Monroviaormer Foreign Minister Augustine Ngafuan resigned


recently with his letter of resignation accepted by
President Ellen Johnson Sirleaf as of October 8.
In his letter of resignation, former Minister Ngafuan
who, before now, has been one of the trusted and longest
serving officials of government of President Sirleaf, indicated
in his letter that the President accepted the rationale for his
resignation.
Former Minister Ngafuan stated in his letter Consistent
with the outcome of my reflection and consultations, I made it
unequivocally clear about two years ago that I did not intend
to be inactive in the 2017 Presidential and General Elections,
which depending on how it pans out, will determine whether
our country will progress or retrogress, the statement said.
Additionally, I have taken keen note of provisions of an Act
of Legislature Prescribing a National Code of Conduct for All
Public Officials and Employees, especially Part V on Political
Participation.
Ngafuan requested that his resignation takes effect as of
October 10 but President Sirleaf, upon return to the country
from the United Nations General Assembly, accepted the
resignation on October 8, two days to the timeframe requested
by the former Minister.
Prior to the return of President Sirleaf to the country, the
resignation of Ngafuan raised eyebrows with many arguing
why a sitting Minister decided to resign while in a foreign
country attending a major state function instead of returning
home to do so, as a matter of courtesy to the country.
Behind the scenes, FrontPage Africa has gathered from highly
placed Executive Mansion sources that Ngafuans resignation
was prompted by his desire to be active in politics in 2017
which was accordingly opposed by President Sirleaf.
Sources say the President proposed to appoint Ngafuan to the
Central Bank of Liberia after the end of the tenure of current
Governor J. Mills Jones but Ngafuan is said to have refused the
offer in a bid to push his political ambition.
In the process, current Liberias Ambassador to the United
Nations, H.E. Marjon V. Kamara was tipped to replace Ngafuan
as Minister of Foreign Affairs while he takes on the new
position at the Central Bank of Liberia.
The alleged refusal by Ngafuan to take the Central bank offer
is said to have angered several individuals in the Presidents
kitchen cabinet with some describing him as disrespectful to
the President.
Beef with Ambassador?

The return of Ambassador Kamara to the Ministry of Foreign


Affairs as Minister was accordingly tied to Ngafuan accepting

the offer to move to the Central Bank of Liberia, which the


former Minister is believed to have shown no interest.
While attending the United Nations General Assembly in the
New York, sources say Ambassador Kamara refused her boss,
then Minister Augustine Ngafuan, an access pass to a major
function which infuriated him to the extent he had to complain
to President Sirleaf.
Eyewitnesses say former Minister Ngafuan informed the
President that he was upset with the action of Ambassador
Kamara, his subordinate, and he demanded action from her
but President Sirleaf is said to have shown lukewarm interest
in the complaint.
Accordingly, Ngafuan insisted that if the President fails to act,
he would tender his resignation. A threat, sources say, was
welcomed by Sirleaf if he wanted to do so.
But Ngafuan told FrontPage Africa upon his resignation that
there was no acrimonious relationship with President Sirleaf
before his action.
I began to receive calls that the report had leaked and that
radio stations were discussing it. I immediately informed the
President that it was only prudent that I put out a statement
explaining the decision, the minister told FrontPageAfrica
early Saturday. But while Mr. Ngafuan appeared to go to great
length to dismiss talk of an acrimonious exit, the speculations
about the whys continue to linger.
Some reports suggest developing strains between the President
and the departing minister and some of her key lieutenants
who, sources say, have been eclipsing the ministers functions
and interfering in his ability to perform his job.
One report suggested that the President was an unhappy that
the minister arrived late for number of sessions at the UNGA,
although those reports have been rebuffed by photos released
by the Executive Mansion showing the minister being seated
along with Gender, Children and Social Protection Minister,
Julia Duncan Cassell and others at the side of the President.
Former Minister Ngafuan stated sometimes ago that he will
not be inactive in 2017, a phrase he is yet to interpret leaving
room for speculations about his political future-something
suggesting that he might contest the presidency.
Ngafuans resignation has even created more public debate
with concerns that he might leave the Unity Party for another
political party even though he is yet to comment on his next
political move.

The lawmaker said former Minister Dukuly, during appearance
at the National Legislature public hearing regarding the Land
Rights Bill, expressed some strong reservations against
several clauses in the bill which did not go down well with
some lawmakers.
Some of us called the president and asked her why the
Minister was opposing the bill that originated from the
Executive, the lawmaker said. He look for his own sacking,
continued the lawmaker.
The Land Rights Bill is currently at the Legislature and
according to legislative sources, the lawmakers are moving at
fast speed to past the bill into law before departing for their
usual agriculture break.
Land rights is a sticky issue in Liberia as over the years
confusion over use of communal land for concessionaires had
resulted to conflicts, sometimes deaths and destruction.
In Grand Bassa County locals have been at odds with the
Equatorial Oil Palm Plantation over its extension initiative.
In the same county, dispute over the expansion of the Liberia
Agriculture Company (LAC) led to the death of an expatriate
few years ago.
The Land Commission, local and international non-government
organizations are all pushing for the passage into law of the
Land Rights Bill. The Food and Agriculture Organization is one
institution that is in support of the bill and at roundtable with
media practitioners recently, former Agriculture Minister
of Liberia, Dr. Roland Massaquoi expressed concerns over
provisions in the bill regarding the quantity of land that should
be occupied by concessionaires over a given period of time.
He spoke on the long years that are granted to concessionaire
over large portions of land across the country, saying it is
worrying and needs to be properly reviewed.
Some believe there has been inadequate sensitization on the
Land Rights Law especially when land is a delicate issue in
Liberia; but in the meanwhile, Dukuly has gotten the shot for
opposing some provisions in the bill according to legislative
sources.
Land related cases are amongst the highest number of cases
being adjudicated in several courts in Liberia.
While the President of Liberia has the power as guaranteed by
law to appoint and dismiss officials from the Executive Branch
of Government, over the years, many presidential actionsdismissals, suspensions have been based on reasons that are
in most instances not made public

THE ROBERTS INTERNATIONAL Airport (RIA), the major


international airport in Liberia is currently not on par with
other regional airports including the Kotokai International
Airport in Ghana, amongst others.

