PREAMBLE
The description of an item shall be deemed to include all preambles,
headings, sub-headings and references to other documents. The
detailed description of work and materials, given in the
Specification are not necessarily repeated in the Bill of Quantities.
The Preamble to the Bills of Quantities must be read with the
Drawings, Conditions of Contract and the Specification and the
tenderer shall be deemed to have examined the Drawings,
Specifications, Conditions of Contract and to have acquainted
himself with the Works to be done and the way in which they are to
be carried out. This preamble to the Bills of Quantities shall form
part of the Contract.
Tenderers are instructed to quote "rate only" for all QRO items
without fail and not to enter any amount in the amount column. The
rates quoted under QRO items is negotiable during the evaluation of
the tender and the rationalised rate only will be considered if there is
a need to operate QRO items during execution. Any percentage of
discount / rebate offered by the tenderer during negotiation is
applicable on all the quoted rates of the tendered items including
"QRO" Items.
Providing and forming all temporary roads / Pathways, cross over,
foot path, tracks, hard standings, Temporary ramp to approach the
excavated level etc. within the site and shall provide temporary foot
path outside the boundaries if required to protect the public entering
into the construction area at no extra cost.
Providing and maintaining Field Laboratory in a satisfactory manner
till the completion of work to ensure site control on quality of
materials and the works and shall strictly comply with provision of
Indian/ International Standards at no extra cost. All other regular
tests including requisite materials shall be carried out as directed
either at approved laboratory or at site at no extra cost.
The Tenderers are requested to inspect the site and obtain for
themselves at their own expense all necessary information and
particulars to enable them to submit the tender.
The dimensions shown in the drawings shall have to be verified by
the contractor at site before execution of the items and necessary
allowance's have to be made as per the actual dimensions available
at site.
For the items of works having Basic rate of material, price
adjustment will be made only on the actual quantity measured.
Wastage shall be to Contractors account. Basic rate indicates
landed cost at site including transportation charges, loadingunloading and all other levies and taxes as applicable.
The contractor should refer to the detailed drawings for details. All
the rates so quoted should be inclusive of all materials. In case of
discrepancy between drawing and Bill of Quantity the drawing
supersedes, unless specifically mentioned in the BOQ.
The work shall be carried out as per drawings, specifications, the
description of the items in the schedule and / or engineers
instructions.
All pre-fabrication works wherever possible shall be carried outside
the client's premises, only assembling and finishing work will be
allowed within the Site.
Items of work provided in this schedule but not covered in the
specifications shall be executed strictly as per instructions of the
engineer.

Unless otherwise mentioned in the contract, the tenderer shall quote
for the finished items and shall provide for the complete cost towards
labour, materials, plant and machinery, operational costs, levies,
taxes, transport, repairs, rectification, maintenance till handing over,
revenue expenses, contingencies, overheads, profits and all
incidental items not specifically mentioned but reasonably implied
and necessary to complete the works according to the contract.
The quantities of the various items mentioned in the schedule of
items are approximate and may vary up to any extent or be deleted
altogether. The quoted rates of each item shall remain firm as long
as the variation in the total value of the works executed under this
contract including extra items, if any, remain within + 25% of the
tendered value of the works. The contractor, in his own interest,
should get an indication of the probable extent of the work to be
executed under any particular item in this schedule, before
undertaking any preliminary and enabling work or purchasing bought
out components related to the work.
Rates shall be quoted both in figures and in words in clear legible
writing. No overwriting is allowed. All scoring and cancellations
should be countersigned by the tenderer. In case of illegibility, the
interpretation of the engineer shall be final. All entries shall be in
English language.
The Engineer-in-charge's decision shall be final and binding on the
contractor regarding clarifications of items in this schedule with
respect to the other sections of the Contract.
It may be noted that the total work or any part / parts of the same
may be awarded as mentioned in this schedule of items.
The rates quoted shall be inclusive of all mock-ups, associated
samples prior to any mass production or procurement as per
complete satisfaction of the Client and Architect. Inclusive of
dismantling, demolishing and carting the material and making good
of the surface.
Any debris generated out of the said work may please be cleared on
priority basis from the Site. The contractor to allow for work to be
executed on the upper Floors, temporary storage of material on the
Ground Floor, for hoisting material to the upper floors, for bringing
debris and waste down, for co-ordinating and scheduling movement
of material with facilities available on site. The disposal of debris will
be the sole responsibility of the Contractor.
Any fault that occurs during the time of production, shifting or
installation of finished materials should be replaced with good one as
per the instruction from Engineer-in-charge.

