Board updated on
Moving Wall plans
The Germantown School Board was
updated Jan. 11 on plans for staging The
Moving Wall at the Kennedy Middle School
site next fall.
The Moving Wall is a half size replica of
the Vietnam Veterans Memorial in
Washington, D.C. According to themovingwall.org Web site, the miniature wall has
been touring the country for more than 30
years. The effort to bring the wall to
Germantown is being led by American
Legion Post 1 in Germantown. Plans are to
have the wall in Germantown Sept. 1-5,
2016.
Lisa Leider, a co-chair of the Moving
Wall committee, said The Moving Wall is a
half-scale replica of the actual wall. It is
shaped in a "v" formation and each side is
approximately 126 feet long. The names on
The Moving Wall are the same as are on the
Vietnam Veterans Memorial. It will be
located in the track area on the north side
of the school property.
Leider said a "healing field" will be
incorporated to the side where there can
be up to 400 flags. Attendees can purchase
flags to honor someone who served in the
military. In addition, 14 Washington
County residents who died while serving in
the war will be honored.

Were just a few weeks away from the first caucuses and primaries, so presidential election season is in full swing. As a voter, you may be keenly interested
in the election process. But as an investor, should you be concerned?
If you take a look back, you might be somewhat encouraged over the prospects
of the financial markets this year. In the last 12 presidential election years, the
Dow Jones Industrial Average has been up nine times and down just three. So,
election years must be good for the financial markets, right?
Not necessarily. In every year, the markets are influenced by a variety of factors: interest rates, inflation, corporate profits, geopolitical events, economic
growth, even the weather. And its safe to say that 2016 will be no different. At
this early stage of the year, one could say that some of these factors, such as continued low interest rates and a reasonably strong economy, might bode well for
investors. But theres a lot of 2016 ahead of us and its notoriously difficult for
anybody, even so-called experts, to accurately predict the markets performance
over a relatively short time, such as a year.
Still, the markets history of pretty good results in presidential election years
may not be entirely random. For one thing, the White House is never the only
office being contested; elections are also held for every congressional district and
many seats in the Senate. Consequently, during these election years, campaigning often takes precedence over legislating. This legislative inactivity tends to be
welcomed by the financial markets, which generally dislike surprises, big changes
and new directions.
However, you cant really count on past trends to provide a certain roadmap
for the year ahead, in terms of the performance of the financial markets. As mentioned above, many factors influence this performance, and at this early stage in
the year, we just cant predict which of these factors will take precedence.
So, instead of worrying about things you cant control, focus on those that you
can. For starters, review your investment mix. Does it still properly reflect your
goals, risk tolerance and time horizon? Over time, even if you havent made
many changes to your portfolio, it can become unbalanced. For example, if
you own some stocks that have increased greatly in value over the years, these
stocks may now be taking up a larger percentage of your holdings than you had
intended, bringing with them a higher degree of risk. Consequently, you might
want to consider selling off some of these stocks and using the proceeds to fill in
other gaps in your portfolio.
On the other hand, if you think your mix of investments is not providing you
with the returns you need to help make progress toward your long-term objectives, you may need to add some vehicles that can provide you with more growth
potential. After all, its 2016 now, so whatever your age, you are another year
closer to retirement. Will this year look like past presidential election years, as
far as good returns from the stock market? No one can say for sure. But if you
vote for smart investment moves, you wont be sorry.

majestic. I am a blue-brindle pup who came into WCHS as a stray.
Since I am under a year, I still have a bit to learn and I need a family
who is committed to working with me to become my very best. I get
a little mouthy when I am excited so any children in the home should
be over 6 years and I also need to work on "four on the floor". I know manners are important for
a guy my size, about 50 pounds. Since I am a young guy I need lots of exercise to burn off my
puppy energy. I am good with dogs but they must be very tolerant and playful because I am young
and want to play A LOT. They say I show potential with cats so if my new home has cats they
would need to be very tolerant and I would need to be re-tested. During my first test I was a little
hyper - I just think everyone wants to play with me. One thing I would love for my family to help
me with is overcoming my toenail terror. I just need to understand that having my paws touched
or held brings great things - like treats. I truly enjoy treats and take them very gently. I would also
appreciate my family helping me to eat a bit slower and not gobble my food. Now that I am off
the streets and at the shelter the staff is helping me understand that food is always available, so

