Motion for approval by Janet Beihoffer, seconded by Jim Carson, at State Executive Committee

meeting, September 17, 2015:


Move to approve the 2016 National Convention delegate allocation process as follows for the 38
Minnesota delegate slots:
1. Each CD will have their respective 3 delegate and ranked alternate slots proportionally allocated
to the candidate(s) according to the caucus presidential preference poll results within their CD.
Alternatively the CD may elect to proportionally allocate according to the statewide results by
vote of its Executive Committee not later than August 31st of the year preceding the caucus
presidential preference poll.
2. RNC representatives (3) plus State Convention elected national delegates (11) and ranked
alternates will have their 14 slots proportionally allocated to the presidential candidates
according to the statewide caucus preference poll results.
3. The proportional allocation of national convention delegates and ranked alternates to
presidential candidates shall be based on the valid votes cast in the caucus presidential
preference poll within either the congressional district (CD) or statewide, as applicable.
Proportional allocation shall use the following procedure.
3.1 The threshold at or above which a candidate automatically receives an entire delegate
and alternate allocation is 85% (with no rounding), for all CD and statewide allocations.
3.2 The initial minimum threshold below which a candidate cannot receive any delegate or
alternate allocation is 10% (with no rounding), for all CD and statewide allocations. If no
candidate meets the initial minimum threshold, then the final minimum threshold for
receiving a delegate and alternate allocation shall be 0%.
3.3 Starting with the candidate receiving the highest total number of votes, the total
number of delegates to be allocated by the CD or state shall be multiplied by the votes
received by that candidate, divided by the total number of votes cast for all presidential
candidates who received at least the minimum threshold percentage. The result shall be
rounded to the nearest whole number (fractions greater than or equal to .5 are rounded up
if an unallocated delegate remains available) to determine the number of delegates and
alternates allocated to the candidate.
3.4 Until all delegates have been allocated, repeat Step 3 for candidates who received at
least the minimum threshold percentage, in the order of the total number of votes for the
candidates.
3.5 If one or more delegates remain unallocated at the conclusion of Step 4, allocate one
delegate and alternate to each candidate not previously rounded up, in the order of the
greatest remaining fraction less than .5, until all delegates have been allocated.
4. Each person running for a delegate or alternate slot at a CD convention or state convention
must identify which presidential candidates allocation they are running for. They can run for
only 1 candidate.

5. National convention delegates shall be bound to their candidate on the first ballot at the
national convention. On this first ballot, any seated alternate shall be bound to the same
presidential candidates allocation as the absent delegate being replaced. On all subsequent
ballots, the delegates and alternates are unbound.
6. The 3 RNC representatives (National Committeewoman, National Committeeman, and Chair)
will each choose to be part of a presidential candidate allocation, and be proportionally
allocated whether or not that candidate has withdrawn.
7. Delegates and alternates for the 11 remaining statewide presidential candidate allocations,
whether or not that candidate has withdrawn, will be elected at the state convention.
8. Candidates who earned delegate allocations by virtue of the caucus preference poll, but who
have withdrawn at the time of the state or any CD convention, shall still retain their delegate
allocations at said convention(s) in compliance with proportional binding rules. However, it shall
be noted at those convention(s) that if the candidate remains withdrawn at the time of the first
ballot at the 2016 convention, the delegates running for the withdrawn candidates allocation
will not be bound at the national convention.
9. If a delegate or alternates candidate has withdrawn at any time prior to the national
convention, that delegate or alternate will attend the convention unbound as long as the
candidate remains withdrawn. However, if that candidate returns to the race, that delegate or
alternate will be bound to that candidate for the first ballot.
