Vizag Steel has done it again. This time in the field of
Orthopaedics.Dr.GVenkateswaraRao,anexpertinthefieldof
Arthroscopic Surgery and Sports Medicine at Vizag Steel
General Hospital, carried out the technically demanding and
challengingtaskoffixingfractureswithinthekneejoints(Tibial
EminenceFractures)ontwoindividualsbyArthroscopicSurgery
(Keyholesurgery)withoutopeningthejoint.Generally,such
fractureswithinthejointsaretreatedbyputtingaplastercast
orbysurgerywhichiscarriedoutbyopeningtheentirejoint
throughincisionswhichare10-15cmlong.However,DrRao,
whohashadadvancedtraininginthisareainSouthKorea,using
state of the art arthroscopic equipment, performed the ACL
AvulsionfixationandACLpulloutrepairwith3-4stabincisions
oflessthan5mm.SpecialTitaniumscrewsandsuturematerial
wereemployedtopreventcomplicationssuchasstiffnessand
infection.Arthroscopicsurgeryhelpsinearlymobilityandfaster
recovery from surgery. To the pleasant surprise of the two
patients who had undergone this surgery under Dr.Rao, the
convalescenceperiodwasreducedtotwoweeksasagainsttwo
monthsunderthegeneralmethod.Dr.Raosaidhecouldemploy
thisadvancedmethodbecauseVizagSteelhadprovidedthecostly
andadvancedequipmentinitshospitalforitsemployees.Even
corporate hospitals did not have such facilities, he added.
EmployeesatVizagSteelexpressedhappinessatthesuccessof
thisadvancedoperationtechniqueandsaidtheywereproudof
Dr.Rao, who with his unparalleled skills could work in any

CapitalCityMasterPlanandaSeedCapitalAreaDetailedMasterPlan,
afterwhichthedecisiontolaythefoundationstoneonOctober22was

histalkshowsonradio,wavesayearago,saysthesaleshavealmost
doubled and more and more people purchase Khadi items now.
Disputingthegovernmentsclaims,manysayhypewasbeingcreatedby
raisingbogeyofsales.Khadiandvillageindustriestoprungofficials,keeping
trackofitssalesandpurchasesacrossthecountry,waveledgerstoassert
thatpurchasesmightbeevenhigherthanwhathadbeencollatedbythem
sofar.
InMannkiBaatlastyear,MrModihadcalleduponpeopletobuyat
leastoneKhadigarment.Herecentlyrecalledtheappealhadmadean
impactandsaleshavealmostdoubledandsaiditwasnotaccomplished
throughadvertisements,butitisthemanifestationofimmensepowerof
massesandwhatanexperience.Hemadeitclearthathewasnotasking
peopletobecometotallyKhaddhardhaributeveryonemustpurchase

someitemofKhadiincomingDiwali.MrModiaddedthatKhadirebate
programme,whichstartsonOctober2foramonth,mustbeencashedby
allandtheyshouldalsopatronisehandlooms.
TheKhadicrazewasevidentonthisyearOctober2whenoutletsacross
thecountryclockedonedaysaleofRs.20crore.Asamarkofobeisance
totheFatheroftheNation,MahatmaGandhi,48officesofKhadiand
VillageIndustriesCommissionremainedopenand7050salesoutletsmade
brisksales.TheKhadiBhandaratRegalbuilding,here,touchedsales
worthRs.80lakhontheGandhiJayantiday.
ThishasresultedingrowthofKhadisalesandconsequentgrowthin
production.UnionMinisterforMSMEKalrajMishrasaidthatafterthe
PMsappeal,growthinsalesrocketedtoa17.55%fromOctober2014
toMarch2015,whichisanalmostthreefoldincreasewhencomparedto
thepreviouscorrespondingperiod.Aftertheappeal,growthinproduction
increasedbyalmost6timesto31.1%fromOctober2014toMarch2015
overthepreviouscorrespondingperiod.In2014-15,Khadiproduction
hasreachedRs.880croreregisteringanincreaseofaround8.5%over
2013-14.
CEOandCommissioner,KVIC,ArunKumarJhasaysthesaleofthe
KhadiGramUdyogBhawan,NewDelhi,thedepartmentalflagshipoutlet
oftheKVICincreasedaround125percentinsubsequentfortnightsoon
afterthePMstalkshow.Thetotalincreaseinsalesduringtheperiodfrom
October2014toMarch2015wasaround68percentinvalueterms.The
saleofKhadiwhichwasatRs.5.47croreduringtheperiodOctober2013
toMarch2014jumpedtoRs.9.19crore.Accordingtohim,thesaleof
readymadeitemsofKhadiGramUdyogBhawan,Connaughtplace,
increasedphenomenallyandtheincreasewasaround86percent.AllIndia

Khadi,officialssay,theproudlegacyofMahatmaGandhiandpotent
toolofnationalfreedom,isethicalaswellasethnicaddingitsUSP
isnatural,handcrafted,eco-friendly,bio-degradableandnon-exploitive
fibre.Itisaclothwovenbyhandusinghandspunyarnonly.Naturalfibres
namelycotton,woolandsilkareusedintheproduction.Khadiisidentified
bythedirectionoftwistinyarn.InKhadiyarntwistdirectionisS.Usually
itiscalledlefttwistoranti-clockwisetwist.
Currently,thereare1.42lakhweaversand8.62lakhspinnersinthecountry
andmanydemanddecentreturnstotheirskills.Anestimatesaysthat9.60
lakhcharkhasand1.51lakhloomschurnoutKhadi.DelhiUniversity
ProfessorofMathematics,VinodTyagi,whostillweavesKhadioncharkha
andgivescompanytohismotherinthistask,saysthattheKhadiitems
havebecomeverycostlyandthepriceofadhotiislikeladies
decentcottondhoti.ChennaibasedEthirajGopal,anavidsupporter
ofKhadi,saysthatitshouldbemoretrendyandqualityberefinedfurther
toretainitscreaseformanydaysonceitisstarchedproperly.MrGopal,
anadvocatebyprofession,saidthathetravelsaroundthecountryand