STICKER SHOCK: Board delays contract for roundabout design

The Germantown Village Board postponed action Jan. 18 to award a contract for the design of an expanded
roundabout on Lannon Road and
Appleton Avenue after the price tag was
more than what was expected.
The board will consider action on
the contract at it next meeting in
February.
Village Engineer Brionne Bischke
explained that the state Department of
Transportation (DOT) is resurfacing
Appleton Avenue from the village to
Hwy. 60. He said the project schedule
for that work calls for that to happen in
2018. At the same time, the village is
undertaking the development of its
sixth tax incremental finance (TIF) district.
Bischke said the village has to do
roundabout improvements at the intersection of Appleton Avenue and Lannon
Road, including signage and lane
improvements. In the memorandum of

Transportation, the understanding was
that the village would use the DOT consultant,
Westbrook
Associated
Engineers, to update the plans for construction. To make the design changes
will cost $47,880, which Bischke said
were "twice as much of what I expected."
Bischke said he looked for area to
reduce the costs, but said he was told
by a representative of Westbrook that
the number cannot be reduced. He
said to hire someone other than
Westbook to do the work "would have
to do the same work anyway" and would
be more expensive than the $47,880.
That change involves expanding the
roundabout from the original one lane
to two lanes for the road. He noted that
the design changes are more expensive
than
the
construction
work
($32,533.18). The total cost for the TIF
would be $80,433.18.
"This is the nature of our business
park converging with their project so

late in the game. So we're pretty much

stuck to approve this, to get this
done," Bischke said.
Village President Dean Wolter questioned the impact of the business park
on the traffic in the area.
"I question the need and the impact
for all the design changes simply
because our business park happens to
be there," he said. "It almost leans itself
to convenience."
Trustee David Baum asked Bischke
what would happen if the village didn't
approve the contract.
"I don't know," he said.
Trustee Terri Kaminski said the village could delay action and seek to talk
with the DOT about the matter.
"My experience, in the six years I've
been here, is there's never much wiggle
room with the DOT," Kaminski said.
Baum added that the roundabout
should be designed for future development, noting there was other vacant
land in the area that could be developed.

Gov. Walkers education policy
is a nice recipe for success

In 2015 Wisconsin ranked second in

the country for ACT scores. Fourth and
eighth grade reading scores are up and
graduation rates in Wisconsin are the
third highest in the country. Those are
some pretty good numbers. I believe that
the reforms we have put into place
including options for students have paved
the way. As outlined in his State of the
State speech on Tuesday night, Governor
Walker and Wisconsin are leading the way
in education.
When speaking of recipes it is necessary to remember that the proof is in the
pudding.
Wisconsin has a long tradition of providing a quality education to its students
and families. Education indeed has been
and remains a high priority budget item.
The Republican led legislature is committed to building a state of the art public
education system. Wisconsin has developed a good blend of quality teachers,
administrators and parents who are dedicated to Wisconsins children.
The basic ingredient for a successful
education system are parents who understand the value of education and teach
those values to their children. The second
ingredient is parental choice, and not just
at the voucher program level.
Open enrollment provides a competitive model with neighboring school districts. Taking advantage of free market
principles, open enrollment allows parents to choose the best school for their
children and provides incentives for
school districts to provide a consumer
based product.
Virtual schools provide an alternative
educational model for many students on
either side of the learning curve.
Homeschooling has become more and
more popular and virtual schools give
those students access to teachers and co-

curricular activities. Online learning can also create an opportunity for students
who are at risk of
not graduating to
recover credits
online.

tailored to specific needs for specific children. Created in 1993, one of the goals of
charter schools was to remove the restrictions and mandates of traditional schools
so as to promote innovation in our
schools. Today we have the Science,
Technology, Engineering and Math (STEM)
programs available across the state.
Milwaukee and Racine alone have over
15,000 students attending charter
schools.
Finally there is the voucher school
expansion. The Milwaukee Parental
Choice Program (MPCP) has not only provided Milwaukee families a chance to
escape failing schools, the program has
saved public education billions upon billions of dollars since its inception in
1990. Milwaukee Public Schools students
are funding at nearly $14,000 while
voucher schools education children for
about half that amount. The money that
is saved STAYS with public education and
is apportioned to school districts across
the state.
Further evidence that Wisconsin is in
great shape, the unemployment rate is the
lowest it has been since 2001. Thats
another positive reflection upon the status of education in the State of Wisconsin.