MANY AIR CARRIERS have complained about the bad condition


of the runway which at some point forced Air France into rough
landing creating mechanical problem for the aircraft.

AIR FRANCE LATER pulled out of Liberia and several other


international airlines continue to complain about the current
poor condition of the runway at the RIA.

THE REDEVELOPMENT OF the RIA including modernization


and rehabilitation project has been put at US$60.3 million, and
the Government of Liberia has already concluded arrangements
for the project to be financed by several means including the
Saudi Fund for Development which is providing US$20 million;
the Arab Bank for Economic Development for Africa which is
providing US$10 million; the Government of Liberia, US$3
million, and credit from the European Investment Development
Bank, US$27.3 million.
IN NOVEMBER 2014, THE European Investment Bank (EIB)
agreed to provide Liberia with a US$27.3mn loan facility over
20 years to rehabilitate the RIA. The EIBs long term loan is
expected to address safety issues and commence the upgrading
of the runway. Earlier this year, the Liberian Senate received for
ratification the EIB loan agreement in the amount of US$27.3
million.
CURRENTLY ONLY A few airlines operate at the RIA: Brussels
Airlines, Royal Air Maroc, Kenya Airways, Air Ivoire and the
cargo airlines DHL Delta Airlines. Air France previously used
the runway but have since discontinued flights to Liberia.

THE AIRPORT UPGRADE is essential for Liberia and the


investment will allow Liberia to rehabilitate and re-brand the
airport, ensuring a compliance with international civil aviation
standards.

IN AN EFFORT to get the RIA project on footing, 16 companies


did site visits; and 4 including Eiffge, Dawnus, Lagan and Sino
Hydro participated with Sino Hydro eliminated at the technical
proposal stage
THE REMAINING FOUR companies EFFIAGE (France); Lagan
(Irish); Sinohydro (China) and Dawnus (British) submitted
bid for the project and in the end Eiffage, Dawnus and Lagan
participated to the end with Eiffage announced as the winner.
AFTER GOING THROUGH all the bidding process and other
requirements, one of the participating companies, Lagan is now
protesting and there are reports that it intends to write the
funders not to fund the project.

THIS THREAT BY Lagan shows that the company is self-centered


and has no interest in Liberia and its development especially an
essential project that has to do with the opening of the country
to more flights thereby leading to economic boom.
THE SELF-CENTERED QUEST by Lagan because of its desire
to make profits should not serve as an impediment to the RIA
project that is so important to Liberia.

LAGANS DESIRE TO get a big contract only to maximize profits


should not be at the expense of an entire country that is in need
of development and this should serve as a challenge to the
Government of Liberia to avert the threat from Lagan.

rom Peace and Conflict Studies, challenges faced


by many post conflict countries such as high rates
of crime, the trend of violence, unemployment,
lawlessness etc. pose potential threats to peace,
security and economic stability. In such country struggling
to mend the shattered pieces that embodies the fabric of its
society, the concept early warning become a viable tool that
helps policy makers in government to either direct or redirect
its focuses on challenges that pose potential threats to the
reconstruction efforts.
Given the trend violence is taking into the our society, this
article attempts to carefully provide reasonable argument that
will convince all of us especially the government clothed with
legal mandate of maintaining peace and security to view the
wave of increase in violence as early warning.
In relation to conflict prevention, the concept early warning
can be conceptualized in the following ways according to
notable scholars.
Lund (1994) conceptualized the concept as addressing
problems the moment they emerge is generally better than
responding after have grown into less manageable scale.
Rupensinghe (1994) posited situation in conflicting goals
are controlled so as to avoid the development of hostilities.
Though phrased in different versions, it is safe to infer that the
two scholars simply mean that the aim of early warning is to
prevent violent conflict.
From a statistical perspective, early warning also has to do
with the collection and analysis of reliable data that may
be regarded as signals for potential violent conflict. This
conceptualization arguably invalidates the notion or argument
that early warnings are just mere prediction.
In the academic discipline of Peace and Conflict Studies, it is
argued that violent conflict as in the case of armed conflict or
civil war is caused by ignoring early warning or the society
failure to strategically act on early warning. By society, it
suggests the government, civil society religious organizations,
political parties etc. For post conflict societies that ignore
early warning, it is arguably easy for violent conflict to reoccur
in different dimension because of its fragility.
For example, it can be argued that Burundi as a post conflict
country has relapsed into political instability characterized
by violent conflict due to series of protests against President
Pierre Nkurunziza decision to run for a third term in the 2015
election. These series of protest regardless of their duration
can be equated to early warning signals ignored that led to
40,000 people fleeing for safety in neighboring Rwanda, the
Democratic Republic of the Congo and Tanzania. (UNHCR
2015)
In the case of Liberia, all of the conceptualizations of early
warning are applicable especially the statistical definition that
quantified or catalogued reported cases of violence as data
collection. Below catalogue some notorious cases of violence
that provides reasonable grounds for acting on early warning
yet to claim our attention as a nation.
- The October 2004, we experienced a religious violent
conflict precisely in Paynesville between groups of people
identified as Muslims and Christians. Most of those involved
were predominantly youths.
- In 2011 dozens of motorcyclist burned down Police station
in Saclepea due to United Nations Mission in Liberia, UNMIL
vehicle that crashed into a motorcyclist between the Tappitasaclepea highway, leaving the motorcyclist dead.
- In 2011, aggrieved students, in Monrovia and its environs

