Introduction
We the legislators present the constitution of the SNSC to the executive council. It is intended to
be the modus operandi of the SNSC
Since the dawn of civilization societies are governed on a set of rules that dictate their behavior.
The Ten Commandments that were the code of conduct of the Israelis, The Treaty of Medina
made between The Holy Prophet (PBUH) and the Jews are a few examples. These laws set the
limits of individual and communal behavior of any society. Sometimes the rules are from Allah
and at other instance it is by his Prophets sometimes they are drafted through consensus of the
people and prevalent these days. In either case these laws are meant for the welfare of the
masses.
On the contrary in despotism, governed by an omnipotent individual there are no laws. His will
is regarded as the supreme law. He governs his masses according to it and do not take any
consent before making any crucial decision. His absolute power is the root of all the corruption
and tyranny as Lord Acton has indicated:
Power tends to corrupt and absolute power corrupts absolutely.
To avoid all such mal practices the constitution of the SNSC is based on the principles of
democracy where every final year student has the right to form a group to contest for the
election.
To avoid omnipotence, the power is not centered to the president of the society, but is divided
among the elected legislature along with the president.
To maintain accountability and impartiality in the functioning of the SNSC, the faculty sponsor
has been given certain special powers. This is according a saying
Where there is no guidance people fail but in the multitude of counselors there is a victory
The constitution of the SNSC is brief and to the point so as to avoid any confusion or
misunderstanding. As Napoleon has said:
A constitution must be short and obscure.
It has been ensured that it addresses most of the major issues that may arise during the tenure of
SNSC.
For execution of everyday tasks various subcommittees have been made and the executive
committee has the authority to create a new sub committees.

The power between the executive committee is divided in a manner so that everyone bears equal
burden of the responsibilities of the executive committee.
No law is perfect and final; there are certain circumstances where an amendment becomes
inevitable. To address this situation the executive committee has been given the powers to amend
the constitution.
The executives have also been given the power to draft new laws through a proper procedure.
Another issue on the table is publication very professional society has its own publications
department that publishes its periodicals, newsletters etc. A publications department has also
been made an integral part of the SNSC to address these issues.
To conclude this constitution will lead to the prosperity of the SNSC and will make it strong but
these two can only be achieved through good practices as Charles De Gaulle has said:
A constitution is made of a spirit, institution and a practice.

Definition of SPE NED Student Chapter (SNSC)

The following section of the constitution cannot be amended under any circumstances.
Section I
The first section defines the SPE
1. The organization shall be known as the Society of petroleum engineers NED students
chapter.
2. The registered place of business shall be at the department of petroleum engineering.

Section II
The second section defines the aims and objectives of the SPE
The Society of Petroleum Engineers - NED Chapter is a professional organization, which aims at
enhancing the professional and social bond between students of petroleum engineering and the
oil and gas industry.
SNSC also has a vision to create a social network among the petroleum students at the NED
University .SNSC is a key association for technical information related to oil and gas exploration
and production and provides services through its meetings and other programs.
Through this Chapter, all of the members will have the opportunity to keep aware themselves of
the Evolution of the oil and gas industry, by attending conferences dealing with subjects such as
expatriation or rotation conditions, and political, geopolitical, economical subjects linked to
petroleum a way to prepare them for their future work environment.
Section III
The third section defines the Jurisdiction of the SPE
The jurisdiction of the Chapter shall encompass Petroleum Engineering Discipline at NED UET
Karachi Pakistan.
Section IV
The fourth section defines the membership criteria and conditions.
1. All members, associate members, and student members of the Society of Petroleum
Engineers in good standing and residing in the territory of the University Chapter shall be
members of the chapter.
2. The Student Membership shall be of two categories:
o General Student Membership
o Active Student Membership
3. General Student membership for the student of Petroleum Engineering
Department
will be free of cost.

4. Students of disciplines other than petroleum engineering shall have to pay membership
fee as established by the executive committee for becoming a student members of SPE.
5. The active memberships will be a given to a limited number of students.
6. The Executive committee reserves rights to cancel membership of any general member or
any active member by giving justification.
Section V
The fifth article relates to the entrance fees of the chapter
1. Entrance Fee: The Chapters Executive Committee shall establish dues and fees for all
grades of membership.
2. General Student membership for the students of Petroleum Engineering Department will
be free of cost. Students of disciplines other than Petroleum Engineering shall have to
pay a membership fee as established by the Executive Committee for the General Student
Membership.
3. Financing: Financing requirements for the chapter, which is a non-profit organization, are
small. Operating revenue shall be derived from:
a) Voluntary contributions of members
b) Voluntary contributions of the Society of Petroleum Engineers.
c) Fund raising endeavors approved by the Executive Committee of the Chapter.

a) PROVISONS FOR LEGISLATION:
1. The legislative committee is responsible for law making
2. The approval procedure for amendments in SNSC constitution:
2.1)

Legislative committee will present the amendments before the executive council

2.2)

The executive council is not eligible to approve a law without a proper consent of
the Faculty Sponsor.

2.4)

In order to amend the constitution, the Executive committee must at least have 4
out of 5 members in its favor with the prior consent of the Faculty Sponsor.

