INTRODUCTION

Community Organizing Participatory Action Research (COPAR) is

an important tool for community development and people empowerment.

This helps the community workers generate community participation in

development activities. In line with this and in fulfillment of Community

Health Development (CHD) 2, the group was assigned to Barangay

Ugong, Pasig City for the related learning experience (RLE) on COPAR.

The requirements included identification of a health problem in the area

and implementation of initiatives to address this health problem in

cooperation with the community members and leaders.

Our CHD 2 group was composed of ten BSN Regular Nursing

students, working under the supervision of the clinical instructors from the

Ugong Health Center and under the guidance of CHD 2 instructors from

University of Makati College of Nursing. This RLE on the community

development and COPAR ran for nine workdays. The goal was to initiate

community participation and to find ways to sustain the implemented

projects.

We started with data gathering for the community diagnosis,

obtaining both primary data (interview of Purok 4, Ugong community

members) and secondary data (from the Ugong Health Office). This was

followed by data analysis and identification of the target health problem to

work on. We were able to identify fire as our top priority problem. Projects

were launched to help address this problem in the community. Part of the

project was to leave a lasting legacy in the community through some kind

of token that the community can use to support their efforts to change.

Most importantly was to find partners in the community that will continue

the implementation of the project started by our group.

With the end of our RLE duty in Ugong, Pasig, we believe that our

efforts have made an impact in the lives of the people of the community.

We also hope that the community has become more collaborative,

dynamic, proactive and interactive in working together to identify and solve

their own needs, knowing that in their unity is a greater chance for

success and progress.

OVERVIEW OF PASIG CITY

The City of Pasig is one of the cities and municipalities that make up

Metro Manila in the Philippines. It used to be the capital of the province of

Rizal before Metro Manila was formed. Located along the eastern border

of Metro Manila, Pasig City is bordered on the west by Quezon City and

Mandaluyong City; to the north by Marikina City; to the south by Makati

City, Pateros, and Taguig City; and to the east by the municipality of

Cainta in the province of Rizal.

Pasig City is a primarily residential-industrial town but it is increasingly

becoming a commercial area. Along its western border is the eastern (and

arguably more significant) half of the Ortigas Center, one of the top

business districts in the metropolis (the western half is in Mandaluyong

City). Found here are numerous high-rise office buildings, residential

condominiums, and schools. The University of Asia and the Pacific

(UA&P), one of the most expensive universities in the country, is located

here, as well as the head office of the Integrated Bar of the Philippines.

Northwest of Ortigas Center is the Meralco Compound, home of the head

offices of Meralco (Manila Electric Company), which is the largest

electrical distribution company in the Philippines. The headquarters of the

Philippine Stock Exchange, which is also home to one of its trading floors,

is located here. Due to this, the barangay of San Antonio has one of the

largest incomes for a local government unit in the country, larger than

most small towns.

Being the former capital of Rizal, the provincial capitol is still located in

Pasig City. Located along Shaw Boulevard, Barangay Kapitolyo.

Rizal High School, one of the biggest high schools in the world in terms of

student population, is located in Pasig.

Pamantasan ng Lungsod ng Pasig, state university located in Kapasigan,

Pasig City, offers degree courses for poor but bright and deserving

Pasigueños.

HISTORY OF UGONG

Barangay Ugong back then is a rural area blessed with many

natural resources. Agriculture and fishing are the main sources of

livelihood of the families in Ugong before. They catch fish through the use

of talabog and bubo.

To start their day, people of Ugong get their water from the river

near them for their laundry and daily hygiene. As an alternative source of

food and income, families plant crops in their backyards.Their houses are

made from bamboos, pawid o sasa, and thatch “Kugon”.

There were no means of transportation in pre-modern Ugong. The

whole population traversed the landscape by feet. Simple bridges were

built to cross the adjacent Marikina River.

