Construction of a New Cebu International Container Port pushed


A veteran Cebu City lawmaker strongly appealed to the government to fast track the
construction of the New Cebu International Container Port at the soonest possible time.
Rep. Raul V. Del Mar is author of House Resolution No. 2339 directing the
Department of Transportation and Communications (DOTC), and the Cebu Port Authority
(CPA), to fast track the construction of the New Cebu International Container Port in Cebu
at the soonest possible time and directing the National Economic and Development
Authority (NEDA) to prioritize the evaluation of the said project and approve the same.
The CPA, among its concrete accomplishments as of December 2014, reported that
it has exceeded its Year 2014 target by 32%, hitting the One (1) Billion Pesos mark for the
very first time by generating P1.220-Billion in revenues, Del Mar noted on HR 2339.
The Cebu Port Authority (CPA), Del Mar pointed out, was created through R.A.
7621 in 1992, as a government-owned and controlled corporation under the supervision of
the DOTC for purposes of policy coordination.
The CPA is mandated to integrate and coordinate the planning, development,
construction and operations of ports and port facilities in Cebu, consistent with the needs
and requirements of the region.
It also enhances the flow of international and domestic commerce passing through
or utilizing the regional ports, and promotes regional development by providing support
services to sustain the growth of export and other priority industries in the region.
The lawmaker acknowledged that the CPA has continuously improved its services
and increased it revenues over the years from the beginning of its operation in 1996, as a
separate and autonomous port body after a 3-year transition from the Philippine Ports
authority (PPA).
Del Mar cited the improvements on its port facilities by the completion of several
port infrastructure projects, which enhanced the convenience, comfort and safety of port
stakeholders and the public in general.
However, due to the shallow draft of 8.5 M and limited berthing space of the Cebu
International Port (CIP), CPA is unable to accommodate more foreign vessels especially
Panamax sized vessels, Del Mar lamented.
Del Mar recalled that on July 16, 2015, the Cebu Port Commission (CPC), during
its 79 Regular Board Meeting, passed Resolution No. 367-2015 endorsing the New Cebu

International Container Port Project to the DOTC for further endorsement to the NEDA.
The CPA, Del Mar stressed, envisions to construct a New Cebu International
Container Port geared to meet the demands of the dynamic and fast growing economy of
Cebu and the entire region.
The proposed new container port is expected to increase cargo traffic in Cebu Ports,
mitigate congestion both inside and outside the port area, and increase efficiency in the
transport of goods.
Likewise the new container port will provide an opportunity to develop industries
with a lot of potential due to improve cargo handling capacity, bring further progress to
the whole province of Cebu, and spur maritime trade and commerce in the region, Del
Mar assured.
The CPA also reported that, as of December 2014, it is well on its way to attaining
ISO 9001:2008 and ISO 14001:2004 as it completed the documentation for the Integrated
Management System for Quality and Environmental Management as of end of Year 2014.
It aims further to attain certification for ISO 9001:2008 and ISO 14001:2004 on or before
the end of 2015.
Furthermore, the CPA has also significantly reduced the processing time of
applications for Permits and Licenses, clearance and entry of vessels, including
withdrawal of cargoes from CPA ports, which is an improvement in the delivery of public
service as it moves towards achieving its vision to be a world class port.
Del Mar urged the NEDA to prioritize the evaluation of the said project and approve
the same for implementation. HR 2339 is pending with the House Committee on
