CONTRACTOR shall provide an installation spread (including heavy lift,


diving, survey and other as required by the Scope of Work) with component
barges and vessels in good working condition, suitable for the intended work,
staffed by fully qualified and competent personnel, and approved by SAUDI
ARAMCO.

3.4

CONTRACTOR shall carry necessary backup equipment and sufficient spare


parts at all times to ensure that no undue delays are caused to the installation
operation due to equipment breakdown. A list of such equipment and spares
shall be submitted to SAUDI ARAMCO for review.

3.5

CONTRACTOR shall be acquainted with all applicable safety requirements


and ensure that both personnel and equipment comply with these
requirements at all times.

3.6

One copy of CONTRACTOR's approved welding procedures and individual


welder's qualifications shall be retained for use on the applicable installation
barge or vessel(s) at the installation site. No welder qualification tests shall be
performed offshore.

3.7

CONTRACTOR shall provide a complete set of installation drawings,


procedures and relevant specifications dedicated for SAUDI ARAMCO use on
board the installation spread. This set of documents shall be in addition to
those required by CONTRACTOR.

3.8

CONTRACTOR shall continuously check and inspect the work in strict


accordance with his approved QA/QC procedures during construction and
shall perform such remedial work or non-operational tests as may be
necessary to ensure the integrity of the work and its performance in
accordance with the Contract Drawings, Scope of Work, and relevant
specifications.

3.9

All construction barges are required to have three attendant anchor handling
tug boats while in the SAUDI ARAMCO concession area. In addition, no
cargo barge shall be left unattended whether in the field or at anchorage
outside the field. Each cargo barge shall be attended by its own tug at all
times. Each vessel shall meet the requirements of SAUDI ARAMCO
Operating Instruction No. 1.519 and the "Basic Marine Vessel Specifications
and Requirements" document. In addition, vessels shall meet the
requirements of Specification DE-119959.

3.10

CONTRACTOR shall move into the work site only after all applicable
provisions of SAUDI ARAMCO Operations Instruction No. 1.519 and the
"Basic Marine Vessel Specifications and Requirements" document have been
met. This includes but is not limited to the notification period for offshore
installation and testing equipment, the submittal of all required procedures, a
Work Review and Planning Meeting with CONTRACTOR's representative in
attendance, and compliance with General Instruction No. 0002.100 for Work
Permit issuance. These provisions apply to each separate work site move-in.
No work shall be performed without a Work Permit. CONTRACTOR shall be
responsible for obtaining Work Permits on a timely basis to start work.

All barges and vessels utilizing anchors shall have fluke and gravity style
anchors decked or secured with a double strap clear of the water in an Aframe during anchor movements across pipelines or cables regardless of
water depth.

3.12

CONTRACTOR shall provide a daily installation report for the installation work
in accordance with Specification DE-119895 and Appendix A, Daily Installation
Report (Sample).

3.13

CONTRACTOR shall provide a senior full time English speaking Safety Officer
on all construction barges, diving vessels, and work boats. One Safety Officer
per shift is required on construction barges. Safety Officer shall report either
to the Master or Barge Superintendent. Safety Officer shall have full authority
to stop work at any time that he should see fit based on breaches of safety.
Safety Officer shall be familiar with SOLAS regulations, diving procedures and
regulations, life saving operations, fire equipment and breathing apparatus,
helicopter safety, hygiene standards, SAUDI ARAMCO Work Permit
requirements, SAUDI ARAMCO emergency procedures, and all other aspects
of offshore work. Safety Officer shall also be responsible for implementing
and enforcing CONTRACTOR's safety program and procedures. Safety
Officer shall be subject to the approval of SAUDI ARAMCO and may be
subject to a SAUDI ARAMCO test at SAUDI ARAMCO's discretion.

3.14

CONTRACTOR shall be responsible for ensuring that the owners of all nonCONTRACTOR owned vessels used by CONTRACTOR in the performance of
any part of the work in Saudi Arabian waters have a Port Captain and Port
Engineer on 24-hour call resident in the Eastern Province of Saudi Arabia
during the course of the work.

4.0

MATERIAL HANDLING AND INSPECTION


4.1

Material shall be handled and stored in accordance with Specification DE119892.

