Council to commemorate
Yolanda anniversary

CITY- The Our Lady of Seven
Dolors Parish of Hernani,
Eastern Samar through the
Parish Pastoral Council
(PPC) headed by Hernani
Parish Priest Rev. Fr. Joseph
A. Nicolas Jr. in cooperation with the Local Government Unit (LGU) led by
Hernani Municipal Mayor
Hon. Edgar C. Boco, met
in October 25, 2015 at the
Hernani Convent, this municipality.
The said meeting was is
in preparation for the second anniversary commemoration of Super Typhoon
Yolanda which devastated
the place on November 8,
2013.
In an interview with

PIA, Rev. Fr. Nicolas disclosed that one of the activities of the anniversary
celebration is the lighting
of candles along the national road which will start
on November 1 to Nov. 8,
2015.

Nicolas further said that
the purpose of the activity
is to honor those who perished during the typhoon
and at the same time, as a

President Benigno S. Aquino III led the commemoration of the 50th founding anniversary of Eastern Samar on October 30, 2015, held at the Arteche Municipal Gymnasium. With the Health Secretary, he distributed blood-pressure apparatus and glocometer sents to barangay health workers and provincial health
officials. The President also inspected the Samar Road Rehabilitation Project, which involves the construction/rehabilitation of existing roads and bridges that
include road widening, pavement strengthening, and drainage improvement, among others. Expected to propel economic activity through reduced transportation costs and greater access to the communities in Eastern and Western Samar, the project is targeted to be completed in May 2016.

Dolina, police regional

National Police, cried foul
over the decision of the
Ombudsman dismissing

alleged irregular procurement of rubber boats.

Oktubafest will continue to help support
the coconut industry in EV battered by
Yolanda- Noel

EF Winery were adjudged as the best bahal and best bahalina,
respectively, in this years Oktubafest.
EF Winery also won the best bahal and bahalina for public tasting category.
Dish prepared by the Eastern Visayas State University
students Sutukil (Sugba-Tuba-Kilaw) was adjudged as best
tuba infused dish and John Paul Caubalesos entry was adjudged as best tuba concoction.
Oktubafest is an annual event highlighting tuba, a local
wine made from the coconut tree sap organized by the An
Waray party-list.
It aims to revitalize and enrich the tuba industry by promoting it not just as wine but also as part of the component of
Eastern Visayas culinary and cultural heritage.
Although the coconut industry in the region was severely
affected by supertyphoon Yolanda, the staging of Oktubafest
should not continue as it helps in promoting products from
coconut trees like tuba, Florencio Bem Noel, founder of
the An Waray party-list group, said.
As traditional wine, tuba has been part of Eastern Visayas
peoples lives and culture. We are happy that we are doing
this, he said.
The An Waray party-list group has been conducting this
annual event started since 2008.
Noel vowed that An Waray will continue to support the
coconut industry of the region thru Oktubafest. He, however,
encourages coconut farmers to do intercropping to support
their main source of livelihood considering that the industry is still reeling from the ill-effects of Yolanda. (ROEL T.

Ombudsman, since the
case was filed against them
three years ago, did not
give them the chance to
rebut the allegations.

Tingog Sinirangan An Waray party-list officially


named its nominees
joins party-list elections for next years polls

- A political group
based in the region has
joined the race for congressional seats under the
party-list system.
The Tingog Sinirangan, which was established in 2011, aims that
Eastern Visayas be heard
by national officials and
in the process, all the concerns and needs of the
people of the region would
not only be heard but provided with concrete programs and projects, said
Jude Acidre, one of the
nominees of the group.
Tingog Sinirangan was
given accreditation by the
Commission on Elections
last August 24, 2015.
Acidre said the plan of
their group to join the political race was born after
the region was devastated
by super typhoon Yolan-

da close to two years now.


