Executive summary:
The topic of this survey is to poll the opinions of citizens from
all ages, gender and educational levels, about the distribution
of unloading electricity line on houses in the city of Saraqib.
Which will be implemented by the local council, as well as
polling their views about the mechanism to be followed in the
distribution and their evaluation for the work of the local
council in all fields of life questionnaire (Services - Security Health - Relief - Education).
The importance of this research comes from creating a link
between the local council and citizens to try to build confidence
between them and giving citizens the opportunity to express
their opinion on the issue of vital and important life directly
affect namely electricity.
Through this questionnaire we discovered that education is the
primary matter from all other living things.
We also found that the population are satisfied with local
council with services and health and education, while there was
a big Split on security situation and relief distribution.
About electricity we found that a sector of the people consider
that the electricity situation is fine, but others said that the
local council is not doing enough and should do more on
electricity issue.
We found that part of people having electricity through
Collective generators, but they are not satisfied with the prices.
The other part do not have any source of electricity.

And we also found that most of people choose to use the

Collective generators network in distributing unloading
electricity line as well as their approval on the capacity of the
LC to implement the distribution plan, but they were not sure
about his capacity of adjust irregularities.
This questionnaire has been able to give the perspective of
semi-standardized for people who were surveyed, it can
referred by the local council to achieve harmony between the
work of the Council and the perspective of the average citizen.
We recommend submitting the results of this questionnaire to
the local council and all the decision-making centers in the city
of Saraqib to create a link with the citizen also recommend
repeating such questionnaires before launching any project
affects the citizens lives.
Introduction:
This research aims to explore the views of the citizens in the
city of Saraqib about the mechanism to distribute electricityunloading line (Dynamic).
As well as citizens evaluation to the work of the local council in
all areas (services -security - Health - Relief - Education) which
would have a role in locating failure from the perspective of the
citizen and make way for a citizen to express his opinion on
topics considered at the heart of his life.
The Syrian polling Center (Massar) conduct this survey and
follow-up implementation.
500 citizens were supposed to be involved, but some of them
refused to, so 337 submitted to the survey, from all ages and
educational levels and sexes.

Methodology:
The survey included the following:
1. Identify the priorities of the citizen:
We have deliberately decided through this questionnaire to
determine the priorities of life citizen, the analysis showed us
that education was the most important priority for the people
who were surveyed while security and relief solution in second
place while services ranked third in importance while the
Health last priority for them.
2. Satisfaction with the local council:
In terms of citizen satisfaction with the performance of the
local council, we have included a detailed study of all aspects
that matters the daily life of each citizen.
3- Development of electricity in the city of Saraqib:
Through this survey we found that people who rank the
electricity situation in the city as bad are slightly more than the
people who said that electricity is fine.
The majority of citizens who were surveyed said that the local
council does not do enough on the subject of electricity, as it
should be.
4- Access to electricity and the price of subscription:
We found that the majority of people do not have no access to
electricity, and those who have access are not satisfied with
prices.
5- The distribution ways of discharge line:

Through this survey were the following methods to display the

distribution of unloading electricity line (Dynamic) on the
citizens of the city of Saraqib:
laying new network lines by an investor and he get in return
30% of the amounts of monthly subscription proceeds for one
year.
laying network of new lines at the expense of citizens who
want to participate, so that the cost of extending the network
divided on citizens for once.
distributing the network through collective generators, so the
network owners get 30% of the amount of the monthly
subscription for a year.
We also gave the people who were surveyed the option to
accept or reject all options.
So it is clear to us through the study that the majority of
citizens have chosen to use the collective generators network.
also that there is convergence between the proportions of men
and women, where both chose to use collective generators
Networks.
In terms of marital status, they were divided between the
majority of singles resort to an investor or laying the network at
their own expense, while the majority of married chose to use
collective generators network.
6- The local council capacity to implement the distribution plan:
Resulted in the questionnaires study that the majority of
people who were surveyed approve the ability of the local

