DoD3 Organization: Technical Director Qualifications (Guidance)
The Technical Director (however named) is a full-time member of the environmenta
l laboratory staff who exercises day-to-day supervision of laboratory operations
and reporting of results for the appropriate fields of accreditation. The actu
al title for the position may include, but is not limited to, laboratory directo
r, technical director, laboratory supervisor, or laboratory manager. A laborato
ry may appoint one or more Technical Directors for the specific fields of accred
itation for which they are seeking accreditation.
Duties shall include monitoring standards of performance in quality control and
quality assurance and monitoring the validity of the analyses performed and data
generated in the laboratory to assure reliable data. An individual shall not s
erve as Technical Director in more than one environmental laboratory without aut
horization from the Accreditation Body. Circumstances to be considered in the d
ecision to grant such authorization shall include, but are not limited to, the e
xtent to which operating hours of the laboratories overlap, adequacy of supervis
ion in each laboratory, and the availability of environmental laboratory service
s in the area served. If the Technical Director is absent for a period of time
exceeding 15 consecutive calendar days, he/she shall designate another full-time
staff member meeting the qualifications listed below to temporarily perform thi
s function. If this absence exceeds 65 consecutive calendar days, the Accredita
tion Body shall be notified in writing.
The education and experience requirements for Technical Director are provided be
low, according to the type of laboratory services offered. Persons who do not m
eet the education requirements listed below, but possess the requisite experienc
e shall qualify as Technical Director(s) subject to the following conditions: t
he person must be serving as Technical Director for those fields of accreditatio
n on the date the laboratory applies for accreditation and must have been a Tech
nical Director for those fields of accreditation in that laboratory or another a
ccredited laboratory continuously for the previous 12 months or more, and the pe
rson will be approved as Technical Director for only those fields of accreditati
on for which he/she has been functioning as technical director in that laborator
y for the previous 12 months or more. The requirement for 12 monthsâ experience i
s waived during the first 12 months the Accreditation Body offers a particular f
ield of accreditation.
Education and Experience:
Environmental Laboratory (classical wet chemistry)
Bachelorâ s degree in the chemical, environmental, biological or physical sciences,
or engineering, with at least 24 college credit hours in chemistry and at least
two years of experience in the environmental analysis of representative inorgan
ic and organic analytes for which the laboratory seeks or maintains accreditatio
n. A masterâ s or doctoral degree in one of the above disciplines may be substitut
ed for one year of experience.
Environmental Laboratory (limited to inorganic chemical analysis other than meta
ls and perchlorate analysis)
Associate degree in the chemical, physical, or environmental sciences, or two ye
ars of equivalent and successful college education, with a minimum of 16 college
credit hours in chemistry and at least two years of experience performing such
analyses.
Environmental Laboratory Engaged in Microbiological or Biological Analysis (gene
ral)
Bachelorâ s degree in microbiology, biology, chemistry, environmental sciences, phy
sical sciences, or engineering with a minimum of 16 college credit hours in gene
ral microbiology and biology and at least two years of experience in the specifi
c analytical procedures for which the laboratory seeks or maintains accreditatio
n. A masterâ s or doctoral degree in one of the above disciplines may be substitut
ed for one year of experience.
Microbiological Analysis (limited to fecal coliform, total coliform, and standar
d plate count)
Associate degree in an appropriate field of science (or applied sciences) with a
minimum of four college credit hours in general microbiology. Two years of equ
ivalent and successful college education, which include the microbiology require
ment, may be substituted for the Associate Degree. In addition, the Technical D
irector shall have one year of experience in environmental analysis.
Radiological Analysis
Bachelorâ s degree in chemistry, physics, or engineering with 24 college credit hou
rs of chemistry with two or more years of experience in the radiological analysi
s of environmental samples. A masterâ s or doctoral degree in one of the above dis
ciplines may be substituted for one year experience.
Microscopic Examination of Asbestos and/or Airborne Fibers
i) For procedures requiring the use of a transmission electron microscope: Bach
elorâ s
degree, successful completion of courses in the use of the instrument, and one y
ear of experience, under supervision, in the use of the instrument. Such experi
ence shall include the identification of minerals.
ii) For procedures requiring the use of a polarized light microscope: Associate
degree
or two years of college study, successful completion of formal coursework in pol
arized light microscopy, and one year of experience, under supervision, in the u
se of the instrument. Such experience shall include the identification of miner
als.
iii) For procedures requiring the use of a phase contrast microscope: Associate
degree
or two years of college study, documentation of successful completion of formal
coursework in phase contrast microscopy, and one year of experience, under super
vision, in the use of the instrument.
Radon in Air
Associate degree (or two years of college) and one year of experience in radiati
on measurements, including at least one year of experience in the measurement of
radon and/or radon progeny.
