Junior High wrestling teams from Wolf Point, Williston,


Poplar and Miles City were in Glasgow for the Scotty
Junior High Invitational on Tuesday, and our local boys
flat-out dominated in taking the team title. These kids
work really hard in an intense sport, said Glasgow
High School Athletic Director Brenner Flaten, the
future is looking bright for sure. They are, back row:

One of the movies a couple of generations have


been waiting for is set to open nationwide on December
18th, and Valley Cinemas in Glasgow is one of the select
theatres to get a sneak peak on December 17th.

Star Wars: The Force Awakens will hit the screen at
Valley Cinemas at 11:00 Thursday night. Its 136 minutes
of sci-fi entertainment which will put you back home
around 1:30 Friday morning.

Star Wars: The Force Awakens shows itself a movie
in the spirit of the original trilogy, which ended with
Return of the Jedi in 1983. (This one takes up the story
30 years later.)
In 2012, The Walt Disney Company acquired
Lucasfilm for $4.05 billion and announced three new
Star Wars films, The Force Awakens being the first.

Sexual and Violent Offenders Targeted in Roosevelt County


With the goal of locating
offenders who arent in compliance
with Montanas Sexual or Violent
Offender Registry, Montana law
enforcement agencies conducted
intensive compliance checks in
Roosevelt
County
November
17 18. During the operation, a
total of 71 sex offender address
verifications were conducted; this
was the first time a multi-agency
compliance check has ever taken
place in Roosevelt County.
To date, law enforcement
agencies have also conducted
operations in Billings, Great Falls,
Kalispell, and Missoula, as well as
in Beaverhead, Glacier, Lake, and
Pondera Counties.

Service,
the
United
States
Probation and Parole Office, the
Roosevelt County Sheriff s Office,
the Fort Peck Tribal Sex Offender
Registration and Notification Act
(SORNA) Team, and the Montana
Department of Justice participated

in the operation. Working together,


they verified 53 sex offenders
as compliant (residing at their
registered address).
Additionally:
5 offenders could not be
contacted at their residence and
residency was not verified. Those
addresses where offenders could
not be verified were left notices
on their doors and the local
registering agency is following
up on the verifications.
2 offenders were found to be
non-compliant and follow-up
investigations will be conducted
to determine if formal charges
for failing to register will be filed.
11 sex offenders and 5 violent
offenders were brought into
proper compliance.
5 sex offenders had moved away
and are properly registered in
other jurisdictions.
4 sex offenders were located in
the local jail.
3 sex offenders are suspected

to be in federal custody and are


being checked on.
3 offenders were arrested on
Federal warrants and 1 was
arrested on a Tribal warrant.

was pleased to work with the U.S.
Marshals Office, the Fort Peck
Tribes SORNA Office, and the
Division of Criminal Investigation
staff from the Montana Department
of Justice during the two-day
operation. In Roosevelt County and
the Fort Peck Indian Reservation,
Iits extremely important to the
safety of the public that we ensure
our sexual and violent offenders are
living at the address they registered
and are in compliance with any
conditions they may have.

Under Montana law, convicted
sexual or violent offenders must
register their address of residence
with local law enforcement.

Frances Fran Penny,


74, passed away on Sunday,
December 13, 2015, in
Billings, MT, surrounded by
family.

Fran was born on June
2, 1941, in Sutter Creek,
CA. She was the daughter
of the late George Smokey Revell and Kathleen Kitty
Revell. Fran attended high school in Minot, ND, where
she graduated in 1959. After graduating high school, she
moved to Glasgow, MT, where she met the love of her life,
Alvin Al Penny. Fran and Al married on June 11, 1963.
Together in Glasgow, they lived, raised and relished their
three children, Denise, Brenda and Brian. The Penny
family was actively involved in their community and First
Lutheran Church.
In the summer time throughout those years, Fran
promoted family vacations, camping and the spirit of
togetherness. She spent her working days in Glasgow
caring for children at her in-home daycare while working
many nights at Eugenes Pizza making and serving the
most delicious food on the planet for nearly 30 years.
After Al & Fran moved to Billings in 1989, Fran continued
to work serving people at Perkins, where she made many
friends.

Fran touched the hearts of many people. She had
a good sense of humorshe was hard-working, quickwitted, and willful, while always kind and caring. Her
arms were wide open for her family and those they loved.

Fran adored her husband, children, and grandchildren.
She devoured books, enjoyed good conversation, watched
sports, and raced through crossword puzzles.

After retiring ten years ago, Fran devoted her time
to her husband of 52 years and spoiled her children and
grandchildren, including the furry ones. Fran served her
family faithfully, left many friends and no enemies. We
will miss her deeply and forever.

Fran was preceded in death by her beloved parents,
her sister, Dixie Crouse, and her brother, Bill Revell.

Left to remember Frans life is her devoted husband,
Al, together with their children: Denise Penny; Brenda
& Dennis Buckley; and Brian & Danielle Penny. Frans
grandchildren, Ariel Popelka and Eli & Bridger Penny will
fondly remember her unconditional love and devotion to
them.
Funeral services will be held at 2:00 p.m., Friday,
December 18, 2015, at American Lutheran Church, 5
Lewis Avenue, Billings, MT.

Montana Attorney General Tim Fox issued the


following statement regarding President Obamas
Syrian resettlement plan:
Our nation has a rich heritage of welcoming
refugees and our hearts go out to those fleeing the
disruption of their homeland. However, security
experts at every level are expressing grave concerns
because, as federal law enforcement officials have
admitted, it is nearly impossible to screen out terrorists
hidden amongst the legitimate refugees seeking
asylum in the United States. As Attorney General,
the safety and security of Montanans is my primary
responsibility. We must acknowledge that there are
serious security risks since most of these individuals
have no documented backgrounds to check and no
records to screen. The Obama Administrations Syrian
resettlement plan is simply inadequate to ensure the
safety of Americans and Montanans.

Writes Don Feder, former Boston Herald writer:
A scientific survey by the Center for Security Policy,
whose results were released in June, found that nearly
a quarter of American Muslims believe that violence is
justified to punish those who give offense to Islam. So
the odds are that one out of every four Muslims who
immigrate to the United States approves of violently
repealing the First Amendment. This would mean
that 25,000 of the 100,000 Syrian refugees Obama
wants to bring to America approve of violence against
Americans who insult Islam.
Most Muslims arent terrorists. But as a 2015
report by the Gatestone Institute noted, the Muslim
community is the sea in which extremists swim.
Why knock down the sea walls?
The Constitution prohibits a religious test for
public office, not immigration. Besides, the First
Amendment applies to citizens of the United States
and others living here, not to those who have yet to set
foot on American soil.

the Sexual or Violent Offender Registry (SVOR).
Depending on their tier level designation, sex offenders
must verify their addresses with law enforcement on a
regular basis (by law, violent offenders are not given
a tier level). When an offender fails to verify his/
her address, he/she falls out of compliance with the
registry.
Tier III (the most dangerous) sex offenders must
verify address every 90 days
Tier II sex offenders must verify address every 180
days
Tier I and non-designated sex offenders must
verify address once per year
Montanas SVOR, which tracks an average of
2,300 sexual offenders and 3,300 violent offenders at
any given time, is viewable online at https://app.doj.
mt.gov/apps/svow/default.aspx On-line visitors may
also register for free email notifications that allow
them to be automatically notified whenever a sexual
or violent offender moves into a zip code of interest to
subscribers.
