Transaction can save Daughters of Charity from bankruptcy

of six Daughters of Charity hospitals, including Seton Medical
Center in Daly City and Seton
Coastside in Moss Beach.

Hampshire police officer who
responded to a shoplifting incident
didnt make an arrest but instead paid
the thiefs tab after learning the
woman stole the items to bake her
childs birthday cake.
Officer Michael Kotsonis, a 19-year
member of the Portsmouth force,
responded to a call last week at the
Ocean State Job Lots after a woman
had stolen cake mix, shortening and a
couple things of frosting, the
Portsmouth Herald reported.
After learning the womans identity,
Kotsonis went to her home to recover
the items. It was there that he found
that the woman was a mother who
wanted to bake her child a birthday
cake.
Kotsonis says the mothers actions
werent right, but, Im not going to
take away a kids birthday cake. He
went back to the store and bought the
items. The woman wasnt charged.
A store employee reported his gesture to the newspaper. Frank Warchol,
acting deputy police chief, said he
wouldnt have known about it either if
not for a reporters call. He said
Kotsonis exemplifies the departments
mission emphasizing community,
commitment and compassion.

Water cutbacks dwindle as winter nears


Most county residents achieve October conservation targets, some fall short

resources control board this week highlighted what many expected conservation is slowing down with many communities missing the governors mark for the
first time since Californias historic mandated cutbacks went into effect.
Statewide, Californians achieved 22 percent reduction in October but earned a cumulative 27.1 percent savings since Gov. Jerry
Browns June orders to cut back by 25 percent as compared to 2013 usage. For those
who spent the summer snubbing conservation tips, they may find themselves struggling to meet their goals this winter as letting lawns go brown will no longer cut it.
Most San Mateo County residents were
able to achieve their tiered targets which
vary based on previous usage and range
from 8 percent to 36 percent with many
far exceeding whats expected of them.
But the October conservation statistics
released by the board this week show conservation has slowed since the summer as
the focus turns to indoor cutbacks during the
winter and fall.
We anticipated a dip in the conservation
rate for October, but it is not because people
are losing interest they actually did quite
well considering how unusually hot it was
in October, water board Chair Felicia
Marcus said in a press release. Its harder to
keep the percentages up in the winter and
fall when little outdoor watering takes
place. Thats why the savings over the summer were so important.
Nicole Sandkulla, CEO of the Bay Area
Water Supply and Conservation Agency,
agreed many were expecting the savings to
drop off as the seasons changed, but the
countys utilities remain confident theyll
be able to meet their goals even those
who fell short.
Although many in San Mateo County and
across the state conserved less in October
months before, three suppliers missed their
target with one falling below their cumulative mark.
The California Water Service Companys
Bear Gulch District fell short of its high 36
percent target for the second month in a
row. The district serves residents many
with large landscaped properties in
Atherton, Portola Valley, Woodside, parts
of Menlo Park as well some unincorporated
areas in Redwood City and the county.
Bear Gulch customers only cut back 28.2
percent in October bringing their cumulative total down to 34.4 percent. While just
shy of their target, it could leave the utility
open to fines of up to $10,000 a day if it
continues failing to meet its target.
Sandkulla said theres a fairly lengthy
process the state takes before issuing fines.
Because Bear Gulch customers are close to
meeting their targets, Sandkulla said she
doesnt expect fines any time soon.
If an agency isnt achieving its target,
[state board officials] meet with them, talk
about whats going on, tries to identify
what the issues are and puts some administrative remedies in place. So they may be
having conversations now with the state
board, but theyre nowhere near getting
fined, Sandkulla said.

states discretion. With a variety of programs targeted at indoor usage such as
rebates for high-efficiency appliances,
plumbing retrofit kits and free efficiency
evaluations shes confident Bear Gulch
customers are capable of contributing to the
states goals.
We absolutely know our customers can
meet the target, as weve seen the effort they
put in over the summer to reduce their use.
As we enter the cooler, and hopefully wetter,
winter months, we really urge our customers
to find ways indoors and out to cut back. By
working together, we can get back on track
and meet the states mandatory reduction
target, Smithson wrote in an email.
Hillsborough residents, the only others
in the county ordered to achieve the high 36
percent reduction, also narrowly missed the
mark in October by only cutting back 34.1
percent. Regardless of the slowdown, its
less than 11,000 residents have achieved an
impressive 40.8 percent reduction since
June.
Still, Hillsborough residents far exceeded
their neighbors in daily consumption with
each using an average 188.5 gallons of
water per day in October well above the
countys low 40.1 gallons per day consumed by San Bruno residents.

police fatal shooting of suspect
SAN FRANCISCO Community activists and San
Franciscos public defender questioned Thursday the police
response to reports of a stabbing that ended in the suspects
fatal shooting, which was partially captured on video by a
bystander.
Officers shot Mario Woods, 26, several times Wednesday
after he ignored commands to drop a knife, San Francisco
police Sgt. Michael Andraychak said. Andraychak said
Woods continued to hold the knife after an officer shot him
several times with beanbags full of lead pellets, meant to be
nonlethal.
Police fired after it appeared the San Francisco man was
approaching an officer, Andraychak said.

their water use low as we go into this winter, Sandkulla said, noting it will be several months before officials can determine
whether the predicted storms will have a
meaningful impact on alleviating the
drought.

release, water officials are urging residents
to continue to conserve through the winter
and not be swayed by the wet El Nio.
Although Thursday brought welcomed
rain across San Mateo County, officials urge
Californians to be mindful that a single wet
winter might not break the already 4-yearold drought.
While El Nio storms may bring significant rain this winter, the depth of our
drought and the uncertainty of the amount,
type and location of precipitation means we
have to continue conserving every way we
can, Marcus said. In other words, unless
we get a ton of snow in the Sierras that lasts
through April, every drop saved today is one
well be glad we have tomorrow.

BioMed begins construction on Illumina headquarters

Construction is officially underway


on the more than 20-acre, $149 million
biotech campus that will soon bring
hundreds of employees as well as tax
revenue to Foster City.
Shovels officially touched ground
Thursday as a ceremony marked the start
of BioMed Realty Trusts project to create a state-of-the-art facility for Illumina
Inc., a global gene-sequencing firm that
will consolidate its Bay Area offices and
headquarters at the site off Lincoln
Centre Drive near State Route 92.
BioMed, which bought the property
for $37 million in 2013, reached an up
to 26-year lease deal with Illumina to
construct the build-to-suit campus anticipated to open in 2017.

was marked by excitement for both scientific innovation and economic
growth, Gold wrote in an email.
The campus will consist of 360,000
feet of office and laboratory space
spread between three buildings, a
40,000-square-foot two-story building
to house employee amenities and three
parking structures with nearly 1,800
spaces. Based on the entitlements negotiated with the city for a phase II construction and Illuminas option to
extend its lease after 16 years, the site
could ultimately boast 555,000 square
feet of office and lab space and support
1,600 employees.
Foster City is becoming a biotech
hub with Gilead Sciences also headquartered there and in the midst of its own
construction projects.
The BioMed deal could provide significant sales and property tax revenue to
the city a projected $50 million over
the 26-year-lease.
The terms of the contract include the
city reimbursing Illumina up to $4.5
million in development fees through

the taxes it collects from the project.


Illumina sweetened the deal with a $1.85
million payment toward a Community
Benefits Program, the details of which
will be determined by the City Council.
The council discussed its options
which will likely include designating
funds toward affordable housing programs at a meeting in October before
signing off on the agreement.
While Illumina had already outlined
an extensive transportation demand
management plan to reduce vehicle trips
by 21 percent, the city urged the biotech
to think of innovative solutions to
addressing impacts to traffic, schools
and housing.
Illumina and BioMed representatives
said theyd continue to work with the
city to create a premier campus that bolsters both scientific innovation and
benefits to the community.

