Dear New Residents,

Welcome to the Henderson Reserve Community, we hope you will enjoy your new home and surroundings, and
we look forward to meeting you in person soon!

We would be happy to make arrangements for our property manager, Laura Lazar of Eagle Management, or a
member of the Board to meet with you should you have any additional questions and/or concerns. Kindly submit
an email to Laura at llazar@eaglemanagementservices.com Please note: We closely manage both the parking
and stoop-and-scoop covenants in the community, so we ask that you please pay close attention to those
covenants in particular. Parking violations result in booting, and no warnings are issued!

If you have not been issued a new gate code since you arrived, we do need you to take care of that as soon as
possible by contacting Laura Lazar (per above). Details are outlined in the attached regarding the gate and
security into and out of the community.

Please ensure your water billing account with ISTA is established as soon as you move into your new home.
Additional details are attached, and we encourage you to refer to the section on water at your earliest
convenience.

The fact sheet that follows should cover some of the more immediate questions you may have as you settle into
your new home. However, please don’t hesitate to reach out to our management company contact Laura Lazar, or
your HOA Board for assistance with any additional information you may need. We are happy to help.

Our community website has recently been updated and revamped, and contains pertinent information regarding
our neighborhood at Henderson Reserve. Most importantly, email alerts are issued to all residents regarding
community updates, crime alerts, and other critical information. Please ensure you register on the website in
order to receive these updates in a timely manner. The website is password protected from the outside, and
open only to the Henderson Reserve Community (with the exception of the units listed for sale, and there is also a
form for external inquiries).

HOA DUES (PAYABLE MONTHLY): To receive information on HOA dues, including the due date, coupon books, and
payment method(s), please get in touch with Laura Lazar, our Property Manager, at Eagle Management. Any
HOA dues that are in arrears of 60 days (or more) are referred to our legal counsel for collection purposes, and
will potentially have liens filed if not promptly addressed and paid.

LANDSCAPING: The landscaping company that services our community is Neighborhood Lawncare, and you will
see their trucks, equipment and team on the premises during the week on Wednesdays when they arrive to trim
hedges, cut the grass, weed the flower beds and basically to keep our community looking lovely and tidy.

NEIGHBORHOOD WATCH: Henderson Reserve is an active member of the Neighborhood Watch system – as you
may have noticed from the signage at the entrance to the community. Eric Gibson in #3518 (email:
gibson.e@comcast.net) heads up that program for us, and will likely reach out to you over the next few weeks to
introduce himself and bring you up to speed on how it all works.

NEWSLETTER: Enclosed is a copy of our most recent newsletter, which should help to give you a sense of the
community, activities and concerns that are typically addressed by your HOA Board. The newsletters are
generally distributed once per quarter (depending on the updates available).

PARKING: Each unit in Henderson Reserve allows for four (4) parking spaces – 2 inside the garage and 2 on the
garage parking pad. For the safety, security and consideration of all, the parking covenants are strictly enforced in
the community, and residents are booted for violations by an external authority who routinely monitors the
community. Guests and vendors only are permitted to park in front of units or in guest parking; parking at curbs
that are not lined off for parking is prohibited. If you have guests staying for an extended period of time, please
advise the Board accordingly. Complete details are available in the covenants.

PETS/STOOP & SCOOP: Please always keep your pet leashed and under control, and likewise, pick up pet waste at
all times. Fines are imposed for failing to comply with this covenant. There is a pet walking station located at the
back of the community, abutting the Henderson Park community and the residential homes behind our
development. We ask that you utilize this designated area for this purpose when walking your pets. Waste bags
and a trash disposal bin are provided, and is maintained weekly by our landscapers. Henderson Reserve is a well
kept community, and we strive to keep it this way at all times.

SOCIAL EVENTS IN THE COMMUNITY: At various times throughout the year, the Board organizes social events for the
community as a means to get to know each other, and enjoy our neighborhood together. You will receive advance
notices via our Newsletter and/or individual bulletins, providing information on the type of event, date & time,
etc. In the past we’ve organized events geared toward everyone in the community, such as BBQ’s/cook-outs,
Halloween parties, wine tastings and a community garage sale. We hope you will join in and participate!

TRASH DISPOSAL
All trash must be in secured bags and stored/deposited for pick up in trash cans; the trash cans must be placed
outside only on the designated pick-up dates, and not stored outside. Also attached are a brochure and calendar
from the sanitation division for your reference.

1. Regular trash pick-up is Mondays and Thursdays. The sanitation workers do tend to come fairly early
in the morning! The covenants stipulate that trash must be contained in trash bins and set on the curb for
pick-up. The bins should be stored in your garage following pick-up the same day.