Excavatio Excavation

Rate to include Clearing and Grubbing of the fill area including,
curing and removal of shrubs, plants and stumps, disposal of
rubbish / excavated stuff to contractor's own disposal ground.
The rate for excavation should include carting away the debris,
pieces of rock , earth etc. to the dumping ground for all lifts and
leads (Inside the CMC/TCS premises as per the instruction or
outside the site premises with the permission of local authority)
The rate should also include dewatering the all excavation area filled
by the rain water or any other external source and pools of water in
the building area by using diesel driven pumps or other devices,
including disposing of the water to a safe distance as directed.
PCC, outer dimension of foundation shall be considered for the
mass and local excavation measurement for payment/certification.
The rate for excavation shall include for shoring the sides or
trenches with approved timber/steel accessories wherever
necessary to prevent the sides from falling including bailing or
pumping out of water (naturally occurring water met with while
excavating the pits, ) if found necessary. If there are any shrubs,
bushes, trees etc., are to be removed, roots of the trees should be
removed for minimum depth 50. All these materials should be
neatly stacked at site and to be handed over to the clients.
Individual boulders which may be encountered in the excavations
and which can be removed by crow bars/bucket of poclain excavator
from the parent-matrix shall be removed and shall form part of this
item and no separate payment will be made.
Contour level to be taken jointly before starting any excavation/
filling at every 3 / 5 mt grids.
Should contractor excavate to a greater depth or width than shown
on the drawing or instructed by PMC/Client, the contractor shall at
his own expense fill in such greater depth or width of excavation with
PCC. bedding as described for foundation by structural consultant.
Tree cutting and disposing (if any) to be done as per site engineer's
(in charge) instructions.
Carrying out excavation in the specified type of soil, inclusive of dewatering to keep the area clear from water ponding at all times, to
the required depth and profile as shown on drawings. Rate includes
removal of old buildings, foundations, plinth beams, floor concrete,
trenches, sewers, pipelines, column stubs, any other retaining
structure etc. with or without reinforcement and other embedment
and carting away the debris. No separate payment will be made on
account of breaking, removing and carting away of such existing
structures within the excavation area.
The excavated material, as directed by Project Manager/Engineer-incharge, shall be retained at the locations within the site or disposed
off outside the plot boundary in the approved dump yard of Local
Municipal Authority or any other place . The rate of excavation
includes cost of all necessary licences, Royalty charges and
permissions for the disposing the unsuitable earth from appropriate
authorities. No additional lead or lift shall be claimed either for inside
or outside dumping of the excavated material
Contractor shall take all necessary steps to ensure that the
temporary soil retention system (touching piles, diaphragm wall or
any other shoring system) is not damaged or disturbed during the
excavation activity. In case any damages occurred, the Contractor
shall make good such damages during the progress of the work at
his own cost.
The final approved founding strata shall be left absolutely clean by
removing loose, slushy soil, murrum and weathered rocks with
necessary tools & tackles, cleaning the surface by wire brush and
carting away the debris, dewatering to keep site dry at all times till
laying and curing of PCC etc. are all complete to the approval of
PM/Engineer-in-Charge.

Excavation in all kinds of soils, soft or hard murrum, soft rock, hard
rock, loose or stiff clay in foundations, trenches, rafts, column pits,
pile caps up to depth mentioned below the ground level including
providing strutting and shoring, dressing to excavated sides as
required, excavation.
For measurement of depth of excavation, the average slope of the
particular building should be calculated and the average level should
be considered at "0.00" level i.e. the average ground level. All below
depths shall be measured from this level

dust at least 0.5 Cum. per 10 Sqm. preliminary rolling / ramming of

Providing and cladding on walls machine cut and machine prepolished Granite slab 19mm thick of size as per drawings set on
backing coat of cement mortar 1:3 not exceeding 19mm thick,
including pointing with matching cement paste with pigmented
additives to match the shade of the slab. The rate should also be
inclusive of applying temporary supports to the cladded stone as
directed by the Architect at site. Cost to be inclusive of hand
buffing/cleaning on surface etc complete as per directions. Cost of
Granite Rs.1900/Sqm.
Providing and fixing steel reinforcement for RCC including
material, fabricating as per IS-2502, transporting, storing, de-coiling,
straightening, cutting, bending, spirally hooping and placing in
position at all levels, including all labour, equipments, supplies,
incidentals, sampling and testing as prescribed in IS codes including
all charges thereon for requisite tests, supervision and binding with
18 gauge approved quality GI Annealed binding wire. The
measurement shall be as per IS 1200 Part- and unit weight shall be
derived as mentioned in IS 1786. The rolling margin shall be on
Contractors own cost. The rate shall include cost of cover blocks,
binding wire, chairs, spacers and pins to be provided as per
specifications and will not be measured separately for payment.
Quantity of steel as per drawing and with authorized overlaps only
shall be measured and paid for.

The quoted rate will include welding of reinforcement with low


hydrogen low heat welding electrodes for the welding length
mentioned in the drawings in place of conventional laps, if the
consultants have recommended the same, for which no extra shall
be claimed. Replacing conventional laps with welding splices will be
entirely at consultants discretion and will have to be borne by the
Contractor. Such unclaimed welding will also include welding of
reinforcement to already fixed insert plates, structural steel members
etc. Shear connectors prepared from the reinforcing steel welded to
structural steel members shall be measured in the reinforcement
item.
The rate also includes protecting the reinforcing bars in their virgin
form or in the fabricated form, or when placed and tied up position
or as dowels left for future continuation of work or at construction
joint against corrosion due to exposure to weather if left exposed
and un-encased for more than three weeks from the date of delivery
to the site. Cement wash shall be given to such bars if they are likely
to be exposed for more that three weeks and less than twelve
weeks. Process of application of cement slurry shall be repeated
after every twelve weeks if the exposure period is stretched.
