INTRODUCTION
1.1

Good Agricultural Practice (GAP)


A resource management system in agricultural production
which is sustainable and follows good practices. The system
is expected to increase agricultural productivity of quality
and safe food, taking into account the welfare, safety and
health of workers and conservation of the environment.

1.2

Malaysian Good Farm Practice Scheme (SALM)


A certification scheme formulated by the Department of
Agriculture in the year 2002, to extend recognition to farms
practicing GAP following an environmental-friendly concept
and preservation of the welfare and safety of workers, in
order to produce quality and safe produce suitable for
consumption. The scheme was developed according to
Malaysian Standard MS1784:2005 Crop Commodities
Good Agricultural Practices (GAP).

Malaysian Good Agricultural Practices (MyGAP)


MyGAP is a new nomenclature or renaming of SALM
(Malaysian Good Farm Practice Scheme) for the Crop
Sector.

ADVANTAGES OF CERTIFICATION

Results in quality agricultural produce which are safe for


consumption since the content of pesticides residues in the
produce are at permissible levels.

Reduces pollution of the environment.

Gives priority to the Integrated Pest Control approach.

Reduces the use of pesticides.

Assures the safety and the welfare of farm workers.

2.6

Produces better quality harvest.

2.7

Agricultural produce is easily recognizable and can


compete in the domestic and the international markets.

A farm sales contract signed by a crop


entrepreneur with FAMA (Federal Agricultural

An area for food production developed by the


Ministry of Agriculture and Agro-based Industry.

Metal group that has high density,


above 5 g/cm3.

Entrepreneur

Individual or business enterprise responsible for

SERVICE CHARGES
Enrolment in the scheme is voluntary and service is given FREE to
participants for certification purposes.

EVALUATION CRITERIA

Undertaken to ensure that the operator is practicing


GAP while awaiting award of MyGAP certification.
Pre-audit Officers are officers from the Department
of Agriculture at the district level.
Officers from the Department of Agriculture at the
district level will collect harvest samples for the
purpose of pesticides residue and heavy metal
analysis.

Farm verification / practices

External auditing is carried out to ensure that the


operator is practicing and complies with GAP in
accordance with specified standards and if so can
subsequently be recommended for certification.
The audit will be undertaken by competent officers
(technical) from the Department of Agriculture.

VALIDITY PERIOD
MyGAP Certification is valid for two (2) years. Regimented monitoring
will be carried out at least once (1) a year by the Department of
Agriculture.

RENEWAL
11.1

For the purpose of renewal, applicant is required to


completely fill and submit MyGAP 13-2 Application Form
(Please Refer Appendix 2).

11.2

Certification renewal should be made every 2 years and


the application should be sent within six (6) months prior to
the expiry date.

11.3

Certificate renewal will be issued if the farm is still in


compliance with the specified conditions.

11.4

Please Refer to Certification Flow Chart in Appendix 1.

REVOCATION OF CERTIFICATE
12.1

MyGAP certification may be withdrawn based on the


following reasons:

Failure to renew the certificate after the expiry date


The farm is found to be in non-compliance with the
specified conditions while still in the validity period
Misuse of the MyGAP Certificate and logo in any way

1.

INTRODUCTION
1.1

The Malaysian Aquaculture Farm Certification Scheme


(SPLAM) was introduced in 2005 comprised of Pond
Aquaculture Rearing System, Cage, Tank, Hatchery and
Seaweed production.
The objective of the scheme is to produce safe and high
quality aquaculture products for consumption, produced in
a manner that will not cause any hazardous effect to the
environment, animal welfare and complied with the workers
safety and health requirement. The SPLAM is a voluntary
scheme which applies the Good Aquaculture Practice,
responsible and environmentally friendly at the farm level.

The Malaysian Good Agriculture Practice (MyGAP) is a


rebranding initiative replacing the Malaysian Aquaculture
Farm Certification Scheme (SPLAM) for Aquaculture Sector.

the validity of the existing certificate carried
out within three (3) months prior to the expiry date.

Any activity related to fully or partially of the life


cycle of fish breeding rearing or genetic breeding.

APPLICATION CRITERIA
The following farm owners are eligible to be considered for the
MyGAP certification:
4.1

Rearing sites selection that is owned and operated legally


(individual / rent / temporary ownership / lease).

4.2

Involved in fish rearing for at least a year and has yield


production record.

4.3

Farm records and documents are available, well-kept and


updated.

5.

4.4

Readiness in accepting positive opinions, comments and


suggestions for improvement on good aquaculture
practices.

