I broadly welcome this development and the, construction of the new National
Children's Hospital at St Jam~' Hospital, Dublin 8.
After many years of delay, we are finally moving forward with the construction
of a new, state of the art children's hospital to serve the whole country. This
hospital is desperately needed and children who are sick deserve the very best
environment and surroundings in which to receive treatment.

FINE GAEL

In June 2012, the Dolphin Review Group presented its report to the Minister
for Health and, taking on board its recommendations, the Government
subsequently announced it had chosen StJames' Hospital as the location of the
new National Children's Hospital.
No one site was ever going to please 100% of the population but the benefits
of locating the NCH at St James' far outweigh those of any other location
considered.
St James' is an academic teaching hospital and has the widest range of
specialties with an excellent research and education infrastructure.

If we look at the numbers, we can see just how extensive the services and
facilities in the new hospital will be on completion;

At present, in our two main children's hospitals, Our Lady's in Crumlin, and
Temple Street, there is a shortage of beds for patients and accommodation for
parents, as well as deteriorating buildings and inadequate facilities in general.
This is no reflection on the care provided by the excellent staff of nurses and
doctors, but it does make working conditions very challenging.

Temple Street hospital opened in 1879 and the general consensus is that it is
no longer fit for purpose. Consultant Neonatologist at the Rotunda Hospital, Dr
Adrienne Foran, stated at the Oireachtas Health Committee on 24th September
2015 that she is embarrassed doing her rounds each day in Temple Street as
conditions are so bad. I would contend she is not alone in how she feels about
the building in which she treats very sick babies.
Crumlin Hospital opened in 1956, and has provided excellent care for sick
children down through the years. However, it is under severe pressure due to
lack of space and privacy for patients, as well as a lack of suitable parent
accommodation. Staff do the best they can but they are bound by the limits of
the hospital as it stands today.
Locating the new National Children's Hospital at StJames' provides access to
an excellent adult hospital and, with the planned re-location of the Coombe
Maternity Hospital to the St James' campus, will achieve the preferred model
of service delivery, "tri-location".
This new children's hospital will cater for 74,540 patients a year. It will provide
a world class hospital with the best standard of care and facilities on one site.
It is urgently needed and we simply cannot delay any further.

this hospital is also going to be a real boost for Dublin ~ and the wider ~~lin

area. A hospital of this size will create a wide range of jo ~-~ttnitl~ in t h-e--11
local community and, judging by the modern desig aPI.

environment in which to work.
There is widespread support for the new hospital among local businesses, who
expect to see their business grow with the increased footfall in the locality.
There will be an increased demand on local services, and this in turn is
predicted to generate significant employment, both directly and indirectly,
which is very welcome.
During the construction phase there will be a large demand for construction
workers and professional services. It is estimated that there will be
employment for approximately 1,950 people, including 250 in support services.

Once the hospital is up and running there will be a need to recruit medical
staff, administrative staff, catering and maintenance staff etc. I believe this is
an excellent opportunity to encourage young people living in the area to invest
in a future in medicine, nursing, healthcare, science, etc.
The planning report (pg. 91) states:
"Appropriate policy measures will be put in place to guarantee that a high
proportion of the jobs available are offered to the local workforce and local
procurement initiatives are implemented"... "New training measures (including
apprenticeships) will be delivered to encourage take up of employment
opportunities by local {especially young) people".

It is very important that this is delivered upon.


The project will, I believe, also bring about a level of both economic and
community regeneration in the local area, which is needed and will be a great
boost to the area. This will include improvements to the public realm
surrounding the hospital, which is badly needed, as well as an overall physical
regeneration of Dublin 8, which will undoubtedly bring investment to the area.

I wish to draw attention to the historical flooding problem along Mount Brown,
particularly at Faulkner Terrace, which could negatively impact on the new car
park which will be located below street level. It would be very important to
ensure sufficient drainage is installed at this location.
With this in mind, I would suggest that a 'current existing condition' survey is
undertaken before the works commence and that throughout the period of
construction, the drainage system is monitored and compared with the
established 'existing condition' to make the situation is not exacerbated.

Traffic I Access:
Having attended a number of presentations on the proposed design of the new
hospital, and having engaged with many local residents, I recognise that there
are genuine concerns surrounding the impact that the new hospital will have
on traffic in the surrounding neighbourhood.
Traffic is a real worry for local people, especially during the construction phase.
I note that construction staff will have a compound at the Red Cow and travel
to the site via the Luas Red Line. The compound at Davitt Road for construction
machinery will also take some of the pressure away from the hospital site. I
hope this will alleviate some of the traffic, however there will obviously be
construction machinery entering and exiting the site and disruption must be
kept to a minimum. Any damage to the road surface must be repaired by
Dublin City Council.
Once the hospital is open, I do not envisage traffic volumes increasing
exponentially. There is an excellent public transport system serving the
hospital, and various access routes for vehicles. Emergency cases will be
transported via ambulance and helicopter, as is normal for all hospitals.
I do, however, think it would be prudent to devise and adopt a 'Traffic and
Transport Management Plan' prior to works commencing, to document and
examine existing traffic levels, and compare them to projected traffic levels.
This would, I believe, help to devise a strategy to deal increased traffic
volumes, should this become a problem.

Down through the years, residents have experienced ongomg problems with
subsidence resulting in cracks, extensions coming away from the main houses,
and garden walls cracking and disintegrating.

The biggest problem, however, has been with the sewerage line running along
the rear of the'se properties. A number of years ago, Dublin City Council
engineers inspected this line and agreed to install a coil to try and maintain the
pipes but unfortunately this job was unsuccessful. I have liaised with the
Council on behalf of residents to try and find a solution but, to date, the
problem with the sewerage line persists. Residents are understandably
concerned that pile-driving and construction of new boundary walls could
further exacerbate their problems.
I am aware that these houses have already been surveyed by an independent
surveyor, at the instruction of the development board, and records of any preexisting structural defects are now in place.
I would insist that residents receive a guarantee that any damage caused
during construction, including possible further subsidence and further
deterioration of the sewerage pipe, would be repaired by the developer on
site, in agreement with the residents and the hospital development board.
2. Cameron Square, Brookfield Road & environs

With regard to the properties at Cameron Square and Brookfield Road, there
are concerns about overlooking and loss of natural light.
Residents of Cameron Square are understandably worried about the short
distance from the boundary walls of their property to the parent
accommodation building, and the potential overshadowing of their 2 storey
houses.
I note that this new building will be 3 stories in height and that efforts have
been made to avoid windows on the northern face of the this building. The
design report states on page 101 that "No windows have been placed on the

northern face of the building that can directly overlook the gardens of the
properties to the north"

All of these are genuine, valid concerns, and must be carefully considered.
