Clearance and Delivery

Frequency at KLAX: 121.40

Clearance and Delivery does not own any airspace or movement areas of the airport. All aircraft both VFR
and IFR must contact the ground control in order for authorization to taxi.

Responsibilities of the clearance controller

1. The flight plan of each aircraft requesting clearance must be examined for appropriateness with
attention to route, and requested cruising altitude.
2. Aircraft that have not filed for an approved Departure Procedure (DP) must be issued the most
appropriate DP for the route of the flight.
3. Aircraft that refuse a DP shall be issued clearance that will route the aircraft along in approved DP
routing, through an approved departure gate, to the next appropriate fix in the flight planned route,
and then as filed.
4. Aircraft filing incorrect altitudes for direction of flight should be issued corrected final altitudes.
5. Delivery should/must amend all flight strips to reflect the route as cleared.
6. Aircraft requesting VFR Departure should be cleared out of the Los Angeles Bravo Airspace, and
in case of flight following, assigned a departure frequency, and a proper squawk code.

When should certain Departure Procedures be used? (25/24 DEP)

1. Northwest-bound Departure: GMN4 or VTU5
2. Northeast-bound Departures: LOOP4.DAG, LAXX5.DAG (if unable to use LOOP4.DAG), and
OSHNN3 (for RNAV-equipped aircraft)
3. Eastbound Departures- LAXX5.TRM, HOLTZ9.TRM (for RNAV-equipped aircraft)
4. Southeast-bound Departures- LAXX5 or IMPER1, KARVR3 (for RNAV-equipped aircraft)
5. Southbound Departures- LAXX5, KARVR3 (for RNAV- equipped aircraft)
6. Oceanic Departures- PRCH9 or VTU5
7. Noise Abatement:
a. 2100-0700 (local time) northwest departures- VTU5
b. 2100-0700 (local time) northeast departures- LAXX5

Phraseology

IFR Clearances
C.R.A.F.T
C: Clearance Limit
The clearance limit is typically their destination airport but it could be practice approaches or holding.
R: route
A: Initial Altitude/Altitude Expected
Altitude Assignments (Even cruise south or west, Odd Cruise north or east)
F: Departure Frequency
The Departure Frequency of the departure airport
T: Transponder Code
The transponder code is a 4 digit number, 1200 for standard VFR

Vectored Departures (expecting radar vector upon departure)

“(Aircraft ID) is cleared to the (Airport Name) airport, via the (Departure Name) departure, the (Transition
Name) transition, then as filed, maintain (Initial Altitude), expect (Cruise Altitude) on zero minutes after
departure, departure frequency is with (controller) on (Frequency), squawk (Squawk Code).

Area Navigation Departures: RNAV (pilot navigates the entire departure)

“(Aircraft ID) is cleared to the (Airport Name) airport via the (Departure Name) RNAV departure, radar
vectors (Point), then as filed, climb and maintain (Initial Altitude), expect (Cruise Altitude) one zero
minutes after departure, departure frequency is with (controller) on (frequency), squawk (Squawk Code)”

Amendments to Flight Plan

“(Aircraft ID), I have made an amendment to your flight plan, advise when ready to copy.”
If flight plan includes an invalid flight level
“(Aircraft ID), (Current Cruise Altitude) is invalid for your direction of flight, would you like (next altitude
available above current cruise) or (next altitude available below current cruise altitude)?”

VFR Clearances
The Clearance Delivery Controller must coordinate the departure with the departure controller. The dept.
controller will notify you of what he’d like to be done with the aircraft.

Clearance
“(Aircraft ID), VFR Departure to (direction or airport) is approved, maintain (altitude assignments),
departure frequency is with (controller) on (frequency), squawk (squawk code).”

VFR Departures out of Class B

If an aircraft requests an altitude lower than 2,000 ft, he may be cleared out of the class B airspace without
contacting departure controller.
“(Aircraft ID), cleared to depart out of class bravo airspace, maintain VFR at or below 2,000, squawk
(squawk code)

VFR Closed Traffic

“(Aircraft ID) closed traffic is approved, squawk (squawk code).”

Handoffs
You will be required to hand off the aircraft to ground after clearance is give, and the aircraft is ready to
push back.

Controlled Ramp
“Read back correct, contact (controller) on (frequency) when ready to taxi.”

Uncontrolled Ramp
“Read back correct, caution, ramp uncontrolled, contact (controller) on (frequency) when ready to taxi.”