Almost 80% of the people in Ugong are Aglipayans; few of them

are Roman Catholic. The Aglipayan Church is a Filipino Christian

denomination of the catholic tradition founded in the early 1900’s.

The males were generally cooperative community members..

Females were known to be faithful to their spouses and are as active as

the men in their community. One of the outstanding women, Antonia

Legaspi Santiago, the Ancestor of Kapitan Andy Santiago, was renowned

as an industrious citizen and an excellent leader.

Centuries have passed after long periods of Spanish, American,

and Japanese colonization in the Philippine Islands. The whole nation had

been subjected to dramatic political and socio-cultural changes.

And to these changes, Barangay Ugong is no exception. At

present, if we will compare Ugong from its humble past, we could say that

industrialization has pretty much taken over its rural landscape because of

the many houses, roads, factories, commercial center, market places and

schools that have been established over time. Lifestyle has been

improved because they now have an electrical source, water supply, and

gadgets for communication such as cellphones, computers, etc.

Government offices were built such as the Barangay Hall,

Barangay Outpost, Day care Centers, Security Office and Health Centers.

Population has been increased due in part to the gradual migration

of residents from both the provinces and nearby towns.

regulations relating to pollution control and protection and assist the city
council in the

Population of Barangay Ugong

The total population in Barangay Ugong is 24, 791, and the

number of voters are 11,339 as of November 2003. Barangay Ugong is

cleanliness and more on industrial area, that’s why the population in that

barangay has a healthy lifestyle and different habits. Were gonna explain

the population and age group of barangay Ugong per Purok, Valle Verde,

Land Mark, Casa Verde and Kaimitoville.

Ugong Proper; For Purok 1 area, the total population in there is 2,025. We

will explain the age group of population for Purok 1 to get the total

population. From age 0-9 are 162 in total, age 10-19 are 182 in total, age

20-29 are 304 in total, ages 30-39 are 344 in total, age 40-49 are 365 in

total, age 50-59 are 243 in total, age 60-69 are 223 in total and age 70

and above are 203 in total; therefore the total population of purok 1 is

2,025. For Purok 2 area, the total population in there is 1,535. We will

explain the age group of population for Purok 2 to get the total population.

From age 0-9 are 123 in total, age 10-19 are 138 in total, age 20-29 are

230 in total, age 30-39 are 261 in total, age 40-49 are 276 in total, age 50-

59 are 184 in total, age 60-69 are 169 in total and 70 and above are 154 in

total; therefore the total population of Purok 2 is 1,535. For Purok 3 area,

the total population in there is 1,511. We will explain the age group of

III. SOCIO-ECONOMIC PROFILE OF BARANGAY UGONG

The rurban community of Ugong Pasig has progressed in to pseudourban

community through the effort of its members,as well as some government

programs such as the availability of electricity in major areas.The traits of

the people,their skills and competencies also contributed in the

advancement of Ugong.The standard of living also improved because of

economic advancements, and this can be seen through the continous

development of villages,subdivisions and commercial establishments.

From purely agricultural community,Ugong today was gradually

transformed into a semi-urban community from its rural setting.Real state

business in erms of subdivisions had also contribute to the improvement

of the community’s economy in the enhancement of the standard of living

of its people.One of these is Valle Verde.The growth of these villages and

subdivisions which boast of complete facilities need for fuller life is an

indication of economic prosperity which is being enjoyed and experienced

now Barangay Ugong.

ENVIRONMENTAL INDICES

The residents of Barangay Ugong maintained proper garbage

segregation as mandated by the Local Government in achieving a clean

and green environment.

Each households was required to have a non-biodegradable and

biodegradable to avoid health hazard within the family and

community.Garbage collectors are working regularly to maintain

cleanliness within the community.

Purok 4 of Barangay of Ugong is part of Pasig City and it is classified as

rurban community.The map of Barangay Ugong can easily be determined

by its respective boundaries and landmarks, and it is located at Northeast

part with North as a point of reference.

