GENERAL INFORMATION
Introduction
MEPEC 2013 launches the first trade exhibition in the Gulf region fully focused on process engineering
for the oil, gas and petrochemical industry
Following the resounding success of the first edition of MEPEC in 2011, the organizers of MEPEC have
decided to move the event to a larger venue, the Bahrain International Exhibition and Convention
Centre, in order to attract a larger audience of visitors and to grow the exhibit area into a large scale
international exhibition.
With over 150 exhibitors expected to take part, the MEPEC 2013 exhibition will offer multiple
opportunities for its participants to meet an ever-growing audience of engineers and top executives and
will establish itself as the number 1 trade exhibition in the Middle East for process engineering.

Security and Safety Guidelines

All exhibitors should have the responsibility to make sure the safety of themselves and other people that
maybe affected by their activities. Exhibitors should be responsible to the safety of their stand and the
staff during build-up, exhibition time and breakdown.
All exhibitors must abide the security procedures as designated by the Bahrain International Exhibition
Centre and the MEPEC 2013 organiser.
General security will be available on site in the public circulation areas of the centre. Security to the
stand and exhibits is the full responsibility of the exhibitors.
Inform the organizer immediately in case belongings, exhibition materials are found to be missing.
In case security and safety procedures are violated, the organiser has the right to close down the stand.
Fire and Safety System Procedure
Ensure that all emergency exits are clear of any obstruction and accessible at all times during
the event.
All exhibitors, visitors and employees should respond immediately to warning alert and
emergency evacuation plans in case of any emergency.
All work inside and outside of BIECC must be approved by BECA Site supervisor for any level of
work and prior to any installation.
Fire extinguishers are available in the halls and clear access should always be provided.
In case of emergency do not use lifts and elevators.
Proceed to the designated assembly area
Do not re-enter the building until advised to do so.
Health and Safety Rules
Do not use or operate machines that you are not familiar with
Appropriate clothing should be worn according to the work you are doing.
Any installation of electrical works should be approved by the electric engineer of the official
contractor.
Alcohol and drugs are strictly prohibited.
First aid room is available and accessible in Hall 1 near to the Freight Entrance.

Insurance
Exhibitors are advised to arrange at their own cost all the risk insurance coverage from the country of
origin to the exhibitions stand including the duration of the exhibition and return to domicile. Exhibitors
shall ensure they are fully covered by insurance and take out public liability and comprehensive
protection.
The venue and the organizer will be not be responsible for the safety of articles of any kind brought into
the venue by delegates, exhibitors, their agents, visitors, and/or any other persons whatsoever.
EXHIBITION RULES AND REGULATIONS
Admission
All participants and trade visitors must register, obtain and present an official badge in order to have
access to the exhibition during build up, exhibition time and closing time. Access to the exhibition halls
during closing time is limited only to the venue and organisers staff.
Badges and Registration

Exhibitor badges can be obtained by registering and by submitting FORM 2 to the organizer before 15th
August 2013.
Contractor badges can be obtained by registering and submitting FORM 3 along with the copy of labour
card to the organizer.
Exhibitor, visitor and contractor badges will allow the holder to access the exhibition halls during buildup, exhibition time, and breakdown.
Collection of badges will be on build-up time and/or during exhibition at dedicated registration area.
Children below 18 years old will not be allowed in the exhibition.
Paint Spraying
Paint Spraying is permitted provided that:
Prior arrangement is agreed.

If only water based paints are used, no paint is split on the floors of the Exhibition Area or
sprayed or splashed on the walls, columns of any part of the centre or the centres facilities or
equipment.

No nuisance is caused by the operations of the sprayer to other person in the vicinity of the
operation.
Sprayers using liquid fuel are fuelled in the open air.
Suspended Fitting
The suspensions of stand fitting or lighting fittings for exhibition stands from the ceiling structure of the
Exhibition area will not be permitted unless the venues prior approval is obtained. Please contact City
Neon for more details.
Fixing to the Floors

Fixing to the surface of the floors should is subject for approval by the organizer. Any damage done is
subject to fine. Please contact City Neon for more details.
Fixing to Utility Pit/Trench Covers

No fixing will be permitted to the Utility Pit/Trench Covers
Adhesive Tapes
Contractors should only use adhesive tapes to fix the carpet or other material to the floor and walls.
The contractors will be held responsible to remove the tape after use without damage to the floor. If the
surface is found to be damaged or marked or tape residue remains contractor/exhibitors should pay a
corresponding fine.
Use of Mortar
Persons proposing to erect brick, stone or block walls etc., shall lay heavy-duty building paper or similar
material to protect the floor surface from mortar damage. Fine will be imposed if damage done.
Traffic and Vehicles

All vehicles should comply with speed limits and directional signs and all instructions given by the
Centres authorised personnel. Delivery of goods of any description via the main entrance is strictly
prohibited.
Loading and unloading activities shall only be carried out n the Loading/Unloading Area at ground level.

Hazardous Items
No any exhibits, dangerous goods or process which generates noxious or toxic fumes are to be brought
into the venue without approval. Full details of the exhibit process and proposed exhaust system shall
be submitted to the official contractor one month before the first day of the open period.
Filming and Broadcasting

Exhibitors are allowed to take pictures of their own stands. Exhibitors who would like to video tape in
the exhibition area must receive prior approval from the organizer.
Noise Control
The maximum permitted noise level at 50dB (A) to be exceeded. Any exception to this shall be subject to
prior approval from the venue.