went on the rampage due to Youth and Sports Ministry delayed


in paying vacation compensation. Evidently, properties were
damaged and looted.
- In 2011, post-election violence that resulted in looting and
damage of properties.
- In 2014, aggrieved students set ablaze a Pentecostal Church
School near Vamuma House.
- For 2015, violence continues to unfold. The Yekepa episode
that led to properties worth millions of dollars for Arcelor
Mittal; the recent Ganta episode that targeted humans
and properties damage; the Golden Veroleum concession
episode in Butaw, Sinoe County resulted into properties
damaged and holding expatriates hostage; the River Gee
episode that burned down police station and a truck ; the
recent Paynesville, Red Light situation that burned the
depot; continuous violence targeting the National Soccer
Team due to what is described as poor performance on the
field of play. Moreover, in Rivercess County, some aggrieved
students of Cestos High School broke doors, windows, chairs
and other furniture in the administrative building housing
the Superintendents compound chanting, No renovation, no
school, no By-Election.
From the trend of violence till now as catalogued in this article,
it is safe to advance the argument that we as a nation is yet to
treat or look at the increase of violence from early warning
perspective. Arguably, the wave of violence is claiming our
attentions only because of what may happen when UNMIL
shall have departure in 2016. All we have done in past and
now is to condemn violence in the strongest term. Of course, it
signals our disapproval. However, it is not the best prescription
as far as early warning is concern. If we are to prevent the ugly
manner in which our youth handle grievances, we must get
to the bottom of this social problem that pose serious threat
to our fragile peace. Prevention that is not a one-size-fits-all
approach suggests that we consider the trend of violence as
a national priority that will invest in the future of our youth
believed to our future leaders. This is because almost all of the
violence are staged by them. This is the main reason why the
UN High Level Panel on Threats, Challenges and Change refers
to youth as a potential threat to security; that a surging youth
population combined with unemployment, urbanisation and
other factors can lead to violence or a relapse into conflict. In
the case of Liberia as a post conflict society, this assertion is
a fact.
One may argue that despite the trend of violence, we have
celebrated a decade of peace, so how can the wave of increase
in violence threaten our stability? As a concept in Peace and
Conflict Studies, peace is not only the absence of war. Arguably,
it is also the absence of that which threatens peace itself. In
the case of Liberia, the increasing wave of violence threatens
what I call our young peace. This conceptualization of peace
does not mean that other societies are free from violence.
What is of significant concern is the trend or wave of increase
that overwhelm our security coping ability while using its
own recourses.
In summation, it is argued that most post conflict countries
that relapsed into violent conflict stems from either ignoring
early warning or failing to recognize and act on the indicators
of early warning. With the trend violence is taking, one can
rely on early warning to predict the future of Liberia stability.

quest for making huge profits should not stand in the way of
development.
LIBERIA DEARLY NEEDS the RIA to be renovated as fast as
possible to repair the runway which if not done could put the
country at risk of not getting flights coming in during the next
rainy season.

THE IRISH COMPANY THREAT to complain to the funders of


the project is counterproductive to the development of Liberia
and the Government of Liberia must stand firm to teach Lagan a

lesson that Liberia is a sovereign nation and the country decides


who it wants to do business with once all the laws governing
contracting are scrupulously followed.
THERE IS NO REASON why a single company should hold Liberia
hostage in the wake of the urgent need for a modern airport to
pave the way for more flights to the country.

THIS IS LIBERIA and not Ireland, the Government of Liberia


has a responsibility to the Liberian people to get the RIA on the
right footing and nothing must stand in the way of this essential
project.
The onus is upon the Government of Liberia to avert any threat
to the success of the RIA project.

Here is why we have the current situation in Liberia. When the 5th
President of the United States James Monroe saw repatriating the
former slaves to Africa as a way to end slave trade in the U.S. and to
avoid an uprising in the U.S.
Several of the colonies joined together to form the Commonwealth of
Liberia in 1838 and Liberia declared its independence in 1847. The
name Liberia originated from the word Liberty or freedom, and the
capital city of Monrovia was named for President Monroe. This new
country was created with the objective of providing freedom, prosperity
and justice for all. Because of this objective, the wording on the official
seal of Liberia is The Love of Liberty Brought Us Here. It is now 168
years, but the vast population of Liberia has not experienced true
freedom because the appropriate mechanisms for creating awareness
empowerment structures for equal opportunities for all Liberians
have not been put in place. The founding of Liberia was meant to end
enslavement and was intended to appease the segment of Africans who
were victims of the slave trade. The second aspect was the creation of a
new country based on rule of laws and strong institutions but Liberian
leaders main concerns for the 168 years have been personal gains
for themselves, families and friends. Personalizing the resources of
the country when one is the position of power and control is the only
experience all Liberians. This culture grew out of the returnees because
it was the only thing they also learned from their former slaves masters
from the United. We must change this culture because this is part of the
fundamental problems for Liberia. Liberia's problems are not due to
ethnicity and religion or any particular tradition, instead they are due
to the nonexistence of awareness and empowerment structures.

with her for 12 unbroken years. REALITY FOLKS! Secondly, presidential
appointees follow the "At Will" doctrine. Meaning either the President
or appointee can let go at anytime. Big news for ministers to quit but it
is part of public service. Maybe in Liberia we see being a Minister as a
profession. So folks stay in for 10 years behind one wood calling it desk.

