Catholic Relief Services (CRS) is recruiting highly motivated and dynamic individuals who can work within teams and with local partners to provide high quality emergency programs to serve 100,000 families as part of the Typhoon Yolanda Emergency
Response in emergency shelter, shelter recovery, water/sanitation, cash for work, and agricultural livelihoods. Positions will be placed in Palo, Leyte or Salcedo, Samar.
CRS/Philippine Program is seeking experienced and dynamic individuals with the following general qualifications:

PROGRAM MANAGER - AGRICULTURE LIVELIHOODS (SAMAR & LEYTE)

ASSISTANT MONITORING & EVALUATION OFFICERS (SAMAR & LEYTE)

The position will provide operational and technical support for livelihoods recovery programming in agriculture and fisheries for
affected persons to assist with immediate livelihoods. Program Manager will support 10-14 Agricultural Livelihoods Program
Officers in implementing innovative market-based approaches for agricultural recovery. Position requires up to 50% field travel.
Bachelors Degree in Agriculture; Masters desired.
Minimum of 5-7 years experience in a mid-level or senior agriculture or program management position working with NGOs
or government agencies; training experience desired.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing local capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.

The M&E Officer will operationalize the M&E Plan and conducting ongoing assessments during the emergency response
and recovery phase. He/She will work closely with CRS staff and partner staff collect project information, analyze and
report. Candidates should possess strong knowledge and skills in the field of M&E, project documentation and
development of IEC materials.
Bachelors degree in social sciences or related field, Masters desired.
Minimum of five (5) years experience working with NGOs, the Church, or government agencies in planning or
implementation of rural development or agriculture related projects.
Ability to work with stakeholders on multiple levels including non-government organizations, business or private sector,
donors, media groups, religious groups (Catholic, Muslim, etc.), indigenous /tribal communities, other grassroots

AGRICULTURE LIVELIHOODS PROGRAM OFFICER (SAMAR & LEYTE)

FINANCE MANAGER (MANILA)

The position will provide operational and technical support for cleanup of farms and market-based responses for seed and
agricultural inputs. Position requires up to 50% travel with ability to deploy rapidly to emergency field settings.
Bachelors Degree in Agriculture or Community Development
Minimum of three (3) years experience as Agriculture Extension Officer or Community Development Specialist working with
NGOs or government agencies; training experience desired.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing local capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.

Provides direction for finance unit, including supervision of Finance Officers, monitors compliance with CRS financial
policies and procedures, formulates appropriate local financial management policies, implements internal controls to
safeguard financial assets of the organization and provide financial information to management for decision-making.
Bachelors degree in Business Administration or Accountancy. Must be a Certified Public Accountant (CPA).
At least five years managerial/supervisory experience as Senior Accountant or Internal Auditor.
Possesses an attitude of service and support.
Knowledge of development work, computerized accounting preferably SunSystems or equivalent accounting
software.
Computer proficiency in Microsoft Office Excel, Microsoft Word.
Proven budget management skills.
Ability to coach, develop and mentor staff.

EMERGENCY WATER & SANITATION COORDINATOR (LEYTE)


The position will provide operational and technical support during emergency water/sanitation/hygiene response for the Typhoon
Yolanda Response. Position requires up to 50% travel in disaster affected areas.
Bachelors Degree in Social Work, Public Health, or Sanitation; preference for Masters degree
Minimum of three (3) years experience working with NGOs or government agencies in planning and implementation of
emergency response, disaster risk reduction; training experience desired.
Proven expertise in hygiene promotion, information/education/communication for hygiene, water supply management, and
WASH needs assessments.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.

WATER/SANITATION/HYGIENE OFFICERS (LEYTE)


The position will provide water and sanitation programs in Leyte and Samar and emergency WASH. Position requires up to
50% field travel in disaster affected areas.
Bachelors Degree in Nursing, Social Work, Public Health, or Sanitation.
Minimum of two (2) years experience working with NGOs or government agencies in planning and implementation of
WASH, emergency response, community organizing; training experience desired.
Proven expertise in field level hygiene promotion, information/education/communication for hygiene, behaviour change
communication, and WASH needs assessments.
Experience in project planning, reporting, and participatory approaches.
Strong communication; capability to build good inter-personal relationship with partners and other key players
including diocesan heads (bishops, social action directors), government officials at regional, provincial and local
levels.
Experience in project planning, use of M&E methods, and reporting. Working knowledge of Sphere standards.

