On 3/20/2010, at approximately 0145 hours, I was dispatched to the area of Museum Rd. near
Beaty Towers in reference to an individual being belligerent with SNAP employees. Upon
arrival, I observed a SNAP van parked on the north side of Museum Rd., just west of the RTS
bus stop. Both front seat occupants pointed at a white male walking east on the north side
sidewalk away from the SNAP van.

I observed the male throw a white cup onto the ground and throw his hands in the air. The
subject was very unsteady on his feet and was unable to maintain his balance while walking. I
gave a verbal command for the subject to stop, the male subject turned and looked directly at
me, then turned back around and continued to walk away. Ofc. Nguyen #59 arrived and gave
a louder command for the subject to stop and he then complied. I then made direct contact
with the subject and immediately detected a strong odor of an alcoholic beverage coming from
his facial area and observed his eyes to be bloodshot and watery. The subject had his hands in
his front pockets and I observed a bulge in the front left. I told the subject to remove his
hands from his pockets. After being asked several times to remove his hands from his pockets,
he would not comply, becoming belligerent and uncooperative. These actions caused other
individuals passing by to stop and observe this incident. I then placed the subject in wrist
restraints for the safety of the public and myself in hopes of de-escalating the situation, due to
him being disorderly and failing to obey my commands.

Ofc. Nguyen separated the female that was with the subject and identified her as Erica
Rakow. I asked the subject to identify himself, he then replied, "You know who I am." I

advised him that I did not know who he was and again asked him to identify himself. He then
identified himself as the Student Body President of UF, without providing me with a name. I
then placed the subject in the rear seat of UF12, while I obtained information from both
witnesses.

I made contact with SNAP employees, Aljahara Lewis (front seat passenger) and Kendal
Orgera(driver). Each witness stated that the subject approached their SNAP van near
Murphree Hall on Buckman Dr. and stated he needed a ride. Witnesses agreed to provide him
and his girlfriend a ride to the Reitz Union. Upon entering the van, the subject stated he
wanted to be dropped off at his residence at Wildflower Apartment Complex located off
campus at 1100 block of SW 13th St. Witnesses advised him they could not take him home
because their policy only allows them to escort to and from on campus locations. The subject
then stated to them that he was the Student Body President and funded SNAP. He then again
asked that they take him to his residence. Witnesses still refused. The subject poked Lewis
several times and asked her if she was awake. She responded by telling him yes and asked him
not to poke her. The subject tried convincing the witnesses that he gets escorted by SNAP to
his residence on a regular basis. According to both witnesses, the subject was intoxicated,
belligerent, and made them feel very uncomfortable. They stopped at the incident location
and engaged the van's hazard lights, indicating to the subject and his girlfriend to exit the
van. After the subject refused to exit, witnesses used their assigned radio to call UFPD for
assistance. The girlfriend demanded the subject to exit, but the subject refused. He then
poked Lewis again and stated that he would no longer fund SNAP. Witnesses again radioed
for assistance. After a short verbal argument between the subject and his girlfriend, the
subject exited. After exiting the van, the subject made several statements and began taunting
the witnesses by poking the front passenger window. Witnesses again radioed for assistance.
The subject began walking away shortly before my arrival.

After obtaining the witnesses verbal statements of the incident, I obtained the subject's first
name from Ofc. DeJesus #52. I then made contact with the subject again and read him
Miranda Rights, he advised he understood his rights and did not wish to talk with me. The
subject then immediately asked if he was going to jail. I simply advised him I wanted to obtain
his statement of the incident, he then agreed to speak with me. The subject then identified
himself as Jordan Johnson. I asked him what happened during the escort by SNAP. Johnson
advised he wished to be escorted to his residence, which was off campus, and the witnesses
refused. He agreed that he told witnesses that SNAP takes him to his residence on a regular
basis because he is the Student Body President. He denied touching Lewis, but agreed he
asked her if she was sleeping. During the interview, Johnson was unable to comprehend most
of my questions or statements and was not very understandable. He was belligerent, and
uncooperative, and therefore made speaking with him nearly impossible. During my
interview, Johnson made a statement about UFPD being a bad agency and that we were bad
officers due to the recent on campus/agency involved shooting. I was unable to obtain any
further statements from Johnson, this concluded the interview.

I then made contact with Rakow who was also intoxicated. I detected an odor of an alcoholic
beverage coming from her mouth as well as observed her eyes to be bloodshot and watery.
Rakow stated that Johnson was being unreasonable and demanded to be dropped off at his
residence and agreed he became upset when the witness refused. Rakow also stated she had to
force Johnson to exit the van and advised it was the first time either of them used the SNAP

services.