3. The Executive Council has the power to make General Rules and Regulations as per their
requirements.
3.1) The Executive Council can make any rules and regulation with simple majorityand
the consent of the Faculty Sponsor.
3.2) The Executive Council can make any rules and regulation with in the frame work of
the SNSC constitution.

b) PROVISIONS REGARDING PUBLICATIONS DEPARTMENT:


1. The Publications department of SNSC is responsible for all the Publications work of
SNSC (Petrospective / Newseye)
2. It must keep a soft copy of every document that has been composed.
3. The Publications department should not accept any document for composing without the
signed application of interested individual (within SNSC).
4. It is intended that the Publications department will correct any spellings mistake,
grammatical error or omission that is present in the document which is intended to be
composed. And then the dept. will resend it to the author for review.
5. The department Head has the power to object or question any document intended to be
published.

c) PROVISONS REGARDING MONETARY TRANSACTIONS


(TREASURY):
1. The treasurer is responsible for all monetary transactions.
2. All monetary transactions will be made in the presence of two witnesses. This will be
done to prevent suspicions (One appointed by the President and the other by Faculty
Sponsor).
3. The Treasurer should execute all the transactions with the prior authorization of the
President or the Vice President.
4. The authorization requires the seal and sign of President.
5. The receipt of all transactions should be filed and the file should be examined by the
Treasurer and then the President fortnightly.
6. A ledger should be maintained so as to keep the record of the financial status of the
SNSC.

d) PROVSIONS REGARDING ELECTIONS:

1. The Elections for the next year will be held in the month of September.
2. The power will be transferred in January of the following year until then the previous
executive council will be in function.
3. Third year students have a right to form a team to contest for SNSC elections. (who are
going to be Final Year students in January of following year)
4. Every team must register its team name, team members along with their contesting
positions and team symbol before contesting for elections.
5. No one is allowed to use violence or force to influence any voter. If any one does so he
may be disqualified along with his team.
6. A Five member team of candidates should be formed for contesting the elections along
with their positions. (President, Vice President, General Secretary, Advisor to President
and Treasurer).
7. If only one team contests for the elections, and then it will be declared winner.
8. The faculty member has the power to take any appropriate action to ensure free and fair
elections.

9. The General Secretary is authorized to form an electoral cell that will be responsible for
electoral process with the consent of the Executive Council.
10. The Electoral cell will be headed by a member of the Legislative committee appointed by
the Faculty Sponsor.
11. There must be at least one member from each year (or class).
12. The members of the electoral cell will be appointed by the Executive council by the
consensus.
13. The members of electoral cell are responsible to make sure that the rules and regulations
are followed and if they see any misconduct. They must report to the V.P. and he may
take appropriate actions (within his power domain) or may report to faculty member.
14. The electoral cell must be formed after the registration of teams.
15. University cards are compulsory for identification at the time of voting.

f) PROVISIONS FOR THE APPOINTMENT OF SUB COMMITTEES

1. The sub committees must be appointed through fair interview.


2. The dates of interview must be announced one week before the interviews are to be
conducted.
3. The appointment of the heads will precede the appointment of their subordinates.
4. The sub committee members will be appointed with the recommendation of the
respective subcommittee head.

PRESIDENT:
1. The President is the legitimate head of the SNSC.
2. In case of any official meeting the President will represent SNSC.
3. All the official correspondence of the SNSC must have the signature and the seal of the
President.
4. The President will be briefed by the Advisor to the President on new updates.
5. No one either in the Executive Councilor in the sub-committees is allowed to by pass the
President.
6. The President has the power to dismiss any active member but he must give justification
to the Faculty Sponsor about his decision.

VICE PRESIDENT:

1. In the presence of the President the office of the Vice President will practically remain
dysfunctional.
2. In case of absence of the President, the Vice President will step in as the acting President.
3. The Vice President has all the powers and authorities of the President in the absence of
the latter w/o the dismissing power.
4. If the President is removed or if he resigns for personal reasons then the Vice President
will step in as the new President and will complete the term. In this case the office of the
Vice President will remain vacant.
5. The Vice President has all the powers and authorities of the President in his absence
except for firing any member.
6. Vice President will head the electoral cell.

GENERAL SECRETARY:

1. The General Secretary will administer the functioning of all the sub committees
and will conduct monthly meetings with all departments head.
2. If any member of the Executive Council has any concern on the activities of the
sub committees (except the accounts committee), he may ask the General
Secretary to summon that sub committee; sub committee head or sub committee
member in front of the Executive Council.
3. The General Secretary has the power to suspend any sub committee member
under his domain, for 15 working days and may forward the issue to the President
for dismissal.

ADVISOR TO THE PRESIDENT:


The advisor to the president will advise the President on vital issues. The President may
reject his advices without specifying a valid reason.

TREASURER:
1. The treasurer is responsible for all the monetary matters of the SNSC. He is
responsible for all the monetary and is answerable to the President. The accounts
committee falls under the treasurer.
2. If any member of the Executive Council has any concern on the activities of the
accounts committee, he may ask the Treasurer to summon that sub committee;
sub committee head or sub committee member in front of the Executive Council.
3. The Treasurer has the power to suspend any sub committee member under his
domain, for 15 working days and may forward the issue to the President for
dismissal.

GRAPHICS:
The graphics Committee will design all the auxiliaries that are required.

MEDIA:
The Media committee will coordinate with the print and the electronic media to get an
event reported.

MEMBER RESOURCES:
The member resource committee will create new members in the other departments.

EVENT MANAGEMENT:
This committee would arrange all the events in the dep't.

CSS:
This committee would perform social service task.

LEGISLATIVE

Responsible for management audit of SNSC activities.

CONFLICT RESOLVING:

1.

If there is a conflict between two members of different sub committees, then the heads of
the respected committees may resolve the conflict with mutual understanding and if they
fail to do so then the issue should be forwarded to G.S. and the decision by the G.S. will
be binding and cannot be challenged.

2. In case of a conflict between members of the same sub committees. They may take the
issue to the sub committee head.
3. If any sub committee member has an issue with the S.C. head then he/she may take the
issue to the G.S. but will have to ask for an appointment first.
