90 corruption incidents and the supply sector is on the top of the list

Preamble :
In the framework of "The Corruption Logbook" "Partners for transparency" PFT
continues publishing monthly reports to observe and follow up the corruption incidents
and here is the fifth report published by the institution which focuses on observing and
analyzing the legislative and procedural developments related to fighting corruption, as
well as spotting the incidents addressed by various media sectors during November
2015.
The report observed the continued events of awareness associated with the strategy of
the state against corruption facing the absence of relevant legislative procedures. About
the incidents, 90 corruption incidents were observed presenting 50% increase from the
incidents that have been observed during October pointing out that the Observatory
deals with facts that have already been detected and many of which are subjected to
investigation. On one hand , the report, with its different sections, includes an analysis
for the different legislative and procedural developments and on the other hand of the
incidents that have been observed .
Legislative and procedural developments related to corruption during November:
November 2015 witnessed a number of meetings in some governorates and ministries
concentrating on the state's plans for fighting corruption, as well as different statements
from government officials led by Chairman of the Accountability State Authority
emphasizing on the importance of fighting corruption and linking it to the development
efforts and the attraction of various investments, while November didnt witness any

legislative action related to the fighting corruption . What has been observed in this
regard is presented bellow : Wednesday,4th November, 2015: the counselor "Hisham Genena," the chairman of
the ASA confirmed that the priorities of the state in the era of "President Abdel Fattah
al-Sisi" are fighting corruption , supervising on the expenses, and clarifying the
optimum exploitation of state funds.
Thursday,5th November, 2015: Damietta University held a seminar entitled
"Challenges facing fighting corruption and its negative effects on the society," with the
presence of the counselor Hisham Genena, the chairman of the ASA, and Dr. Ismail
Taha the Governor of Damietta and a number of members of the ASA and the
reconstruction authority , and the Board of Trustees of New Damietta city .
Wednesday,11th November , 2015: South Sinai Culture Branch headed by "Amal
Abdullah" , the general manager of South Sinai Culture Branch of the canal region and
cultural Sinai organized an awareness lecture entitled "The fight against the
phenomenon of corruption" given by "Tamer ElDesoki", the administrator of the field
follow-up in the administration of literacy and adult education in Dahab.
Tuesday, 17th November , 2015: the General " Mohammed El-Sheikh " the secretarygeneral of the governorate of Menoufia, met with the anti-corruption commission, the
directors of the departments, and leaders of the Council; to follow-up the main
operational plan for the national strategy for fighting corruption in the governorate,
where he , "Mohamed Sheikh" the Chairman of the Anti-Corruption Commission,
confirmed on the need to intensify efforts in the fight against the scourge of corruption
and to develop mechanisms to drain its resources, in order to reveal the places of
corruption and develop solutions to confront it also to give a strong message that the
fight against corruption and its prevention is a common responsibility ; for all the
authorities of the state and society, and it is a national duty.
Wednesday,18th November , 2015: South Sinai Culture Branch of the canal region
and cultural Sinai organized a cultural awareness lecture in Abu Rudeis entitled
"corruption is the scourge of all time" given by "Mohammed Hussein Hijazi," the
director of the house of culture of Abu Rudeis, he talked about the concept of
corruption and its types whether politically ,financially ,or administratively , its common
forms and causes of its spread in the communities ,and its effects that are harmful to
sustainable development which negatively affects the quality of life of the citizen.
Saturday, 21st November , 2015: "Dr. Hilali Sherbini," the Minister of Education,
issued the resolution No. 412 of 2015, for the formation of an Anti-Corruption
Commission in Ministry of Education and Technical Education, the first article in the
resolution stated that a high committee in the Office of the Ministry of Education and

Technical Education should be informed to prepare the main operational plan for the
national strategy to fight corruption in schools , educational departments , general
directorates , the Bureau , and agencies affiliated to the ministry.
Saturday, 28th November, 2015: the ASA headed by the counselor Hesham Genena,
the head of the authority, held a training session for newer appointees in the authority in
the positions of trainee auditor and trainee specialist auditor graduated from law and
Sharea classes from 2006 till 2009, the session discussed the most important role of the
members of the ASA in the fighting corruption, monitoring administrative authorities in
the country ,and studying the files, also the Education Department in Gharbeya
organized a workshop to discuss the formation of the anti-corruption committee in
Ministry of Education and Technical Education by the resolution No. 412 on 15
November in the Hall of Professional Development in the department .
Sunday: 29th November , 2015: "Abdel-Fattah Abu Shama," first secretary of the
Ministry of Education in Assiut, held a meeting with members of the Executive
Committee of the Anti-Corruption in the Department of Education in Assiut in the
framework of the implementation of the main plan for national anti-corruption strategy
and assigned the educational department managers to develop complaints and
proposals' boxes in each School, demanding the implementation of the principle of
transparency and anti-corruption ,and achieving the principle of reward and punishment.
Monday, 30th November , 2015: the foundations of Masrien Bela Hodod, and Justice
for Development and Human Rights in Sohag held a seminar entitled "Strengthening
the role of women in the fighting corruption", to raise the awareness of the role of
women and the importance of their role in the fighting corruption and responding to it.

The previous data suggests that the Ministry of Supply has ranked first among the
sectors that have witnessed incidents of corruption in November with 36 corruption
incident , followed by the Ministry of Housing with 7 corruption incidents , then both
the Ministries of Communications and Health with 5 the corruption incidents each , and
then the Ministry of Agriculture with 4 incidents of corruption, followed by the
Ministry of Interior, the Ministry of Education, the Banking sector, Localities, and the
private sector with 3 incidents of the corruption for each, then the Ministry of Higher
Education , the Ministry of Justice, Ministry of Finance, the Ministry of Petroleum, and
the Bar Association with 2 incidents of corruption each, and finally, the Ministry of
Youth and Sports , the Ministry of Electricity and Energy, the Parliament, the Ministry
of Industry and Trade, the Ministry of Civil Aviation, Ministry of Transport, the
Ministry of Tourism, and civil society, in last place , with one incident of corruption
each.

The previous data suggests that the incidents under investigation ranks first among the
incidents of corruption during November 2015 with 70 incident, followed by the
incidents on trial with 10 incidents, then the incidents that have not been investigated yet
with 9 incidents and finally ,the incidents that has been adjudicated in last place among
the incidents witnessed in November with one incident only.

Seizure 34 tons of meat and poultry structures disqualified for human consumption,

Arresting the letters distributor in the South, for taking over a number of ordinary and
registered letters in his charge sent to clients in the office where he is working and
