Camarines Norte Water District (CNWD) pioneered the concept of a privately run water utility in the Bicol Region
when it became the first water district to be established in Region V as mandated by Presidential Decree 198
otherwise known as the Water Utilities Act of 1973. Water districts, however, were categorized as government
owned and controlled corporations with the entry of the final judgment of the Supreme Court Ruling on March 12,
1992 declaring water districts as government entities.
CNWD was formed on November 8, 1973 during the term of then Governor Marcial R. Pimentel through Provincial
Board Resolution 73.
CNWD was the former Miguel Lukban Waterworks founded in 1938 and operated by the provincial government
under a district engineer. In 1957, the waterworks was taken over by the National Waterworks and Sewerage
Authority as part of District XI comprising the provinces of Camarines Norte and Camarines Sur.
This set-up continued until January 2, 1969 when the administration and supervision of the water system reverted to
the Provincial Government under then Governor Nicolas V. Pardo.
By virtue of an in lieu share agreement and following its formation in1973, CNWD took over the assets and
facilities of the provincial waterworks system. In 1980, seven years after its establishment, the first major
improvement of the system known as Comprehensive Improvement Program or CIP was implemented entailing
foreign funding from the Asian Development Bank through the Local Water Utilities Administration (LWUA).
Like any other water utility in its early years, CNWD also had difficult growing up adjustments, manifesting itself in
its failure to settle its external financial obligations which increased a hundredfold as a result of the CIP.
Consequently, in November, 1992, the Local Water Utilities Administration took over the policy making and
management functions of CNWD. Two years later, in 1994, LWUA turned over Management functions to the
incumbent General Manager Ma. Antonia B. F. Boma after a rigid evaluation of applicants to the position.
Finally in 2001, policy making reverted to local hands completing the metamorphosis of CNWD from a 2-year
LWUA managed and a 9-year policy guided water district to an independent water utility with local and competent
people both at the helm of corporate management and policy formulation.
THE CNWD VISION
A dynamic, more progressive and technically proficient Camarines Norte Water District with a world-class quality
service. CNWD has always set its marks high as it continues to progress in efficiency and self-reliance. It recognizes
that excellence in service is global competence.
THE CNWD MISSION
To ensure a 24-hour supply of potable water
A 24-hour supply of potable water is the benchmark of efficiency for a water utility and a compelling index of
corporate success in its operation. In CNWD, we are taking the extra mile to supply our customers 24 hours of piped
water.
To lead in watershed/environment management
Water is a product of the watershed and its environment. To nurture and regenerate the watershed is to nurture water
and its sustainability. CNWD values the environment as much as water - for water adequacy and quality is
intimately linked to what is happening in the environment, thus, the CNWD takes an active role in environmental
protection and management.
To maintain corporate viability and stability towards sustained technical advancement

Corporate viability is the key to sustainable technical proficiency for significant inroads in technical proficiency can
be achieved only in a climate of financial security.
To optimize development of personnel skills for enhanced delivery of service
The work force is one of the most valuable resources of a company. To put a premium on personnel skills
development is an investment which can lead to excellence in service and the attainment of improved customer
satisfaction.