John L. Martin has served as the San
Francisco International Airport Director for
20 years, but hes
announced plans to retire
this summer, according
to airport officials.
Martin was appointed
by San Francisco Mayor
Frank Jordan in 1995,
overseeing the construction of the International
Terminal as part of a
John Martin $3.5 billion capital plan
that was at one point the largest public construction project in the nation.
Martins other accomplishments during
his tenure as airport director include instituting a living wage for service and security
workers at SFO starting in 1999, requiring
commercial passenger vehicles serving the
airport to use green fuels, and reducing the
airports greenhouse gas emissions by 34
percent from 1990 emission levels, according to airport officials.
The search for the airports next director
will be conducted over the coming months,
and Martin will be participating in the transition to new leadership, according to airport officials.

Hells Angel convicted of 1975 murder
A Hells Angel member convicted for the
1975 murder of Jack Wood, the then owner
of Edgewood Quarry in San Carlos, may be
released from prison as the State Parole
Board decided Wednesday he should be let
out, according to the San Mateo County
District Attorneys Office.
Russell Wise was convicted for accepting
$5,000 to kill Wood and then shot him
three times with a shotgun. Wise, 70, also
admitted in a previous parole board hearing
that he was involved in the murders of at
least three others, according to the District
Attorneys Office.
The case will now go through administrative review within the Parole Board and then
to the Governors Office for review.
The District Attorneys Office strenuously
objected to release on parole, particularly
in light of his description of three other
murders. Nevertheless the Parole Board
found the prisoner does not constitute an

The fire prompted Redwood City police to
issue an advisory shortly before 10 a.m.
stating the there was a road closure on
Sanchez Way between Roosevelt and Oak
avenues.
The blaze was under control at 10:23 a.m.
and the roads were reopened shortly thereafter, according to fire officials.
The exact extent of damage to the duplex
was not provided, but fire officials said it no
longer habitable. Five displaced residents
were offered assistance by the American Red
Cross.
Though no injuries were reported, fire
officials said two pets, a rabbit and a dog,
died during the fire. Two other pets were
saved.
At about 2 p.m., investigators were still
at the scene to examine a potential cause of
the fire.

after being confronted by

guards last week.
Rosalina Medina, 34,
is being sought for an
incident reported at
10:06 a.m. on Nov. 24 at
the Target store off
Serramonte Boulevard,
Rosalina
according to police.
Medina
Security guards at the
store told police they
saw a woman and a child concealing items
in a shopping bag. The guards confronted
the two as they were exiting the store with
stolen merchandise, police said.
The woman, later identified as Medina,
told the officers they couldnt arrest her
daughter because she was only 11 years old.
As an officer attempted to detain the girl,
Medina allegedly told her to fight the officers and run, police said.
The girl bit one of the guards on the
shoulder, and Medina left the store with her
infant daughter and left the 11-year-old
behind, police said.
Medina, an Oakland resident, was able to
flee the scene and was still at large as of
Thursday morning, according to police.
Child protective service officials were
called and took custody of the 11-year-old.

San Francisco Mayor Ed Lee announced
plans Thursday to create a new Department
to End Homelessness and
spend $1 billion over the
next four years helping
homeless residents move
into permanent housing.
Lee vowed to commit
at least $250 million per
year over the next four
years toward homelessness prevention and
solutions in the city in

8,000 homeless individuals by the end of
his second, four-year term.
Despite decades of best efforts, we
havent eliminated homelessness, and as we
house and serve thousands, theyre replaced
by new thousands, Lee said Thursday.
The mayor has described a plan to solve
street homelessness in the city, saying it
would require cooperation like never
before.
According to the mayors office, ending
street homelessness will require that the city
move forward with progressive approaches
to mental health. That includes an expansion of the citys homeless navigation center program and a coordinated focus on longterm care for the seriously mentally ill.
He said the Department to End
Homelessness will also focus on housing
families, veterans, the long-term homeless,
as well as utilize the Homeward Bound program, which presents homeless individuals
with bus tickets to travel home or to family
members outside San Francisco.
The Department to End Homelessness will
be developed by Barbara Garcia, director of
Public Health, Trent Rhorer, director of
Human Services, and Sam Dodge, director of
HOPE SF, along with service providers,
homeless advocates and national experts,
according to the mayors office.
Bevan Dufty, the former director of HOPE
SF, said the consolidation of city services
offered to the homeless could be key to
bringing clinicians (who are managed by
the department of Public Health) into shelters (which are managed by the Department
of Human Services).

Senate OKs Republican bill unraveling health care

With a House rubber stamp expected

halting federal payments to Planned

dozens of times to repeal or weaken the

code, as he committed the GOP to a

put together a complete alternative to the
lefts agenda, the Wisconsin Republican
said at the Library of Congress in what
aides billed as his first major address as

speaker. We will not be cowed. We are
not here to smooth things over. We are
here to shake things up.
Although short on new ideas and lacking specifics,
Ryans speech made clear that he has no desire to hang back
and play a supporting role to the GOPs presidential nominee next year. Ryan himself was the partys vice presidential nominee in 2012.
And the former House Budget Committee chairman whos
proposed slashing Medicaid and converting Medicare into a
voucher-like program also suggested he is more interested
in promulgating a GOP vision than in finding common
ground with Obama.
Even if he wont sign them into law, we will put out specific proposals and give the people a real choice, Ryan
said.
Ryan replaced former Speaker John Boehner of Ohio just
over a month ago after Boehner resigned under pressure
from House conservatives. Initially reluctant to take on the
job of speaker, Ryan agreed to do so after it became clear he
was the only House Republican with widespread support
from his colleagues.
Thus far, Ryan still seems to be enjoying a honeymoon
but that will be tested by a Dec. 11 deadline to pass a package
of spending bills or face a partial government shutdown.

poorer countries has evolved into many
shades of gray at talks this week in Paris.
For years, many in the developing world
said richer countries created the global
warming problem with their industrial emissions so it is up to them to clean it up a
sticking point in past climate negotiations.
But theres no way that global warming
can be kept below the international goal of
2 degrees Celsius (3.6 degrees Fahrenheit)
above pre-industrial times without dramatic
limits in future carbon dioxide emissions
from the developing nations, climate
experts and even officials from developing
nations say. The Earth has already warmed
up about 1 degree Celsius since then.
Everybody has to participate in cleaning
up the mess, said Richard Somerville, a
Scripps Institution of Oceanography climate scientist. If you are going to take it
seriously, everybody has to play a part.

OKs organic labeling lawsuits
SAN FRANCISCO Consumers have a
right to file lawsuits under California law
alleging food products are falsely labeled
organic, the state Supreme Court ruled
Thursday.
The ruling overturned a lower court decision that barred such suits on the grounds
that they were superseded and not allowed
by federal law.
Congress wanted only state and federal
officials to police organic food violations
in order to create a national standard for
organic foods, a division of the 2nd District
Court of Appeal decided in 2013.
But the state Supreme Court said allowing
consumer lawsuits would further congressional goals of curtailing fraud and ensuring
consumers can rely on organic labels.
Accordingly, state lawsuits alleging
intentional organic mislabeling promote,
rather than hinder, Congresss purposes and
objectives, Associate Justice Kathryn
Werdegar wrote for the unanimous court.
The ruling will have an impact beyond
Californias borders, said Marsha Cohen, a
professor at UC Hastings College of the
Law in San Francisco.
Nothing in here is irrelevant to a parallel case in another state, she said. The
court is simply saying federal law does not
supersede our consumer protection functions.

