VACANCIES ANNOUNCEMENT
On behalf of Public Private Partnership Center (PPP) under Prime Ministers Office,
Public Service Recruitment Secretariat invites qualified Tanzanians to fill 1 vacant
post in the above Public Institution.
NB: GENERAL CONDITIONS

1.0 PUBLIC PRIVATE PARTNERSHIP CENTER (PPP)


The Government of United Republic of Tanzania recognizes the important role the
private sector play to leverage private sector financing on public projects and services.
In this spirit, the Government developed Public Private Partnership Policy of 2009 to lay
down broad policy goals as regards putting in place enabling environment for private
sector participation in financing such projects and services. The policy was followed by
enactment of the Public Private Partnership (PPP) Act (2010) and PPP regulation
(2011).

Given the importance of PPPs in attaining social economic transformation, and the need
to streamline PPP approval processes, in 2014 the Parliament of the United Republic of
Tanzania amended the PPP Act (2010) to establish an autonomous and strong PPP
Centre under the Prime Ministers Office. The establishment of PPP Centre is aimed at
streamlining the PPP approval process, with the purpose of attracting private sector
financing of PPP projects from both local and foreign investors and hence contribute on
financing public goods and services.
According to the amended PPP Act, the Executive Director is the head of the Centre
tasked with the operationalization of the PPP Center. This challenging position will
require a strong leadership and organizational skills as well as a strong experience and
good understanding of project financing.
1.1 EXECUTIVE DIRECTOR
1.2 DUTIES AND RESPONSIBILITIES

Establish a fully functional PPP Centre that is capable of setting up a PPP


programme to deliver projects that are sustainable, bankable and financed
and delivered by the private sector;
Develop a mechanism to ensure that all Ministries, Government
Departments and Agencies and Local Government Authorities integrate
public private partnership into their sector strategies and plans;
Mobilize resources for project development and Government support to
public private partnership projects;
Develop operational guidelines for contracting authorities such as PPP project
preparation, competitive bidding, negotiation and contract management of PPP
contracts and to ensure these are applied.
These would include guidelines related to:
o PPP Feasibility Studies Guidelines
o PPP procurement Guidelines
o PPP Bidding Documents
o Negotiation Guidelines
o PPP Contract Management
Design and implement a fair, transparent, competitive and cost effective
procurement process;
Project inception including screening for PPPs and Terms of Reference for
transaction advisors;
Advise contracting authorities on all matters relating to PPP projects;
Provide technical assistance to ministries, Government departments,
agencies, local government authorities and private sector in planning,
managing and appraising PPP projects;
Examine requests for proposals to ensure conformity with the approved
feasibility study;
Monitor, review and evaluate implementation of Public Private Partnership
Facilitation Fund;
Monitor and evaluate the performance of the public private partnership
projects and prepare periodic performance reports;

Design and implement programmes for public private partnership capacity


building to public and private sectors;
Develop and implement programmes intended to promote public awareness
on public private partnership issuesincluding devising a communication
strategy on PPPs to enhance transparency on the PPP process;
Undertake research on public private partnership matters.
Assist the Contracting Authority with bidding processes and ensuring
bidding documents are suitable for market issuance;
Assist the Contracting Authority with negotiation and award of the PPP
contract;
Assist the Contracting Authority with contract management;
Provide practical advice to the PPP policies and practices; and
Be responsible for stakeholder engagement with public and private sector
institutions and companies to ensure that the PPP programme is well
coordinated, marketed and represented at all levels.

1.3 QUALIFICATIONS AND EXPERIENCE

Bachelor degree in one of the following fields: project management,


accounting, law, engineering or economics. Possession of Masters and PhD
degree will be an added advantage.
Have experience in public private partnerships in Life Cycle management
including project identification and appraisal, risk analysis, resource
mobilization for PPP Implementation and project financing, financial
modeling, and Monitoring and Evaluation.
Be experienced in designing enabling environment for policy, legal regulatory
as well as institutional set-ups for public private partnerships.
Demonstrate an ability to engage with public and private sector stakeholders
at the highest level.
Have 10 years of successful working experience in a senior project
management position as well as on PPP related activities;
Possess 10 years in managerial and leadership positions;
Be able to analyze and solve complex problems; and
Have strong interpersonal and public speaking skills.

1.4 TERMS OF SERVICE


The qualified candidate will sign a three (3) years contract, with a one year
probation period. The contract may be renewable upon demonstrated good
performance.