Health Center- where most the government health promotive and

preventive activities are facilitated such as immunization, prenatal care,

and other health services.

Covered Basketball Court- a recreational place for the youth. During our

duty, however, it was temporarily closed for renovation.

Barangay Hall- the barangay captain and officers held office and where

they also conduct seminars and various community meetings. A daycare

center and gym occupy the 3rd floor.

Chapel- where regular Sunday masses are held.

Park- located at purok 4, beside the Marikina River. A place for

recreational activities..

RESULTS OF DEMOGRAPHIC HEALTH SURVEY

Our group has surveyed 35 households with a total of 137

respondents. This household represents roughly close to twenty percent

of the household residing in Purok 4 in Barangay Ugong.

Figure 5 shows that 31 households of Purok 4 were affected by the

previous disaster “Baygong Ondoy” and only 4 households were not

affected by this, it is because they have a higher ground than their

neighbors. As seen on the graph many of the population in Purok 4 was

affected, due to their location being near the river they are the ones who

will be the first to

Figure 6 shows the doubt of the population in Barangay Ugong

purok 4, each cylinder has a number of values that the respondents

answers according to the survey. The Fire got 14 which mean many

households in purok 4 are afraid when a huge fire is on their area. The

Flood was the second highest in the survey; they got 9 out of 35

households. The Disease got 8 and the last is the Earthquake got 4.

This figure represents the properties of the population which have

been destroyed due to the previous calamity such as houses, roofs,

gardens, house decorations like chairs, tables, beds, sofa, kitchen set, etc.

According to the percentage in the survey, there are 52% of the properties

have been totally destroyed and 31% has moderately destroyed

properties, while the last 17% of respondents said that none of their

properties have been destroyed by the previous calamity in Barangay

Ugong purok 4.

Based on the figures above, it is conclusive that the extent of

damage within the vicinity is widespread and much of the affected

residential properties have been severely or moderately damaged.

The pie graph above shows the population from Barangay Ugong

purok 4 who got ill according to the survey when the typhoon Ondoy

landed, 69% of the population got diseases and 30% of the population are

not affected by diseases, while for the 1% was the mortality rate.

The number of people that had reportedly been ill after the calamity

is significantly higher than the number of those who had not – something

that is expected especially with the scale of such natural disaster.

The figure above shows the suggestion from Barangay Ugong

Purok 4. The suggestions of the people from purok 4 are; proper way of

segregation of waste, got 47%. The second was additional of safety

equipments like boats and life jackets for flood, got 18%. The third was to

have seminar about disaster management control, got 15%. Forth is 8% of

the respondents said that their barangay is prepared. The Fifth is helping

each other to prevent got 7%. The Sixth was the quick respond of the

rescuers, got 4% and the Last one was gived alarm to the barangay, got

1%.

The figure above shows about the diseases they will get by the

flood in Barangay Ugong purok 4. The highest percentage was cough and

colds, got 44%. The second was Athlete’s Foot, got 22%. Third is

Diarrhea, got 20%. Fever got 7%. Second to the last is dengue, got 6%

and the last one was the Leptospirosis, got 1%

Figure 11 shows that 25 of the Households has a connection to

meralco which got the biggest part in the graph, color blue, 10 households

have no connection, they obviously use candle as their light when the

twilight start to come.

As we analyse this result, we do an ocular inspection to the area,

we knew that electrical wirings has a poor quality in a that way, like

electrical wires that has bitten by the rats and octopus wirings in the

ceilings and in the posts.

The Figures shows the use of their cooking source, 18 households

are using coal and charcoal, while the other 17 households are using

safety gas stove. Majority of this has poor cooking equipment.

We determine that this purok has a high risk of fire because of poor

equipments like coals and charcoals quality unlike the others whose are

using gas stoves for their cooking.

As we analyse the result we remind them that heating equipment is a

leading cause of home fires.We give them important notes of safety

practices to minimize the risk of fire and serious injury.