4.5

Possess document of Quality Assurance Program as a proof


of commitment to produce quality, safe product for
consumption, sustainability for environment, animal welfare
and prioritizing the health and safety of workers.

APPLICATION PROCEDURE
5.1

Interested applicant for the scheme must fulfil


requirements and the MyGAP recognition criteria.

The application should be registered by completing the


ARF-01 Form Department of Fisheries Malaysia that is
available at the respective state offices of the Department
of Fisheries Malaysia or registering through the webpage of
the e-Biosecurity at http://www.ebs.dof.gov.my.

5.3

The Department of Fisheries Malaysia through States Fisheries


Biosecurity Unit (UBPN) will carry out pre-registration
inspection for certification of applying farm.

5.4

The genuine applicants that have undergone the


pre-registration inspection process will be issued with
registration number sent via official letter or electronic mail.

Registration)
6.

SERVICE CHARGES
The Service Charge is FREE.

EVALUATION CRITERIA
7.1

The MyGAP Certification Evaluation is based on the standard


requirements as follows:
i.

MS 1998: 2007 Good Aquaculture Practice (GAqP)


Aquaculture Farm General Guidelines.

ii.

MS 2467: 2012 Code of Practice for Seaweed


Cultivation.

CERTIFICATION PROCESS
8.1

The registered applicant shall submit their official application


for certification by enclosing the Farm Information, Quality
Assurance Manual (Quality Assurance Programme - QAP)
and related farm documents.

8.2

The Compliance Audit will be undertaken by the appointed


auditors to evaluate the Quality Assurance Manual and
Good Aquaculture Practice at the farm level.

8.3

The Follow-up Audit will be carried out to verify the corrective


measures taken if there is any request has been raised by the
Compliance Auditors.

8.4

The final report of the evaluation and auditing findings will be


forwarded by the Lead Auditor to the Fisheries Biosecurity
Certification and Evaluation Committee prior to the
approval by the Director of Fisheries Biosecurity Division.

8.5

The certificate signed by the Director General of Fisheries


shall be issued to the operators who have met the
certification requirements.

8.6

The operators shall use the logo and certificate for their farm
produce for domestic and export market till the expiry date.

8.7

The Surveillance Audit and re-certification will be carried out


in period of six (6) and twelve (12) months after the
certification and at least within three (3) months prior to the
certificate expiry date to measure and ensure the operators
are maintaining and practising the principles of the scheme.

8.8

If the farms are found to be non-compliance in accordance


with any specified terms, its certification status will be
revoked and will be announced on the website of
Department of Fisheries Malaysia. In the period of suspension
or withdrawal, the farm owner cannot use the logo and
certificate for any business transactions.

8.9

Phase 1 Application

The application shall be made using ARF-01 / ARF-02 Form to


the nearest State Fisheries Biosecurity Unit (UBPN)
The UBPN will carry out the farm pre-registration inspection to
certify the farm documents and declaration within 10 days
after the submission of the application form.
The application will be extended to the Fisheries Head
Quarters in Putrajaya for registration.
8.10

Phase 2 - Issuance of Registration Number


The Fisheries Biosecurity Division will undertake the evaluation
to the application and examine the UPBN Inspection Report
and issuing the Registration Number.
Registration approval will be notified to UPBN for further
action (inform the operator)

8.11

Phase 3 Auditing Application


The registered applicant shall prepare Good Aquaculture
Practice Document i.e. Document of Quality Assurance
Program.
The official application for the certification, QAP Document
and readiness to be audited should be submitted to UBPN.
The application then shall be forwarded to the Head
Quarters by UBPN.

8.12

Phase 4 Selection of Auditor Team


The Audit Team members will be selected from a list of
auditors based on the auditing experience and previous
Audit Report.
The Auditor Team is consist of Lead Auditor, Auditor and
Trainee Auditor (if necessary).
The Lead Auditor Chief will liaise with UBPN / applicant
pertaining to the actual auditing schedule.

8.13

Phase 5 Compliance Audit Evaluation


The Compliance Auditors visit will be carried out to evaluate
the documented Quality Assurance System in QAP
Document and its alignment with the actual practices in the
farm.
The Corrective Action Request (CAR) will be issued by the
auditors to the farm owner if the auditing findings showed
elements of incompliance with the auditing criteria.

The auditor team will submit the Compliance Audit Report to


the committee.
The farm owner has to act on the corrective measures as
agreed during the auditing session.
The UBPN will undertake the Follow-up Audit to evaluate the
corrective action taken by the registered applicant.
8.14

Phase 6 Committee of Evaluation and Recommendation of


Fisheries Biosecurity Audit
The Audit Report will be reviewed the Evaluation and
Recommendation of Fisheries Biosecurity Audit Committee
on the pertaining to findings by the auditors.

