Dear Director Arevalo:
The undersigned humbly request to consider this letter as his Motion for
Reconsideration on his invalidated Casual Appointment as Security Guard I of the
Municipality of General Mariano Alvarez, Cavite pursuant to Rule 16 Section 77 of
the Revised Rules on Administrative Cases in the Civil Service (RRACCS No. 1101502
Promulgated on November 18, 2011) for the period January 5, 2015 to June 30,
2015, where he was officially informed thru the Office Memorandum No. 22-15
dated May 18, 2015 (please see attached) in relation to the CSC-CFO transmittal
letter on Report on Appointments Issued (RAI) for the month of January 2015 dated
April 30, 2015 received by the Office of the Municipal Mayor on May 12, 2015.
I was caught by surprise when I got hold of the Office Memorandum No. 22-15 dated
May 18, 2015 on the same day informing me of my invalidated Casual Appointment
with an instruction to prepare a Motion for Reconsideration to be filed at CSC
Field/Regional Office within 15 days upon receipt. Hence, the instant Motion for
Reconsideration is timely filed in accordance with RRACCS Rule 16 Section 78.
The said Casual Appointment was invalidated due to the eligibility requirement of
the Position Security Guard I which requires a Security Guard License, where the
undersigned submitted his renewed Security License Card and SBR LBP Camp
Crame No. 14720686 dated June 4, 2014 to the Municipalitys Personnel Officer
before he assumed his Original Appointment on August 1, 2014 which was noted by
CSC-CFO In Order, subject to verification and submitted the same requirements
for the renewal of his appointment for period January - June 30, 2015, after
verification of CSC-CFO with the PNP SOSIA, submitted Security Guard License
yielded negative.
It is true that the undersigned submitted the required Security Guard License
yielded negative result with PNP SOSIA but when he submitted said renewed
Security Guard license with the Municipal Personnel Officer, he is confident that his
Security Guard License was valid and recorded in the PNP SOSIA for he considered
his SBR authentic, since it was secured thru the help of a close friend, not thinking
that it was not recorded in PNP SOSIA, it was submitted in good faith without the
intention of defrauding the Authorities, with his belief that his Security Guard
License renewal was processed directly with PNP SOSIA.
I, Mr. Rodel Tapia, have been serving the re-elected Municipal Mayor of Gen. Mariano
Alvarez, Cavite, Mayor Walter D. Echevarria, Jr. as one of his close-in security
where the nature of my function consists close intimacy between me and my
appointing authority, with that reason, my position can be classified as Primarily
Confidential Position pursuant to CSC Memorandum Circular No. 12 Series of 2011,
where eligibility can be dispensed of, as provided for in CSC Memorandum Circular
No. 40, s. 1998 effective July 1, 1999 x x x provides as follows:

"e. Appointees to confidential/personal staff must meet only the
educational requirements prescribed under CSC Memorandum
Circular No. 1, s. 1997. The Civil Service eligibility, experience,
training and other requirements are dispensed with.
However, our good Mayor Walter D. Echevarria, Jr. as soon as he got the information
that my appointment was invalidated, advised me to personally apply for the
renewal of my Security License and if it is necessary to undergo re-training for such
purpose, I must do so, for he does not want to upset the CSC Authorities with the
issues involving my appointment. He wanted me to continue as one of his close-insecurity and not to be hindered by said appointment. Following his advice I went to
TVC Security Training Academy, Inc. located at No. 43 14 th Avenue, Brgy. Socorro,
Cubao, Quezon City and underwent re-training from May 18-23, 2015 as a
requirement to have my Security Guard License renewed. Since I finished my retraining and TVC Security Training Academy, Inc. is already processing my Security
Guard License renewal with PNP SOSIA, Mayor Walter D. Echevarria, Jr. has been
pushing me to file this Motion for Reconsideration and not to give up easily. The
good Mayor wanted the undersigned to prove himself that he can perform his duties
and responsibilities accordingly with the highest degree of proficiency. It is an honor
for the undersigned that the Mayors full trust and confidence were not shaken
because of this invalidated appointment but still he continues to push the
undersigned to prove his worth.
In view of the forgoing, the undersigned humbly request for his appointment to be
reconsidered and be approved due to the reasons above stated and commit himself
to submit his Security Guard License and Certificate of Training duly authenticated
by the PNP-SOSIA before the expiration of his invalidated appointment.