State prisons chief departs,
oversaw shift to smaller system
SACRAMENTO Californias corrections chief announced Thursday that he is
stepping down after three years overseeing
a prison system that has dramatically
shrunk in response to federal court orders
and voters wishes.
Gov. Jerry Brown appointed Jeffrey Beard
secretary of the Department of Corrections
and Rehabilitation in December 2012.
Beard said in a letter that he will leave the
post on Jan. 1. Brown did not immediately
appoint a replacement.
Beard took over a California system that
was once the nations largest but faced a federal court order to reduce overcrowding. The
prison population began dropping in late
2011 under a law that shifted responsibility
for lower-level offenders from state prisons
to county jails. The population fell more
than 27,000 inmates in the first year.
More than 4,500 additional convicts were
released after voters last year approved
Proposition 47, reducing penalties for
some drug and property crimes.
Secretary Beard took charge of
Californias prison system at a time of great
challenge, including overcrowding and
numerous federal lawsuits, Brown said in a
statement. He credited Beard for making
prisons safer and more focused on rehabilitation.

announced the arrests of several Jewish
extremists with possible connections to an
arson attack that killed a Palestinian toddler
and his two parents in July moving closer to solving a case that has enraged

Bridgepointe ice rink
Editor,
The San Mateo City Council should
actively protect the ice skating rink
at Bridgepointe. Allowing the rink to
be closed in the name of retail use
development runs counter to the City
Councils mission to protect, maintain and improve the quality of life
for San Mateo residents and visitors.
The rink brings our community
together in an interactive environment and is a multi-generational
place. Our beautiful parks allow people to gather individually and in
groups including friends and family.
The rink complements this mission
in a unique way.
People who come to skate or play
hockey create a community that is
dynamic they create teams and
groups that exist beyond the connes
of the rink. The rink can be used in
non-prime times for recreational
leagues or lessons in ways that build
our community without impacting
trafc or creating other issues. It is
also not weather dependent.
I am a business owner and resident
of San Mateo. I was raised on the
north Peninsula and am now raising
my children here. In many ways, our
community has changed as the effect
of Silicon Valley is felt. Many of
these changes are for the good.
However, the high cost of living
and trafc that have also resulted has
made creating community a great
challenge. There is already a shortage
of parks and recreation space in our
community. Letting a gathering place
like the rink leave in the name of
more retail space would be a mistake
that could not be walked back.
Allowing the rink to be permanently closed would be a tremendous loss.
Our citys leaders should lead with forward thinking action and keep our ice
rink available for our communitys
enrichment.

Another holiday season is upon us
and still the ice rink at San Mateos
Bridgepointe shopping center
remains closed. Another month where
thousands of kids are out of school
and not skating there, and then not

I am a resident of San Mateo and
would like for the ice rink at
Bridgepointe to reopen. This ice rink
is one of a few in this area where children and adults can skate and stay
active. I used to live in Pacica when
my children were young and they
came to Bridgepointe to skate with
their church group. It is apparent that
our young people need to be more
active and have places to hang out.
There are many places to shop, and
actually, most people shop online.
Lets keep the ice rink, as that was
the original plan. Thank you for your

I feel great sadness that the rink has
been closed for three years now. The
rink is an important part of the community not only for San Mateo but all
around. We are missing so much for
kids, adults, families and friends to do
together. We no longer have miniature golf, outdoor go-karts and arcade
only one bowling alley remains.
The message being sent is that people need to shop and stay home. Is
this healthy? No!
We have two professional hockey
teams in the area and the sport is
growing with not enough ice. We
have had many gure skaters come
out of our rink. I understand land is
valuable, but please keep stuff for
people to do. No more turf is needed,
and not everyone wants turf sports.
The rink allowed gure skaters and
open skate time for friends, individuals and families to skate. The rink

The truth is in the


numbers behind CalPERS
Editor,
Your article over the holiday about
CalPERS (CalPERS raising questions
about private equity returns in the
Nov. 26 edition of the Daily Journal)
and how much they paid in fees to private equity managers was eye opening. To have paid $3.4 billion in fees
over a 25-year period that garnered
$24.2 in net prot calculates to a 14
percent fee on prot. That is much
higher than what any individual
would put up with from a mutual fund
or nancial advisor, yet even though
CalPERS is funded with billions of
the publics money, there is virtually
nothing the public can do about its
management or whether we stay
involved.
The CalPERS board is essentially
insulated from public inuence or
opinion. Of the 13 board members,
four are ex-ofcio, two are by choice
of the governor, one is chosen jointly by the Speaker of the Assembly
and the Senate Rules Committee and
the six remaining are elected in one
fashion or another by active CalPERS
members or retirees. At best, only a
rally of the 1.7 million current and/or
future CalPERS retirees could create
any meaningful change in the organization.
Regarding staying involved in
CalPERS, even if public pressure
caused a majority of a city council to
want to exit, they soon would be dissuaded; their exit fees are exorbitant.
If they were a private institution,
legal or otherwise, their exit fees
would be considered extortion.

Italian in flux
I

ts a bit eerie to see the former Spiedos Ristorante


in downtown San Mateo starting to get stripped
down to its studs and its facade peeled off.
It was once the place to be, where power brokers met
for lunch and Rotarians and members of the Chamber of
Commerce could be seen in every booth. It was where I
first had a drink with the late Gary Yates, when he was
on the council and wanting to get to know each other.
The longtime Italian eatery closed this summer after
nearly 25 years downtown. Its making a comeback with
a new name, a new look and a new vision. But more on
that later.
Bella Mangiata on Baldwin Avenue also recently shut
down but that longtime Italian eatery seemed to be on
its last legs for quite some time. Whenever we wanted to
go somewhere not crowded,
that was our choice. It was
where the Daily Journal staff
would sometimes have lunch
or dinner in our early days
when we had an office on B
Street. In fact, I think the
first company Christmas
party was there back in 2000.
It was also where I learned I
was being named editor in
chief after being managing
editor for a year. Its menu was
simple, with its specials
seemingly always the same
pasta with sausage, sole
with white wine, capers and lemon, along with I think
they were called rollinis, which was a rolled-up lasagna
of sorts. You could order Puttanesca even though it was
not on the menu without the server blinking an eye. The
service was always good, but I think I was there once
when the chef threatened to quit or something like it.
And I should have known its days were numbered when
the server tried to pass off spaghetti Alfredo as spaghetti carbonara. Oh well. San Mateo diners are a discerning
bunch, and there are a number of new Italian offerings in
the area.
Made in Italy, a stuzzicheria and wine bar on Third
Avenue, recently transformed the former moribund
Togos Sandwiches location into a lively locale reminiscent of Italy itself. The servers have perfect Italian
accents and even compliment you if you try to pronounce the items on the menu kind of like they do in
Rome, but without the occasional attitude you might get
overseas. The food is good, really good. I almost dont
want to mention it and keep it all for myself. But that,
as you know, is impossible.
Next to it is Vespucci Ristorante Italiano, which I
havent gone to, but will for sure. It has transformed a
sleepy pho restaurant location into a packed house,
even though it started off a little slow a few years back.
Perhaps it benefited from the closure of AcquaPazza
down the street. That is now Roti, an Indian place that
moved from Burlingame.
And the new standard bearer of farm-to-table Italian
fare downtown is, of course, Osteria Coppa, which constantly delights with its seasonal menu on B Street. A
few blocks down is Tomatina, which is good for families. Its also a stones throw away from Spiedos which,
it turns out, is being renovated and rebranded in the
coming months. Steve Ugur, son of Hamdi Ugur, who
ran Spiedos and now runs Porterhouse next to Draper
University, is taking over along with new chef Andrea
Giuliani, originally from Venice, Italy, and whose first
job in the United States was at Spiedos 10 years ago.
Steve is excited about the project and is planning on a
true chefs table, a dough room and getting licensed as a
meat processing plant so the new restaurant can make
its own charcuterie and salumi. Im not really sure of the
difference between charcuterie and salumi, but perhaps I
can find out once its open. Its going to be both farmto-table and seasonal, he said.
We are setting out to be the best restaurant in San
Mateo, he said.
No name yet, but he said he is planning on relaunching in the spring, perhaps March or April.
So its upward and onward for San Mateos downtown
dining scene, ever evolving and changing with the
times. It also appears that Cappellini is coming back
under new ownership, so there will never be a dearth of
Italian options for those with that type of craving.

