A request was made by Custodian to Rick Yocum president of NJSPCA for input. Yocum reportedly
supplied a complete and accurate listing.

Documents were never destroyed on this matter.

Request was fulfilled in its entirety but requestor disputes authenticity of documents.
It is the opinion of the Custodian the GRC complaint has been filed in error or in an attempted harassing
manner in an attempt to intimidate and exploit the complaint system. The request was very simple and
eventually completed in a manner that the requestor was willing to accept.
The President of the NJSPCA, Rick Yocum, is willing to certify the document provided is authentic and
has not been altered in any manner. Yocum contends the Facebook page site is the Cummunity Services
volunteers pages and is not an official, sanctioned or approved site of the NJSPCA and is exempt from
OPRA but was provided in a spirt of cooperation.

Rick and Harry- FYI- if memory serves correctly, this was all over "who was banned on Facebook page".
Initially he received a hand typed list and was unhappy. A follow up Facebook print out was supplied by Rick
and that did not meet his needs.

Mr. Stewart,
In light of our previous emails regarding the past disputes between you and 1, I have
determined that mediation will not resolve this matter.
On October 28, 2015 the NJSPCA custodian contacted me to provide a 3rd response to my
request. I have concern with the authenticity of the records again provided as they do no match
the record / can create from printing a facebook blocked page.
It was my intention to question the custodian during mediation as to records authenticity. As
you are aware, I have been participating in past mediation without fully understanding the
confidentiality requirements. Due to the number of government officials I have caught lying in
their official capacity, its also ways been my intention to take action on intentional
misrepresentation of facts. If I can not hold a custodian to what they claim nor keep a record of
it, mediation is of no use.
its better for me to get an adversary to file a certification. That way if they are misrepresenting
the truth I can file criminal charges. In several recent superior court cases, adversaries
suddenly came up with records when we demanded certification they had none.
Therefore I am withdrawing my consent to mediation and look forward to what the custodian
will certify to in their statement of information.
