Safety Technology in Railways

Safety is an important term that mainly linked with life works. This
term becomes more critical and commonly used with transportation.
Railway safety is a continues process starts from the design stage till
infinity, where many railways exclude or postpone this stage for some
reasons such as: lack of experience, saving money, and others reasons.
Operating railways in Saudi Arabia is much different than others because
of the exceptional environment that has like the sand, dust, heat, and
humidity. Those factors play a big role in operating safety level. So,
one important measure for safety in such environment is how much
care and money spend you consider for a railway project during the
project process not only for the infrastructure, but also for rolling stocks,
safety & security systems, maintenance machines, and maintenance
workshopsetc.
Saudi Railway Organization (SRO) has a long experience in this aspect
and a numbers of projects each with a different practice that have been
implemented.
This presentation highlights this important topic at the time where the
GCC countries are starting constructing their railway in a challenge with
the gulf environment.

Risks and Success Factors for the Private Sector Investments

in Railway Sector
Discussing three interrelated main factors that are likely to attract
private sector investment in the railway sector including risk profile
especially that the sector is in its early development stages, financability
where long term funding has become a more scarce commodity; and
finally returns and some strategies to improve capital returns.
Risk profile:
Market risk, and mitigants structures
Liens on strategic and sensitive assets
Termination regime and payments back-stop by the sovereign
Interface risk and project on project risk
Contractual structure for proper risk allocation
Financeability
Long term lending available but at a premium
Currency concerns
Potential sources
Returns
Debt leveraging and target IRRs