NEW YORK Global markets sank


Thursday after the European Central
Bank announced stimulus plans that
came up short of what investors had
forecast. The bond market was especially roiled by the ECBs move.
Bond prices in the U.S. and Europe
fell sharply, and yields jumped.
The Dow Jones industrial average
lost 252.01 points, or 1.4 percent, to
17,477.67. The Standard & Poors
500 index fell 29.89 points, or 1.4
percent, to 2,049.62 and the Nasdaq
composite fell 85.70 points, or 1.7
percent, to 5, 037. 53. The selling
pushed the S&P 500 back into the red
for 2015.
The ECBs stimulus plans, long
awaited, came in with a thud on
Thursday. The ECB announced a slight
cut in one of its key interest rates in
an attempt to stimulate lending and
help a modest economic recovery.
Investors had expected to see the ECB
step up its monthly purchases of
bonds as well.
Financial markets were expecting
the ECB to do whatever it takes to
stimulate inflation, and instead the
ECB did maybe what itll take to
stimulate inflation, said Guy LeBas,

head of fixed income at Janney


Montgomery Scott.
Europes economy has lagged
behind the U.S. since the financial
crisis, and policymakers have struggled to keep the 19 countries that use
the euro from falling into deflation or
an economic contraction. But the
President of the ECB, Mario Draghi,
has been far more aggressive than his
predecessors in trying new ways to
boost the economy, including its current program of negative interest
rates and bond buying. Expectations
were high for this weeks meeting.
In the last couple of years, Mario
Draghi and the ECB would typically
over-deliver on what they indicated
they would do to help stimulate the
economy. So a lot of investors overbought bonds on expectations that
Draghi would over-deliver. This time,
he didnt, and he disappointed the
market quite a bit, said Bob Michele,
head of global fixed income at
JPMorgan Asset Management.
The ECBs announcement caused the
euro to jump 3 percent against the
dollar, a large move for currencies, to
$1.0975. Investors had been betting
against the euro ahead of the
announcement, expecting that more
central bank stimulus would put pressure on the currency. Investors had to

unwind those positions, causing

People arent sure where to put
their money so everyone just went to
cash, said J.J. Kinahan, chief strategist at TD Ameritrade.
European stocks also had one of
their worst days in months.
Germanys DAX plunged 3.6 percent,
its biggest drop since September.
Frances CAC-40 index lost 3.6 percent and the U.K.s FTSE lost 2.3 percent.
With the ECB not expanding stimulus as much as expected, European
bond prices fell sharply, sending
yields higher. If the ECB had
announced more stimulus, it would
have had the effect of putting downward pressure on interest rates. The
yield on the 10-year German government bond soared 0. 20 percentage
points to 0.67 percent, a massive
move in the bond market. The yield
on the 10-year French government
bond rose 0.20 percentage points to
0. 99 percent, also a substantial
move.
The sell-off in the dollar also
impacted U.S. Treasuries. The yield
on the 10-year Treasury note jumped
to 2.32 percent, up sharply from 2.18
percent the day before.

No designer babies, but summit calls for cautious research

part of careful laboratory research should
be allowed as scientists and society continue to grapple with the ethical questions
surrounding this revolutionary technology, organizers of an international summit
concluded Thursday.
It would be irresponsible to edit
human sperm, eggs or early embryos in a
way that leads to pregnancy, said Nobel

laureate David Baltimore of the California


Institute of Technology, who chaired the
summit.
Tools to precisely edit genes inside living cells, especially a cheap and easy-touse one called CRISP-Cas9, are transforming biology and potential treatments
created by them promise to do such things
as cure sickle-cell anemia or fight HIV and
cancer.
But depending on how its used, it also
could alter human heredity maybe create
designer babies raising ethical questions that triggered three days of debate by
scientists, policymakers and ethicists

Yellen signals growing likelihood of rate hike

WASHINGTON Federal Reserve Chair


Janet Yellen told Congress Thursday that
economic conditions appear to be improving enough for policymakers to raise interest rates when they meet in two weeks as
long as there are no major shocks that
undermine confidence.
Yellen said that even after the first rate
hike, the Fed expects future rate increases
will be at a gradual pace that will keep borrowing costs low for consumers and businesses.
In testimony before the Joint Economic
Committee, Yellen warned that waiting an
extended period of time to start raising rates
would carry risks.

too long, she said, we would likely end up
having to tighten policy relatively abruptly
to keep the economy from overshooting
the Feds goals for unemployment and inflation.
Such an abrupt tightening would risk disrupting financial markets and perhaps even
inadvertently push the economy into a

She also cited concerns by Fed critics that
keeping rates exceptionally low for too
long could also encourage excessive risk
taking and thus undermine financial stability.

doubling the amount of renewable energy
feeding its massive data centers that enable
more than 1 billion people to search for
information, watch video clips and communicate virtually anytime they want.
The long-term commitments announced
Thursday cover up to 842 megawatts of
power that will flow from six different wind
and solar power projects scheduled to be finished within the next two years in the U.S.,
Chile and Sweden. Google isnt disclosing
how much it expects to pay for the power.
Some of the deals were signed several
weeks ago, but Google timed its announcement to coincide with the U.N. conference
in Paris that is exploring ways to reduce the
volume of carbon emissions widely
believed to be changing the Earths climate.

The panel offered what geneticist Eric


Lander of the Broad Institute of MIT and
Harvard called a framework for deciding if
and when the reproductive use of gene
editing ever moves forward.
As scientific knowledge advances and
societal views evolve, the clinical use of
germline editing should be revisited on a
regular basis, the committee concluded. It
urged the sponsors of this weeks summit
the scientific academies of the U.S.,
Britain and China to create an international forum to help establish norms concerning acceptable uses of human germline

The worlds largest social network is testing a new feature that will enable its 1.5 billion users to use their smartphones to shoot

doing as it happens.
Facebook began testing the live video
option Thursday among a sliver of its U.S.
audience with iPhones. The Menlo Park,
California, company didnt specify when
everyone with a Facebook account and a
smartphone will have an opportunity to

Central Coast Section Division IV
championship game 7 p.m. Friday
at Independence High School, they
will bring with them one of the top
backs in the entire section in
Cameron Taylor, who has rushed
for more than 2,000 yards this season.
And the Knights have won those
kind of shootouts to which Seimas
referenced. Hillsdale allowed 35

Wrestler sues for


an interpreter
during matches

ROYAL OAK, Mich. Adeaf high school wrestler in suburban


Detroit filed a lawsuit Thursday to try to get a sign-language interpreter closer to the action.
The Michigan High School Athletic Association said an interpreter is allowed in the same area as a coach, typically the corner
of a mat. But lawyers for wrestler Ellis Kempf of Royal Oak High
School said its not close enough and unfair, especially when an
opponent can hear guidance from a coach without looking
around.
A referee disallowed Kempfs interpreter during a match last
season, according to the lawsuit.
We arent seeking money and he doesnt want an advantage,
the teens mother, Elizabeth Kempf, said in a statement. He just
wants to continue using his interpreter so he can understand what
his coach wants him to do during matches thats all.
MHSAA spokesman John Johnson said he cant comment on
the specifics of the case, and the association plans to file a
response in court.
An interpreter is allowed, Johnson said.
Kempf, who wrestles in the 152-pound weight class, has been
deaf since age 2 due to meningitis. Cochlear implants allow him
some hearing, but he cant wear the external components during
wrestling matches.

Cavella steps down as Menlo School coach

Steve Cavella, who spent the last three seasons leading


the Knights, announced he will be leaving the program.
Ive coached high school volleyball for 10 years,
Cavella said in a press release. Its been a great journey,
but its time to move on to other things.
While with Menlo, Cavella led the Knights to three West
Bay Athletic League Foothill Division titles, two Central
Coast Section championship matches, including this season, and the 2013 Division IV state championship match,
when they lost in four sets to Francis Parker.
Under Steves tenure, Menlo volleyball reached the state
championship for the first time in more than a decade and
each season continued its successful ways, Kris Weems,
Menlos director of Athletics, said in a press release. We
are grateful for the seasons he coached here and we wish him
all the best.
Before taking over the Menlo team, he spent four seasons
coaching at Crystal Springs Uplands School, from 2009 to
2012. He led the Gryphons to the 2010 Central Coast
Section Division V title.