OK , let reason this out together , shall we ? First , the author of the
article did not say at which functions did the former Nigerian Minister
represented the President while the Foreign Minister was present .
Was this a world Bank function , United Nations functions ? If so , at
what capacity ? UN women conference that was to be chaired by the
President , but was then co-chaired or represented by the former
Nigerian Minister while the Foreign Minister of Liberia was present ?
The author did not say whether the Nigerian Minister was still active
in her government or not . But one thing that is clear , is that the
President of Liberian belongs to so many organizations which she also
chaired with a co-chairperson or persons . And should the President be
unabled as in this case , her co-chairperson can represent her . The is
not like government to government signing agreements or one that is
representing the country Liberia . The author speaks of representing
the President Sirleaf at some unknown functions , but not in the
capacity of representing the Republic of Liberia at some functions .
The President just received an award , but anyone could represent the
President to receive that award on behalf of the President while the
Foreign Minister of Liberia is present . Especially , if it is coming from
an organization for which the President is a member . The author is
not very clear , neither did he asked the right question to find out the
reason why .

the man accused of
beating and inflating
bodily wounds on his wife
has denied allegations of
brutalizing his wife. In an
interview with FrontPage
Africa, Representative Mulbah
claimed that his wife is
mentally unstable and not
everything she says should
be given consideration by the
media.
Recently the Ministry of
Gender, Children and Social
Protection disclosed that it was
closely following up on alleged
abuse against a woman by
Representative Tokpah Mulbah
(CDC, District 1, Bong County),
a once influential member of
the Liberian legislature.
Speaking to FrontPage Africa
yesterday, the lawmaker said:
What happened in recent
times where she claimed I beat
on herI didnt touch her.
She came from out late and
when she entered the House, I
observed that she was drunk.
She said, she wasnt entering
the House because the door
was locked but I told her the
door was opened. When she
entered, she saw my phone
light on. And whenever she is
like that, she always argued.
I tried to ignore her by going
into another room; she broke
the glass and cut herself and

legislature by the President
claiming that it is inconclusive
and empty.
The House acted on a report
submitted by the joint
committees on Peace, Religion
and National Reconciliation
and Judiciary who, among
many things, recommended
that those institutions of
government which need to
provide information on the
TRC recommendations be
identified, and have them
submit their findings to
the executive for onward
submission to the legislature.
The committees, in its
report, said it wants no
definite action taken by the
legislature momentarily on
the TRC recommendations
and that President Sirleaf is
allotted more time to present
a glaring and succinct report
to the legislature, whilst the
joint committees continue to
deliberate on the report.
The
committee
also
recommended that they be
given time to engage their
constituent
because
the
president, in her letter to the
legislature, lamented that
the lawmakers has not made
readily available to the public
previous reports on the TRC
recommendations.

joint committee considers
this a challenge and thus
recommend; that a Nationwide tour be undertaken to
engage our constituents, solicit

took my phone and texted most
of my contacts in my phone
telling them that I wanted to
kill her.
Explaining his ordeal, the
Bong county lawmaker told
FPA that it was only on the 28
of July 2015 that he realized
that his wife filed for divorce in

December 2007 and received


the divorce certificate in
October 2008 while she was in
the US. According to him, the
certificate in his possession
was sent to him by his daughter
who is a law student and made
him aware that the woman
living with in recent years has
divorced him since 2007.

He also told FPA that he only


got to know about the mental
illness of his now Ex-wife
in 2015 after it was revealed
to him through a medical
report sent to him by his
daughter that she had Post
Traumatic Syndrome. The US
government has recommended
that she see a doctor regularly

but it was discovered that


only once she has visited the
doctor, he said
Lately did I know that it was
recommended that she be
placed on counseling but she
refused.
Representative
Mulbah
said it is not the first time
his
supposedly
ex-wife
has committed violent act,
referencing an incident where
she once allegedly attempted
suicide in the US by running to
the ocean to get drowned but
was rescued by US marines.
Said Mulbah: She and I got
married at a very young age, I
have known her for years but I
did not know that she had such
problem.
Asked whether she has any
family history of suicide
of violence he said, She is

from a very intelligent family
background with a gift of
learning and speaking several
languages but her family
suffers from depression. Her
grandfather committed suicide
at the age 38 and her father
committed suicide at the age
of 47, so yes there is a trace of
violence in the family.

He claimed that it has become


difficult for her to sleep
without taking pills, something
he said he lately observed.
He said she is currently with
his sister and some members of
her family are encouraging her
to go to Europe for medication
and advance treatment. I also
did not know that my wife
had sold our house in the US
for four hundred thousand
United States dollars and
our apartment in London for
hundred thousand pounds. All
of this was done without my
consent, he said.
She did the divorce in
deception, meaning she did
not know where I was even
though she was in regular
communication
with
me.
Right now where we are, I am
afraid that she could harm me
especially when I no longer
have control over her. With
the divorce document in my
possession, it is no longer
family matter, it is now legal
issue.
He said, as it is now, he is
cancelling all status of his Exwife, especially diplomatic
passport through the court.

Jerbo scored two goals
within four minutes at the

qualifier in Bissau on October
13.