We found that people have confidence in the ability of the local
council on the implementation of the plan increase with the
educational level of the person.
We note here that we had been using paper questionnaires and
personal interviews were conducted with people who were
surveyed, we were also selected sample randomly, regardless
of gender, age, profession, income, and educational level in
order to cover all segments of the community.
This is because electricity is a topic of the life of any citizen.
500 people has been introduced to questionnaire, 337 agreed
to participate, while the rest refused, fearing the presence of
risk in participation.
The Syrian polling Center (Massar) complete the questionnaire,
which is a new center in its inception, but unique it works
inside Syrian, and all employees have the expertise to operate
the human rights and civil work.
In terms of the problems that are likely to exist in the search it
will be technical problems that can be avoided with increasing
experience.

Results:
1. Identify the priorities of the citizen:
Resulted through analysis that education was the most
important priority for the people who were surveyed while
security and relief solution in second place while services in
third place while health was the last priorities for them.

2-Satisfaction with local council:

In terms of citizen satisfaction with the performance of the
local council, we have included a detailed study of all aspects.
The majority were satisfied or very satisfied with the work of
the local council.

As for his performance in the field of health, the vast majority

were satisfied or very satisfied with the work in this field

In terms of security situation, there was a big split between

satisfaction and dissatisfaction:

In terms of education performance, the ratio of satisfied is

bigger, but there was a noticeable share for dissatisfied:

In terms of satisfaction with relief distribution:

There was a noticeable contradiction between extreme
satisfaction and extreme dissatisfaction, we attribute this to a
fact the person who gets the relief will be satisfied, while those
who do not get it is very upset by the performance of the
Council in this topic

3- Electricity situation in Saraqib city:

Through this survey we found that people who rank the
electricity situation in the city as bad are slightly more than the
people who said that electricity is fine.
The majority of citizens who were surveyed said that the local
council does not do enough on the subject of electricity, as it
should be.

In terms of providing electricity by the local council:

The majority of people said that the local council should do
more to provide electricity.

4-access to electricity and prices:

We found that more than the half of people who were
surveyed are getting electricity from collective generators
and many of them have no access to electricity at all.

In terms of satisfied with participation prices:

All surveyed people has agreed that the prices is not fair

5-distribution methods of electricity:

We can see clearly that the majority of people choose collective
generators

In terms of the ratio between women and men on the

topic of the best way to distribute electricity:
Both women and men choose the collective generators
way.

In terms of the martial status on the topic of distributing

electricity:
The married were united on using collective generators but
singles were divided into two sectors, laying a new network by
an investor or laying the network on the citizen's expense.

6-local council capacity to implement the distribution plan:

Resulted in the questionnaires study that the majority of
people who were surveyed approve of the ability of the local
Council on the implementation of the distribution of electricity.

While the majority was not sure about the council

capacity to adjust Infractions

We also found that the trust of the local council capacity to

implement the plan increase with the education level,
The majority of whom have bachelor or higher degree were
agreed that the council has the capacity to implement the
plan

Conclusion:
This survey was implemented to reach the real opinion of
Saraqib population on the topic of distributing electricity in the
city by the local council.
And to measure satisfaction of people on the council
performance on health, services, relief, education and his
capacity to implement such plan.
We had a many exciting results, education was the most
priority for people more than food or medicine.
People are satisfied with the local council in many issues like
services, health, and education.
But they were not satisfied with relief distribution and security
situation, while for electricity distribution some of them
considered that the electricity situation is bad while others said

it is fine but the majority said that the council is not doing his
duty to provide electricity.
About access to electricity we found that some of people have
no access to electricity while big slice of them are getting
electricity by participating in collective generators network for
monthly amount of money, which the considered expensive.
We would like to mention that one of the main obstacles was
that not everyone want to participate in the survey, on security
basis or because they did not saw any benefit of such action.
Recommendations:
We recommend to share these results with the local council to
adopt in his plans and work, further research in the field of
measuring the level of satisfaction with the local council as a
means to monitor its performance in various fields and projects
carried out as well as the development of research in the future
to conduct another survey after implementing the distribution
plan for measuring the level of success and satisfaction among
citizens.