Lewis did not wish to proceed with any battery charges on Johnson. I then completed a Notice
to Appear for city ordinance violation 17-4(a)1 for Disorderly Conduct on Johnson. I removed
Johnson from the rear of UF12 and immediately removed the wrist restraints. While
attempting to explain the NTA, Johnson was again yelling and stating he would rather be
taken to jail and immediately got on his cell phone stating he was talking to, "Mosley". I
asked him to get off the phone, so I could issue him the NTA. Johnson complied but still
would not allow me to explain the NTA. I asked him several times if he was going to sign the
NTA, he advised he would rather go to jail. I told him if he wouldn't sign the NTA, that he
would go to jail. He then replied by saying he didn't want to go to jail. After several minutes
of debating, I advised the subject it would be best if he would allow me to issue the NTA. I
explained to him what would happen if I physically took him to jail.

Johnson finally agreed to sign the NTA. After providing Johnson with his copy, I tried to
explain to him that he would be referred to Judicial Affairs. Johnson ignored my statements,
continued to make several sarcastic comments and began to walk away. Rakow continued to
try and prevent him from making comments by telling him to stop talking, but he continued.
This concluded my contact with Johnson.

I was able to obtain sworn written statements from both witnesses, which coincided with their
initial verbal statements.

A computer check confirmed Johnson to be affiliated as a student with UF.

He will be referred to Judicial Affairs.

On March 20, 2010, at approximately 0149 hrs., I responded to the Beaty Towers bus stop in
reference to a belligerent individual causing a disturbance on a SNAP vehicle. When I arrived
on scene, I made contact with Ofc. J. Thomas, ID #72, who advised that the individual causing
the disturbance was Jordan Johnson, the UF Student Body President. Johnson was already at
that time placed in the prisoner compartment of Ofc. Thomas’ patrol vehicle for his failure to
comply with her directions. At no point in time, did I make any contact with Johnson.

At approximately 0202 hrs., Aljahra Lewis, the SNAP employee located in the passenger seat,
made contact with me by phone regarding a briefing of this incident. Lewis advised that
Johnson appeared to be very intoxicated. She stated that during the escort from the Buckman
area to the Sorority Row area, that Johnson, "intermittently poked her to see if she was
awake". Lewis advised that she tried her best to ignore this conduct and not let it bother her,
but she stated that Johnson consistently repeated this behavior until she felt forced to express

her discomfort with his actions.

Lewis also stated that she and Kendal Orgera, the operator of the SNAP vehicle, refused to
violate SNAP policy and provide Johnson with the off campus escort he requested. At which
point, Lewis advised me that Johnson stated that, "Student government should pull its
funding from this (unknown explicative) program”. It is my understanding that Johnson
refused to depart from the SNAP vehicle until they escorted him to his preferred destination.
At which time, the UFPD Dispatch was notified of this incident and Ofc. J. Thomas ID #72
and Ofc. Nguyen ID #59 responded.

At approximately 0430 hrs., I attempted to make contact with two possible witnesses of this
occurrence on the SNAP van. I was unable to make contact with either of these individuals
and messages were left for both Alison Kinzer and Taryn Enea to contact myself or Sgt.
Konopka regarding this incident.

This is all the information I have been able to collect at this time.

On March 20, 2010, at approximately 2035 hrs., I made contact with Enea by phone
regarding this incident. Enea advised that she and Kinzer utilized SNAP services on March
20, 2010, at approximately 0135 hrs. She stated that two subjects matching the description of
Johnson and Rakow boarded the van with her at Buckman Drive. Inside the van, Enea was
situated in the center position of the first row of benches of the vehicle, between Johnson and
Kinzer. Johnson was situated on Enea’s right side, directly adjacent to the front passenger’s
seat where Lewis was positioned; Rakow sat on the bench behind them. Enea stated that she
was not aware of Johnson or Rakow’s identities.

Enea stated that she did recall Johnson conversing with Lewis about her being asleep. Enea
exited the SNAP van at the Sorority Row area drop off location before the UFPD responded
to the original complaint. From what she observed, Enea did not believe Johnson’s actions,
during her time on the van, to be inappropriate. A written statement was collected from Enea
regarding this account at Delta Phi Epsilon on this date at approximately 2045 hrs.

At approximately 2050 hrs. I made contact with Kinzer by phone regarding her account of
this evening. Kinzer stated that she and Enea boarded SNAP at Buckman Drive. She advised
two individuals that were unknown to her, but believed to be Johnson and Rakow, also
boarded at this time. Kinzer was positioned on the front bench next to Enea on the driver’s
side, opposite of Johnson. She stated that she had a limited interaction with Johnson and
Rakow because she got off at the Rawlings area stop.