According to him,
while the region suffered
the most due to Yolanda,
there is still much to be
done to alleviate the sufferings of the survivors.
We want to be heard
but only few people listened to our pleas. We
dont have a single voice
(to gain attention). And
for us, this is unfair considering that we have
suffered the most due to
Yolanda, Acidre said.
He said that due to
Yolanda, the poverty situation of the region, considered already as one of
the poorest regions in the
region, had escalated
further.
Acidre said that while
there are already congressmen from the region, there
is still a need for new rep-

resentatives in Congress
from the region.
There is always a room
for regional development,
he said.
We are more on economic recovery. Yolanda
is just one part, he said.
Aside from Acidre,
the other nominees of the
group are Sean Palami and
Alexis Yu.
Glen Capucion, the
groups president, said that
Tingog Sinirangan is an
all-encompassing group
as it could represent other
sectors of society like the
youth, persons with disabilities, women and the
poor.
Its time that our voices be heard by our national
leaders for the betterment
of our people here in Eastern Visayas, Capucion

Named as nominees by
outgoing Rep. Neil Benedict Montejo were Rep.
Victoria Noel, who is presently occupying An Warays
second seat; lawyer Raul
Creencia, Engr. Patrick
Aguilos, Rhoda Radoc and
Nikki Leano.
Montejo, who is serving
his third and last term, said
that he will have to take
the back seat after the 2016
elections together with
Florencio Bem Noel, the
groups national chairman.
We may have new
names for our nominees
but they are equally capable
of doing the job once elected, Montejo said.
He added that he is confident that their good track
record since 2004 will be
the key factor for another
win in next years elections.

serving on her first term,
said that they have been
low key with their activities the past years but
insisted that the An Waray
has continued its health
and youth programs in the
countryside albeit quietly
compared to previous activities under her brothers
term.
She disclosed that
among her legislative agenda is the passage of the coconut bill proposed earlier
by An Waray congressman
but has yet to be passed by
Congress.
We will continue to
pursue the coco bill as this
will help much our coconut farmers especially here
in Eastern Visayas who are
still recovering from supertyphoon Yolanda in 2013,
Noel said.
Meanwhile,
second
nominee lawyer Creencia
said that part of his legis-

lative agenda is to push for


more benefits for small and
medium entrepreneurs in
the country which he believe is one of the major
economic drivers in the
countryside.
Mainly based on the islands of Leyte, Samar and
Biliran, An Waray introduces itself as a democratic multi-sectoral party-list
organization that envisions
a just, progressive and
peaceful Filipino society.
In the 2004 elections for
the House of Representatives, An Waray got 268,164
votes and one seat.
During the 2010 elections, the An Waray was
able to secure two congressional seats as represented
by Montejo and Rep. Florencio Bem Noel.
A party-list must get
at least two percent of the
total votes cast for the party-list in order to win a seat.

Death, a beginning
not an end
AS priest, I get to see many people already on the verge
of death. Their families invite me to give them the last sacraments of the anointing, communion or viaticum. If the
patients are still able, I would hear their confessions.
But its the effort to convey the Christian meaning of
suffering and death that I find most challenging. Im aware
of the different levels of faith that people have, and its in
how to adapt the doctrine to their level, such that they get
to appreciate it, that would leave me gasping for divine inspiration.
I just cant dish out the teaching in the raw. I need to
dress it up, using the appropriate words, tone, arguments
and examples. I also need a good sense of timing, feeling
the pulse of those around to see if my words are entering
or not. Indeed, a tricky affair, but all worth it. I learn something every time I do this.
Now that we are in this month of November when we
give special attention to our beloved departed, it might be
good to meditate once again on the reality of death. In this,
what is necessary is to see it always from the point of view
of our faith.
Its in our Christian faith that the complete picture of
death is shown and explained. Its in our Christian faith
where the source, cause and purpose of death are given. Its
in our Christian faith where we are told what attitude we
ought to have toward it as well as how to take advantage of
it, especially because it is unavoidable.
We have to be wary when we just allow ourselves to be
led simply by our emotions or some cultural and social beliefs and practices which, while having their valid inputs,
do not give us the whole picture. Without the light of faith,
these factors sooner or later will give us a distorted and
dangerous understanding of death.
Our Christian faith teaches us that death came as a consequence of sin, the sin of our first parents which we now
inherit. Obviously, our own personal sins contribute a lot
to it.
We have to remember that at the beginning we are
meant to be immortal, not only spiritually but also bodily.
Together with immortality, we in our first parents before
the fall enjoyed the preternatural gifts of integrity and impassibilitythe capacity not to suffer.
All these were gone with the sin of Adam and Eve,
and death came as the ultimate consequence of sin. Death
therefore came to us as a deformation of our human nature
in its original, sinless state, and as a divine retribution.
But God is full of love and mercy and he cannot remain
in anger with the masterpiece of his creation. He undertook a plan to save us, a long, tortuous and complex one
not because of his impotence but rather because of the
complex and complicated condition that we have fallen
into after falling into sin.
Gods plan of human redemption, which he carries out
with the fullness of his powers, is not pursued as pure doleout, a give-away without us corresponding to his plan. He
always respects our freedom, no matter how we misuse
and abuse it, and leads us back to him, irrespective of how
complex the ways to return to him might be.
In this regard, our Catechism teaches: God created
us without us, but he did not will to save us without us.
(St. Augustine) To receive his mercy, we must admit our
faults. (1847)
We now know how this divine plan was carried out to
its fulfillment. He sent his Son to us, the Son became man,
taught us everything that we need to know for our salvation, and ultimately offered his life on the cross, and then
resurrected.