8.15

Phase 7 Approval
The approval granted by the Divisions Director based on the
recommendations of the Committee of Fisheries Biosecurity
Audit Report.

8.16

Phase 8 Certificate Award


The certificates shall be awarded to the successful
applicants and valid for two (2) years.

8.17

Phase 9 Maintenance of Status


The UPBN will undertake Surveillance Audit 6 months and 12
months after the date of approval to ensure continuous
compliance by the farm owners towards the requirement
under the certification standard.
If there is corrective action requested by the auditors, the
request must be undertaken in two weeks before the audit
date.

8.18

Phase 10 Re-Certification
The application for the re-certification should be submitted
within a period of six (6) months before the certificate expiry
date.

8.19

Phase 11 Sampling Program


The certified farm will undergo sampling to make sure the
maximum residual level does not exceed the permitted limit
as specified in the standard.

VALIDITY PERIOD
The certificates issued to the rearers have the validity period of two (2)
years.

CERTIFICATE RENEWAL
The certificate renewal shall be made within three (3) months prior to
the certificate expiry date as a reminder.

REVOCATION Of CERTIFICATE
The revocation will be taken in place if the rearing farms are found to

INTRODUCTION
1.1

Skim Amalan Ladang Ternakan (SALT)


Skim Amalan Ladang Ternakan (SALT) was introduced in
2003. This scheme is based on good husbandry practises of
healthy livestock for safe and quality farm produce. Good
Agricultural Practice (GAP) and Good Animal Husbandry
Practice (GAHP) which comprised of herd health
programme, biosecurity sanitary & phytosanitary together
with, waste and pollution management in place are the
criteria for the SALT certification. The SALT criteria is in tandem
with international standard.

Malaysia Good Agricultural Practices (MyGAP)


MyGAP is a rebranding of Skim Amalan Ladang Ternakan
(SALT) for livestock sector.

2.

CERTIFICATION ADVANTAGES
Farmers
2.1

Department of Veterinary Services (DVS) will provide


supervisory and continuous monitoring to the certified farm.

2.2

This acknowledgement is a quality indicator of GAHP.

2.3

The livestock and farm produce are certified to be safe, of


good quality and free from infectious diseases.

2.4

Their livestock and farm produce are recognized and have


higher competitive advantages for marketing opportunities.

APPPLICATION CRITERIA
The implementation of this certification scheme is based on Good
Animal Husbandry Practice (GAHP) which comprised of:

Herd Health Programme


i.

This program ensures livestock is healthy through


regulated system.

ii.

Farmers should ensure that the occurrence or


suspected of occurrence of Notifiable Terresterial
Animal Diseases been reported to the DVS as soon as
possible.

Herd Health Program includes vaccination program,


deworming program and disease screening program.

Bio-Security Programme
The Farm Operators should establish a Bio-Security Program
to prevent the introduction of disease vectors into the farm.
Example: farm must be fenced, control mechanism on
workers and visitors movement.

Use of medication must be controlled, use as prescribed by
the factory or veterinary doctor. These are to prevent the
presence of veterinary drugs residue in the food chain.

Waste Management and Pollution Control


Farm operators should to take steps to ensure the husbandry
activities are not polluting the environment (water, soil, air).

4.6

Animal Welfare
The well being and welfare of the animals must be taken in
consideration at all times during their production period by
the farmers and workers ie: from receiving of stocks up to
sale point.

APPLICATION PROCEDURE
5.1

MyGAP Application Form, AP/DVS/MyGAP No. 1 (previously


known as DVS/MyGAP Certification Scheme Application
Form) are available from Veterinary Service Malaysia Head
Office or State Department of Veterinary Service or
downloadable from official portal of the Department of
Veterinary Service, http://www.dvs.gov.my.

5.2

The Application Form must be filled completely by the


applicant with the manual of Good Animal Husbandry
(GAHP) enclosed. The application may be forwarded to the
Quality Assurance and Diagnostic Division. The receipt of the
application will be notified to the applicant.

5.3

The applicant must enclose the Manual of Good Animal


Husbandry (GAHP), as a quality assurance program
documents that contains the following information:
i.

Farm profile, including location and relevant plans


information.

ii.

Farm infrastructures and facilities.

iii.

Farm resources: sources of livestock, feed and drink.

iv.

Farm bio-security management program.

v.

Herd health program.

vi.

Medications and chemicals usage program.

vii.