Kinzer did provide that Johnson was “being funny” or witty while conversing with those
around him, including Lewis and Orgera. Kinzer recalled Johnson asking if Lewis was awake
during transit. She also remembered Johnson asking Lewis and Orgera why it was not SNAP
procedure to have a male and a female ride together on the vans. She stated that Johnson
provided commentary on the music playing on the stereo and that Lewis and Orgera, “must
be having a good time” doing their job. This was all Kinzer could recall before she departed
at the Rawlings area drop off location. A written statement was collected at approximately
2120 hrs. from Kinzer at the Mallory Hall commons area.

At approximately 2230 hrs. on this date, I made contact with Orgera by phone regarding
follow-up to this incident. Orgera expressed her discomfort about this incident to me, advising
that Johnson presented a potentially dangerous situation with his actions and behavior to all
occupants on 4356. She stated she felt intimidated that Johnson made his demands with
pointing gestures with his hands where to turn; essentially attempting to direct SNAP to his
off-campus desired destination.

The statements collected from Enea and Kinzer are attached to this report.

On 03-20-10, Officer Thomas #72 and I responded to Museum Road, across from Beaty
Towers, in reference to a belligerent subject. Upon our arrival, Officer Thomas made contact
with SNAP employees inside the SNAP van in reference to the belligerent subject. I then
observed Officer Thomas call out to a white couple walking east on Museum Road. The white
male turned around, looked at Officer Thomas, and continued walking. I called out to them
and told them to come back to us. They turned around and walked toward us. The white
couple were identified as Jordan Christopher Johnson and Erica Shannon Rakow by their
Florida driver licenses. Officer Thomas made contact with Johnson while I made contact
with Rakow. I took Rakow back to my vehicle which was parked behind Officer Thomas'
vehicle. While talking to Rakow, I could smell strong odor of an alcoholic beverage coming
from her facial area.

According to Rakow, Johnson and Rakow had been drinking at the Swamp. They got into
the SNAP van and asked if they (the SNAP personnel) could take them to the Wildflower
Apartment Complex. The SNAP personnel said that they could not take them to the
Wildflower because it was off campus. They then got out of the SNAP van and started
walking to Rakow's sorority house, which was Delta Gamma Sorority. Rakow stated that
they have never ridden the SNAP van before so they did not know that SNAP could not go to
the Wildflower. At this time, I observed that Officer Thomas placed handcuffs on Johnson. I
walked toward Officer Thomas to see if she needed any assistance. I heard Officer Thomas
tell Johnson that he was not under arrest. He was being detained for his and her safety.
Officer Thomas than placed Johnson in the back of her patrol vehicle. Officer Thomas stated
that she would issue him a Notice to Appear (NTA) for disorderly conduct. Officer Thomas
sat in her vehicle and filled out the NTA. I then walked back to my vehicle and stood by
Rakow. Rakow stated that she knows Brian Beach and asked if she could call him. She then
stated that Beach said if she ever got in trouble or needed anything, she needed to give him a
call. I told Rakow that I would let her call him later when I found out what was going to
happen with Johnson. Rakow took her phone out of her purse and made a phone call
anyway. She stated that she did not call Brian Beach, she was trying to call a friend, Brian
Moseley. I over heard Rakow tell Moseley on the phone that they were stopped by police on
Museum Road by Beaty. She then said that Johnson was in the back of a patrol car. I asked
Rakow to hang up the phone and wait till we were finished with the investigation and then she
can use it. Rakow put the phone in her purse, but then she kept picking it up and playing
with it. I assumed that she was trying to text somebody. I tried to deter her attention away
from the incident by talking about her career and her life.

When Officer Thomas was done with the NTA, she took Johnson out of her patrol vehicle and
took him out of the handcuffs. She explained the NTA to Johnson, but he kept interrupting
her. He stated that he did not want to sign the ticket, he would rather go to jail. Officer
Thomas explained that if she takes him to jail, he would have to bond out. Johnson continued
to tell Officer Thomas that he would rather go to jail because the NTA was "bullshit".
Rakow repeatedly told Johnson to sign the ticket, but he ignored her. At one point, Rakow
walked up to Johnson and pinched him on his left arm and told him to sign the NTA, so they
could go, but he continued to ignore her. Officer Thomas asked if he would rather go to jail
instead of signing the NTA. He then said that he did not want to go to jail, so he signed the
NTA. After receiving a copy of the NTA, Johnson and Rakow walked east on Museum Road
toward SW 13th Street.

I responded to above location in reference to an intoxicated male subject causing a scene with
student-employees. The subject was being beligerant and touching witness'. I made contact
with the subject after observing him throw a cup on the ground. Subject was very intoxicated
and unreasonable. The subject was not making any sense while speaking with him.
