I. Application Guideline

1. About JDS Scholarship


Japanese Grant Aid for Human Resource Development
Scholarship (JDS) was established by the Government of

Beneficiaries of JDS

For the participants (JDS Fellows)


JDS Fellows will acquire expertise to use for policy making
and institutional building for the development of their country,
and also build human network in and out of Japan through the
two-year study in Japan

For the organizations (The Fellows workplace)


The Fellows workplace will attain highly-capable and
motivated returnees (JDS Fellows) who can effectively
contribute to the organizational missions

For the Country (The Fellows country)


The Fellows country will improve institutional capability of the
target organizations which leads to foster countrys
development

Vietnam with the assistance of the Government of Japan in 2000.


JDS is funded by the Government of Japan
through ODA (Official Development Assistance)
supported by Japanese tax payers.
JDS targets young government officials who
are expected to contribute to the development
of their countries.

JDS provides Vietnamese government officers


to study at 2-year master courses (instructed in
English) at Japanese universities.

Objectives of JDS

Support for Human Resource Development


JDS objective is to strengthen the governments
administrative capacities in the Vietnam through providing
the opportunity to obtain the Masters degree to the young
capable government employees who are expected to
engage in formulating and implementing social and
economic development plans and play leadership roles to
contribute to the development of the country.

Enhance Bilateral Relationships


It is expected for JDS participants to contribute to expand and
enhance foundation for bilateral relations with Japan, utilizing
the human network obtained through the academic and social
activities, and experience in Japan.

2. System of JDS Vietnam


The framework of the JDS Project under new system was applied in 2009 and revised in 2013 in Vietnam. The approach gives its most
importance on "selection and concentration" on the target priority issues, securing further effectiveness and efficiencies of the project.
A single project (one phase) is designed to have four batches (Fellows in each fiscal year constitute one batch), and this is the third
batch in phase 2 in Vietnam

selected from public sector and JDS
focuses on the Priority Organizations
which mission is closely related to the
target priority areas (Sub-Program) and
development issues (Component).

The new JDS Project consists of the

confirmed as being indispensable to the
economic and social development of the
country.

3. Applicant Eligibility
Nationality

Citizens of the Socialist Republic of Vietnam and residing in Vietnam at the time of application.

Age

Between 24 and 39 as of April 1st, 2016


(Born on/after April 2nd, 1976 and born on/before April 1st, 1992)

Academic
Background

University (Bachelor) Degree (Full-time and formal training)

Work
Experience

Only Government Employees are eligible.


Have at least two (2) years of full-time work experience in public sector at the time of application
(including at least six (6) months at the current organization)

English
Proficiency

Have a good command of English.


Note: Final Candidates must obtain TOEFL ITP 500 (iBT 61) / IELTS 5.5 (with no sub-band under
5.0) or above by the end of February, 2016.
Note: TOEFL ITP test will be held for applicants after qualification screening of the application
documents. Those who have a qualified English score can be exempt from the TOEFL ITP test arranged
by JDS Project Office.

Health Condition

Mentally and physically in good health.


Note: Applicants need to take and pass all medical check-up at the time of Comprihesive Interview.
This medical check-up is arranged by JDS Project Office.
Note: Applicants in pregnancy are NOT eligible to apply for JDS project. Applicants who get pregnant
during the selection or after announcement of final results will be disqualified from JDS scholarship.
A person falls under the following conditions is not eligible to apply for JDS scholarship.

Others

Those who are currently receiving (or scheduled to receive) another international government
scholarship (including other scholarships of Japan).

Those who have obtained a masters or higher degrees overseas under the support of foreign
government scholarship.

Military personnel and military civilian employees registered on the active list, and also personnel on
temporary leave from the active list.

JDS Fellows are required to return to Vietnam and work for a period of at least two (2) years upon
completing the scholarship.

4. JDS Operating Committee (OC)


JDS Operating Committee (OC) is the decision-making committee of JDS Project. It consists of both members of Vietnamese and
Japanese governments. The OC not only sets the framework and selection policies but also evaluates candidates in final selection phase.

All the selection costs will be covered by JDS Project including transportation and accommodation allowances for candidates to attend

Application Documents will not be returned (Please keep a copy of your documents for yourself)
Application Documents with false statements or plagiarism will be immediately disqualified
A result of each selection will be sent to candidates by post/email from JDS Project Office. Telephone notification may apply for
candidates from provinces other than Hanoi if necessary.
In principle, reasons of the selection-results will not be opened.

Applicants for GS of Law, Nagoya University and GS of Law, Kyushu University will be exempted from math test.

Candidates will be required to submit an Official Permission Letter before undergoing the Comprehensive Interview. Official
Permission Letter is a preliminary confirmation letter to check if candidates workplaces can release them from their work duties while
keeping their positions during their study for 2 years in Japan.