Waste management and pollution control program.

viii.

Pest control program.

ix.

Relevant records.

SERVICE CHARGES
No payment is imposed for MyGAP Certification. The government
though, has the right to impose relevant and appropriate payment
on all kind of services provided, if required.

7.

EVALUATION CRITERIA
The general requirement for MyGAP Certification is fulfilling the Good
Animal Husbandry Practice (GAHP). Good Agricultural Practice
(GAP) for Livestock Farm is based on the scope of Good Animal
Husbandry Practice (GAHP).
Evaluation aspects that will be focused during the validation for the
purpose of MyGAP Certification are the implementation of GAP i.e.
GAHP in compliance to MS 2027:2006 Good Animal Husbandry
Practice (GAHP). The scope of GAHP comprises of the aspects of
husbandry activities as follows:
7.1

Site Selection
Distance and area: Suitable farm distance and housing area
according to types of livestock, so that it will not disturb
public tranquility abide by current legality (e.g. State
Enactment).

7.2

Construction of Farm Infrastructure


Possessing complete and separate infrastructure such as
feed store, drugs store and equipment store. Animal rearing
area is operated separately from the non-production area.
Fence is erected to separate between the both etc.
Workers quarters shall never be placed in the production
area and shall have complete fencing sytem with functional
foot-dip and/or changing room to maximize the bio-security
control.

7.3

Farm Resource and Input Management


The applicant has to manage the sources and inputs as
follows:
i.

Personnel Management
Be sure that the workers are in good health level at all
time. Timely medical check-up has to be arranged
when appropriate.

ii.

Workers Welfare
Workers quarters are constructed separately from the
production area.

iii.

Animal Resource Management


Livestock acquisition should be made from farm or
source that has been certified by the DVS or
practicing management procedure that are
mutually endorsed for equivalence to the
certification terms.

iv.

Animal Feed Management


Feed supply should be acquired from the source that
practiced Good Manufacturing Practice (GMP) and
certified by the DVS.
Feed shall be stored in clean, dry and good
ventilated place in correct technique also pest
proofed.

v.

Drinking Water Management


Drinking water should be obtained from clean water
source and safe for drinking. Should treatment
required, use only material approved by the
government.

Equipments Management
All equipments must be in good
continuously
maintained.

Shed and Corral Management


Shed ventilation must be regularly monitored. The
temperature and humidity in all parts of the shed
must be fixed, uniform at all times, suitable with level
of livestock ages and production phase.

During catching and transportation process,
livestocks shall be ensured to be handled in correct
manner so that the livestock and produce will not be
injured or damaged.

ix.

Livestock Identification
Farm should has good livestock identification system.

x.

Record Management
Completed, updated, well-kept and maintained
farm record.

7.4

Farm Sanitation Management


Farm surroundings and premise sanitary level shall be
maintained at all times. Grasses and unwanted plants
should be cut or sprayed with herbicide so that it will not
become pest breeding sites.

7.5

Farm Waste Management


Farm waste including animal carcasses should be well
disposed so that it will not cause pollution and disturbance to
environment and become source of diseases. No carcasses
can be transported out from the farm ie. sell to external
contractor.

7.6

Pollution Management
Farm party should have a good farm management with the
following pollution issues:
i.

Flies Infestation
Flies Control Program should be established and
implemented correctly with relevant record readily
available.

ii.

Odour Pollution
Make sure the farming activities do not cause smell
problem and will disturb environmental well-being.

iii.

Dust Pollution
Make sure the sucked out air off the shed (closed
shed) does not pollute the air and brings hazard to
the surroundings.

iv.

Noise Pollution
Make sure sound level from the farming activities
does not disturb the well-being of the public
surroundings.

7.7

Farm Water Discharge Management


Farm should have an effective farm waste water discharge
treatment system. Solid contained farm water waste should
not be discharged directly into the drainage system.

7.8

Use of Vaccines, Medications and Chemicals


The farm should practice the use of vaccines, drugs and
chemicals as follows:
i.

Use of Vaccine
Written Vaccination Program should be prepared
and implemented correctly. Records shall be
maintained at all times.
Types of vaccine used should be suitable with the
requirement (species, type and age) of animal.
All empty vaccine containers and bottles shall be
disposed
according
to
the
manufacturers
prescription.

ii.

Use of Medications and Chemicals


Usage, management and storage of drugs,
chemicals and poisons must be used as prescribed.
Only government approved drugs, chemicals and
poisons can be used.

7.9

Farm Health and Bio-Security Management


i.

