Luzon. One has to pass through the City to be able to go to any provinces
from all directions, be it north to Tarlac and Pangasinan, west to Bataan
and Zambales, east to Nueva Ecija and south to Bulacan and onwards to
Metro Manila. Thus, it has established its role as the regional growth center,
the center of commerce and trade in the region. The City also plays a
pivotal role in the evolution of Central Luzon because of its strategic
location and high-competitive indices. The City of San Fernando will be the
major catalyst in the mega-region where the convergence of competencies,
opportunities and resources will symbiotically catapult the city into the
socio-economic limelight of the country.

The concept proximity is derived from the the famous festival the . "Ligligan Parol"
(Giant Lantern Festiva) of San Fernando, , which is held every December. Lantern
was made for each barrio, which was created through a cooperative effort which
was lanterns became a symbol of unity for Kapampangan barrios.
. A crescent moon-kite form of the 'wau' sits balanced in the circle resulting in a
harmonious whole.The circle is a universal form, transcending all Malaysian races
and religion and unifying them to a whole.
Pampanga was founded by the Spanish conquistador, Martn de Goiti in 1571. The
name derived from the native Kapampangan words "pangpang ilog" meaning
"riverside" where the early Malayan settlements were concentrated along the Rio
Grande de la Pampanga. Kapampangan men are known for their gallantry and
leadership while Kapampangan women are famous for their beauty and skill in
culinary arts.
The proposed land uses up to the year 2021 for the City of San Fernando is
envisioned to achieve the land use objectives set forth in the previous chapter and
directly supports the Citys long term development vision of becoming a Habitat for
Human Excellence. It is a land use mix that provides for the development needs for
sustained urban development without unduly sacrificing its food production
capability.
