Catholic Relief Services (CRS) is recruiting highly motivated and dynamic individuals who can work within teams and with local partners to provide high quality emergency programs to serve 100,000 families as part of the Typhoon Yolanda Emergency
Response in emergency shelter, shelter recovery, water/sanitation, cash for work, and agricultural livelihoods. Positions will be placed in Palo, Leyte or Salcedo, Samar.
CRS/Philippine Program is seeking experienced and dynamic individuals with the following general qualifications:
Excellent communication skills (oral and written) in English, especially report writing
Experience working as part of a multi-disciplinary technical team
Technology: Microsoft Office 2003/2007
Skills: Active listening; active learning; complex problem solving; critical thinking; service orientation; systems evaluation;
judgment and decision making; monitoring
Knowledge: Grants management and donor regulations
The position will provide operational and technical support for livelihoods recovery programming in agriculture and fisheries for
affected persons to assist with immediate livelihoods. Program Manager will support 10-14 Agricultural Livelihoods Program
Officers in implementing innovative market-based approaches for agricultural recovery. Position requires up to 50% field travel.
Bachelors Degree in Agriculture; Masters desired.
Minimum of 5-7 years experience in a mid-level or senior agriculture or program management position working with NGOs
or government agencies; training experience desired.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing local capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.
The M&E Officer will operationalize the M&E Plan and conducting ongoing assessments during the emergency response
and recovery phase. He/She will work closely with CRS staff and partner staff collect project information, analyze and
report. Candidates should possess strong knowledge and skills in the field of M&E, project documentation and
development of IEC materials.
Bachelors degree in social sciences or related field, Masters desired.
Minimum of five (5) years experience working with NGOs, the Church, or government agencies in planning or
implementation of rural development or agriculture related projects.
Ability to work with stakeholders on multiple levels including non-government organizations, business or private sector,
donors, media groups, religious groups (Catholic, Muslim, etc.), indigenous /tribal communities, other grassroots
communities, and government units.
The position will provide operational and technical support for cleanup of farms and market-based responses for seed and
agricultural inputs. Position requires up to 50% travel with ability to deploy rapidly to emergency field settings.
Bachelors Degree in Agriculture or Community Development
Minimum of three (3) years experience as Agriculture Extension Officer or Community Development Specialist working with
NGOs or government agencies; training experience desired.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing local capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.
Provides direction for finance unit, including supervision of Finance Officers, monitors compliance with CRS financial
policies and procedures, formulates appropriate local financial management policies, implements internal controls to
safeguard financial assets of the organization and provide financial information to management for decision-making.
Bachelors degree in Business Administration or Accountancy. Must be a Certified Public Accountant (CPA).
At least five years managerial/supervisory experience as Senior Accountant or Internal Auditor.
Possesses an attitude of service and support.
Knowledge of development work, computerized accounting preferably SunSystems or equivalent accounting
software.
Computer proficiency in Microsoft Office Excel, Microsoft Word.
Proven budget management skills.
Ability to coach, develop and mentor staff.
Proven strong ability to provide technical assistance and expert advice to partners in financial management.
Proficiency in English and Filipino; other local languages a strong advantage.