4.2

Details of materials to be purchased by CONTRACTOR shall be submitted in


writing to SAUDI ARAMCO for approval prior to purchase, allowing reasonable
time for evaluation without disruption of the installation schedule. Details shall
include the reason for purchase, effect on schedule, full specification, physical
properties and tests of proposed materials, and any other pertinent information
requested by SAUDI ARAMCO.

All welding, weld inspection, and other similar welding activities shall be
conducted in accordance with Specifications DE-119896 and SAES-W-011,
SAES-W-012 and SAES-W-013 as applicable.

5.2

All welding shall be conducted in accordance with the Scope of Work,


Contract Drawings, and in strict adherence to the applicable codes, standards
and CONTRACTOR's welding procedures approved by SAUDI ARAMCO for
this particular work.

5.3

Weld repairs shall be made only by qualified welders using applicable


approved welding procedures.

5.4

Any required thermit welding shall be in accordance with Drawing AB-036381.

PROTECTIVE COATINGS
6.1

All protective coating (paint) surface preparation, application, inspection and


other similar activities shall be conducted in accordance with Specifications
DE-119889, SAES-H-100, and SAES-H-101.

6.2

All protective coating activities including repairs shall be conducted in


accordance with the Scope of Work, Contract Drawings, and in strict
adherence to the applicable codes and standards. CONTRACTOR shall
repair and touch-up any paint work damaged during load-out, tie-down,
transportation and installation.

7.1.3

CONTRACTOR shall provide a dive survey vessel for the pre and
post construction surveys. This vessel shall have a propulsion unit
complete with bow thruster, and a four point mooring system meeting
the requirements of SAUDI ARAMCO Operating Instruction No.
1.519 and the "Basic Marine Vessel Specifications and
Requirements" document and Specification DE-119959 together with
a hydraulically powered telescopic crane with a 5-ton capacity at 40
foot radius, fully qualified and experienced personnel and the
necessary survey equipment including the following in addition to
that described in Section 7.2.2 of this Specification:

Vessel Specifications and Requirements" document.

7.2.2.1

CONTRACTOR's primary positioning system shall be a


differential global positioning system (DGPS) in
compliance with the "Basic Marine Vessel Specifications
and Requirements" document.

7.2.2.2

SAUDI ARAMCO will supply coordinates of shore sites


and/or offshore structures for use as base stations for the
secondary positioning system. Any power supplies
installed on producing well platforms or GOSPs shall be
enclosed in explosion proof sealed cases, or make use
of solar panels and battery power.

OPERATIONS

For anchored construction spreads, CONTRACTOR shall conduct a


pre-construction survey of each installation location using an echo
sounder and side scan sonar. CONTRACTOR's survey limits shall
comprise the proposed barge set-up location extending to the limits
of its intended anchor pattern, and additionally shall include an area
extending 600 feet (183 meters) beyond the intended anchor pattern
of the barge. Surveys shall be in accordance with Section 2.4 of
AHSOPS. Sediment samples are not required unless specifically
required by the Scope of Work. Depending upon water depth

existing pipelines and cables, and any obstructions within the
installation site, and additionally shall include an area extending 600
feet (183 meters) beyond the intended anchor pattern of a barge or
vessel. Buoys shall be placed and tied at maximum intervals of
600 feet (183 meters), but in no case shall there be less than three
buoys on a pipeline or cable. Buoys shall be color coded and so
placed and tied as to clearly indicate the location and direction of all
pipelines and cables. All buoys shall be tied directly to pipelines with
soft line. For cables, only every third buoy shall be tied directly to the
cable. All buoys shall be maintained by CONTRACTOR until all work

CONTRACTOR shall obtain a diver video record of special features


of the newly installed facility to demonstrate that it has been installed
in accordance with SAUDI ARAMCO requirements without damage.
Videos shall meet the requirements of Section 8.6 of this
Specification.
All vessels with onboard subsea video recording
capability shall have the necessary equipment to add text, edit, add
voice-over, and copy videos. Each facility shall have a separate
video.

Still color pictures shall be taken of all important features as directed


by SAUDI ARAMCO.

The ROV (if required by the Scope of Work) to be employed by

for any anchor position falling within 150 meters of an existing cable
or pipeline.

"As-Built" Drawings
8.6.1

CONTRACTOR shall provide to SAUDI ARAMCO three blue line


prints of each Contract Drawing that has been revised to show the
as-installed ("As-Built") condition of the facility. CONTRACTOR shall
utilize the blue line prints to show the as-installed information.
CONTRACTOR shall produce any additional drawings required to
show all as-installed information.

