(Koninkrijksrelaties) op vragen van de Socialisti-
sche Partij wordt duidelijk waarom Nederland voor
wat betreft de belastingwetgeving is afgestapt van
wetten overeind te houden nadat de BES-eilanden
als openbaar lichaam in het Nederlandse staatsbestel
worden opgenomen.
Bijleveld noemt het Antilliaanse fiscale stelsel ‘sterk
verouderd’ maar ook ‘veelal toegeschreven op de
situatie op Curacao’. Fundamenteel van aard is de
kritiek op de te grote discretionaire bevoegdheden
voor de inspecteur en de invloed van het bestuur van
het eilandgebied op de belastingheffing. Het stelsel
is in de ogen van Nederland ook te ingewikkeld,
waardoor het geen kansen biedt voor ontwikkeling
van de kleine economieën van de drie eilanden.

behoorlijk de richting aan waarin gedacht moet wor-
den met het taalbeleid op de scholen voor zowel
funderend als voortgezet onderwijs. Het onderwijs
zal erop gericht moeten zijn iedere leerling gelijke
kansen te geven het eindexamen te halen, zowel
vakinhoudelijk als wat de betreft de Nederlandse taal
waarin het examen wordt afgenomen. Het zal
niemand verbazen dat dit in ieder geval betekent dat
er 'veel' aan Nederlands gedaan moet worden om
voldoende schoolsucces te waarborgen. Echter, voor
meertalige situaties waar naast de moedertaal ook
andere talen in het onderwijs een rol spelen, is geen
eenduidige receptuur te geven over hoe de taalpro-
blematiek moet of kan worden aangepakt. Daarin
worden verschillende keuzes gemaakt op basis van
onder andere politieke, onderwijskundig-didactische
en situatiegebonden overwegingen. Daarom pakt
Nederland zijn meertaligheid in het onderwijs anders
aan dan België, Canada of China.
Een keuze voor de ene of de andere taal als instruc-
tietaal in het onderwijs hoeft niet te betekenen dat er
geen aandacht (meer) wordt besteed aan talen waarin

geen instructie wordt gegeven. De vraag naar de voor-
en nadelen kan alleen worden beantwoord tegen de
achtergrond van het gehele taalbeleid in het onder-
wijs, waarbij ook betrokken moeten worden de positie
die de verschillende talen in het onderwijs innemen,
de tijd die daaraan wordt besteed en de didactische
aanpak die wordt gevolgd, zoals vreemde talenonder-
wijs, moedertaalonderwijs, tweetalig onderwijs en de
methodes en materialen die daarvoor worden ge-
bruikt. Er zijn bijvoorbeeld genoeg VO-scholen in
Nederland waar ook bij het vreemde taalonderwijs de
instructie wordt gegeven in de taal die op dat moment
onderwezen wordt, evenals scholen die tweetalig zijn
en dus in feite met twee instructietalen werken. Ik kan
mij op grond van de informatie die u mij geeft geen
beeld vormen van het taalbeleid dat aan de keuze voor
Nederlands als instructietaal ten grondslag ligt, welke
rol en positie het Engels krijgt en hoe het taalbeleid
op de scholen zal worden uitgevoerd.