The Vikings opened their season with the victory over


the Pirates in the first round of the Kelly Shea Gallo
Tournament.
Mills (1-0) led 23-11 at halftime and all but put the game

Woods opens up on failed marriage, golf future

NASSAU, Bahamas Tiger Woods says


he has a fantastic relationship with his
ex-wife and he has taken steps to explain to
his two children what happened to their
marriage.
In a rare and extensive interview with
Time magazine, Woods also shared the same
sentiments about his future that he did
Tuesday at the tournament he is hosting in
the Bahamas. He still wants to play golf at
the highest level, though he is resigned that
it might not happen if the nerve damage in
his back doesnt allow for it.
The worlds former No. 1 player was interviewed by Canadian golf author Lorne
Rubenstein at Woods new restaurant in
Florida. They covered topics ranging from
his greatest joy on the golf course to chipping sessions with Seve Ballesteros to his
family.
Woods, who turns 40 on Dec. 30, says he
has told 8-year-old Sam and 6-year-old
Charlie that his parents dont live in the
same house because Daddy made some mistakes.
I just want them to understand before

age and they log on to
something or have their
friends tell them something, Woods said. I
want it to come from me
so that when they come
of age, Ill just tell them
the real story.
And so, thats part of

Id rather have it come from me as the
source. And I can tell them absolutely everything so they hear it from me.
In the meantime, Woods said he is stressing to his children that they have two parents who love them.
His marriage crumbled at the end of 2009
when he was exposed for having multiple
extramarital affairs, and Elin Nordegren
divorced him the following August. Woods
endured leg injuries in 2011, got back to
No. 1 in the world with eight victories in
2012 and 2013 and has been in a free fall
because of back injuries since.
He had surgery to alleviate a pinched
nerve the week before the 2014 Masters and

has had two more procedures in the same


spot over the last three months.
One, I dont want to have another procedure, Woods told the magazine. And two,
even if I dont come back and I dont play
again, I still want to have a quality of life
with my kids. I started to lose that with the
other surgeries.
Asked what he would have done differently before and after the scandal in his personal life, Woods said he would have had a
more open, honest relationship with his
wife.
Having the relationship that I have now
with her is fantastic, he said. Shes one of
my best friends. Were able to pick up the
phone, and we talk to each other all the
time. We both know that the most important things in our lives are our kids. I wish I
would have known that back then.
Woods last played on Aug. 23 when he
tied for 10th and thought the pain he experienced was from his hip. Instead, it was a
recurrence of his back problems. The uncertainty of his health has led to plenty of
speculation that his career might be over.
Put it this way. Its not what I want to
have happen, and its not what Im planning
on having happen, Woods said. But if it

does, it does. Ive reconciled myself to it.

man, I couldnt do a lot of them. But I realized I dont have to do a lot of them. I can do
it my way.
Before the 2008 U.S. Open at Torrey
Pines, which he won with shredded knee ligaments and two stress fractures his leg,
Woods tried to wear a brace for nine holes at
his home course in Southern California. It
was his first time playing golf since the
Masters, and the brace kept him from rotating. He lost eight balls in nine holes and
shot 54.
Im grinding my butt off and I said, OK,
youre the No. 1 player in the world and you
just lost eight balls on a home course that
you could play blindfolded, and I shot a 54.
This is going to be an interesting week,
he said.

Casey in 3-way tie for lead at World Challenge

NASSAU, Bahamas Paul Casey is off to a


good start in his final chance to win a tournament this year.
Casey birdied the final hole at Albany Golf
Club on Thursday for a 6-under 66 that gave
him a share of the first-round lead with Jimmy
Walker and Zach Johnson in the Hero World
Challenge.
The scenery and tropical sunshine made it
feel like a working vacation, and a gentle
breeze off the tip of New Providence island
only added to the relaxation. Hideki
Matsuyama (75) was the only player in the 18man field who didnt break par.
Defending champion Jordan Spieth made a
hole-in-one with a 6-iron on the second hole
and finally added a birdie on a par 5 to join a
large group at 67 that included Bubba Watson
and Adam Scott, who lives at Albany and still
holds barely the course record of 65.
Casey is among five players in this field of
top-50 players who has yet to win this year.
The only blemish I can think of is maybe I
left a putt short on line, which is a little criminal, Casey said. Other than that, I played

some really, really nice


golf.

stretch on the back nine.
Johnson recovered from
a slow start that could have

was penalized one shot for marking his ball off
the green at the par-5 third, only for the penalty to be rescinded when officials determined it
was too difficult on some holes to determine
where the putting surface ended.
When we started rolling the greens and
mowing them down at tournament height, and
then the sun came out, we had a situation in a
lot of places where you couldnt differentiate
between the collar and the green, said Mark
Russell, the tours vice president of competition. Rather than put the players in a situation
where they were going to have a problem, we
took care of it.
The weather played a big role in the low
scoring. Still, there was one noticeable difference from past years. This was the fewest num-

ber of rounds over par on the first day, and there


had been no shortage of rounds in the upper
70s and 80s.
Part of that might be the first time the World
Challenge has been played at Albany Golf
Club. It was at Isleworth last year in Florida,
and at Sherwood Country Club in California for
14 years.
Then again, players have been competing
around the world Spieth and Scott in
Australia last week, Johnson at Sea Island two
weeks ago.

There were a few exceptions. Walker hasnt


played since Las Vegas in mid-October and he
has just begun to work with Butch Harmon on
a move in which his head moves down the target line, similar to how David Duval swung the
club.
Its something hes been trying to get me to
do for a while, and its tough, Walker said. I
told him I was going to make a really tough
commitment to try to do it. Ive been swinging
a certain way for a long time and its a hard
habit to break.

Prison looms again for sprinter Pistorius

JOHANNESBURG An appeals court


decided Thursday that Oscar Pistorius got
away with murder when he stood trial for
killing his girlfriend, a ruling that will
almost certainly send the disgraced
Olympian back to prison.
The court overturned his conviction on
the lesser charge of manslaughter in the
2013 shooting death of model Reeva
Steenkamp and instead found Pistorius
guilty of murder.
The latest dramatic twist in the case of the
double amputee runner was a human tragedy
of Shakespearean proportions, wrote
Justice Lorimer Eric Leach.
Pistorius, who is under house arrest at his
uncles mansion in Pretoria, was not in the
Bloemfontein courtroom for the verdict.
Steenkamps mother, June, sat impassively
as Leach read the verdict.
The 29-year-old Pistorius served one year
of a five-year sentence before being put
under house arrest in October.

The minimum sentence


for murder in South
Africa is 15 years, but
exceptional
circumstances in the case of the
former track star, including time served, his disability and his status as a
first-time offender, could
Oscar Pistorius mean a lower sentence.
Sentencing is up to the
North Gauteng High Court, where Pistorius
was tried. South African media said Judge
Thokozile Masipa, who presided over the
original trial, will handle the matter. No
sentencing date has been set.
The Pistorius family said in a statement:
The legal team will study the finding and
we will be guided by them in terms of
options going forward.
Steenkamps father, Barry, told South
African television channel ANN7 that the
judgment was fair.
Let us now all get on with our lives, he
said.
His voice breaking with emotion, he said

of his daughter: Im sure shell be able to


rest as well now.
Pistorius trial riveted people around the
world because of its gripping saga of a
celebrity athletes plunge from grace by his
own actions.
His legs were amputated below the knees
when he was 11 months old because he was
born without fibula bones due to a congenital defect. However, he grew up playing
sports with prosthetics and became a multiple Paralympic champion known as the
Blade Runner for his carbon-fiber running blades. The sight of Pistorius racing
at the 2012 London Olympics was one of
the enduring and inspirational images of
the games.
A young man overcomes huge physical
disabilities to reach Olympian heights as an
athlete, Leach said while delivering the ruling on behalf of the five-judge appeals
court.
In doing so, he becomes an international celebrity. He meets a young woman of
great natural beauty and a successful model.
Romance blossoms and then ironically, on

Valentines Day, all is destroyed when he


takes her life, he said.
The trial also highlighted the issue of
violence against women. Steenkamp, a 29year-old model who appeared in a reality TV
show, had planned to give a speech touching on domestic abuse and family relationships at a school on the day she died.
Pistorius insisted he shot Steenkamp by
mistake, thinking there was an intruder
behind the door of a toilet cubicle in his
home. The prosecution said Pistorius shot
Steenkamp during an argument.
Prosecutors in South Africa can appeal
convictions on questions of law, and Leach
found that Masipa committed an error in
law by incorrectly applying a legal principle called dolus eventualis.
Under that concept, a person can be convicted of murder if he or she foresaw the possibility of someone dying through their
actions and went ahead anyway.
Leach said that regardless of who
Pistorius said he thought was behind the
door, he should have known someone could
be killed if he fired.

