Department of Homeland Security Washington, DC 20528 Dear Secretary Johnson: I write regarding the Committee's ongoing inquiry of the terrorist attacks in San Bernardino, California, on December 2, 2015. Itis my understanding that Department of Homeland Security (DHS) officials reviewed a policy memorandum at some point in time that included changes to the vetting process of foreign visa applicants. Specifically, the ‘memorandum apparently authorized United States Citizenship and Immigration Service Personnel to use social media to verify the applicants’ information as part of the vetting process.” ‘The memorandum was ultimately not adopted.” To assist the Committee with its oversight efforts, I respectfully request that you produce the following information and material: 1, Please produce all documents and communications referring or relating to the Department's use of social media in vetting visa applicants or Department's use of other publicly available information in vetting visa applicants; 2. Please explain what the Department's policy was regarding social media on December 2, 2015; 3. Please explain why the Department prepared the policy memorandum; 4. Please explain why the Department did not adopt the policy memorandum; 5. Please provide a timeline of the Department's drafting, review, consideration, and rejection of the policy memorandum; and 6.