Day is a regular religious ritualistic activity Christians worldwide
observe. It is a day where we
spend silent moments of remembering our
loved ones to include those we have high regards for having been positively influential in
our lives who have gone ahead of us to the
realm of the unknown .
Our religious beliefs, however, tell us that
those who leave this world in death are either
in the other world of eternal bliss in our Creators domain of perfect other life of heaven
for those who lived saintly lives.
Sinful living up to the moment of death will
bring his soul to eternal damnation or hell.
We were also taught that those who commit venial sins will first undergo a sort of soul
cleansing in Purgatory before he is brought
to haven.
Of course no soul has yet confirmed this
to us but we simply believe and accept this
dogma in faith.
The most significant action all of us should
do is to get ourselves into deep and serious
reflection and recall the lives of our loved ones

his goodness and what they have left as his


legacy to us left behind. On after-thought we
go into our privacy in prayer that their souls
may rest in peace..now and forever.

Along the way, he established his Church where we find


his living word and his living presence in the sacraments.
He endowed it with both visible and invisible gifts so that
the redemptive presence and work of Christ can continue
to be with us till the end of time. This is how God loves us.
As a result, death has ceased to be a punishment, but
rather a means of our salvation. Its not anymore merely
an end to life, but is in fact now the beginning of a new
and eternal life with God. When seen with faith, death is
actually a happy event, not a sad one, since with it one goes
home to his Father God.

Climate Change Office


accepting project proposals
The Climate Change Office is now accepting climate
adaptation project proposals for funding under the
Peoples Survival Fund [1]. It has mandated the allocation of a P1 billion fund to be accessed by local
government units and community organizations to
finance their climate change adaptation projects.
Under Republic Act
10174, the Climate Change
Office (CCO) of the Climate
Change Commission will
serve as secretariat of the
Board and will receive and
evaluate the proposals to be
approved by the Board. Secretary Cesar V. Purisima of
the Department of Finance
serves as Chairman of the
Board.
Citing data from the
Global Commission on the
Economy and Climate and
the World Economic Forum, Purisima described the
dire need for both domestic
and international funding to
combat and adapt to climate
change. Up to 2030, about $90
trillion in infrastructure investments and over $4 trillion
in incremental investments
for low carbon technologies
are required to deliver on the
2 degree Celsius goal. Further,
$5 trillion of infrastructure
funding is required annually
up to 2020 but $700 billion
in incremental resources is
needed to make it sustainable.

friends of those who perished and the general public
may light a candle under the
tarpaulin to pray for their
souls.

presentation to commemorate the day and
after Super Typhoon Yolanda
made landfall. This

At exactly 5 oclock in the
afternoon, a Commemorative Mass will be held at Barangay Batang which will be

also for the residents coming
from other municipalities of
Eastern Samar whose relatives and friends perished

Albay is 2016 Palarong Pambansa host


The Department of Education (DepEd) and the Philippine Sports
Commission (PSC) declared Albay the host of the
Palarong Pambansa in 2016.

Once the symbol of how strong supertyphoon Yolanda was, the M/V Eva
Jocelyn, washed inland during the massive disaster, now stands as a memorial where loved ones of those who perished could visit to remember them.
