CHAPTER 7

CLASSIFICATION AND GENERAL REQUIREMENT OF ALL BUILDINGS BY USE


OR OCCUPANCY
DEFENITION
OCCUPANCY- The proportion of accommodations occupied or in use.
All proposed structures/buildings shall be identified to their uses or occupancy.
Section 701 states the classification of Building/structures according to their occupancy.
10 Groups of Occupancies sub-divided into 25 Divisions:
GROUP A. Residential Dwellings
Division A-1. Zoning Classification: R-1 Low density residential
Division A-2. Zoning Classification: R-2 Medium density residential
GROUP B. Residential, Hotels and Apartment
Division B-1. Zoning Classification: R-3 High density residential
Basic R-3 Row house buildings
Maximum R-3 Medium-rise Multi-level building
Zoning Classification: R-4 Medium to high density residential

Zoning Classification: R-5 Very high density residential


GROUP C. Educational and Recreation
Division C-1. Educational Institutions, Training centers.
Division C-2. Zoning Classification: GI- General Institutional- a community with
national level of institutional use
GROUP D. Institutional

One example of Classification of Proposed Structure/building is:
SECTION 6,8, AND 10 TO 20 OF ARTICLE IV AND V OF ZONING ORDINANCE OF STA.
MARIA, BULACAN
These sections are about the division of the municipality in zones or districts and its
regulations shown in the official Zoning Map:
a. General Residential Zone (GRZ) all areas colored yellow (General Land Use
Map and Zoning Map) shall be used principally for dwelling/housing purposes so as
to maintain peace and quiet of the area within the zone.
b. General Commercial Zone (GCZ) colored red (General Land Use Map and
Proposed Urban Land Use Map (Hubs)) shall be for business/trade/service uses.
c. Institutional Zone (INZ) colored blue (General Land Use Map and Proposed
Urban Land Use Map (Hubs)) shall be used primarily for government, religious,
cultural, educational, civic, medical and supporting commercial and service uses.
d. Industrial Zone (IZ) colored violet (General Land Use Map and Proposed Urban
Land Use Map (Hubs)) shall be for non-pollutive/non-hazardous, nonpollutive/hazardous, pollutive/non-hazardous, and pollutive/hazardous
manufacturing/processing establishments
e. Agricultural Zone (AZ) colored green (General Land Use Map and Proposed
Urban Land Use Map (Hubs)) is intended for cultivation, fishing and pastoral
activities
f. Agro-Industrial Zone (AIZ) colored light-green (in zoning map) is intended
primarily for integrated farm operations and related product processing activities
g. Special Use Zone (SUZ) colored brown (in zoning map) Sanitary Land Fill/
Material Recovery Facility(MRF)
h. Water Zone (WZ) colored blue (in zoning map) ) are bodies of water within the
municipality which includes rivers, streams, lakes and seas except those included in
other zone classification
i. Parks and Open Spaces (POS) colored grey (in zoning map) are designed for
division/amusements and for the maintenance of ecological balance of the
community.

RULES AND REQUIREMENTS:


Minimum Requirement for group A Dwellings (Section 708):
1. Dwelling shall not occupy not more than 90% of a corner lot and 80% of an inside lot,
shall be at least 2.00 meters from the property line

2. Provide adequate Light and Ventilation


3. With at least one (1) Sanitary toilet
4. Footing shall be at least 250 mm thick and
600 mm below the surface of the ground.
5. Adequate dimension of wooden post
6. The live load of the first floor shall be at least 200 kg. per
sq. meter and at least 150 kg. per sq. m. for second floor
7. The wind load shall be 120 kg. per sq. m. for vertical
projection of first floors.
8. Stairs shall be at least 750mm in clear widths,
200mm in rise, and minimum of 200 mm for run.
9. Shall have one (1) entrance and another for exit.
10. All electrical installation shall conform to the
Philippine Electrical code.
11. All mechanical systems and equipment
installations shall be subject to the Philippine
Mechanical Engineering Code.

Occupancies

Subject to the provisions of the Code, the


Secretary shall promulgate rules and regulations for each of the other Group Occupancies
covering: allowable construction, height, and area; location on property, exit facilities,
light and ventilation, sanitation; enclosures of vertical openings; fire extinguishing
systems; and special hazards.
Location on Property
The following Rules are stated at Section 704.
1. No building shall be constructed unless it has direct access to a public place or street on
atleast on of its sides.
2. Exterior walls shall have fire resistance and opening protection

3. Building on the same property and court walls shall be assumed to have a property line
between them.

a. Allowable Maximum Building Footprint (rules on chapter 8. Ref table on
Percentage of Site Occupancy)
b. If without firewall the proposed structure shall be measured horizontally from the
property line to the outmost faces of the exterior walls.
c. Foot print based on fire wall provisions.
Maximum Height of the Building
States at SECTION 707, the maximum height and number of storeys of proposed building shall
be dependent upon the character of use or occupancy and the type of construction.
BUILDING HEIGHT LIMIT (BHL) - the maximum height to be allowed for
buildings/structures based on their proposed use or occupancy; the BHL is generally determined
after the application of other development controls (DC) and certain other parameters.
Allowable Floor Areas
Section 705 is about the Allowable total Gross Area (TGFA) of any proposed structure.
Note: Building Height Limit (BHL) multiplied by the Allowable Maximum Building
Footprint(AMBF) expressed as percentage (%) of the total Lot Area (TLA)(with or
without firewall). To comply with the floor area component of Allowable Maximum
Volume of Building(AMVB), figure subject to reduction.
SECTION 23 OF ZONING ORDINANCE OF STA. MARIA, BULACAN is subjected to
Area regulation. It states that in all zones shall conform to the minimum requirement of
existing codes such as:
P.D 957 the Subdivision and Condominium Buyers Protective Law and its
revised implementing rules and regulations
B.P. 220 Promulgation of Different Levels of Standards and Technical
implementing rules and regulations.