PROTECTION COORDINATOR (LEYTE)


The position will provide operational and technical support to integrate protection programming across shelter, WASH, cash for
work, livelihoods, and relief programming. Position will collaborate closely with program staff. Position requires up to 50% travel
in disaster affected areas.
Bachelors Degree in Social Work, Education, related field; preference for Masters degree
Minimum of three (3) years experience working with NGOs or government agencies in protection or child-centered
activities. At least 1-2 years working in protection in emergencies.
Proven expertise in training, communication, and integrating protection across emergency response programs.

AREA COORDINATORS (SAMAR & LEYTE)


The position will supervise an interdisciplinary team of 4-6 persons in emergency WASH, shelter, cash for work, and agricultural
livelihoods at the municipal level. The Area Coordinator will serve as the focal point for all municipal level coordination. Position
requires up to 50% field travel.
Ensure a quality registration process of properly targeted beneficiaries in targeted communities in line with CRRP
targeting criteria
Work closely with WASH, Shelter, Cash for Work and Livelihoods staff to ensure implementation of different program
components in logical sequence
Collaborate with grants manager, M&E manager, and data management officers to ensure all information is tracked
according to program needs and donors requirements
Lead the generation of weekly program progress reports by sector, including short and medium term program output
planning
Bachelors Degree in Agricultural, Social Work, Community Development.
Minimum of three (5) years experience as Community Development Specialist or Community Organizer working with
NGOs or government agencies in planning and implementation of emergency response, disaster risk reduction. Prior
supervisory experience required.

The position primarily deals with general accounting, fund management, technical assistance to NGO partners and
financial audit.
Graduate of bachelors degree in Accountancy, CPA desired.

Knowledgeable of computerized accounting system, preferably SUN systems or equivalent.
Strong skills in assessing and developing partner capacity including institutional strengthening, mentoring and

The position will be primarily responsible for the recruitment and selection, benefits administration and staff development.

The position will be primarily responsible for the network Administrator LAN/WAN the sub-office and provide support for
ICT in Emergencies including the use of mobile applications for data collection and monitoring.
Graduate of bachelors degree in Computer Science or related field
Minimum of two years experience in giving training in software applications.
Minimum of three years experiences in managing IT Unit, installation server and workstation, maintenance and
configuration Windows server, Outlook e-mail client, ISA Firewall, CISCO Firewall, Software development Visual
Studio, Dot net, PHP..etc, network cabling, PBX and electronic equipment.
Candidates with Microsoft certifications/qualifications, preferred.

SUPPLY CHAIN MANAGER (LEYTE)


The Supply Chain Manager will supervise all aspects of local procurement, warehousing, and logistics for the CRS/Palo
office with support to the CRS/Samar office.
Bachelors Degree in Business Administration, Supply Chain Management or Logistics; Masters desired.
Minimum of 5-7 years experience in a mid-level or supply chain management position working in the private sector
or NGOs.
Proven strong management and supervisory skills with solid interpersonal and communication proficiency and ability
to manage multi tasks simultaneously

PROCUREMENT OFFICER (SAMAR & LEYTE)


The position is responsible for office procurement of various materials, supplies, vehicle rentals and other required
services.
Graduate of bachelors degree in Business Administration, Accounting, Management or related field. .
Minimum of two (2) years experience in procurement with accounting exposure and vehicle management
Proven strong negotiation skills with vendors
Proficiency in Visayan; other local language is a strong advantage

LOGISTICS OFFICERS (SAMAR & LEYTE)


The position is primarily responsible for the timely dispatch of materials and supplies from the warehouse to various sites.
Graduate of bachelors degree in any business related course.
Minimum of two (2) years experience in logistics and warehousing
Strong time management skills coupled with strong attention to details
Solid interpersonal and communication proficiency
Proficiency in Visayan; other local language is a strong advantage

WAREHOUSE OFFICERS (SAMAR & LEYTE)


The position is responsible for handling of the stored items in the warehouse, keeping of records, inventory counts and
preparation of inventory reports.
At least 2nd year college, of any business related course
Minimum of two (2) years experience in warehousing and store keeping
Proven strong attention to details in recording the ins and outs of items in the warehouse

ADMINISTRATIVE ASSISTANT (SAMAR & LEYTE)


The position is responsible for office management, staff administration, attends to legal concerns and relations with
government offices and responsible for all communication requirements, both internal and external.
Graduate of bachelors degree in Business Administration, Accounting, Management or related field. .
Minimum of four (4) years experience in office management
Proven strong management and supervisory skills with solid interpersonal and communication proficiency and ability
to manage multi tasks simultaneously
Knowledge in government required reportorial requirements