Renault returing to F1 as racing team

LONDON French carmaker Renault will


return to Formula One as a racing team in its
own name next season after agreeing to take
over Lotus.
Renault, which has been an engine supplier
to other teams in recent seasons, said in a statement that the principal contracts for the
takeover were signed Thursday and it planned to
finalize the terms of the acquisition of Lotus
F1 Team in the shortest timeframe possible.
Renault had two options: to come back at
100 percent or leave. After a detailed study, I
have decided that Renault will be in Formula 1,
starting 2016. Our ambition is to win -- even if
it will take some time, Renault Chairman and
CEO Carlos Ghosn said.
The announcement ends months of speculation about Renaults plans for the sport and
whether it would seek a higher profile.
Lotus F1 Team effectively stands out as the
best partner, the company said in its statement. Renault and Lotus F1 Team have known
each other for 15 years and were world champions together in 2005 and 2006.
Between racing in its own colors and supplying other teams, Renault has claimed 168 race
wins, 12 constructors world titles and 11 drivers championships since making its F1 debut
in 1977.
It withdrew as a works team from the con-

structor world championship in 2010, switching to the role of engine supplier.


Renault clearly indicated that it felt the company hadnt gained sufficient credit with the
general and sporting public for its role behind
the scenes - despite providing the engines that
enabled Sebastian Vettel and Red Bull to win
every title from 2010 to 2013.
As a full team, Renault will take maximum
benefit from its victories, it said. The payback as an engine supplier proved to be limited.
The return on the investment necessitated by
the new engine regulations and the return in
terms of image were low.
Meanwhile, the company outfit has faced
criticism of its engines performance this season from Red Bull team principal Christian
Horner, who has had to watch Lewis Hamilton
and Mercedes sweep the board for the past two
seasons.
Changes in F1 regulations, though, appear to
have proved decisive.
The final details supplied by F1s main
stakeholders gave us the confidence to accept
this new challenge, Ghosn said.
Renault also remains very positive about the
global reach of F1, describing it as one of the
sports that enjoys the most media coverage
worldwide ... particularly in emerging markets.
It attracts 450 million television viewers annually and its scope for growth is enormous.

NCAA allows Syracuses Boeheim to
begin suspension immediately
SYRACUSE, N. Y. The NCAA has
upheld its nine-game suspension of
Syracuse coach Jim Boeheim, but he will be
allowed to begin serving it immediately.

Committee issued its ruling Thursday, saying Boeheim was not directly involved in
underlying violations of academic misconduct, extra benefits and the universitys drug
testing policy.

play and two playoff games, Aptos has

is the fact there is usually not one running
back on whom to key. If there is one back,
it would be Ben Sherriffs, who led the
Mariners in rushing, but tweaked his knee
in the regular-season finale and has seen
limited action thus far in the playoffs.
Theyre very similar to Burlingame, they
just go really fast, Parodi said. Theres
stopping THE Wing-T and then there is
stopping THIS Wing-T. Theyre trying to
get from the huddle to the line in three or

committee member Luis Bedoya.
The 236-page indictment was handed up by
a grand jury in New York on Nov. 25.
Eleven current and former members of
FIFAs executive committee have been charged
in the investigation, which alleges hundreds
of millions of dollars in illegal payments. The
last three presidents of CONCACAF and CONMEBOL have been indicted.
The message from this announcement
should be clear to every culpable individual
who remains in the shadows, hoping to evade
this ongoing investigation: You will not wait

Salguero, a Guatemalan who left the executive
committee in May; former South American
confederation secretary general Eduardo
Deluca; former Peru soccer federation president Manuel Burga; and current Bolivian soccer president Carlos Chaves, already jailed in
his own country for embezzlement.

Shared Belief dies
ALBANY Shared Belief, the
champion 2-year-old male in an
undefeated in 2013 season, was euthanized Thursday after a brief bout
with colic.
Sports talk host Jim Rome, the
horses majority owner, announced
the news on his Jungle Racings
Facebook page.
Shared Belief, based at Hall of
Fame trainer Jerry Hollendorfers stable at Golden Gate Fields, fell ill and
underwent surgery at UC Davis, but
could not be saved, the posting said.
Colic is one of the most common
causes of death in horses. It typically
involves abdominal pain.
Shared Belief won 10 of 12 career
starts and had earnings of
$2,932,200.
After going undefeated at 2, the
gelding missed the 2014 Triple
Crown series because of foot problems.
In 2014, Shared Belief won three
consecutive stakes the Los
Alamitos Derby, the Pacific Classic
and the Awesome Again. He was the
favorite in the $5 million Breeders
Cup Classic that fall, but finished
fourth after he was bumped by eventual winner Bayern at the start. He
closed the year by winning the Grade
1 Malibu Stakes.
This year, Shared Belief won two of
his three starts. He beat 2014 Horse
of the Year California Chrome in winning the San Antonio Stakes and the
Grade 1 Santa Anita Handicap. He
injured his hip in April in the Charles
Town Classic in West Virginia.

NICOSIA, Cyprus Cyprus has long had the reputation


of a peace mediators graveyard.
But as U.S. Secretary of State John
Kerry visited the divided island Thursday,
there may be reason for optimism. The
countrys Greek Cypriot president and
the leader of the breakaway Turkish
Cypriots have met 16 times since May.
Both are committed to a deal, as are
Greece and Turkey. And newly discovered
gas deposits in the Mediterranean could
mean a windfall for both if the two sides

reunify.
Its become clear that the ground is really shifting,
Kerry, who is playing only a supporting role in the negotiations, said after meeting President Nicos Anastasiades and
Turkish Cypriot leader Mustafa Akinci separately.
Tangible progress is being made, Kerry said. And I am
more convinced than ever that a resolution to the longstanding division of Cyprus is within reach.
We believe this is Cyprus moment, he told reporters in
the divided capital of Nicosia.

one powerful fist to fight terrorism,
hinted at more sanctions against
Turkey and accused Western powers of
creating a zone of chaos.

group of protesters to the hotel.
Among the four-star hotels 421 rooms, 42 of them are

Although plans dont include any major remodeling,
some of the rooms and suites may be reconfigured, Sauter
said Thursday.
The Sofitel is truly an upscale hotel in the heart of
Silicon Valley, Sauter said.
We feel bullish about the tech industry and the Silicon
Valley market, he said.
The Sofitel is on the higher side of the market, he said.

CBRE also owns the Marriott hotel in downtown San
Jose. The company also owns some office buildings in the

The Sofitels proximity to the San Francisco

San Francisco has been one of the best-performing
metro economies in the country in this recovery, Vance

asset in a top-tier market that has a limited supply of fullservice hotels in the area.

Nielsen: Smartphones and the Internet are eating our TV time

have seriously cut into the time Americans
spend watching traditional TV, new
Nielsen data show, potentially undermining the notion that mobile devices merely
serve as second screens while people are
plopped in front of the set.
Data provided to the Associated Press

in usage, more than offset declines in traditional TV, radio and computers. In the
same age group, the demographic most
highly coveted by advertisers, use of those
devices fell 8 percent over the same period
to a combined 16.6 million people per
minute.
Its not a one-to-one tradeoff, though.
Sometimes people are using smartphones
while watching TV, or using them outside
the home where it wouldnt cut into TV
time. In addition, some mobile device use
is, well, to watch TV shows.

devices. The study counts all apps, Web
surfing and game play but not texts or
calling.
The results confirm a trend in
other Nielsen data that found
viewing of traditional TV
through a cable or
satellite connection
or an antenna
peaked in the
2009-10
season.
Its pretty
clear

increased use of
mobile devices is having
some effect on the system as

of audience insights.
The audience for TV
viewing alone fell
by 10 percent, to
8.4 million people
a minute, in the 18to-34-year-old category.
The new Nielsen data also
looks at time spent watching
video on various devices, but not
for TV-connected devices, where users
were clocked playing games as well.
However, even excluding TV-connected
devices, the shift in video watching away
from the TV is pronounced.

films ending.
Jimmy, meanwhile, spends most of his
time observing everyone else.
The men connect over questions of creativity: Fred and Mick struggle with the
idea of legacy and continuing self-expression into old age; Jimmy wonders about the

best use of his creative skills and what


makes them meaningful.
The other resort guests also face challenges during their stay. Lena suffers a crisis of self-confidence and identity after
some unexpected news. The obese soccer
player gasps for breath with each step but
yearns to kick the ball. The pudgy young
prostitute is sad and confused. The meditating monk wants to levitate.
Every performance from the outstanding
ensemble cast rings true. Even the supporting players and silent performers are
superb.
The music itself is a character, from
Freds original compositions to the songs
by the eclectic entertainers who appear at
the hotel. Sorrentino tapped Pulitzer Prizewinning composer David Lang to create
Freds music and the films score (his first),
and crafted a varied soundtrack with such
artists as Mark Kozelek, David Byrne and

Grammy-winning Korean soprano Sumi Jo.


