Annual Maintenance Contract for servicing / repair / maintenance of

Staff Cars of the Ministry of Labour & Employment for a period of
one year - inviting quotations regarding.

Online e-tenders are invited from the reputed firms / service centres engaged in
the maintenance / repair of staff Cars of the Ministry. The firms fulfilling the following
criteria may apply online and must enclose following scanned papers/documents : i)

Name of the firm with full address and Tel No.

PAN / TIN (VAT) No.
Details of past experience of providing the maintenance / performance
certificates from at least three Government Organisations.
The Earnest Money of Rs. 30,000/- (Rupees Thirty Thousand only) as a Demand
Draft.
The firm should be in existence for over 5 (Five) years in the trade with the
maintenance business (service business turn over) of not less than Rs. 5 Lacs per
Annum during the last three years.
The firm should not have been blacklisted by any Government Department and
no criminal case should be registered against the agency / firm or its
owner/proprietor/partner anywhere in India. An UNDERTAKING to this effect
on Rs. 50/- Stamp Paper, duly notorized (name of Notary must be clearly
visible), must be submitted along with Tender (Format enclosed)

The following additional terms & conditions would have to be followed by the
tenderer / successful bidder.
i)

The Earnest Money of Rs. 30,000/- (Rupees Thirty Thousand only) through
a Demand Draft drawn in favour of Pay & Accounts Officer (MS), Ministry of
Labour & Employment, New Delhi.

ii)

The workshop of the tenderer should be within a radius of 10-12 KMs from
Shram Shakti Bhawan.

iii)

Schedule of labour charges/rates of component will remain unchanged

throughout the contract period of one year.

iv)

Spare parts to be provided should be original and genuine quality and rates
should be as per the approved rate lists. The old / replaced parts shall be the
property of the Ministry and the workshop will return the same to the Ministry.

v)

The contractor should ensure that the vehicles sent for repair jobs are repaired
satisfactorily, if same type of problem arises within 3 months, the
contractor has to re-repair the car, for which no labour charges will be
paid.

vi)

In the event of any dispute over the contract, the decision of the Ministry of
Labour & Employment will be final.

vii)

The Ministry reserves the right to terminate the contract any time without
assigning any reason thereof by giving 30 (Thirty) days notice in writing. The
contractor shall not be entitled for any compensation by reasons of such
termination.

viii)

The Ministry reserves the right to cancel any or all tenders without assigning
any reasons thereof.

ix)

For Accessories items (Annexure II)/other items in (Annexure I) like

Battery, carpet, Tool box, One set tyre tube, loose seat cover/fancy cover
etc. range wise minimum rates for branded items mentioning the brand name
be furnished. Rates furnished by as per estimate/as per actual may not be
considered and treated as invalid.

x)

The successful bidder shall have to deposit a security money of Rs. 70,000/(Rupees Seventy Thousand only) in the form of Bank Gurantee/Fixed Deposit
Receipt in favour of PAO(MS), M/O Labour & Employment, payable at New
Delhi. The security deposit is refundable on successful completion of contract.
The security money shall be forfeited in case of any default on the part of the
contractor or unsatisfactory service.

xi)

The price quoted will be exclusive of taxes and shall be fixed and final. Taxes, as
applicable will be extra, which will not be quoted in the bid.

xii)

Rates (as sought vide our Annexure I, II & Annexure III) may be furnished,
failing which quotation may not be considered.

xiii)

Un-realistic rates (i.e. too high or too low) quoted by the firms will make their tender liable to
being summarily rejected by this Ministry.

xiv)

The firm shall not assign or sublet the work or any part of it to any other person or party without
first obtaining permission in writing of the Ministry, which it will be at liberty to refuse if it thinks
fit.

xv)

The payment for work will be made after successful completion of the work on presentation of bill in
triplicate as per rates approved by this Ministry.

xvi)

While submitting the quotation, the bidder is deemed to have read, understood and accepted all the
terms & conditions stated in this document and no change, whatsoever desired, will be entertained
by this Ministry.

xvii)

Each page of this e-Tender Notice & documents including General Terms &
Conditions should be signed by the Tenderer.

xviii)

All rates(component rate/labour charge) furnished by Annexure I & Annexure II are

equally applicable on all the Staff Cars such as {(7) Ambassdor, (2) Indigo, (2)
Accent, (1) Maruti SX4} & (1) Maruti Ciaz VXI of this Ministry.

xix)

Component Rates/labour charges for two (three wheelers at Annexure III) may also be furnished.

Interested firms who are fulfilling the above criteria may submit their tenders online at
http://eprocure.gov.in/eprocure/app in all respects. Tenders are to be submitted only online through
e-Procurement Portal http://eprocure.gov.in/eprocure/app. All the documents in support of eligibility
criteria, EMD etc. are to be scanned and uploaded along with the Tender documents. Original EMD
has to be submitted offline to Ministry of Labour & Employment between 9:00 A.M. to 3:00 P.M. on
13th January, 2016 in the tender box placed at the Reception office, Shram Shakti Bhawan, Rafi
Marg, New Delhi. In case original EMD or documents sought are not submitted during the above
date and time, the tender document will be rejected summarily. The tenders would be opened on
the same day i.e. 13th January, 2016 at 4:00 P.M. in Room No. 518 in the presence of the
tenderers or their authorized representatives who wish to be present during the tender opening time.