This figure shows the structural build of their houses in purok 4.

There are 21 households are made of woods. 10 households are made of

concrete bricks, and the rest 2 households are made of stitches like

cartons, tarpaulin and excess woods.

We know that many residence in purok 4 have poorly constructed

houses, made of light materials that can cause fires which can spread

rapidly throughout the residential area.

PROBLEM IDENTIFICATION

A. EXISTING PROBLEM

This problem chapter details the process of evaluation, identification and

prioritization done on the problems associated with Purok 4 Barangay

Ugong Pasig City.The group also analyzed the backgrounds of the

possible causes of the problems.

This existing problem was identified through the following process:

1. The cases were ranked from affected and unaffected.

2. Through analization of surveyed result (primary data), there are still

many suggestion from the community people, which implies that further

attention on the problems seen by the people.

The top three suggestions of the people of Purok 4 for the projects, they

suggested that needs of improvement are:

a. cleaning the areas (sanitation),

b. additional safety equipments and,

c. Conducting a seminar about Disaster Control.

We learned that the three leading disastrous problems of the residents

living there are fire, flood, and disease.

1. High risk of fire on the community is present among the respondents.

2. Presence of risk factors after the tragedy might develop.

3. Knowledge deficiency about disaster preparedness.

3. Evaluation of the area as observed and assessed during the ocular

inspection and from the conducted members of the community.

Based on the result of our survey, our group has initially narrowed down to

conducting a seminar, but did further evaluation.

We reported these results to the barangay and we knew that there are

existing projects regarding this suggestion that the barangay made for

their community.

A. PRIORITY COMMUNITY AREA IN BARANGAY

We chose Purok 4 because it is one of the most affected area in

Barangay Ugong, two lives have lost because of the Bagyong Ondoy. And

to give help we wanted to implement a project which may prevent that

horrible accident.

B. PRIORITIZATION OF THE PROBLEM

In order to prioritize which disaster management we are going to

address, we will be using the scale for Ranking Health Conditions and

Problems According to Priorities, devised by Salvacion G. Bailon and

Araceli S. Maglaya. This tools aims to give objective priority setting. There

are four criteria for determining priorities among Problems or health

conditions. These are:

1. Nature of the condition or the problem presented. It is categorized

into foreseeable crisis, wellness state/potential, health threat, and health

deficit

2. Modifiability of the condition or problem. It refers to the probability

of success in enhancing the wellness state, improving the condition,

minimizing, alleviating or totally eradicating the problem through

intervention.

3. Preventive potential. It refers to the nature and magnitude of future

problems that can be minimized or totally prevented. If intervention is done

on the condition or problem under consideration.

4. Salience. It refers to the family’s perception and evaluate Of the

condition or problem in terms of seriousness and urgency of attention

needed or family readiness.

The arithmetic computations utilize in the scale can guide us students who

still need to gain the skill in deciding which factors have more weight over

others. The computations help to systemize priority setting determining a

specific score for each problem on the list.

After summing up the scores, we can now prioritize those problems

with total scores nearer by seven (7). Thus the higher the score of a given

problem, the more likely it is taken as a priority. With the available scores,

we can now rank the problems accordingly.

Applying the above scale and after recognizing the top three

disaster happened on Purok 4 it is necessary to prioritize which problem

will be taken up because not all of these problems will be accommodated

Barangay Ugong, Pasig,City that is going to be addressed to is Fire.

