Objective: As a retired Senior Administrator of the Sri Lanka
Administrative Service (Special Grade), my expectation is to render

(i)

Position:
Deputy Chief Secretary ( Administration) (S.L.A.S. Spl.Gr.) Eastern Provincial Council
2008-2009 (Until retirement from state service)
Duties and responsibilities Performed:

Liaison with Chief Secretary, ministry Secretaries and head of


departments on personnel issues
Human Resource Planning and management including recruitment,
training, promotion and disciplinary procedure
Assisted Chief Secretary and other Deputy Chief Secretaries and
Secretaries of Provincial ministries
Maintained personnel data network of around 10,000 employees
and review cadre requirement periodically.
Reporting to the Hon Governor, Chief Minister and the Chief
Secretary on performance and progress

(ii)

Position:
Government Agent/ District Secretary
( S.L.A.S. Spl. Gr) Vavuniya District:
2005 to 2008

Duties and Responsibilities Performed:

Functioned as Secretary to the District Coordinating and District


Development Committees and implemented all development and
Community Welfare programs funded by the government
decentralized and Line ministries budgets.
Effectively coordinated all activities of the governmental and Nongovernmental organizations both local and foreign, engaged in
humanitarian and rehabilitation activities, relief, community welfare
and sustainable development programs.
Managed displaced refugees welfare centers, rehabilitation and
resettlement projects, delivery of essential supplies and services in
the conflict areas
Effectively coordinated and managed disaster management
programs including mitigation, relief and post recovery process
Coordinated with ICRC and SLRC to supply essential food and
commodities to conflict (Wanni) areas by arranging convoys with
help from Security Forces

Coordinated with Security Forces and Police to bring back and


maintain normalcy and harmony in the district affected by conflicts
Overall in charge of Personnel functions of staff attached to the
district and Divisional Secretariats
Responsible for all financial management of funds allocated to the
district and reporting progress to relevant Authorities.

(ii)

Position:
Additional Secretary (S.L.A.S. Cl: I)
Ministry of Community Development, Colombo.2003 2004

Duties and Responsibilities Performed:

In charge of general administration and Human Resource


management functions of the ministry
Supervised development programs undertaken by the ministry in
the estate sector for people working in the estates
Reporting to the Hon. Minister, Deputy Minister and the Secretary of
the Ministry on performance and progress
Functioned as Secretary to Audit and Management committee in the
ministry
Effectively performed all delegated financial management functions
of the ministry

(iii)

Position:
Government Agent/ District Secretary
( S.L.A.S. Cl: I ) Batticaloa District.
2001- 2002

Duties and Responsibilities Performed:


Note: Very much the same duties and responsibilities as mentioned in
position (ii) above- as the Government agent, Vavuniya.
However, there were some additional responsibilities I have performed in
the Batticaloa district under the situation prevailed there at the time
immediately after the signing of the Cease-Fire Agreement (CFA) between
the Government and the LTTE. The Scandinavian Peace Monitoring Group
came to the district and started their work and I mostly facilitated and cooperated with their work to monitor ceasefire violations and maintain
peaceful environment in the district.

Position :
Registrar, University of Colombo, Colombo-3
( On secondment from S.L.A.S).
1999 2001
Duties and Responsibilities

Performed:

Overall in charge for general administration including buildings,


vehicles and other resources as custodian of the university
properties
Functioned as Secretary to the University Council and Senate
In charge of personnel functions of all non- academic staff (around
1500 numbers)
Coordinated with Deans of Faculties and Directors of Institutions of
the University for the conduct and management of academic
activities/ programs, and students Affairs
Coordinated with relevant ministries, departments, agencies and
other universities
Accounting for delegated financial management
Successfully organized annual convocations, seminars and
represented the university in other forums
