Introduction
Safety statistics show that most injuries to ADCO personnel occur through road and
vehicle related accidents. All personnel (employees and contractors) must recognise
their responsibility for road safety1.
All personnel driving on ADCO business (employee or contractor) must do so
within the terms of UAE Federal Law No. 21 of 1995 Regarding Traffic and
Ministerial Order No. 130 of 1997 Issuing the Executive by-laws of Federal
Law No. 21 (1995). It must be understood that no procedure within the
ADCO Transportation / Road Safety Document will be interpreted to
contravene UAE Federal Law in any way.

Aims and Objectives


The aims and objectives are to provide details of ADCO practices and procedures, UAE
Law and employee and contractor obligations in connection with road transport.
The aims of this manual are to:
Describe ADCO definitions used in this manual
Introduce the requirements of UAE law
Suggest techniques to be used during various aspects of vehicle use and
maintenance
The objectives of this manual are to:
Define ADCO practices and procedures
Set standards for driver training and vehicle usage and enhance behavioral attitude.
Provide information for personnel using their own or ADCO vehicles
Set standards for the use of vehicles by contract staff working in or on ADCO
controlled facilities

How to Use This Manual


There are two ways to find information in this manual; firstly the main contents list at
the beginning of the manual, which lists all parts and sub parts; secondly there is a
Guide to Using this Manual found immediately after the main contents.

While reading this manual note that at the end of most parts, there is a short
questionnaire. The purpose of these questionnaires is to allow readers to test
themselves on the part they have just read. This will help to ensure that important
points are understood and remembered. The questions listed are supplementary to the
procedures given and should not be used as a short cut to reading the manual.
At the end of the manual there are two Parts that may be of particular use to the reader.

The first is Part 37 Local Rules and Responsibilities. This provides information
that is unique to a particular field or area. In addition to reading all other parts,
readers should familiarize themselves with the information that is shown for the
area in which they work. All personnel will be encouraged to submit their proposals
for change or amendment to HSED through their Supervisors.2

The second is Part 38, which is a summary of entire manual. This can be used as a
quick guide for refreshing the readers memory, or as an overview for new drivers.
Like the questionnaires, the summary is supplementary to the procedures given and
should not be used as a short cut to reading the manual.

Appendix A Definitions
ADCO

Abu Dhabi Company for Onshore Oil Operations.

ADCO Employee
An employee, irrespective of his/her job grade, filling an established position
within the ADCO Manpower Organisation. Examples are engineer, supervisor,
foreman and technician.
Bulk Wagon
Usually having the HGV classification (see below), bulk wagons are vehicles
that are used to carry loose unpacked cargo in one single container or tank, for
example; a crude oil tanker.
Contractor/ Subcontractor
1. Any company employed by ADCO.
2. Any person undertaking work on behalf of ADCO but employed by a
contracting company.
Document for Safe Driving
The certification that all drivers must gain before they are permitted to operate a
vehicle on ADCO premises (previously known as the ADCO Permit to Drive).
Driver / Vehicle Operator
Any person (ADCO employee or contractor) engaged in company business
who, as part of their job, must operate a vehicle or piece of mobile
equipment/machine.

Heavy Goods Vehicle - Any vehicle weighing more than 2.5 tons in weight
when unloaded, that is designed and used for transporting cargo.