KVICwasestablishedin1957toleveragetheuniquecharacteristicsof

AssignedtoKVICweresocialobjectiveofprovidingemploymentand
economicaimofproducingsaleablearticles.ManysaywhentheKVIC
wasestablished,itsmainobjectivewastodevelopvillageandKhadiindustry
butinsteadofvehicleofdevelopment,ithasbecomearegulatorybodysans
textile engineers, marketing experts, designers and quality testing
laboratories.
Officialssaythatin2014-15,2,223institutionswereengagedinthe
implementationofKhadiprogrammeunderKVISector.Duringthisperiod
theproductionofKhadiwasaroundRs.879.98croreand11.06lakhpeople
wereengagedintheactivity.TheproductionofKhadiinquantitativeterm
wasaround95.19millionsq.metrewhichismerely0.15%oftheentire
textileproductionofthecountry.IfcomparedtoKhadi,WoolandSilk
Sectorofthecountrywhichisthetraditionaltextilesector,thecontribution
ofKhadisectorisover11%.

Background
Afteragriculture,miningisthesecondlargestemployerinIndia.Most
of Indias minerals are located in forest areas inhabited by tribal,
backwardanddeprivedpopulation.Itcanbeargued,thatthenations
unemploymentproblemcouldhavebeensolvedtoagreatextent,and
inclusive development achieved with exemplary standards, had this
sectorbeenaccordedtheimportanceitdeserves.
Thepresentgovernment,underthevisionaryanddynamicleadership
ofPrimeMinisterShriNarendraModiji,amendedtheMMDRActin
early2015.Amidothersignificantimprovements,thenewActaddressed
tworootissuesunderlyingtheminingsector:
a)Reinvigoratingtheminingindustrybybringingintransparencyand
layinggreateremphasisonexploration
b) Distributingthefruitsofprosperityachievedthroughminingto
affectedpeopleforstableminingatmosphere
Itisforthelattercause,thatforthefirsttimeinthehistoryofIndia,a
separatefundwasearmarkedandestablishedexclusivelyforthesocial
andeconomicupliftmentofminingaffectedpeopleandplaces.The
MMDRAmendmentAct2015providesforDistrictMineralFoundation,
orDMF,andmandatesthatallStateGovernmentshavetoestablisha
DMF ineach district affectedby mining operations. Topreserve the
virtues of Cooperative Federalism, the Act empowered State
GovernmentstoframerulespertainingtoDMF.

thatthegovernmentwouldintroduceaschemeforthewelfareofpeople
anddevelopmentofareaaffectedbymining.

The Scheme
InSeptember2015,theMinistryofMineshasissuedGuidelinesforusing
thefundsaccruingtoDMF.CalledasthePradhan Mantri Khanij Kshetra
Kalyan Yojana (PMKKKY), this scheme will be binding on State
Governments.
Encompassingallfacetsofdevelopment,socialandeconomic,immediate
andlong-term,thePradhan Mantri Khanij Kshetra Kalyan Yojanarests
onthreemainobjectives:
1. To implement various developmental and welfare projects/
programsinminingaffectedareasthatcomplementtheexisting
ongoingschemes/projectsofStateandCentralGovernment
2. To minimize/mitigate the adverse impacts, during and after
mining, on the environment, health and socio-economics of
peopleinminingdistricts;and
3. To ensure long-term sustainable livelihoods for the affected
peopleinminingareas.
Theobjectivehasbeenspelledoutclearlysothattheendgoalremains
prominentinitsclarity:causingsubstantialimprovementinthequality
oflife.

The System in the Scheme


To ensure that PMKKKY serves to enhance lives of mining affected
peopleonasustainedbasis,theGovernmentenvisagedthatthefunds
of DMF must also be spent in the most optimum way possible. It
intendedthatthePMKKKYshouldfunctionasaself-sustainingsystem
ofsupport,andnotasone-timeGovernmentsop.Hence,itwascrucial
toguardthisschemeagainstthetrapofpopulistmeasures.Caveats
havethereforebeeninstalledtoascertainthatimportanttasksare
notsacrificedatthehandofurgenttasks.
The scheme earmarks 60% of expenditure of this fund for high

2.Indirectly affected areas:Wherelocalpopulationisadversely
affected on account of economic, social and environmental
consequencesduetomining-relatedoperations.Thesecouldbe
deteriorationofwater,soilandairquality,reductioninstream
flowsanddepletionofgroundwateretc.
3.Affected people/ communities:FamiliesidentifiedasAffected
family and Displaced family as per the Right to Fair
Compensation and Transparency in Land Acquisition,
RehabilitationandResettlementAct,2013,andotherfamilies
identifiedinconsultationwithGram Sabha.
Inlinewiththesedefinitions,itmandatestheDMFtomaintainalistof
peopleandplacesunderthesecategories,whowillbeconsideredas

Special provisions for scheduled areas:


TheprocessofutilizationofPMKKKYfundsshallbeguidedby
the provisions contained in Article 244 read with Schedule V
andScheduleVItotheConstitutionrelatingtoadministration
oftheScheduledAreasandTribalAreasandtheProvisionsof
the Panchayats (Extension to the Scheduled Areas) Act, 1996
andtheScheduledTribesandOtherTraditionalForestDwellers
(Recognition of Forest Rights) Act, 2006. The Gram Sabha of
affected villages to have major say in approval of plans and
inspectionofreports.