8.6.2

The above drawings shall be delivered to SAUDI ARAMCO no later


than 30 days after completion of the work described in the Contract.

8.6.3

CONTRACTOR shall supply as-installed diver video records for


areas of the facility that are of particular interest to SAUDI ARAMCO.
Videos shall be color and have either real time diver audio, or diving
supervisor audio commentary from the actual dive. Text shall be
added to the video including SAUDI ARAMCO's name and
CONTRACT number, and designating the time, date, name of dive
vessel, name of the facility, location on the facility, and the purpose
of the dive. ROV videos shall be supplied where required by the
Scope of Work.

8.6.4

Contract shall not be deemed complete until the information herein


has been submitted and approved by SAUDI ARAMCO. All facility
positions shall be reported using the UTM system of coordinates.

Vessels utilized in the transportation and installation of offshore facilities shall


be in accordance with Specification DE-119959.

9.2

The method of transportation and equipment utilization, although the sole


responsibility of the CONTRACTOR, shall be subject to approval by SAUDI
ARAMCO.

9.3

CONTRACTOR shall utilize independent marine surveyor for on-hire


inspection of tugs and barges and for review and approval of sea fastenings.

9.4

CONTRACTOR shall ensure that all requirements for submittal of procedures,


equipment lists, proposed routes, vessel documentation, stability analyses and
so forth, as specified in Specifications DE-119959 and DE-119893 have been
complied with before transporting the jackets, decks or other facilities to the
installation site.

9.5

If load-out and tie-down is performed by others, CONTRACTOR shall verify


the proposed tie-down procedures and satisfy himself as to the adequacy of
the fastening. CONTRACTOR shall submit to SAUDI ARAMCO in writing, his
acceptance of the seafastening design six weeks prior to transportation and
shall accept full responsibility and custody of the facilities upon completion of

10.0 JACKET INSTALLATION


General Requirements

10.1.1

The method of installation, although the sole responsibility of


CONTRACTOR, shall be subject to approval by SAUDI ARAMCO.

10.1.2

CONTRACTOR shall submit a detailed jacket installation procedure


for SAUDI ARAMCO approval. The procedure shall include a
method for locating the jacket in the required position, setting,
aligning and leveling the jacket and holding the required relative
distances between, and elevations relative to, the jacket and other
associated facilities. The procedure shall also include details
describing CONTRACTOR's lifting, launching, upending and other
similar methods and equipment to be utilized during installation.

10.1.3

The proposed installation method shall provide for the safety of all
personnel and the prevention of damage to, or loss of the various
component structures that comprise the jacket.
Installation
equipment shall be provided in sufficient quantity, quality and
capacity to perform the required work.

10.1.4

10.3.1

Prior to setting the jacket CONTRACTOR shall conduct a seabed


survey within 30 meter radius of the proposed jacket location.
CONTRACTOR shall report the water depth (adjusted to L.A.T.) and
inspect the sea floor to ensure that the area is relatively flat and
level, and without obstructions.

10.3.2

CONTRACTOR shall remove all debris, humps and other sea floor
imperfections which might hinder the jacket installation.

10.3.3

Unsatisfactory seabed conditions shall be reported to SAUDI


ARAMCO. If required and at the direction of SAUDI ARAMCO,
CONTRACTOR shall relocate the jacket to obtain satisfactory
seabed conditions.

Setting Jacket
10.4.1

Immediately after setting the jacket on the seabed, the water level
shall be read from a tide gauge provided by CONTRACTOR. The
reading shall be compared to the calculated water level taking into
account the tide variation given by the tide tables for that location at
that time and day, adjusted to L.A.T.

10.4.2

If the tide gauge reading is more than the tolerance allowed in the
Scope of Work from the required reading, CONTRACTOR shall take
remedial action as agreed with SAUDI ARAMCO that may include
jetting around legs and mud mats or applying a load at the top of
each jacket leg equal to the static weight of the pile driving hammer
in an attempt to lower the jacket.

Stab and partially drive the pile on the low corner. Then level the
jacket and temporarily weld this pile to the jacket.

10.5.2

Verify the level and perform a similar procedure on the other corner if
also found to be low.

