Policy for Promotion to the Position of Deputy Director and above


upto the Position of Deputy General Manager: (General side)
The Board of Directors of the Bangladesh Bank has been pleased to approve
the following policy for promotion to the position of Deputy Director and above upto
the position of Dep14ty General Manager in the general side
A. BASIS FOR EVALUATION:

The Governor shall constitute the Promotion Advisory Committee (PAC) consisting of
the following:
Executive Director
- Chairman
Two General Managers
- Members.
Separate PACs shall be constituted for each position.
Performance Appraisal (Annual Confidential Report - ACR): ACRs for the
preceding 5 (five) years shall be taken into consideration for awarding marks. The
distribution of marks shall be as under:

Where an eligible candidate does not have 5 years service in a position, the required
number (shortfall) of ACRs of the immediate previous year(s) in the lower grade
shall be taken into accunt for the purpose of awarding marks.

While evaluating the reports, members of the PAC may, for the purpose of awarding
marks moderate any confidential report if they consider doing so justified on the
following grounds:
a) Possible over-rating/under-rating by the reporting officer.
b) Personal knowledge about the performance of the official
c) General trend of the official's other reports

Length of Service: An Assistant Director in order to be eligible for promotion as


Deputy Director must put in at least 5(five) years regular and approved service in
the position of Assistant Director.
A Deputy Director in order to be eligible for promotion to the position of Joint
Director, and a Joint Director in order to be eligible for promotion to the position of
Deputy General Manager must put in at least 3 years regular and approved service in
the position from which he/she will be promoted.
In case sufficient number of suitable officials is not available for promotion from
amongst those completing the qualifying period of service mentioned above, the
qualifying period of service may be reduced but in no case shall be less than 3
(three) years in the position of Assistant Director and 2(two) years in the position of
Deputy Director I Joint Director.
2 (two) marks will be awarded for each completed year of regular and approved
service in a position. The maximum number of years for which marks can be
awarded shall be 5(five) years. However, no marks shall be awarded for service in a
position other than the position from which one will be promoted.
B. BASIS FOR PROMOTION
Promotion will be based on merit and also seniority-curn-suitability at the ratio of 1:
1. Out of every two vacancies, the first one will be filled up by promotion on merit
basis and the second by promotion on seniority-cum-suitability basis.
c. QUALIFYING MARKS:
In order to qualify for merit-based promotion, a candidate must obtain at least 89
marks on the aggregate. In order to qualify for promotion on seniority-cumsuitability basis, one must obtain at least 63 marks on the aggregate.
In case there is a fraction in the marks arrived at, the fraction will be rounded up to
the next whole number where the fraction is 0.5 or more and where the fraction is
less than 0.5, it shall be ignored

D. PANEL FOR PROMOTION:


A panel will be prepared by the PAC on the basis of the criteria outlined above. The
Governor shall approve the panel for promotion, which will remain valid for one year
from September 1 of a year to August 31 of the following year. .
E. REPEAL:
This circular repeals the promotion policy that was hereto before being followed for
promotion upto the position of Deputy General Manager. The outstanding portion of
the respective panel for promotion prepared for the year 01-09-04 to 31-08-05 shall
stand cancelled.
This comes into force with immediate effect.