Marquette rallies
to beat Germantown

The Germantown boys basketball team was

unable to hold onto a five point lead with five
minutes left against Milwaukee Marquette Jan.
16, as the Hilltoppers rallied to win 70-62 at the
Al Classic, which was held at the Al McGuire
Center.
The teams were close through the entire first
half. Germantown took a 28-22 lead on a short
range basket by Max Keefe at the 4:01 mark of the
first half. But Nolan Wright answered with a basket for Marquette at the other end of the court. A
Germantown basket by Kyle Clow was answered at
the 3:21 mark with a three point basket by Jack
Dwyer for Marquette to make the score 30-27 with
3:03 left before halftime. Germantown entered
halftime with a 32-29 lead.
The teams stayed within four points of each
other through the second half until two free
throws by McCloud with 5:54 remaining gave
Germantown a 57-52 lead. But Marquette closed

the game by outscoring Germantown 18-5 the rest

of the way, including a seven-point run with
under three minutes remaining.
The loss was the fourth for Germantown in five
games.
Afterward, Germantown Coach Mark Adams
noted that Germantown conceded seven offensive
rebounds to Marquette in the first half, which led
to six scores.
During the second half, the team did get some
stops to build up a five point lead.
"You've got to get back-to-back stops at the
end of the game to make a difference, and we just
couldn't do it," Adams said.
The previous evening Germantown held Port
Washington to 16 points in the first half on the
way to an 81-45 win.
"Our challenge after the game last night was
to, in a bigger stage, show that we could do that
there. We didn't do that," he said.
He added that the team will have to work on
blocking out and defending.

Germantown ties for North Shore lead

The Germantown girls basketball team moved

into a tie for second place in the North Shore
Conference last week while defeating a potential
sectional opponent the next day.
On Jan. 15, Cedarburg beat conference leader
Grafton 45-30 while Germantown beat Port
Washington 66-32. Kenzie Schmitz led Germantown
with 32 points in the victory against Port
Washington. Afterward, Germantown, Cedarburg
and Grafton were all tied for the North Shore lead
with a 6-1 conference record.
Coach Matt Stuve noted that the team won't
have a game until Jan. 22 due to exams. Following
a nonconference game against Riverside Jan.26,
the February schedule will include back-to-back
games against Homestead and Grafton. He said the
week ahead is an opportunity to focus on academics and then work on fundamentals to get ready for
the second half of the conference season.
The next day Germantown beat Arrowhead 7059 in a nonconference game played at the Al
McGuire Center as part of the Al Classic. Arrowhead
held a lead for most of the first half but two free
throws by Schmitz gave Germantown a 24-23 lead
with 2:47 left before halftime. Taylor Weiterman
then converted a three-point basket and Chloe
Bingenheimer converted a free throw to give

Germantown a 28-25 halftime lead.

Germantown then opened the second half with
three point baskets by Calli Lemke and Sarah
Richmond while Olivia Verdin converted a shortrange basket to give Germantown a 36-25 lead with
at the 15:03 mark of the second half. Germantown
continued to build on its lead and held a 60-39 lead
with 5:25 remaining after Weitermann converted
two free throws. Arrowhead rallied and cut the lead
to 66-57 following two free throws by Lexus
Weigand, but Germantown converted several free
throws to secure the win.
"Toward the end we got a little shaky but then
we were able to come back together again,"
Schmitz said.
Afterward, Stuve said his team limited opportunities for Arrowhead at the start of the second half
and were able to get several quick opportunities.
He said that during the first half his team used an
aggressive zone with opened up chances inside for
Arrowhead. In response, Germantown went with a
more conservative zone that kept the ball out of
the post.
"I don't think you're going to find a better

College of Wisconsin in Milwaukee.

STAFF/DRIVER

Lippert Tile is seeking an individual to add to our warehouse team. In addition to operating company vehicles,
individuals will assist with receiving, material handling and
warehouse operations. Must be able to lift 100 pounds
unassisted, have a clean driving record and comfortable
working in all weather conditions. Full time position with
paid overtime, Monday through Friday. Class B CDL with
an air brakes endorsement a plus, but not required. We will
provide training for appropriate individual.