2. Yard trash pick-up is on Tuesday, provided it’s in large paper bags.


3. Recycle pick up is every Wednesday. The bins should be stored in your garage following pick-up. If
you don’t have a blue recycle bin, you should get in touch with the Dekalb County Sanitation Division:

WATER USAGE

Billing: ISTA is the company you need to get in touch with to convert monthly water invoices from the previous
owner into your name. To do this, and for any questions regarding your ISTA/water bill account, below are the
ISTA contact details.

* Please note: Your water bill is considered an assessment owed to the Home Owner’s Association, therefore any
ISTA water bills that are in arrears of 60 days (or more) are referred to our legal counsel for collection purposes,
and will potentially have liens filed if not promptly addressed and paid.

It is important that you please take a few minutes to review and understand how your water usage is
calculated, billed and collected, per the below.

In community associations for the last 10 years, county and local governments have required all developments to
be water sub-metered. This means that there is one master meter at the entrance to the community, coming from
the county main water line and our master meter is tied to the county’s main line in the street. This meter is read
monthly by the county, billed to the association and the association pays this very large water bill in full monthly.
Sub-metering means that the from this master meter at the front entrance, individual water lines and wireless
meters were installed at the build stage for each of the 72 homes in the community. Each month, ISTA has
someone who drives through the neighborhood and wirelessly reads these meters for each home, and then sends
the homeowner an invoice reflecting their portion of usage for water and sewer. (FYI, sub-metering is an
efficient way for each home to pay for only the water that each specific home uses – it is therefore not combined
or shared with a neighbor next door that may have many more occupants.)

Each month ISTA sends a bill to the owners and the owners pay ISTA directly. ISTA then collects the money,
takes a small processing fee and sends the balance to the association to off-set the master water bill that has been
paid.

Because (1) the master meter is paid by the association, (2) the sub-metering company works for the association,
(3) the water bill is considered an assessment owed to the association (really no different than monthly dues), then
(4) the board and the management company receive a statement from ISTA monthly on usage, payments made
and any irregularities that need to be addressed. In addition to ensuring monthly payments and accounts are kept
current, this also helps the HOA to assist residents with potential problems. For example, if a bill is extremely
high, the board and ISTA would inform the owner of a possible leak that should be corrected or in the reverse, if
the meter reading is extremely low, the board would take action to have the meter repaired to read correctly going
forward.

General water usage: Within the community, it is preferred that each household wash their vehicle(s) in the
back of units on the car pad/at the entrance to your garage. This then limits the residue left behind on the concrete
from various soaps and car solvents (e.g., tire polish). As a reminder, here are the guidelines from Dekalb County
Watershed Management with regard to water use at the present time:

• Odd numbered addresses are allowed to use water outdoors on Tuesdays, Thursdays and Sundays
• Even numbered and unnumbered addresses are allowed to use water outdoors on Mondays,
Wednesdays and Saturdays
• NO WATERING ON FRIDAY

ENTRY & EXIT GATE INFORMATION FOR HENDERSON RESERVE

REMOTE GATE OPENERS: You should have been provided with at least one remote gate opener from the previous
owners of your unit. If not, replacement and/or additional remotes are available for $25.00 each, plus shipping
costs; remotes can be requested by sending an email to info@classicentrysystems.com.

NEW RESIDENT GATE ACCESS CODES: If you have not been issued a new gate code, we need you to do so (you should
not be utilizing someone else's gate code). Your new code will be the last 4 digits of your local phone number (a
land line or cell phone will do, but the gate will not process long distance numbers), and we will then advise you
when your code has been programmed and issued. Once assigned, your master code will open the gate (press #
plus the last 4 digits of your phone number).

GUEST ACCESS:

There are two options for guests to enter the community:

1. Arriving guests can locate your last name in the gate directory, and the gate intercom will call
your phone.

2. Next to your name at the gate directory is a 3-digit number. You can provide this number to your
guests, and they can dial this number (press the 3-digit number, then press #) to call your phone.
Pressing 9 on your phone when guests call you from the front gate, will open the gate (when
guests use either of the above options).

Please ensure you do not post the gate code on the box itself (e.g., if you are having a party or open house and
expecting numerous guests). In instances where a home in the community is posted for sale, the gate code should
be in the “private remarks” section of the listing for real estate professionals only (and not posted/printed for the
general public).

EXITING & ENTERING THE COMMUNITY ON FOOT: If you are on foot and exiting the community, you will need to find
the exit box that is located on the brick wall that is in the center of both gates. There is a small white box on the
left, a little hidden by the foliage, and the code to exit is 1234*. When (re)entering the community on foot, simply
enter your master code on the keypad and the gates will open.

IF THE FRONT GATES ARE NOT OPERATIONAL: The gates are not to be pushed, pulled or tugged if a code does not
work, or if the power goes off! Contact Laura Lazar in the case of this emergency at 678-313-0156, or
immediately report the problem to a member of the Board (email: contact@henderson-reserve.com). A list of the
current HOA Board Members and their contact numbers is located on the community website.