He scored in the eighth minute

With five goals in seven games

his hat-trick in a World Cup
qualifier.
There was not much to hope for
with Liberia having conceded
a very cheap goal in the 63rd
minute to draw 1-1 in the first
leg at the Antoinette Tubman
Stadium (ATS) on October 8.
It was Jerbo who converted
a 36th minute penalty when
Malaysia-based
Patrick
Gerhardt of Sarawak was
brought down in the box after
he tried to expertly dribble
through the defense from a Zah
Krangar through ball.
But defender Malado Reld
Anido reacted well to head
home a Zezinho shot, which
was poorly blocked by goalie
Saylee Swen, after the rebound
fell kindly into his path.
Zezinho could have found the
equalizer in the 56th minute
when he easily drove through
the defense before defender

Solomon Grimes averted the


danger.
Swen, who was virtually on a
holiday, was only called into
action with the visitors first
real attempt on goal, fumbling
with the ball in what others
may describe as man against
nature.
With Zezinhos thumping shot
in a scorching sunlight, Swen
must have been caught pants
down but should have parried
the ball away to safety.
From that moment, the visitors
depicted the pace, which was
characterized by unnecessary
time wasting from the medics
and players before Bocundji Ca
was booked for unnecessarily
kicking the ball out of play in
the 67th minute.
Liberia should have put the
game to bed in the first half
but Francis Grandpa Doe and
Jerbo, who scored two superb
goals in a practice match on
October 7, were guilty of near
misses to the disbelief of the
spectators.
First, Jerbo miscued a Doe
cross on six minutes and Does
header, courtesy of a Krangar
cross, went agonizingly over
the goal line by the narrowest
of margin in the 15th minute.
On 43 minutes, Doe drove
home a ground shot against
the run of play but it was
easily saved by goalkeeper
Jonas Asvedo Mendes before
another missed chance, having
eliminated two markers with
only Mendes at his mercy on
the stroke of half time.
With a lion share of possession,
which amounted to few
chances and a happy half
time lead, coach Debbah was
understandably frustrated at

the final whistle.


I am disappointed of the fact
that we didnt play the second
half up to expectation. We
werent tactically disciplined
and the evitable happened.
This is a team; I am not going
to hold a particular player [for
the result].
Everybody is point finger to
Saylee Swen. Yes, Saylee Swen
made a mistake but then the
ball came back and nobody
was there. So it is the entire
team. I am not going to hold or
shift blame on one person. We
didnt really play good in the
second half, he said.
But coach Debbah, who was
appointed in November 2014
and had drawn two, won one
and lost two matches, didnt
give-up on the return leg.
In football, anything can
happen. We have to go to
Guinea Bissau and play as hard

as possible and scored an away


goal too. But I know it is going
to be difficult but, in football,
there is always a possibility,
Debbah added.
And he was correct with
his prediction, although the
records were stacked against
Liberia.
Along with the technical staff,
Debbah made two changes
from the first leg, replacing
Swen with Tommy Songo and
Doe with Dioh Williams, which
paid dividends.
But
the
game
was
overshadowed with the news
that Doe was dropped by
Debbah hours to the teams
departure for family reasons.
Liberia will meet the reigning
African champions Ivory Coast
in the next round on November
9 at the ATS and the return
leg takes place in Abidjan on
November 17.

In Africa (EHIA).
EHIA is an organization solely dedicated
to encouraging women to run for elected
offices in Africa and to encourage
governments to appoint women to various
positions. It is an initiative of the Joyce
Banda Foundation and Africa Union/
Diaspora Africa Forum.
Meanwhile, the PCC boss arrived in the
country yesterday following the end of the
event.

REQUEST OF EXPRESSION OF INTEREST
The government of Liberia (GOL) through the Civil Service Agency (CSA) has
received a grant from the International Development Association (IDA) for
Strengthening Governance-Civil Service Reform Capacity Building Project
(CSRCBP). The Civil Service Agency intends to apply part of the proceeds
of this grant to eligible payments under the contract for hiring a Testing
Consultant Firm to develop new Civil Service Tests that will reflect Regional
and international Standards and meet the requirement of the CSA.

The CSA administers sixty-nine qualifying tests to individuals desirous of


entering the service. Most of these tests have been administered for more
than twenty years and need urgent revision to reflect the changing realities of
the social, economic and technological environment which the public service
has undergone since the development of these tests.
OBJECTIVES OF THIS CONSULTANCY, to:
Under take the revision of existing Civil Service Entrance Test that are
currently administered by the CSA,
Develop new test as necessary and,
Develop and execute a capacity building plan to train staff of the CSA to
undertake similar tasks in the future.

This assignment is estimated to cover approximately 100-staff day over 150


calendar days. The start date of the assignment will be no later than seven (7)
days upon the signing of the contract.

The Civil Service Agency now invites eligible Consulting Firms to indicate
their interest in providing this service. Interested Consultants must provide
information indicating that they are qualified to perform the services by
submitting their detailed information (brochures, past performance records,
references of similar assignments executed in the recent past). They must also
provide description of work both general and on similar assignment. Specific
experience on World Bank founded projects will be an added advantage.
The short listing criteria are:

Experience in undertaking similar assignments and number of years in


business;
Experience in working with the World Bank and/or Donor-funded Projects;
Technical and Managerial Organization of the firm;
Availability of competent staff with relevant qualification and experience to
undertake the assignment;
Experience developing civil service tests in the Sub-Sahara Africa Region.
The attention of interested Consultants is drawn to paragraph 1.9 of the
World Banks Guidelines: Selection and employment of Consultants under
IBRD loans and IDA credits and grants by World Bank Borrowers (January
2011). (Consultant Guidelines), setting from the World Banks policy on
conflict of interest. Consultants may associate with other firms in the form of
a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant firm will be selected with the procedures set out in the World
Banks Guidelines: Selection and Employment of Consultants by World Bank