Services Contracting Conditions

Official Contractor
The organizer has appointed City Neon as the official contractor for shell schemes. All shell schemes
stand, furniture requirements and electrical will be provided by City Neon and all of custom build design
must be approved by City Neon.

experience of their every client. They specialize in Interior Architecture, Gallery and Museum design and
creation, as well as fabrication and installation of Thematics design.
With offices throughout Asia and Middle East, City Neon successfully complete some 1000 projects
globally each year.
City Neon thrives on the challenge of transforming all manner of environments into experiences that
leave a lasting impression.
General Information
Exhibitors are requested to return all related forms to City neon by the deadlines
indicated on each form.
All shell scheme exhibitors must fill the Fascia Name form and return to City Neon.
Kindly fill the Electrical form and indicate in the grid plan the approximate location of
each item. There will be 30% surcharge 10 days before the show and 50% for on-site
order.
Ready- made furniture are available for rental. There will be 30% surcharge 10 days
before the show and 50% for on-site order.

Equipped Stand Rules
Furniture provided as package is not exchangeable, returnable or replaceable. Any

additional requirement should be requested for through the order forms.
All electrical fittings are as per standard package ordered by exhibitors. Any additional

Hanging of exhibits on the standard panels is not allowed.
Fixing of banner is allowed as long as no damage to the wall, using vinyl stickers or
doubled sided tape is recommended.
Fixing of nails and screws are prohibited.
The stand structure, furniture and lighting are on all rental basis and any damage caused
by the exhibitors will incur additional costs.

Custom Built Stand

Exhibitors with Space only stand can appoint their own stand builder. List of recommended Custom
Build Contractor that can also provide the exhibitors with stand designs and services can be found in the
contact list of this manual.
Please note that all designs should be submitted, checked and approved according to the rules and
regulations of the venue by City Neon.
City Neon and the organizer reserves the right to reject, amend the designs if does not comply with the
venues rules and regulations.
Custom Build Stand Rules and Regulations
Height limit 3.5 meter height unless written approval for height extension has been obtained.
Flooring and Platform
The maximum floor load capacity in Hall 1 and 2 is 1,785 Kg/m2

Where raise flooring or platforms are provided, the corners of stands at gangway junctions shall
be rounded off or otherwise protected to ensure clear passage.
Any damage to the floor caused by these fixing will be fined.
Design Approval
The contractor or the exhibitor shall submit to City Neon for approval all the relevant
documents such drawings, specifications, structural calculations along with the contractor
details and stand build details and performance bond not later than three months before the
first day of the event. Please contact City Neon for more information.
No major changes will be accepted once approval has been obtained.
No work shall commence until written consent is issued.

Separate application shall be submitted for approval not later than three months before the first day of

Electrical Supply Rules and Regulations

Electrical Supply
Standard Supplies are:

1. Single Phase 220 V: t 6%
50 cycles per second AC supply: t2%
2. Three Phase 380V: t6%
50 cycles per second AC supply: t2%
Neutrals are earthed at the venues substation.
24 Hour Supply can be arranged on application to City Neon. Please Contact City Neon for
more information.
Electrical Installation
Electrical installation including any temporary installations in connection with the provision of
electricity to stands and other parts of the venue shall be such a nature as to ensure safety in
the utilization of electricity. Installation within stands shall be carried out in a competent
manner and any installation found to be unsatisfactory would not be connected to the main
supply until the venue or City Neon is satisfied. Where a connection is made and a fault
becomes apparent the equipment shall not be used until the fault is rectified.
Mains Switch Gear and Distribution Boards

Every stand shall be supplied by a separate mains cable except where, by approval of City Neon, a single
main may be installed to supply a block of adjoining stands. This approval shall only be given where the
electrical installation on all stands within the block is the responsibility of a single contractor.
Ordering of Electrical Supplies

All space only stands and equipped stands that will need an extra electrical supply can fill and submit
Form 5 and 5A to City neon on or before 26 August 2013.
Surcharged
Late orders will be surcharged 30%.
Orders on site will be surcharged 50%.

Payment
City Neon reserves the right to refuse to connect any supply until payment has been effected
Routing and Termination Position

All orders should indicate specific positions required for termination and routing of main supply cables
and must contain full information of these positions, including a dimensional plan showing their location
on the stand and the location and orientation of the stand in the venue. If this information is not given,
the supply cable will be routed and terminated at a position at the discretion of the official stand fitting
and Electrical contractor. The organizer and the official electrical contractor shall accept no
responsibility for any costs involved in relocating a supply cable or altering stand fittings or stand
electrical installation of no adequate or no location plan for the supply cable is submitted.
Connections from a pit on an adjacent stand shall not be permitted unless either there is no pit on the
stand, or the adjacent stand holder has given their permission.
Alterations to Orders
1. Termination Position
When rating of a main supply is altered after the deadline date for placing orders, the new main
supply will not be surcharge provided that the mains orders earlier is paid and the difference in
price should be paid.
2. Rating
When the rating of a main supply is altered after the deadline for placing orders, the new main
supply will be treated as a late order and will be subject to a 30% surcharge. Site orders will be
subject to a 50% surcharge.
3. Cancellation of Orders
Will only be accepted in writing, when written cancellation is received by the official Electrical
contractor less than one week prior to the first day of build up, the main supply ordered will be
charged at 50% of the full rate and thereafter at the full rate.
Lighting Fitting
At every lighting point an earth terminal shall be provided and connected to the earth continuity
conductor of the final sub-circuit.
1. The understanding of fire, emergency and accidents procedures.
2. The need to maintain emergency gangways, through the venue and the hall in build-up and
breakdown situation.

3. The use of hard hat when working beneath or near overhead working or if this be impractical,
restricting access in such areas.
4. The need of operatives to wear suitable protecting clothing relevant to their job which includes
eye, hearing, foot and hand protection.
5. The safe use and storage of inflammable liquids and substances and segregation from waste and
other risk areas.
