THE PROBLEM AND ITS SETTING
Introduction
The rapid growth of technologies like smartphones and tablet computers has been
contributing so much in our society especially nowadays. It has led into many
advancements that resulted to modernization and provided many possible things with the
use of these technologies.
The word Android is an open-source operating system used for smartphones
and tablet computers. Android devices offer us convenience. It can be easily connected to
the Internet, via data network or WI-FI connection anywhere you wanted to. It allows you
to receive updates to your social networking sites, news feeds or emails in real time,
making communication practically instantaneous. You can stay on top of current events,
keep business deals moving quickly or stay in touch with clients, family or friends
without slowing down.

Background of the Study

The Technological University of the Philippines (TUP) uses the traditional way of
voting for the Student Council Election annually which corresponds in having problems
regarding not enough time to vote because of unsuitable schedules of the students free
time, security of votes and tallying of votes.
During the election period, voters line up longer than the usual to vote. Voters cast
their votes by writing the names of their preferred candidates from the president, vice
president, senator and governors. After voting the ballots are subsequently dropped inside
a ballot box. As the election period ends, Officials for the election manually count the
votes. These entire voting process leads into the stated problems earlier that results into
some of the voters lack the chance to vote, unsecured votes, tallying errors and results
inconsistencies.
After finding out the entire voting process, it proved that the Voters and the
Officials are having difficulties during election period specifically in terms of
convenience, reliability and accuracy.
With the above mentioned problems, the team decided to develop a system that
will be convenient for users, easy, accurate and consumes less time. The system is called
Android-Based OnlineVoting System for TUP-Manila which will allow the students to
vote using their Android Devices.

Objectives of the Study

The general objective of the study is to develop an android-based online
voting system for TUP Student Council.
Specifically, it aims to:
1. Design the system with the following features:
a) real-time vote tracking meter system that can monitor total
number of votes.
b) manage voting system which allows the admin to add and
update canditates profile.
c) can activate and deactivate voting period.
d) election update notification via e-mail
e) can generate unique PIN registration for every student
2. Create the system using:
a) Java
b) Android SDK
c) Adobe Photoshop
3. Test and improve the system in terms of:
a) functionality
b) accuracy
4. Determine the level of acceptability of the developed game using ISO 9126.
Scope and Limitations of the Study
The system that will be developed will focus mainly on an android-based voting
system for Technological University of the Philippines - Manila. The students can vote

for the running candidates in the Student Council election and can view the tabulated
graph chart of the tallied results.
The system uses a one-time password that is valid for only one login session or
transaction. It is to avoid a number of shortcomings that are associated with traditional
passwords.
The system enables the user to view a graph chart that displays the tallied votes
and final election results. The user does not have the insight on how the votes are being
tallied or counted.
The system uses Least Significant Bits (LSB) algorithm for ensuring better
security of transmission of votes. Steganography will be used for secured data
transmission so that manipulation of votes can be avoided.
The system also displays the result of the election likewise an email will be sent to
the user regarding further announcements of election or any important details.
The system is also capable of monitoring the allotted election period. It is
activated during the election voting and deactivated at the end of election period.
The application is downloadable on the Play Store but it is only available for
Android Devices. The proposed system is made for the TUP Student Council Election
only.
Significance of the Study

The main endeavor of this study is to develop an android-based voting system

for student council election.
This study will likely benefit people involved in the school and the
administration themselves. Moreover it will benefit the following:

To the Students - Spent time for the voting process will be lessen and
tabulating the result will be easier.

To the Administration - Problems encountered by the administrators will be

lessen and will make their job easier during election period.

To the Proponents - This study will help them improve their skills in
programming and showcase their knowledge of what they have learned with
their course. It will also help them develop fresh ideas especially in
developing mobile applications.

To the Future Developers - This study would be their guide in improving

and working the system, as well as enhance and develop a new system.