PRESS STATEMENT OF THE MOVEMENT FOR DEMOCRATIC INITIATIVE


(MDI) ON THE RESIGNATION OF MR. AUGUSTINE K. NGAFUAN AS
LIBERIAS MINISTER OF FOREIGN AFFAIRS IN COMPLIANCE WITH
THE UNCONSTITUTIONAL CODE OF CONDUCT LAW
The statement released by Hon. Augustine Kpehe Ngafuan, Former Foreign Minister
of the Republic of Liberia on his resignation as Liberias Foreign Minister; and reasons
for his resignation was read with utmost dismay and concern by the Movement for
Democratic Initiative (MDI).
Before detailing our disappointment in Mr. Ngafuans action, we at the Movement for
Democratic Initiative (MDI) feel very sorry for our beloved Country Liberia at this
stage of our under development that our Law Makers with the support of the Leadership
of the Executive Branch of Government will deliberately pass a law that is divisive and
discriminatory; and expect rational thinkers and people who want to see this country
prosper in every sphere of its national life to remain silent and allow chaos to prevail.
The statement published by Mr. Ngafuan on his resignation was read thoroughly and
critically analyzed to obtain the basis for his decision to leave Government at a time
where there is an ongoing probe at the Ministry of Foreign Affairs into an alleged
misappropriation of funds related to the Japanese Grant
In Mr. Ngafuans statement, he stated that his decision for resigning at this time is in
obedience to the law (i.e. Code of Conduct) passed by the Liberian National Legislature
mandating all officials appointed by the President of Liberia and Board of Directors of
Public Corporations to resign their posts at least two (2) years if they desire to contest
for public office.
While in Mr. Ngafuans statement, he mentioned that he does not fully concur with some
of the provisions in the Act of the Legislature prescribing a National Code of Conduct for
all Public Officials and Employees, especially Part V on Political Participation, he went
ahead and resigned his post to enable him fully participate in political activities ahead of
the 2017 Presidential and Legislative elections.
The Movement for Democratic Initiative (MDI) sees this as a clear contradiction on
the part of Mr. Ngafuan; his words and action do not match; and this resignation of
Mr. Ngafuan leaves the Movement for Democratic Initiative (MDI) to believe that such
person as Mr. Ngafuan can not be further trusted with any leadership position in Liberia;
whether electable position for the 2017 General and Presidential Elections or appointed
position for that matter; as his action of resignation signifies that he will compromise
the very Liberian people and Constitution for the sake of his personal convenience
as he has done in this case of his resignation; only to justify that he wants to be law
abiding even though he Mr. Ngafuan acknowledged that the very code of conduct law
is unconstitutional.
From a rational point of view, no one who has the desire to participate in a process
would want to deprive himself or herself from serving the very people he or she wants
to lead as long as two (2) years prior to the process. We at the Movement for Democratic
Initiative (MDI) are of the strongest conviction that there are so many persons presently
serving the Liberian people through different positions in the Executive, Legislative
and Judicial Branches of Government; and have vested interest in contesting for
positions; and participating actively in the 2017 General and Presidential Elections,
but have not resigned; and will not resign as resigning will breathe life or give undue
credence to a law (i.e. Code of Conduct) which is not only divisive and discriminatory
in nature, but unconstitutional and unenforceable. The question is; will these people
be disqualified under such unconstitutional and discriminatory Law? Or will they be
allowed to participate in the electoral process which is their constitutional right? The
obvious answer to such question is every Liberian; regardless of class or status has equal
right under the Liberian Constitution to participate in political activities at every level.
Though deliberate; it is very much unfortunate that the Constitutional Provision of equal
right for every Liberian to participate in political activities at every level was ignored on
purpose by the very crafters of the so called code of conduct; an action which in itself
is unconstitutional.
Mr. Ngafuan or anyone who resigns in compliance with this so-called Code of Conduct
should not be seen as a law abiding citizen as he claims, but rather a coward who
does not have the courage of his conviction or guts to speak out and stand against
an unconstitutional law that discriminates against well-meaning Liberians who have
genuine passion to see our country move forward.
Liberians should be aware of people who demonstrate double identity or are playing
double standard. There are many politicians parading the corridors of power with
hidden motives. Every Liberian must be given equal opportunity to participate in the
political process in fulfillment of the Liberian Constitution.
To have a law that deprives a certain Liberian from serving his or her country two (2)
years prior to elections because of a desire to contest political office is tantamount to
violation of their rights as enshrined in the Liberian Constitution; therefore Liberians
must stand up against such law and hold our Law makers and the Leadership of the
Executive Branch of Government accountable if anything goes wrong in this country.
It is obvious that people would resign their post during the process to enable them
concentrate on their campaigning, but for them to resign two (2) years prior to the
process only because they have the desire, is wrong and incomprehensible to say the
least. Moreover; the issue of resigning or not resigning should be left to the discretion
of the individual. Every Liberian should have the right to remain in office; and contest
just as it is in the case of the President, Vice President and Members of the National
Legislature; ensuring this will be justice being done for all men.
Lets look at the meaning of desire as stated in the Code of Conduct: a desire is not
determined by anyone in relation to another person unless such desire is expressed by