The awards are offered for the minimum period necessary for the
individual to complete the academic program specified by JDS
Project. The following benefits generally apply:

Before dispatched to Japan


JDS Fellows must submit a JDS Pledge to the Ministry of
Education and Training of the Government of Vietnam to
commit themselves to follow JDS Rules.
During the stay in Japan
The Fellows are allowed to bring their family members to
Japan only after 3 months from the date of arrival in Japan.
The Fellows are prohibited from
Working
Driving motor vehicles, and
Applying for further studies such as a doctoral course in
Japan
The Fellows must complete the study within the
predetermined period of study, and return to his/her country
soon after the study completion.
After returning to home country
The Fellows must attend a report meeting held by the
Operating Committee.
The Fellows are obliged to return and work within
Vietnam at least two (2) years in their own organizations
complying with the Act of Pledge required by the Ministry
of Education and Training.

Further details will be explained in an orientation provided


after the selection.

II. Effective Preparation

1. Application Documents
All applicants are required to submit necessary documents upon application. Please follow the manner in preparation below.

1) Application Documents
Application Form (AF) and other prescribed forms can be downloaded at JDS website: http://jds-scholarship.org/.
Download password will be required. First, fill out a password request form in this website.
Then, JICE JDS Project Office will send the password to you by E-mail.

2) Precautions

3 sets of Application Documents are required. (See the instruction below.)


To prepare for the 3 sets, please care about 3 types of documents. (original / copy of original)
All documents written in other language than English need notarized English translation. (self translation is not acceptable.)
Use only A4 size paper for all copy sets.
Do not staple the documents but clip on them.
Submit Reason Letter in case wrong information (e.g. wrong spelling of name, birthday, etc) is contained in official documents
due to administrative errors.
Make your own extra copy of the application documents before submission.

5) Submission of Application Documents


Precautions

Application lacking of necessary documents will not be accepted.


Application after the deadline will not be accepted.
Application Documents must be submitted by post or hand. (Application by e-mail or FAX will not be accepted.)
Application will be disqualified in case false statements and/or plagiarism is found.
Application Documents will not be returned for any reasons.

Tips on submission
JDS Office recommends submitting the Application Documents a week earlier than the deadline for application. Because JDS
Office can advise on the arrangement of the documents, and the applicants also have time to revise or correct it. JDS Office will be
crowded with applicants from 3 days before the deadline.

2. Tips on Application and Selection (Reference)


There are no sure ways to pass the JDS selection. However, it is certain that the better you prepare for the application documents, the
more chances to pass the selection you have. Here are tips on the preparation for Application Form (AF) and Research Proposal (RP).

About the selection and criteria


As shown in the chart above, you will have to search a lot of information and literature before
challenging the JDS. Here, it is important to know in advance about the selection and its
evaluation criteria (P5) and prepare your AF and, RP with a view to the selection.

(1) JDS analysis


About JDS objectives and framework
First of all, lets start studying JDS. Objectives of JDS is written in P2. Sub-Program and
Component (SP/CP) and Priority Organizations (PO) are shown in P15~22. But, here,
most importantly, you have to note the reasons why JDS is provided to the government sector,
why SP/CP and PO are set in the JDS framework. The answers to those questions will be an
important basis in starting further preparation for AF, RP and the selection.

JDS is designed to support the human resource development of Vietnam


Government sector can directly and widely contribute to the development.
SP/CP are set based on the development plan of the Government of Vietnam
(GOV). and Japans aid policy.
PO are considered to be closely involved in the development.

(2) Country analysis


As mentioned in (1) JDS analysis above, SP/CP is set based on the development plan of
the Government of Vietnam (Socio-Economic Development Strategy (SEDS), Human
Resource Development Strategy (HRDS), etc). First, read and understand a background of the
SP/CP you want to apply for (P15~) to know what kind of development issues are assumed
and what kind of research are expected in JDS. Then, get information on development issues
of Vietnam (SEDP, issues of your workplace, etc) to deepen your understanding on the status
of the development. This analysis of present development status will be important not only for
making a RP but also for later selection steps (interviews).

Read and understand a background of the SP/CP you apply for (P15~)
Check such materials as SEDS, issues of your workplace, etc.

(3) Workplace analysis


As shown in JDS framework (P15), PO is set under the each CP and considered to be
closely related with the development issues (CP) as mentioned in JDS analysis above.
Therefore, it is essential for you to know what kind of mission has in the context of the
development of Vietnam. On the other hand, also observe what kind of issues your workplace
tackles, what are lacking in your workplace to solve the issues. Those observations will help
you conduct further analysis below.
Check missions and roles of your workplace in the context of the development of your
country.
Also observe what is necessary in your workplace to solve the development issues of
your workplace. Those observations will help you find reasons to study in Japan.