Youth might have alternately been
called Us for its loving perspective on
people how peculiar we can be and how
comforting it is to recognize that in one
another. Its about how we relate to each
other broadly through art and intimately
through words and actions. More than anything, its a loving portrait of friendship,
one that Sorrentino dedicates to his friend
and mentor Francisco Rosi, the Italian
director who died in January.
With its artful soundtrack, excellent performances and big questions about life, fear
and creativity, the musical and narrative
themes of Youth play on long after the
film ends.
Youth, a Fox Searchlight Pictures
release, is rated R by the Motion Picture
Association of America for graphic nudity,
some sexuality and language. Running
time: 118 minutes. Four stars out of four.

Roasted duck is easier than you think

The prospect of roasting a duck strikes many a home


cook as a mountain too high, but Im not sure why.
Its definitely no more complicated than cooking a
whole turkey, and I think it tastes far better. Some folks
surely suspect that duck is gamey, but thats only true of
some wild ducks. Its not true of the kind known as Pekin
(or Long Island) duck, the domesticated product most widely available at supermarkets.
Other folks shy away because theyve heard that duck is
too fatty and rich. Sure enough, there is a fair amount of fat
in duck, but most of it is in and under the skin. The meat
itself actually is quite lean. And surprise! duck fat,
unlike beef fat and most kinds of poultry fat, boasts some
of the same healthy attributes as olive oil.
So this holiday season why not roast a duck? As noted,
its pretty simple. However, you do need to set aside
enough time to let the bird cook properly in the oven, just
as you would when roasting a turkey. The goal is a bird with
crispy skin and moist meat. The easiest way to make it
happen? Roast the duck low and slow, pricking the skin
every so often to drain out the fat. (Do be careful, however,
not to prick the meat; you dont want to lose any juices
from the meat.)
At the end of the process, the duck is treated to a final
crisping in a high-heat oven, then retired for a nice long
rest to let the juices redistribute before the bird is carved.
The slow-roasting process provides you with ample time
to make a succulent sauce from the birds giblets, neck and
wings. Those parts are browned in a saucepan along with
onions, carrots and garlic, then simmered in red wine and
chicken broth, and finally finished with green peppercorns
and Dijon mustard. (Youre welcome to lose the peppercorns if theyre too hot for you.)
The end result is a wonderfully tasty duck swimming in a
French-style sauce. Fancy! And much more interesting
than turkey. Your guests will think you are a culinary
genius.

BISTRO-STYLE SLOW-ROASTED DUCK

Start to finish: 4 hours 50 minutes (50 minutes active)
Servings: 4
5 1/2- to 6-pound Pekin (Long Island) duck
Kosher salt and ground black pepper
1 tablespoon vegetable oil
1 small yellow onion, finely chopped
1 small carrot, coarsely chopped
2 cloves garlic, smashed with the side of a knife
1 tablespoon tomato paste
1 cup dry red wine

Cooking a duck is no more complicated than cooking a whole


turkey.
1 stalk celery, coarsely chopped
2 sprigs fresh thyme
1 bay leaf
3 cups low-sodium chicken broth
2 tablespoons all-purpose flour
2 tablespoons drained bottled green peppercorns, packed
in brine
1 tablespoon Dijon mustard
Heat the oven to 250 F. Remove the neck and giblets
from the cavity of the duck, pat dry and reserve. (Save the
liver for another use, such as sauteing and serving on
toast.)
Cut the last two joints of the wings off and reserve.
Remove the excess fat from the cavity of the duck and cut
off the flap of skin at the back end of the duck. (You can
save the skin and fat to render into duck fat for future use.)
Rinse the duck under cold water and pat dry with paper towels.
Using the tip of a paring knife, prick the duck all over,
in 1/2-inch intervals, inserting the knife at an angle to

pierce just the skin, not the flesh. Make sure to prick the
skin around the leg thigh joint thoroughly, as there is a lot
of fat stored there. Season the duck well with salt and pepper. Place on a rack in a roasting pan and roast on the
ovens middle shelf for 3 1/2 hours, removing the roasting
pan after the first and second hour of roasting to re-prick
the duck skin.
After the duck has roasted for 3 1/2 hours, carefully pour
off all the fat at the bottom of the roasting pan (reserving
it for other uses, such as sauteing potatoes), and increase
the oven temperature to 450 F. Return the duck to the oven
and roast it for 10 minutes. Transfer the duck to a platter,
cover with foil, then let it rest for 30 minutes before carving.
While in the duck is roasting, cut the neck and wings
into 1 1/2-inch pieces. In a large saucepan over mediumhigh, heat the vegetable oil. Add the neck, giblets and
wings. Cook, stirring often, until golden brown, 8 to 10
minutes. Reduce the heat to medium and add the onion, carrot and garlic. Cook until the vegetables are lightly
browned, 5 to 8 minutes.
Add the tomato paste and cook, stirring, for 1 minute.
Add the wine and bring to a boil, stirring to pick up any
browned bits on the bottom of the pan. Boil until most of
the wine has evaporated. Add the celery, thyme, bay leaf,
broth and 1 cup water. Bring to a boil, reduce to a simmer
and cook, skimming off any scum that rises to the surface
and adding water to the saucepan if the liquid dips below the
bones, until the duck is ready to come out of the oven.
While the duck is resting, strain the stock and discard the
solids. Measure the liquid. You should have about 1 1/2
cups. If you have more, boil the liquid down. If you have
less, add water. In a small bowl, whisk together the flour
and 1/4 cup water. In the saucepan, bring the duck stock to
a boil, add the flour mixture in a stream, whisking. Bring
the mixture back to a boil and simmer 4 minutes. Stir in the
green peppercorns and mustard, then season the sauce with
salt and pepper.
Carve the duck and serve each portion with some of the
sauce.

Others know him as Batmans butler (and a regular of just
about every Christopher Nolan movie). Some might even
know him just by the ubiquitous impressions of his
indelible cockney accent, like Steve Coogan and Rob
Brydons dueling Michael Caines in The Trip.
In Paolo Sorrentinos Youth, which opens Friday,
Caine puts a capstone on a career that has traveled from
working-class upstart to cinema institution. Like most
things in life, hes enjoying it.
Working now and then, Caine lives relatively quietly,
focused on his family; he and his wife, Shakira Baksh,
are moving from their updated barn outside London, so
their 25-minute drive to their grandchildren can be cut
down to 5. But hes also soaking up the adulation for his
aged classical composer in Youth, which some think
could land him his sixth Oscar nomination.
Ive been nominated (for best actor) four times and I
have never won, he says, smiling. I fly for 11 hours to
clap another actor and then go home. Its a long way! So
Im not exactly clearing shelves. Ive got two Oscars,
anyway.
Sorrentino, the Italian director of the Oscar-winning
The Great Beauty, wanted Caine for his combination of
authority and levity a description that hits on Caines
unique blend of good cheer and gravitas. Caine first
struck Sorrentino in Woody Allens Hannah and her

Wednesday morning. Farook had attended
the event but slipped out and returned in battle dress.
Four hours later and two miles away, the
couple died in a furious gunbattle in which
they fired 76 rounds, while 23 law officers
unleashed about 380, police said.
On Thursday, Police Chief Jarrod Burguan
offered a grim inventory that suggested
Wednesdays bloodbath could have been far
worse.
At the social service center, the couple
left three rigged-together pipe bombs with a
remote-control detonating device that
apparently malfunctioned, and they had
more than 1,600 rounds of ammunition
remaining when police killed them in their
rented SUV, Burguan said.
At a family home in the nearby town of
Redlands, they had 12 pipe bombs, tools
for making more, and over 3,000 additional
rounds of ammunition, the chief said.
We dont know if this was workplace
rage or something larger or a combination
of both, Attorney General Loretta Lynch
said in Washington, echoing President
Barack Obama. We dont know the motivation.
Investigators are trying to determine
whether Farook, who was Muslim, became
radicalized and, if so, how as well as
whether he was in contact with any foreign
terrorist organization, said the U.S. intelligence official, who was not authorized to
discuss the matter publicly and spoke on
condition of anonymity.
The same official said Farook had been in
touch on social media with extremists who
were under FBI scrutiny.
The second U.S. official said the FBI was
treating the attack as a potential act of terror but had reached no conclusion that it
was. The official said Farooks contacts
online did not involve any significant players the FBI knew of and dated back some
time, with there was no immediate indication of a recent surge in communication.
The official cautioned that such contact
by itself doesnt mean someone is a terrorist.
Rita Katz, director of SITE Intelligence
Group, an organization that tracks and analyzes extremists, said it hasnt found any
connection between Farook and jihadi
groups. But she also said that some of
Farooks social media posts seem to have
been deleted before the attack.