Health and Disease Control


Farm disease status must be monitored regularly.
Monitoring records should be complete, well-kept
and updated. Written document of Herd Health
Program should be prepared and implemented
correctly.

ii.

Farm Bio-Security
Complete provision of Bio-Security infrastructure. The
infrastructure should be built perfectly, well
maintained and effectively functional.

iii.

Sanitation Program
All sheds and equipments shall be sanitized properly
using the right chemicals and/or sanitizers as
prescribed by the manufacturer after each cycle
and resting period.

8.

CERTIFICATION PROCESS
8.1

The process for certification involves several work processes,


starting from the application by farm, application evaluation
process, field evaluation and verification evaluation by the
technical committee and the recommendation by the
committee meeting of DVS Certification Scheme and
subsequently the certification award.

8.2

To participate in MyGAP Certification Scheme, the applicant


is required to prepare written document of current
husbandry practice.

8.3

Technical Committee of DVS Certification Scheme.


The role of the committee is to evaluate and to recommend
to the Award Committee of DVS Certification Scheme.

8.4

Award Committee of DVS Certification Scheme


The role of this committee is to consider or to decide after
receiving and evaluating the reports from the Technical
Committee of DVS Certification Scheme.

9.

AUDIT CERTIFICATION
9.1

Adequacy Audit
This document audit is done over received application form
to ensure the content and supporting documents for every
item in the application form has complied with the term of
MyGAP.

9.2

Compliance Audit
i.

Compliance audit comprised of document audit


and field audit. Date of audit will be mutually
agreeable between the auditors and applicant.
Failure of the applicant to agree with the
compliance audit date in a month period after the
application form received, will cause the application
to be automatically cancelled.

9.3

iii.

When compliance audit had been undertaken and


no non-compliance (CAR ) had been issued by the
auditors, the Lead Auditor will prepare and present
the report to the Technical Award Committee of the
DVS Certification Scheme for consideration.

iv.

If there any non-compliance(s) during auditing,


CAR(s) will be issued. Corrective actions should be
done in an agreeable period by the auditees and
the auditors. If necessary, a verification audit will be
carried out to certify that all non-compliance(s) have
been executed by the applicant.

v.

Failure of the applicant to execute the corrective


action over the non-compliances within period of six
(6) months from the date of CAR issuance will cause
the application to be cancelled. When MyGAP Logo
had been awarded, the applicant will be issued with
an approval notification letter, stating the MyGAP
Establishment Number and list of terms to be
complied.

Surveillance Audit
DVS will undertake surveillance audit regimentally to make
sure the MyGAP Certificate awarded premise maintains the
certification criteria and implementation of GAP and GAHP
elements. The frequency of audit depends on the current
requirement.

9.4

Review Audit
Review Audit will be carried out once a year for the purpose
of MyGAP Certificate renewal which valids for a year.
Review Audit will also be carried out if there are changes as
follows:
i.

Additional to field activities after the MyGAP


Certificate award.

Management company.
Farm address.

If there is any non-compliance(s) while auditing, CAR(s) will


be issued. Corrective measures must be done. If necessary,
verification audit will be carried out to certify that the
corrective measures had been taken by the applicant.
Failure of the applicant to execute the correction over the
non-compliances within period of six (6) months from the
date of CAR issuance will cause the application for renewal
to be cancelled

10.

VALIDITY PERIOD
MyGAP Certificate validity period is till 31st December of the current
year.

CERTIFICATE RENEWAL
11.1

Certificate renewal is a yearly basis. The renewal is also


when there are changes such as additional to field activities
after the MyGAP certificate awarded, husbandry
technology, changes to management company and farm
address.

11.2

If there is any non-compliance(s) while auditing, CAR(s) will


be issued. Corrective measures must be done. If necessary,
verification audit will be carried out to certify that the
corrective measures had been taken by the applicant.

11.3

Failure of the applicant to execute the correction over the


non-compliances within period of six (6) months from the
date of CAR issuance will cause the application for renewal
to be cancelled.

11.4

The lead auditor will prepare report and the certificate will
be renewable in the following year when all CAR(s) had
been closed successfully. If there is no CAR(s), the lead
auditor will prepare report and the certificate will be
renewable in the following year.

CERTIFICATE REVOCATION
12.1

Logo award is revocable in the following situations :


i.

No subsequent action to the non-compliance


(major) identified during surveillance audit and
review audit.

ii.

Location of operation premise changed; other than


as registered during the award.

iii.

Change in companys management without any


notification to DVS.

iv.

Change of operational system compared to the


system approved during the award.

v.

Voluntary withdrawal from the program.
