scheduled for early April. Census and registration issues have
not been resolved, raising serious doubts about the legitimacy of the election results. Moreover,
for many South Sudanese, this round of voting is but a prelude to the January 2011 referendum,
when they will vote on independence. Meanwhile, recent agreements notwithstanding, violence
continues in Darfur. In the U.S., the Obama Administration’s Special Envoy to Sudan Scott
Gration faces bipartisan criticism for his approach to the Khartoum government headed by Umar
al-Bashir, who has been indicted by the International Criminal Court for crimes against humanity
and war crimes.

The panel will address the complicated dynamics at play in Sudan, discuss U.S. policy options,
and analyze regional implications as well as the influence of foreign actors, including Egypt,
China, and Iran.