A. PROBLEM TREE

Fire has been important part of all cultures and religions, from pre-
history to modern day, and was vital to the development of civilization. The
general causes of fire are electrical, smoking, candles, kitchen, and
bedrooms. Electrical don’t underestimate the fire risk from electricity just
because there is no flame involved. The over warming of hot plugs and
sockets and blown fuses may start a fire. Smoking most cigarettes related
fires start because the cigarette is not put out completely.additional
common causes include falling asleep with cigarette and using improper
ashtrays. Candles even a tiny candle flame can have upsetting
consequences. Many candle related fires start due to draughts that lead
fire to catch burnable items and tilting candles that are not placed in
suitable holders. The Kitchen contains many hazards that can cause fires.
The common combination of open fire, grease, electricity, and water is
very dangerous. Grease fire is common cause for fires in the kitchen is
and is usually caused by fry pans. This type is dangerous as it can set the
whole kitchen on fire. Additional fires are dry cooking fires and oven fires.
These types are easy to control and they are not likely to cause damage.
Kitchen appliances may also cause fire if not maintained well. Bedrooms
fires are usually caused by misuse of electrical devices. Electrical fires can
start due to overloading extension cords and the use of electric blankets
and warmers with no-lab approval. Other causes of fire are combustible
items such as wallpaper, curtains, and clothing that are left without
maintaining adequate clearance around the heater.

PLANNING FOR THE PROJECT

A. COMMMUNITY ORGANIZATION

Objective:

To assist the community in the conduct of

information,dissemination purposely to address the predisposing

conditions in the area with the partnership of the local community leaders

and Barangay Health Workers and volunteers.

As an offshoot of the survey and the community diagnosis

conducted,the group conceded and felt the need to organize a group from

among the people of affected areas with prevailing disaster management

within Purok 4 Barangay Ugong Pasig City who will serve as the health

advocacy prime movers and medium to help the community to be aware

and perepare to all kind of calamities.

Next the people, with assistance of the Barangay Health workers

and volunteers were invited in a dialogue and were informed of the

presence and purpose of meeting. They were informed of the results of

the survey conducted and the lack of knowledge and unprepared people

in the community.Through the used of multimedia presentations,they were

enlightened about most feared,the disease got by the people and the

suggestions of the residents of Purok 4 regarding what information they

want to be teach to them,which was the main problem in their Purok as

proven by the survey conducted by the group.And soon after,they realized

to address the Disaster Control issues that were presented and their

capacities to be prepared in calamities Leaders and Barangay Health

Workersand volunteers to carry out the health programs and activites

agreed on.

The community leaders in coordination with the Purok 4 volunteers

agreed to indulge and assist in the formation dissemination to enlighten

their neighbors about the Disaster Control and Disaster Management

In the end, the community people will have a better information and

clearer understanding and appreciation about the Disaster Management.It

is also envisioned that the neighborhood shall be encouraged to apply the

knowledge learn from the campaign.

On the day of implementation with the theme “Disaster Management;

Preparedness is a must” was held on Purok 4 at the park on January 28,

2010. The 10am-12nn half day’s program was intended to have the

following:

◦ Discuss why we chose their area as our selected site-this is to let

the people of Purok 4 understand why their place is the selected with this

kind of project.

◦ Discussing our Group Purpose-this is to let the people of Purok 4

know the reason why our group is helding a seminar regarding Disaster

Control

◦ Discuss the Survey Result- this is to let them know where our group

got our basis of determining the problems and how we come up with the

project we chose to implement.

◦ Teaching the Safety Measures about Disaster Management- this is

to take highlight and make them know the basis and some of the most

important safety measures needed to be known so that they know how to

save not only themselves but their family.

◦ Discussing Important Reminders to the Different Calamities- this

serve as a warning to them that knowledge and skills are important

regarding Disaster Control so that they can save lives and prevent futher

accidents.

◦ Entertainment and distribution of food-this will help to make rapport

to our audience.

◦ Gift distribution- as a thanks giving to their participation and

cooperation.

A. PROBLEMS ENCOUNTERED

The following issues and concerns were drawn and identified in the

course of implementation of the different programs and activites.

1. The presence of intervening factors and conditions such as daily

family chores and routines which contributed largely in the non-

participation of other families in the area.As such.our group has to indulge

in house to house campaign to spread goodwill and win the appreciation

of the community.