(4) University analysis


As shown in JDS framework (P15), Japanese universities (courses) are also set under the
each CP. Imagine a university which is to equip you with sufficient knowledge in order to tackle
development issues. They, of course, want a student with necessary academic level. In
addition, they also want a student who has a motivation to learn in their university. Then, how
do you show it?

One of the ways to show your motivation is how much you know about the university
you are applying for.
Access the university website to know their location, history, provided courses, the
faculty members.
Find some interesting professors, and check their research areas, current activities,
their published academic papers, etc.

(5) Career plan


As you can see it in Application Form (AF), you will be required to fill in [Q6] your work
experience, [Q7] Research proposal and [Q8] future contribution. Those questions are very
coherent in the sense that each question asks [who you are / what you are doing now], [what
you want to do in Japan] and [what you can / want to do after your study]. So, those questions
ask how you grasp your career and study in the context of the development of your
country. This is a clear tip to answer to those questions in AF.

coherent.

About work experience (Q6 in AF)


Due to no awareness of the connections among [Q6], [Q7] and [Q8], About [Q6], some people do
nothing but list up their daily work without being aware of those connections. As mentioned above,
it is important to show your current (or previous) works in the context of the development issues in
order to bridge your answers to the next questions (Research Proposal and career plan after
study).

Q6 just asks your current and previous works. But, based on your answers in this Q6, the
interviewers (The university and OC) try to guess if you can use learnt knowledge in your
work after you return from Japan. Therefore, as it were, Q5 and Q7 are two sides of the same
coin.

About Research Proposal (Q7 in AF)


The details about how to write Research Proposal (RP) is explained in P10. Here, based on the explanation above, keep in mind that the
RP is seen as extension of your work [Q6], which will also lead to your career plan after you study in Japan [Q8].
About contribution after study (Q8 in AF)
Many probably have trouble answering to this question about how you will contribute to the development after your study in Japan.
Considering the objectives of JDS, this is very important part through the selection. Every year, some seem to answer that I will share
my knowledge, I will teach at educational institutions and so on. Those are, of course, important. But, if you are a JDS interviewer, are
you interested in those answers?

If you already finish the analysis (2) ~ (4) above, you will be able to see what your country needs, what your workplace needs,
and you will discover what you should do for your workplace.

In this manner, it is important to overlay your future career (after your study in Japan) on the needs of your country and your
workplace, which also will be a solid and good reasoning to study in Japan!

(6) Japan analysis


The JDS Fellows are to conduct a research on development issues of their home countries. But, taking into account that they study in
Japan, you are recommended to know in advance, at least, about historical and empirical cases of Japan in your research field.

(7) Test preparation


As shown in Selection Process (P4), the results of English and math tests will be
used as references by the universities in the 1st selection (AF and RP screening by
the universities in Japan).

It is strongly recommended to prepare for those tests, improving your


ability by self-study. You can prepare both tests in advance!

About TOEFL test, get used to the test format using sample test and
textbooks.

About math test, question and solution of the past years test are
available at JDS website. Using the past tests, check rules and formulas in
school textbooks!

3. Guideline for Writing a Research Proposal


(1) Guideline for writing a research proposal
In the application for JDS, the research proposal for your Masters
thesis should
Address the current issues/problems of the current
socioeconomic development of your country and how to
remedy these issues/problems.
Present a detailed work plan on how and what you need to
achieve for the goal of your study.
The research proposal, which is submitted for the application is
not deemed to be final. It will be revised during the Masters
course in the line with the Component. What is the purpose of the
research proposal? It is to help its readers (faculty members of
graduate schools) evaluate the significance and potentiality of
your research through the following points:
1) Does the research plan address the important policy
questions of your country?
2) Does the research proposal show that you are strongly
motivated and adequately prepared to implement the
research successfully?
3) Who will benefit from the result of your research? Will the
result of your research contribute to solving or clarifying policy

questions important for your country?


4) Does the research help you to participate more effectively in
the development process of your country after your
completion of the course?
5) Is your academic background strong enough to implement
your research plan?
6) Is your job experience sufficiently rich to pursue your
research? (Not necessary if other application material is good
enough to show that the answers are positive.)
7) Does your research plan fit well with the program of the
graduate school you are applying for?
8) Is your research question academically significant?
The importance of each point, however, depends on the field of
study / school program you are applying for. Some graduate
programs may require more specific information about the data
and method of analysis. Therefore it is essential to go through the
University Information as well as the website of the university
carefully before writing research proposal. Writing a research
proposal is the beginning of your research. It is highly
recommended that you keep improving your research proposal
before coming to Japan after being selected as a Fellow.

