Appendix S8-1 GUIDELINES FOR THE ASSESSMENT OF BCA REGISTERED CONTRACTORS

INTRODUCTION
All GPEs are required to assess the performance of the contractors for all projects
called under BCA registration heads except MW workhead. Assessment shall be
carried out for two main areas: Quality of Works and Management. Assessment shall
be for the whole project duration and the assessment report as shown in Annex B
should be submitted to BCA Contractors Registry within 3 months of practical
completion.
The project Superintending Officer (SO) or his representatives shall complete the
assessment report which shall be signed by the department head and endorsed with
the official GPE stamp on the report.

ASSESSING QUALITY OF WORKS (TOTAL SCORE: 100 POINTS)


For CW01 projects with CONQUAS score, the CONQUAS score will form the basis
for the assessment of Quality of Works. As the final CONQUAS score is usually not
available on project substantial completion, GPEs need only submit an assessment
report for the management factors. BCA will compute the Quality of Works score
separately after the CONQUAS score is finalised based on the scale given below.

For all other non CONQUAS projects, GPEs could consider formalising an internal
assessment framework and system for the Quality of Works for such projects to
submit to BCA for clearance.
Alternatively, scoring templates are given in Annex A on the assessment criteria for
the Quality of Works for CW02 and CR Contracts, CW01 Contracts without
CONQUAS Score, ME Contracts and SY Contracts to guide GPEs through the
assessment process. GPEs should amend the assessment criteria to suit their projects
and contracts where appropriate.

ASSESSING MANAGEMENT CAPABILITIES (TOTAL SCORE: 50 POINTS)

Management capabilities of the contractor are assessed in four main factors: Site
Planning and Control, Progress of Works, Housekeeping and Response to
Instructions. SY contracts are not assessed for management capabilities.
The template for scoring of management capabilities for all contracts except SY is
given in Annex A.
The weightings for the four main factors are fixed for all contracts as follows:

Assessing officers should consider the following questions to assess contractors


management capabilities:
Site Planning & Control
(a) Does the organisation structure have a clearly defined line of reporting or
communication on site?
(b) Is the provision and layout of access to the site for residents and vehicles to the
quarters, sanitary facilities, storage space and refuse collection point adequate?
(c) Are there proper environmental and flood protection measures taken on site?
(d) Does the contractor effectively select and manage the sub-contractors?
(e) Does the contractor effectively control and coordinate the work?
(f) Are there any near-misses accidents on site (which did not result in any MOM
demerit points but is of serious nature)?
Progress of Works
(a) Is the work programme adequate and adhered to?
(b) Is the method and sequencing of work suitable for the project?
(c) Are there proper actions taken to mitigate delays/accelerate the programme where
appropriate?
(d) Has the contractor incurred any liquidated damages?
Housekeeping
(a) Is the worksite clean and tidy?
(b) Are work materials well protected and work equipment properly stored after use?
(c) Is there proper refuse disposal?
(d) Are the hygiene conditions of the site including the quarters and sanitary facilities
acceptable?
Response to Instructions
(a) Does the contractor show readiness and initiative in carrying out GPEs
instructions?
(b) Does the contractor react adequately to stakeholders (such as public) feedback?

SCORING METHOD AND USE OF SCORING TEMPLATES


Assigning of weights to assessment criteria:

GPE has to first decide on the applicable assessment criteria before assigning the
appropriate weightings to the criteria based on project requirements. Assessment
criteria that are not applicable to the contract should be given a weighting of zero. The
weightings should add to up to a total of 100 for Quality of Works and a total of 50 for
Management Capabilities.
Assign performance factor based on assessed performance:
For each assessment criteria, assessing officer is to assign a performance factor based
on the assessed performance of the criterion given in the table below:
For example, if a criterion is assessed to be Very Good, the assessing officer can
assign a performance factor of from 0.71 to 0.8. The performance factor assigned
should be up to 2 decimal places.

Computing the score:


For each criterion, multiply the weights by the corresponding performance factor to
obtain the score. For Quality of Works, the total score is obtained by summing up the
individual scores for each of the assessment criteria. The performance factor for the
total score is obtained by dividing the total score by the total weighting.

SUBMISSION OF PERFORMANCE ASSESSMENT REPORT


After the total score is computed for Quality of Work and Management Capabilities,
the assessing officer is to transfer the given scores for Quality of Work and
Management Capabilities onto the performance assessment report template given in
3

Annex B Page 2 for submission to BCA. BCA shall compute the performance factors
and performance grades.
The assessing officer should also fill in the project details and contractor information
on the first page of Annex B.
The completed assessment report and scoring templates should be sent together to:

QUALITATIVE COMMENTS AND FEEDBACK


The assessing officer shall provide additional qualitative comments and feedback on
the contractors performance on page 3 of the performance report in cases where
performance was sub-standard, i.e. graded poor in any of the factors.
For exceptionally good performance, i.e. graded excellent in any of the factors,
assessing officers are encouraged to provide details for the specific factors.

PERFORMANCE DURING DEFECTS LIABILITY PERIOD

Subsequent to the submission of the performance assessment report after practical


completion of the project, there is no need to submit a final completion report if
performance of contractor during the Defects Liability Period (DLP) is satisfactory.
If the performance of the contractor during the DLP is unsatisfactory, GPEs shall
submit a new performance assessment report to BCA at the end of the DLP. The
assessing officer shall re-assess the contractors performance for the entire contract
period including the DLP and the report will override the earlier report submitted after
practical completion.

1. This template is to be used only for a main contract called under ME workheads.
2. M&E works may include the following components: electrical, ventilation/air conditioning, plumbing & sanitary,
lifts/escalators, fire protection, and automation systems. GPEs may include others specialised works.
3. Assessment should be carried out separately for each of the components under the contract.
4. Assign weightings to assessment criteria applicable to the component in the contract. Criteria that are not applicable
should be given a weighting of zero. The total weightings should add up to 100.
5. Assign a performance factor for each assessment criteria based on assessed performance. E.g. for a criterion assessed to be
Very Good, a performance factor of from 0.71 to 0.8 can be assigned.
6. Calculate the score for each criterion by multiplying the weightings by the corresponding performance factor. Sum up the
scores for all criteria to get the total score.
7. If more than one components are assessed, the average score of all the components shall be the final total score.
8. Assessment for M&E works in CW01 contracts will be done under CONQUAS scoring scheme.