the one who has the desire. How then can you place a timeline on a particular person
or group of people serving in specific capacities to express a desire with a time frame
attached? Isnt this in itself so discriminatory; and having a person like former Minister
Augustine K. Ngafuan to succumb and acknowledge such law speaks to his cowardice
nature and anxiety to ascend to political office at the expense of the Liberian Constitution.
We must learn lessons from our brutal past history and initiate measures that would
pave the way to a brighter future for this country rather than support a law that will set
a bad precedence; and violate the constitutional right of any one individual or group of
people. This is counter-productive to our hard earned fragile peace and stability.
It is disheartening and unfortunate that the Executive and Legislative Branches of the
Liberian Government could plan and design such a divisive law only geared toward their
own selfish and individual political interest to the extent of disregarding the organic
laws of the land. It is however left to the Judiciary Branch of Government to determine
the unconstitutionality of such law; and prevent it from taking roots; especially so as
there is a pending case challenging this law before the Supreme Court of Liberia. The
Supreme Court opens its October Term on Monday, October 12, 2015. This matter is of
great Constitutional importance; and the Supreme Court should speak sooner rather
than later; as doing so will be in the best interest of Liberias hard earned fragile peace
and stability.
Even more troubling to the Movement for Democratic Initiative (MDI) is news in the
media and some quarters about a so called deadline of October 10, 2015 for all officials
appointed by the President of Liberia and Board of Directors of Public Corporations
to resign their posts at least two (2) years if they desire to contest for public office in
compliance with this Unconstitutional
Code of Conduct Law. How can you have a deadline for a law that is awaiting a decision
at the Supreme Court of Liberia regarding a challenge on its unconstitutional nature?
The Movement for Democratic Initiative (MDI) calls on the media as the Watch Dog of
the Society and all well meaning Liberians to condemn and discourage in the strongest
terms all attempts by the Executive and Legislative Branches of the Government of
Liberia to impose any unconstitutional law; including, but not limited to the so called
Code of Conduct Law on the Liberian people; as executing any such unconstitutional law
will be met with the strongest of resistance by the Liberian people.
With the National Legislature and Leadership of the Executive Branch of the Government
of Liberia being the brains and architects of discriminatory and unconstitutional laws
in this day and age in Liberia; the Movement for Democratic Initiative (MDI) sees the
Judiciary Branch as the only hope to ensure that the imposition of this unconstitutional
law does not hold water in our society. However; for any reason; if the Judiciary chooses
to concur with both the Executive and Legislative Branches of Government to uphold any
discriminatory and unconstitutional law, Liberians will be left with no other option, but
to turn to Article 1 of the Liberian Constitution which states that the power belongs to
the people. None of the perpetrators of this discriminatory act should assume that the
Liberian People will accept this charade calling itself a means to secure the resources
of the state so that they can not be used for political reasons. These perpetrators
should know that the Liberian People will not accept such discrimination under any
circumstance. No matter the cost; the Peoples Power will certainly prevail; as Liberians
will no more be taken for granted or a ride.
There are laws to prevent corruption in Government. Moreover; when it comes to
corruption, it is hard to accept the idea which seems to be at the heart of this issue
of political participation that elected officials who have been excluded from this
discriminatory and unconstitutional law are the ones with the least potential to be
corrupt. We see that the Liberia Anti Corruption Commission (LACC) has a case against
some members of the House of Representatives; are they appointed? What an irony?
Who executes the National Budget; is it not the President of the Republic of Liberia? Are
we to believe that a President running for a second term or who is ending his/her second
term, but has interest in a particular candidate to succeed them can not deliberately
tailor the execution of the national budget for political reasons? Are we to believe that it
is the appointed ministers or officials who would misuse public resources for election,
but not the President under whose instructions such Ministers or officials act? Can this
not be seen as narrowing the field of opponents; especially those that they are afraid of?
The action of Vice President Joseph N. Boikai, Sr. in Lofa County more than highlights the
discriminatory and unconstitutional nature of the law. Vice President Boakai went to Lofa
County under the guise of going to thank the people of Lofa County for the fight against
ebola; receiving Government funds and other resources for that travel to Lofa County,
yet to the contrary; Vice President Boakai turned the trip to Lofa County into a political
rally; where he - Vice President Boakai received petition; and declared his intention to
run for President in 2017. Why should such act of Vice President Boakai be accepted
under the so-called Code of Conduct which he signed before sending it to President Ellen
Johnson-Sirleaf who also signed it into the so-called law; though unconstitutional.
In conclusion; the Movement for Democratic Initiative (MDI) is encouraging all patriotic
citizens of Liberia to hold serious discussion about this matter. Even the international
Community should be interested in this issue having spent their treasure and blood to
help Liberia get a stable course.
All can agree that democracy is not built on willful acts of exclusion from the political
process by those who want to secure their positions of privilege. The eyes of the Liberian
people are open; there are things the Liberian people will accept; and there are things
they will definitely not accept.

Beirut (AFP) he Islamic State group's spokesman confirmed on


Tuesday the killing of the jihadist organisation's
second in command in a US air strike earlier this year.
"America is rejoicing over the killing of Abu Mutaz alQurashi and considers this a great victory," Abu Mohamed alAdnani said in an audio recording posted on jihadist websites.
"I will not mourn him... he whose only wish was to die in the
name of Allah... he has raised men and left behind heroes who,
God willing, are yet to harm America," he added.
Adnani did not say, however, in what circumstances Qurashi
died.
But the White House, in an announcement on August 22, said
that Qurashi, whose real name is Fadhil Ahmad al-Hayali, was
killed on August 18 in a US air strike near the northern Iraqi
city of Mosul.
It said the strike targeted a vehicle and also killed an IS "media
operative" known as Abu Abdullah.
The US National Security Council said at the time that Hayali
was IS leader Abu Bakr al-Baghdadi's senior deputy.
The White House described Hayali as a member of the IS ruling
council, and "a primary coordinator for moving large amounts
of weapons, explosives, vehicles and people between Iraq and
Syria".