Position your research theme here to state a significance of your research in the research areas.
The literature review is not a part to merely describe preceding studies but to sort out what
researches have done, what have been found and what are unknown in your research field. Also
consider relevance with development issues and your workplace. List the preceding studies taken
up here in a reference section at the end of your research plan.

University students including JDS applicants and Fellows are members of the academic field, and must

Q1. What is the Sub-Program (SP) / Component (CP)?
They are the fields of study determined based on the priority
development issues of each JDS recipient country. JDS Fellows
are expected to prepare the research proposal in line with the
stated issues. Please study your applying Sub-program/

Q2. I cannot speak/understand Japanese. Can I apply for
this project?

Q8. I graduated from more than 2 universities. Which


diploma/transcript should I submit?
If you write down both universities as Educational Background in
the Application Form, please submit both of them.
Q.9 My academic record was officially issued in Vietnamese
and English by my university. Does JDS still require a
notarized English translation?
No, we do not. Just notarized copy is needed

Yes, you can. Basically, masters programs under JDS are


instructed in English. Because of this, English proficiency is more
valued than Japanese proficiency.
Q3. How should I count my age, the way of counting is
different from Japanese way? Is the way of counting age by
Vietnamese way different from Japanese way?
The age should be counted in Japanese way. It should be one
year when you are exactly reached 12 months after you were born.
(Ex.If you were born on 1st February, 1980, you are 36 years old
as of 1st April, 2016.
Q4. How should I count the period of schooling if I attended
more than 2 schools at the same time?

scores affect the JDS selection?
Yes. Every applicant must take the English examination (TOEFL).
Regarding math examination, it depends on your applying
university. The scores of English and math examination will be
used as a reference for the document screening by the accepting
universities.
Q15. If I am suddenly busy on the English examination day,
can I take a TOEFL test in a different day instead?
No, you cannot. Applicants are required to sit for the TOEFL on
the designated day.

Yes, you can, but you need to wait for three months since you
arrive in Japan. JDS Project regulates that you are not allowed to
bring your dependants (spouse and child/children) to Japan for
three (3) months after your arrival in Japan so that you can fully
concentrate on your study. However, each university may have its
own regulations/rules regarding bringing family members. No
additional expenses for dependants will be covered by JDS
project.

How should I go to Japan, and how to start to live?

JICE will support all JDS Fellows during the stay in Japan.
Fellows air-ticket and visa to enter Japan will be arranged by JICE.
In Japan, JICE will also assist the Fellows in accommodation
hunting and university entrance procedure. JICE will support JDS
Fellows all the time from your departure to return.

Is JDS a full scholarship?

Yes. All the costs to study in Japan will be covered by JDS. For

Q25. Can I extend my stay after the completion of masters
program?
No. All JDS Fellows MUST return to their country by the
designated date after the graduation, complying with the Pledges
required by the JDS Operating Committee as well as the
Government of Vietnam. JDS Fellows have an obligation to return

socio-economic development of the country with acquired

3-1 Strengthening of the Legal System


Ministry of Justice, Supreme People's Court, Supreme People's Prosecution, Office of the National Assembly,
Ministry of Industry and Trade, Ministry of Education and Training, and Government Office
Vietnam has implemented legal and judicial reforms based on its own strategies, but the reform has not been
completed yet. Not only legislation, revision of laws, and development and improvement of institutions, but also
assistance to human resources training in order to build operational capabilities at field level including provinces is
needed. Furthermore, there is a need for disseminating information regarding laws, and improving access to

judiciary. With regard to strengthening of judicial function, it is vital to make them mutually collaborated in an organic
manner.
In this Component, JDS project aims to foster human resources of relevant ministries and state organizations to
improve the capability of legislative policies, planning and operating legislative and judicial agendas necessary to
strengthen the judicial system in Vietnam.
1) Overall goal
To ensure that JDS returned participants will help to improve the institutional capacities of relevant administrative
institutions, which are engaged in planning, development, and operation of policies and systems in the field of
formulation of law and judicial policy which are necessary to strengthen the judicial functions.

Vietnam has faced big changes both in society and economy in past 20 years. However, administration reform has
not been implemented in appropriate speed and its quality seems to be deficient. Now, the Government faces
various related issues. In particular, as Vietnam has achieved development to a certain degree, policy issues have
become more complicated and advanced. Consequently, many policies are formulated but not well operated.
Moreover, income gap among citizens is expanding, thus it is more important to reflect citizen's opinions on public

administration. Based on this situation, the Vietnamese government and the Communist Party, which is the
supervising body of the government, focus more on institutional reforms of public administration.
In this Component, JDS project aims to foster human resources of relevant ministries and state organizations to
improve the capability of policymaking, improving management, ensuring justice, fairness, neutrality, and
transparency of administration in the whole government including local governments.
