Visas and Passes


Any person intending to enter into Uganda should do so only for lawful purposes and in accordance with national
immigration laws, guidelines and formalities.
Foreign nationals intending to enter Uganda for purposes of employment should comply with requirements for
expatriate employment in Uganda.
1.

All visa prone nationalities must obtain Uganda visas to facilitate their entry into the country.

2.

Uganda visas may be obtained at Uganda missions abroad or on arrival at the ports of entry in the
country.

Permits

WORKING IN UGANDA
all foreign nationals intending to work in Uganda must ensure that they are in possession of the relevant work
permit. The requirements for the different categories / classes of work permits are here below listed.
CLASS A (GOVERNMENT & DIPLOMATIC SERVICE)
NB: Applicants should be persons contracted for service in the Government of Uganda or diplomats accredited for
service in Uganda.
Application requirements:

Covering letter from the Embassy and a supportive letter from the ministry of Foreign Affairs-Note

CLASS A2 (GOVERNMENT CONTRACTORS)
NB: Applicants should be persons on Government contracts, including persons serving in Government tertiary
institutions.

Academic qualifications for professionals
CLASS B (INVESTMENT IN AGRICULTURE)
NB: Applicants should be persons intending to invest in the business of agriculture or animal husbandry.

EMPLOYMENT OF EAC NATIONALS UNDER THE EAC COMMON MARKET PROTOCOL
Categories of workers allowed to work in Uganda under the EAC Common Market Protocol include Chairmen of
companies; Civil engineers; Aircraft and ship controllers and technicians.
Applicant should fill work permit form and fulfill requirements under the specific category of work permit
sought. ( Refer to categories above )
EAC nationals who obtain work of more than 90 days should apply for work permit within 15 days from
date of concluding contract of employment.
Special pass should be sought for employment of not more than 90 days.
Special pass will be issued to EAC nationals pending issuance of work permits.
Employers should furnish immigration with annual return of EAC workers in establishment.
EAC workers who change employment should notify immigration within 15 days of change of employment
and should apply for new work permits.
If a worker ceases employment, for which work permit was issued, he/ she must notify immigration within
15 days of cessation and apply for pass to stay in Uganda or leave the country.

New Fees and Payment system for services at the Directorate of Citizenship
and Immigration Control
The Ministry of Finance Planning and Economic Development under the Finance Act, 2015 makes provision for:
i.

Increase of passport fees and introduction of passports process in two working days under section 3 of the

Finance Act No 10 of 2014.

A non refundable prepayment fee on application for a work permit of USD 1500 for applicants for work permits

under section 5 sub Paragraphs (1), (2), (3), and (4) of the Finance Act No 10 of 2014.
The above fee was introduced mainly for the purpose of making applicants commit themselves while applying for
work permits and successful applicants would have to top up, while those who are unsuccessful would forfeit it.

A. Department of Inspection and Legal Services
i) Timely and Appropriate Legal services provided.

Provide legal and advisory services within ten (10) working days
We shall provide a charge sheet for prosecution within 48 hours from the time of the arrest.
ii) Inspection and investigation of immigration matters

We shall carry out inspections on a quarterly basis

Issue service of quit notice and deportation orders within seven working days.

We shall remove and deport illegal immigrants and other undesirable persons

Avail application forms at the headquarters, regional offices and at the immigration website at all times
free of charge.

Provide a bank payment form upon receipt of filled application forms

Receive and verify dully filled and completed application forms upon submission by the applicant at the
regional and headquarter offices.

Issue a passport within 10 working days

Provide information on queried files to applicants within 3 working days of receipt of application

Renew passports within 10 working days

Maintain an up to date electronic and manual data base of all passport application files

Issue other travel documents instantly upon submission of the required application

C. Department of Immigration Control

4. Every intending visitor is required to carry a genuine passport/travel document with validity beyond one
year.
5. All arriving visitors will be required to fill in arrival declaration cards on arrival and should comply with other
immigration formalities including the provision of required biometric information.

6. Immigration authorities at the port of arrival reserve the right of admission.
7. A visitors pass for a specific duration will be granted by the Immigration authorities on arrival to permit the
holders stay in the country for the period granted in the pass. .
8. Arriving visitors should not carry or convey substances or goods prohibited by customs. (Contact Uganda
Revenue Authority for details on prohibited substances)
9 Visitors should not overstay their visitors pass otherwise they will be subjected to a fine of U$ 30 per day
and other appropriate legal action including prosecution and deportation.
10. Engagement in employment on basis of visitors pass is strictly prohibited. Offenders will be prosecuted.
11. Where visitors seek to stay longer than the period granted in the visitors pass on arrival, extension of the
period should be sought from the Immigration Headquarters in Kampala or respective regional offices before
expiry of the initial visitors pass. Save for EAC nationals, extensions sought by other foreign nationals shall
not exceed six months in aggregate
