(U//FOUO) This HomelandSocurityReferenceAid (HSRA) provides an overview of disrupted
alleged terrorism-related activities in the United States between January 2014 and September
2015 linked to US persons (USPERS)assessed to be inspired by the Islamic State of Iraq and the
Levant (ISIL). Examples of disrupted terrorism-related activities referenced in this product
include the May 2015 attack in Garland, Texas against an event featuring caricatures of the
Prophet Muhamad, and the June 2015 fatal shooting by police officers of a knife-wielding Boston
individual who was planning attacks against law enforcement personnel. This analysis is derived
exclusively from open source material , including federal indictments. It is intended to inform
state , local, tribal, and territorial government and law enforcement officials, and private sector
partners of the wide range d !SIL-inspiredactivities in the Homeland and provide insight into
emerging terrorist trends , which may aid in the detection and prevention d future terrorist
activities. The data referenced does not include USPERs believed to be currently fighting in
Syria or Iraq. It also does not include mention of the July 2015 attack against military facilities in
Chattanooga , Tennessee because the investigation into the shooter 's potential links to foreign
terrorist organizations is still ongoing.

(U) ANALYSIS OF !SIL-INSPIRED DISRUPTIONS* IN THE HOMELAND FROM JANUARY 2014-SEPTEMBER

2015

(U//FOUO) This Homeland Security Reference Aid depicts the large number and geographic

dispersal of disrupted US persons' alleged terrorism-related activities in the United States


since the beginning of January 2014, who are assessed to be inspired by the Islamic State of
Iraq and the Levant (ISIL).DHS l&A analysis of 64 individuals dating from January 2014 to the
end of September 2015 indicates that, while most are young--on average ranging between 23
and 27 years old-there is no specific profile, with arrestees varying in ethnic background and
geographic location . Arrestees have been involved in a range of terrorism-related activities, to
include traveling abroad with the intent to join ISIL;providing domestic material support to
the group; and aspirational or advanced attack planning on behalf of ISIL.The majority of those
arrested for !SIL-inspiredactivities over the last 21 months are male, but there has been a slight
increase in women participating in ISIL-inspired terrorist activities in 2015.
(U//FOUO) Analysis shows that the number of those arrested for attempting to travel overseas
continued to increase, from 8 cases in 20 14 to 20 cases in 20 15. DHS l&A assesses, however,
that the number of individuals allegedly conducting-or aspiring to conduct - domestic
activities showed a more pronounced increase, from 2 in 20 14 to 17 in 20 15.This shift may
be the result of ISILmessaging since September 2014 calling for attacks in the Homeland
resonating among !SIL-inspired individuals in the US, coupled with increased efforts by domestic
and international law enforcement authorities to curb travel overseas.
