After winning $70,000 from the Harvards President Challenge in May, Mark43formerly known as
Nucleikhas secured another $1.95 million in seed funding. Led by Spark Capital and General Catalyst,
the round will help the law enforcement information management startup expand its softwares reach
nationwide.
Mark43 designs and develops the worlds first cloud based law enforcement platform. With new mobile
and web tools, Mark43 is dramatically increasing the information efficiency of law enforcement agencies
while providing them with new strategies for analyzing data.

Mark43 is one of the latest entrants into the rapidly growing public safety market. The Mark43
technology provides a cloud-based platform for case management and collaboration within law
enforcement. The system is CJIS compliant, and also provides data visualizations of relevant
case data and crime trends.
Mark Zuckerberg isnt the only brainiac to turn a Harvard project into a hot startup. Earlier this
year, 22-year-old Scott Crouch and a couple of his classmates started Mark43, which makes
powerful new software for a growing number of police departments. The technology, which
grew out of an engineering design class, helps law enforcement do sophisticated data analysis,
such as mapping the hierarchy of gang members to make more targeted arrests and giving
officers on the street critical information about dangerous suspects.
Vendors have been lining up to pursue the multi-faceted public safety opportunity set, which
includes major network projects like the upcoming FirstNet, significant upgrades to 911 systems,
law enforcement technology, and crisis response. According to Homeland Security Research, the
global opportunity set for public safety will be $546 billion by 2022. Crouch first started working
on the project as a Harvard junior, and part of his work saw him shadowing Massachusetts police
troopers in an attempt to see how effective their tactics were. His attention, however, was
constantly diverted to the way in which the police officers struggled with the software they had
to use.Youd have to hit TAB five times, hit six buttons, open up three new boxes to actually
search for a report, and even then it wouldnt really work, Crouch says.His work, in
collaboration with two fellow students got recognized in 2013 when they secured $2 million in
seed funding.
At present, detectives have access to huge amounts of information, but that can often make
picking out individual key facts more difficult than ever. Frustrating manual searches are,
unfortunately, a reality that many detectives have to undertake today.
Mark43s software, which has already secured a contract with one of Americas largest
metropolitan police departments, will allow detectives to connect the dots in criminal cases and
spend less time on laborious manual searches.

Mark43 will face some steep competition from first movers, including SceneDoc which provides
mobile and cloud-based case management, COPsync a real-time network for law enforcement
agencies, and the LexisNexis Public Safety Platform to name a few. The firm could also be a
target for acquisition by a vendor like LexisNexis, which is snapping up smaller companies to
rapidly add features to the platform.This announcement is yet another proof point that the
govtech market is ripe for investment, said Ron Bouganim, Govtech Funds managing partner.
SceneDoc is one such player. The company provides online and mobile case reporting solutions for local
police departments. The application is designed to take the place of the clipboards police departments
have been carrying around for decades. The application also allows law enforcement to take pictures
and audio at the scene and add that to the case file. In addition, date/time and GPS location are
automatically placed in the apps photo log to eliminate any potential errors, and all data is stored and
transported using FIPS 140-2 certified Advanced Encryption Standards (AES-256). User audit trails are
also available to ensure chain of custody.
COPsync operates a real-time network for law enforcement agencies that enables patrol officers to
collect, report and share critical data in real time at the point of incident and obtain instant access to
various local, state and federal law enforcement databases. Dispatchers and officers receive alerts to be
on the lookout for child kidnappings, robberies, car thefts, police pursuits and other crimes in progress.
Without COPsync, this is typically done via fax or bulletin board. The service works by creating a
connected chatroom of sorts where officers can see other local officers as well as all other officers on
the network nationwide. Then, patrolmen can coordinate information sharing and incident response
without having to wait for an order from a dispatcher. GPS in the vehicle will also track the movements
of officers in the field providing a report to police commanders about general activity, even if no
incident reports were filed. To adopt the technology, police departments can download the software, or
they can do it as part of a new hardware install, where the in-car computer system will come with
COPsync pre-loaded. Woessner says new sign ups are an even mix with 40% opting for new hardware.

What they discovered is that there could be an easier way to reduce paperwork for law
enforcement officials. Through their software, officers are given instantaneous access to accurate
and organized data, enabling them to more effectively tackle gang violence, murders, and violent
crime. For the last eight months, the Special Projects Team of the Massachusetts State Police in
Springfield has been using the technology, minimizing the time spent on office paperwork by 90
percent.

foundation of all analysis and intelligence tools. This is why Cobalt took special care to design a
user interface that makes reporting as painless as possible. The result is less time spent writing
thats more accurate.

Any piece of data in the Cobalt platform can be imported into a case. Much of this happens
automatically when a case is opened as all involved persons and evidence from reports are imported
into the new case. Investigators can then collaborate with other detectives to build on the case with any
additional information they discover. Cobalt helps investigators spend more time solving cases instead
of managing data entry.

across-department adoption of the startups software that will also involve more than 30 federal
agencies and represent some tens of thousands of users. The startups cloud-based technology is also
designed to reduce the time it takes to file arrest reports and eliminates the need to print and make
copies of reports by using electronic signatures. It then analyzes the data and visualizes it, so that
detectives can visualize criminal networks. It is, therefore, no surprise that one startup company has
taken it upon itself to focus on making the software utilized on a daily basis by 700,000 or so American
cops, more intuitive and advantageous.

Gen. Petraeus ultimately invested in Mark 43s $10.8 million Series A round of venture capital,
led by venture firms Spark Capital and General Catalyst, Mr. Crouch told VentureWire.
Lowercase Capital and Govtech Fund, Allen & Co., and Eric Schmidts Innovation Endeavors,
also participated, as did actress Sophia Bush, the star of NBCs Chicago PD. However, several
other large police technology implementations that didnt go quite to plan will see all eyes on
Mark43 when it comes to its own deployment. The 911 dispatch system implemented in New
York at a cost of $88 million, for example, has been blighted by outages since its introduction.
According to Randi Levin, the former chief technology officer for Los Angeles: The criminal
justice requirements were never written with cloud computing in mind.
If all goes to plan, police officers could potentially use Mark43s software to search for suspects
by name, keyword or even alias. The returned results would then be displayed in a highlyintuitive format, with known associates shown like a list of friends on common social media
channels.
The system will even show any of the individuals recent social media activity, such as tweets
providing they have an openly-accessible account. With such information on-hand, the job of
law enforcement agencies across the country will be made easier and more efficient going
forward; all thanks to the cloud and the plethora of benefits it affords.
The startup was founded by Harvard College graduates Scott Crouch, Florian Mayr, and
Matthew Polega during an engineering design seminar at Harvard. As part of the class, the trio
was tasked with tracking the success of a new policing model used by a team of Massachusetts
State Troopers.
