What is MAGP

• MAGP is an initiative emerged from need of


taking RTI to people
• MAGP is common platform on which various
stakeholders, active on RTI have come together
• It’s an effort initiated and facilitated by Janpath.
(Network of civil society organizations)
• In second convention of NCPRI, we participate as
Mahiti Adhikar Gujarat Pahel (MAGP)

Why MAGP ?
• RTI is an effective tool to make democracy
meaningful and participatory
• To provide common platform to various
stakeholders
• State is not an external agency. People in a the
system are from civil society. There is strong need
to strengthen the system for implementation of
RTI
• It is important that citizens come together in
solidarity to share and solve problems while using
RTI .

How it works ?
• Being a state level network of voluntary organization,
Janpath has hosted and nurtured this initiative. It has
provided strong but low profile leadership to this
process.
• Janpath has voluntarily provided secretarial and basic
infrastructure support.
• ADR, We the People, TI (Gujarat Chapter), Loksatta
(Gujarat) and members of Janpath are giving intellectual
inputs in programme designing and volunteer
mobilization.
• Prof Jagdeep Chhokar, retd. Professor IIM, and
founder of ADR has taken responsibility as Convener of
MAGP

Approach
• Given space, training, and scope for second cadre,
youth volunteer. Put special efforts for their
capacity building so as to enable them to come
forward to accept responsibilities
• Promote RTI Swayam Seva Kendras to
decentralize facilitation process
• Routine activities are carried by Volunteers
independently.
• Stakeholder contribute for special designed
programmes. Trainings are provided by
recovering actual cost.
• Free Legal Aid

Reach
• Ghoons Ko Ghoonsa Campaign, Public meetings, Workshops &
Seminars, Talk on AIR, Weekly Programme Janwano Haqq
(Right to Know) on DD
• Through these activities MAGP has been successful to reach in
remote interior places
• MAGP has developed people friendly formats of application,
appeals and complaints. Today 80% of the appeals/complaints
coming from every corner of Gujarat to the state commission are
in MAGP format.
• The responses of DD and Air programmes are from different
sections of society.
• MAGP has conducted 66 orientation and training programmes.
15 master trainer- Resource persons associated with it.
Orientation and basic training to approx.3000 people
• In association with state machinery (SPIPA), MAGP has
designed training material. It conducts case study based
session in each training programme.

• RTI helpline -9924085000
– 22,550 phone calls responded
– 90% Gujarat, 10% other state)
– 20% from PIO and Applet Authorities.
– As national helpline is temporarily closed down,
number of national calls have increased to 20%

– Campaign against RTI Amendment Bill
– PDS
– NREGA
– Health Service etc.
• RTI ON WHEEL – Will be launched in March.

• RTI Act and Gujarat Rules – Gujarati version,
authenticated by the government.
• Six steps of RTI – user manual for citizen. This
has been popular amongst citizens. Over 10
thousand copies have been circulated.
• Developed model applications
• Ready reference on important provisions of RTI .
• Video case study for training purpose in regional
language
• Provided technical inputs to SPIPA for making
of education Film on RTI and other literature