Stab and drive piles on the remaining corners to the required


penetration. Check level at each add-on.

10.5.4

After remaining piles are driven and weld-out to the jacket is


complete, release the pile initially installed on the low corner and
drive same to the required penetration. Weld-out shall be completed
after verification that the jacket is level.

11.0 PILE INSTALLATION

11.1.1

CONTRACTOR shall submit a detailed pile installation procedure for


SAUDI ARAMCO approval. This procedure shall include pile driving,
pile add-on program, pile monitoring program, pilot hole drilling,
insert pile drilling, insert pile installation, grout plug setting and insert
pile grouting. CONTRACTOR shall determine the pile splicing
schedule in conjunction with a review of available geotechnical
information to reduce the risk of pre-mature pile refusal due to driving
interruptions. In addition, a detailed description of CONTRACTOR's
proposed driving, drilling and grouting equipment shall be provided.

11.1.2

CONTRACTOR shall monitor the pile driving hammer energy using


an approved dynamic monitoring system (DMS). CONTRACTOR
shall equip the piles with accelerometers and strain transducers prior
to pile driving operations.

11.1.3

Pile add-ons shall be pre-marked by CONTRACTOR with 25 mm


wide white paint stripes half way around the circumference of the pile
at 0.25 meter intervals. At every meter, add-ons shall be marked
completely around the pile circumference with the numerical value of
elevation above its bottom point.

Pile Driving
11.2.1

Pile driving shall be conducted in accordance with Specification


SAES-Q-004 and this Specification.

11.2.2

CONTRACTOR shall exercise controlled driving (one pile at a time if


required so as to minimize set-up time). Piles shall be installed to the
design penetrations as stated in the Contract Drawings.

11.2.3

The piles shall be driven with power hammers operating at full


speed, pressure and stroke in accordance with the manufacturer's
instructions.

11.2.4

A cushion block shall be provided at the top of the pile. The cushion
material shall not compress to the extent that the cushioning effect is
lost.
The cushion blocks used shall be in accordance with
recommendations of the hammer manufacturer such as Hammortex

Any indications of hose collapse, stripping of hose lining, or erratic


hammer action shall be cause for immediate shutdown until the
problem has been corrected.

11.2.6

CONTRACTOR shall maintain at all times during pile driving


operations, back-up hammer(s) equal in size to the primary
hammer(s) to continue the work in case the primary hammer(s)
becomes inoperative.

11.2.7

The pressure and rated number of strokes per minute as


recommended by the hammer manufacturer shall be maintained at
all times to assure full energy of the driving blows.

11.2.8

Piles and conductors shall be driven to design penetration as


specified with refusal defined in accordance with SAES-Q-004.
Minimum acceptable pile hammer efficiency at refusal shall be 90
percent for steam and diesel pile hammers. Driving should be
terminated, however, when driving stresses become more than 90
percent of the yield stress.

11.2.9

If the prevailing soil conditions are such that an adequate blow count
is not achieved at terminal penetration, SAUDI ARAMCO may at its
discretion require that an additional pile add-on be driven to achieve
the minimum required blow count.

11.2.10 Field splices shall be made as shown on the Contract Drawings. The
pile head shall be inspected for damage after driving and shall be
cut-off to a minimum of 6 inches with a maximum cut off allowance
as shown on the Contract Drawings.

11.2.11 Pile to jacket connections shall be made in accordance with details


shown on the Contract Drawings and shall be installed as soon as

Drilling
11.3.1

Drilling of soil plugs, pilot holes or for insert piles shall be conducted
in accordance with Specification SAES-Q-004 and this Specification.

11.3.2

In the event that a pile has met refusal and can no longer be driven
using CONTRACTOR pile driving equipment and the design
penetration has not been attained, SAUDI ARAMCO may require
CONTRACTOR to use one of several procedures to achieve a
penetration that is acceptable to SAUDI ARAMCO.

11.3.3

When requested by SAUDI ARAMCO, drilling shall be employed to


remove the soil plug inside the pile. In all cases drilling shall stop
one pile diameter or 1.5 meters above the tip of the pile, whichever is
greater. The driving operation shall then be resumed until the design
penetration or an acceptable penetration is achieved. The inside of
the pile shall then be cleaned out and a suitable grout plug installed.