The wife and mother of an infant son was killed
in the attack, her aunt, Rebecca Godoy, said in
Facebook post that linked to Godoys own
page.
Yesterday in the shootings in San Bernardino
many families were affected. Ours was one of
them,Rebecca Godoy wrote.We will keep her
flame alive so that her young son does not
forget his special mother.
Godoys cousin, Nicole Rachelle Chelley,
declined further comment when contacted by
the AP through Facebook email.
YVETTE VELASCO, 27
Velasco is being described by her family as
smart, motivated and full of life.
In a statement, her relatives said she wasloved
by all who knew her.
We are devastated about what happened and
are still processing this nightmare, the family
said.
Velasco is survived by her parents and three
sisters.
Please pray for our family and the other
families who have lost a loved one as a result of
this terrible tragedy, her relatives wrote.
In the aftermath of the shooting, Velascos
relatives searched everywhere for her. Mindy
Velasco, her aunt, called hospitals, police and
evacuee centers in a harrowing search for
information, the Los Angeles Times reported.
Im fearing the worst,she told the paper.She
would definitely be in contact after something
like this.
BENNETTA BETBADAL, 46
She was born in Iran in 1969 and came to the
United States at age 18 to escape the
persecution of Christians after the Iranian
Revolution, according to a family statement on
a fundraising account set up in her name.
Her cousin, Melani Betbadal, referred reporters
to the statement and declined further
comment.
She first settled in New York City but eventually
moved to Rialto, California. She and her
husband, a police officer, were married in 1997
and have three children ages 10, 12 and 15.
Betbadal graduated from California State
Polytechnic University in Pomona with a degree
in chemistry and took a job as a health
inspector with San Bernardino County.
Her husband, Arlen Verdehyou, told The Daily
Breeze that he and his wife exchanged texts at
8 a.m. Wednesday. He told her that he had
withdrawn money from the bank and would
do some Christmas shopping. Betbadal had
recently decorated the familys Christmas tree.
She was planning to give a presentation at the
annual holiday meeting Wednesday and was
excited about it, the family said.
It is the ultimate irony that her life would be
stolen from her that day by what appears to
be the same type of extremism that she fled
so many years ago, the family said in the
statement.
SIERRA CLAYBORN, 27
Her friends say she stood out as someone who

always had an encouraging word.


Timothy J. Lee remembers meeting Clayborn in
a hip-hop class at the University of California,
Riverside. She was active and outgoing, praising
classmates when they mastered a routine.
She always had something encouraging to
say, Lee said.
After graduating in 2010, Clayborn worked jobs
in retail and at a bank before landing a position
at the San Bernardino County Department of
Public Health. Like a number of other victims,
she inspected restaurants.
Matthew Peairs, 27, a manager at Red Baron
Pizza in Big Bear Lake, California, said Clayborn
visited the restaurant a day before the shooting
to complete an inspection.
She was one of the nicest health inspectors
that weve ever had, he said.She talked to us
like normal people, not just doing her job.
He said they discussed their holiday plans and
she mentioned she was going to the
departments Christmas party Wednesday.
She was stoked about the party, Peairs said.
Word spread Wednesday among Clayborns
friends that she was missing. FBI agents later
visited her familys house to tell them that she
was killed in the attack.
Its definitely going to be different without
her, Lee said.
ROBERT ADAMS, 40
The Yucaipa resident was known as a loving
father and husband who married his high
school sweetheart, friends said.
A fundraising page for his wife, Summer, and
20-month-old daughter, Savannah, had raised
thousands of dollars in several hours Thursday.
Megan Neforos, who set up the page, said she
knew Adams wife through a Facebook group
for mothers of young children.
He was her high school sweetheart. This is
tragic for her, she said. He was an incredibly
loving father and devoted husband.
NICHOLAS THALASINOS, 52
He identified as a Messianic Jew and
passionately defended Israel, actively debating
about religion in online forums and in person,
his friends said.
Only two weeks ago,Thalasinos, of Colton, was
having a heated on-the-job discussion about
the nature of Islam with Syed Rizwan Farook, his
fellow restaurant inspector and one of the
shooters.
Thalasinos friend, Kuuleme Stephens, told The
Associated Press that she happened to call him
while he was working with Farook and that he
brought her into their debate, loudly declaring
that Farook doesnt agree that Islam is not a
peaceful religion.
She heard Farook counter that Americans dont
understand Islam, and Thalasinos responded
by saying,I dont know how to talk with him,
she said.
Stephens said she didnt sense any pending
violence at the time, and it is not clear if their
debates factored in the attack. Stephens said
Thalasinos did not believe his co-worker would
ever turn violent.

However, Stephens said Thalasinos grieving

that she now believes her husband was
martyred for his faith and beliefs. It wasnt
immediately clear why Jennifer Thalasinos
came to that conclusion.
Nicholas and Jennifer Thalasinos had recently
renewed their marriage vows, and they
appeared together frequently on his Facebook
page.
He was a wonderful person, said Joey
Shimoni, another friend.A great husband and
just a sweet soul.
DANIEL KAUFMAN, 42
He ran an independently owned coffee shop
inside the Inland Regional Center where the
county health workers were using a hall for
their holiday banquet. The shops workers
included people with developmental
disabilities, which can include epilepsy, autism
and intellectual disabilities.
Eileen Richey, the executive director of the
Association of Regional Center Agencies, said

He was my best friend and an incredible father

Behar runs a blog for mothers where Renee
Wetzel frequently posted, and she turned there
to ask for prayers shortly after learning that her
husband, an environmental health supervisor,

He was passionate about serving his
community, a message he took from the priests
at his Catholic high school in Riverside and
carried throughout his life.
Meins never strayed far from his church or its
teachings, said Walter Hackett, who met Meins
some 40 years ago in high school.
Service to others, helping others.He very much
took that to heart, Hackett said.
Hackett called his friend a good, good guy.
Funny and smart and tall. A real quick smile,
very friendly and outgoing, he said.Its a real
hard hit for all of us who knew him.
Meins married his high school sweetheart, now
a Catholic school principal, and they raised two
daughters, one a teacher. Meins was fondly
remembered as the guy who dressed up as
Santa for school pictures, according to a parents
social media posting Thursday.

Gate Bridge in San Francisco, says he studied
business administration at the University of
Redlands starting in 1991.In 1979, he graduated
from UC Riverside. He was also retired from the
Riverside County after working there for 28
years.
In addition to working in the public health
department in San Bernardino, Meins was an
extended care coordinator at St. Catherine of
Alexandria School in Riverside, where he also
helped kids create Christmas art projects and
religious murals, Hackett said.
Meins received a community award for his work
in Riverside, which was based oncompassion,
courage, forgiveness, generosity, humility,
inclusiveness, integrity, kindness, respect and
service.
A living Rosary for the Meins family was held
Thursday.

She was supposed to get married in 2017, her
family told media outlets.
Born in Vietnam, Nguyen was a food inspector
with the county health department. She lived
in Santa Ana.