2. Gathering a lot of different materials for the survey questionaries,

presentation etc, proved too taxing and exhausting because commercial

areas which provides such services as photocopying machines and

internet are far from the community.

3. During the course of our community work, there have been some

climate disturbances like the continous rain which disrupted or supposed

meeting schedule with the barangay leaders and affected our thorough

interaction with the community people.

EVALUATION AND MONITORING PLAN

The first day of implementation we saw the communityresident’s

willingness to learn and join to the project we will conduct.The project was

evaluated of action whether true or false.

When we conduct a survey people in the Purok 4 was cooperative

and because of that, we finish early and we already got the result.

The 2nd day of implementation we conduct a seminar and we

distribute a Pamplet which contains the basic reminders to all the

disasters that they said to be afraid of. We remind them to read the

Pamplet because they can gain knowledge about Disaster Control.

The seminar was successfully done because of the cooperation

and participation of the audience. We felt the warm thanks from them and

we saw that they kept all the lesson they have gain to us, and we hope

that they will keep it for long and apply it to their daily lives.

GAINS, INSIGHTS and LEARNING EXPERIENCES

The essence of Community Service can only be appreciated when

the community it serves has come to realize the effects and importance of

the different projects and programs in their lives. It maybe slow in coming

for it needs to build friendship and nurture relationships. And the crucial

part shall be during the time of parting, when the community learns to

value the significance and importance of all the things that transpired

during the past several days. It usually goes without saying that one can

realize the meaning of friendship the friendship is gone. Such is the case

in this kind of endeavor.

The following are the related learning experiences and insights

gained from the time we started to set in motion in the process of

Community Organizing until its culmination:

1. Community involvement requires a lot of patience. The seeming

indifference of the local populace during the initial interaction, enable us to

practice patience and summon all our couragein order to establish rapport

and fellowship. However disheartening to some extent, our perseverance

paid off such that we were able to convince them to participate in our

sponsored activity of Community Organizing.it goes again without saying

that “Patience and Perseverance attain all things.”

2. Project development and implementation requires a through

planning such that which will require outstanding leadership and

management expertise supported by the four (4) C’s: COMMUNICATION,

COLLABORATION, COOPERATION, and COMMITMENT not nly from its

members but also from the local Community Health unit. As such, there is

a freat nee to balance competing goals from the sectors involved in order

to preclude misunderstanding and conflict of interest with the end result of

accomplishing the desired objectives in the long term.

3. Team effort is very critical in order to complete allrequirements in

due time without sacrificing personal needs and aspiration. Understanding

ones predicament and personality, develops maturity in each and

everyone, especially during crucial and challenging moments. In the end,

it’s not the implementers but the community we serve who will judge us.

No matter whom we are or where we come from, we will solely be judged

not for what we have done but the manner by which we are able to make

a difference in their lives.

CONCLUSIONS

1. Community diagnosis is the required output for the group but the

real measure is the effectiveness or positive impact and sustainability of

the project in the community.

2. Sustainability can be measuredby the continuity of the programs

and activities.

3. The most important measure of success is to see change in the

people’s awareness and behavior because this signifies that the

community has been empowered.

4. Effective social marketing techniques arecritical in achieving

change.

5. For wider outreach at purok by purok meeting can be held.

6. The barangay leaders can support the campaign for Disaster

Management to prevent damage on property and loss of life by giving

some equipments on calamities.

Recommendation

1. The barangay leaders can support the campaign of disaster

management to prevent the community in case o unexpected calamities.

2. Held a quarterly meeting regarding Disaster Management to

update he community on information about prevention and control of

calamities would also serve as a remidee to them.

3. The pamphlet containing information about how to handle different

kind of calamites could have been posted in every house so that the

community can read it and be aware about Disaster Management.

4. Additional posters showing disaster control teaching on how to

handle different calamities are needed in the barangay hall as well as

every bulletn board lacated in every purok.