If piles cannot be installed to their design penetration after removal of


the soil plug by drilling and pre-drilling the pilot holes (to assist in
driving the piles), installation of insert piles may be required at the
discretion of SAUDI ARAMCO using the equipment described herein.

11.3.5

The drill rig for these operations shall be a power swivel type as
specified in Contract Schedule "B", or better. A pile top drill unit shall
also be supplied as specified in Contract Schedule "B" (or better) to
operate independently from the barge during inclimate weather.

11.3.6

Drilling bits shall be in good condition and subject to SAUDI


ARAMCO approval prior to mobilization. CONTRACTOR shall have
available drilling equipment capable of drilling the diameter of holes
specified in the Scope of Work in the expected soil condition for soil
plugs, pilot holes and insert piles.

11.3.7

Jetting will not be permitted either on the inside or on the outside of


any pile.

11.3.8

If drilling is required, CONTRACTOR shall maintain standard logs


and submit copies of these logs to SAUDI ARAMCO. Procedures for
drilling shall be submitted to SAUDI ARAMCO for approval.

11.3.9

CONTRACTOR shall supply all equipment, material and experienced


personnel required to drill the soil plug from the piles, drill pilot holes,
or to pre-drill holes for insert piles. All equipment shall be in good
operating condition.

Drilling mud shall be used in accordance with Specification SAES-Q004. Drilling mud supply shall be adequate to maintain a continuous
drilling operation.

Insert piles shall be of the size and length indicated on the Contract
Drawings or as otherwise determined by SAUDI ARAMCO. All insert
piles shall be equipped with centralizers at maximum spacings of 9
meters to ensure proper alignment in the pre-drilled holes and to
permit a grout envelope to form uniformly around the entire pile.

11.4.6

Insert piles shall be placed in the pre-drilled holes under their own
weight or with the additional weight of the pile hammer originally
intended to drive the pile to target penetration.

11.4.7

No hammer blows shall be applied to any insert pile. The bottom of


the insert pile shall be a minimum of one foot above the bottom of the
pre-drilled hole.

Grouting Procedures
12.2.1

CONTRACTOR shall submit detailed grouting procedures for SAUDI


ARAMCO approval. This procedure shall include grouting piles to
jacket legs using both primary and secondary grout lines, inflation of
packers, insert pile grouting, setting of grout plugs and any other
relevant procedures.

12.2.2

Driving of other piles in the same structure is not permitted during


grouting or within 24 hours after completion of grouting.

12.2.3

When grouting piles to jacket legs, if a grout plug is required,


CONTRACTOR shall allow four hours for the plug to harden, before
filling the remainder of the annulus. Grouting shall continue until
grout returns at the top of the jacket leg equal grout mix design
density.

12.2.4

CONTRACTOR shall maintain an adequate supply of grout on hand


to cover losses through imperfect seals, porous formations, sea bed
fissures, and so forth during any grouting operations.

12.2.5

Grouting insert piles to foundation formation and initial pile section in


main piles shall be accomplished using a float shoe and an inner
string cementing sub, or pressure heads and a grout pipe.

12.2.6

Grouting insert piles to foundation formation and initial pile section in


conductors shall be accomplished using a drillable float shoe and an
inner string cementing sub. Use of pressure heads and a grout pipe
is not permitted for conductors.

CONTRACTOR shall install, assemble and complete the deck and


related facilities and equipment as shown on the Contract Drawings
and described in the Scope of Work.

13.1.4

Critical welds such as deck leg to pile, deck leg splices, pile
transitions, truss/girder splices and so forth, shall be completed,
tested and inspected before succeeding components or major
equipment is installed.

13.1.5

The deck area where equipment is to be located shall have the


required protective coating system applied before equipment may be
set. CONTRACTOR shall set the equipment and skid mounted
packages and perform any other work (all as required by the Scope
of Work) necessary to complete the installation. These items shall
be secured before succeeding components may be installed.

Deck Tolerances
13.2.1

The final elevation of the platform decks shall be within the design
elevation tolerance stipulated in the Contract Drawings and Scope of
Work. A constant step height shall be provided for all staircases with
one full step at the bottom and at the top.

13.2.2

Buildings, equipment and other miscellaneous items that may be


required by the Scope of Work shall be set within the locations,
orientations and elevations stipulated in the Contract Drawings and
Scope of Work, and with proper regard to clearances and operational
requirements.