Moscow (AFP) resident Vladimir Putin on Tuesday slammed


Washington for refusing to share intelligence with
Russia on Syria, accusing it of muddled thinking.
"I believe some of our partners simply have mush for
brains," Putin said, expressing some of his strongest criticism
yet of Washington's handling of the Syrian crisis.
Late last month Moscow launched a bombing campaign in
Syria, saying it needed to target Islamic State jihadists before
they cross into Russia, which has a large Muslim population.
But Washington and its allies slammed Russia's intervention in
the conflict, saying Moscow was also targeting Western-backed
moderate rebels and sought to prop up the regime of Bashar
al-Assad.
"Now, we often hear that our pilots are striking the wrong
targets, not IS," Putin said at an investment forum in Moscow
explaining that Russia had asked Washington to provide a list
of targets.

close off Ukrainian airspace

blame, under the rules

who fired the missile, but
says airspace over eastern
Ukraine should have been

Dutch - 196, including some
with dual nationality. The
other passengers and crew
were nationals from 10

The report says the three
crew members in the cockpit

achievement by beating Guinea
Bissau 3-1 on Tuesday and 4-2
on aggregate in a 2018 World
Cup qualifier.
LISCR FC said it is delighted
to have seen a former youth
player, William Jerbo, scored
a hat-trick for Liberia, making
it his fifth international goal
having scored against Togo and
Guinea Bissau.
According to a senior officer,
Avi Zaidenberg, LISCR are
proud to continue to contribute
to Liberia.
We are proud to contribute to
football in Liberia, especially
so because it is the single most
unifying element in Liberia and
through football Liberians can
increase their sense of national
pride and foster national unity
and reconciliation.

LISCR FC goalie Tommy Songo
was selected as the first
among equals to start ahead
of Saylee Swen of LPRC Oilers
and Sampson Giddings of FC

It was his debut away from
home and with 10,000
spectators cheering against
him.

of keeping a good performance
and the team won a World Cup
qualifier for the first time since

Wleh and Anthony Laffor
were the scorers.
Wleh and Laffor come to
national prominence when
their careers started a major

boost at LISCR FC.


Both players admitted that
they owed a lot to the role
played by LISCR FC in their
professional upbringing.
In
the
past,
corporate
sponsorship of football clubs
was limited to state ownedenterprises such as Liberia
Petroleum Refining Company
(LPRC),
National
Port
Authority (NPA) and Liberia
Electricity Corporation (LEC)
among others.
Today, LISCR have taken the
lead in corporate sponsorship
of football in
Liberia and have sponsored
many tournaments, including
the Soccer For Hope initiatives.
At the LISCR family is getting
the benefit of their investment
by greatly helping the national
team with its forward march.
Patrick Wleh
Wleh, who plays for PKNS FC in
the Malaysian Premier League,
is on loan from LISCR, and
recently signed an improved
deal.
Known as Ronaldinho for
his physical morphology and
his dazzling skills, Wleh was
invited by Liberia coach James
Salinsa Debbah for the 2018
World Cup qualifiers with
Guinea Bissau but pulled-out
due to injury.
Wleh
has
scored
four
international goals: Cape Verde

(on March 26, 2011); Mali (on


October 8, 2011); Nigeria
(on October 13, 2012) and
Uganda (on March 24, 2013)
and scored for a Malaysian
IX against Liverpool in a preseason friendly on July 24.
When Debbah was asked about
Wlehs exclusion since he took
over last November, he said:
Well, I am the coach of the
national team. I select players
based on what I see and not
what the fans want.
Anthony Laffor
Laffor plays for South African
premier league side Mamelodi
Sundown and once captained
the national team.
He spent almost five seasons
with LISCR before joining
Obausi Goldfield of Ghana and
later played Jomo Cosmo and
Super Sports United in South
Africa.

William Jerbo
Jebor made his senior debut
with LPRC Oilers in 2008,
aged 17, after previously
representing LISCR FC as a
youth.
In the 2009 summer, he moved
abroad for the first time in
his career, signing for Syrian
Premier League side side
Taliya SC.
In 2010 Jebor switched teams
and countries again, joining
Egyptaian second division club
Tersana SC.
After a short spell at ElSharqeya
lel-Dokhan,
he
moved to El-Geish SC in the
Egyptain premier league.
Jebor made his debut for the
club on 3 February 2013,
starting in a 01 away loss
against Ismaily SC, and scored
his first goal for the club on
12 March, netting the first in
a 21 home win against El
Mokawloon SC.
He finished the campaign
with 10 goals, being the

Angola at Tundavala National
Stadium in Lubango in a
2014 World Cup qualifier on
September 7, 2013.
Gizzie Dorbor
Having made his debut in a
4-1 defeat to Mali in a 2006
World Cup qualifier, Dorbor
went into the international
wilderness but was recalled by
Debbah following impressive
performances for Hapoel Afula
in the Israeli second division.
Dorbor played the full 90
minutes against Tunisia and
Guinea Bissau and came on in
the 81st minute for Adolphus
Marshall in the second leg.
Dorbor can function as a left
back, in central defense or in
midfield.

Solomon Grimes
With more than 15 caps, Grimes
has been the undisputed right
back for Liberia. He played for
LISCR before moving to Europe
in search of greener pasture.
