This years forum, Empowering Student Vets: The Future Leaders in U.S. Foreign Policy, will bring together a
group of leaders and experts from government, industry and think-tanks to explore the critical experiences and
skills veterans gained serving at home or abroad. Moreover, how those attributes translate to the foreign affairs
arena. Most importantly, the actual need for individuals to serve with a background and more nuanced/pragmatic
approach to foreign policy.

Dr. Mark Jacobson
Advisory Board member of V4D
Dr. Mark R. Jacobson is Senior Advisor to the Secretary of Defense and formerly Special Assistant to
the Secretary of the United States Navy, Previously, Jacobson taught at The George Washington
Universitys Elliot School of International Affairs and was a Senior Transatlantic Fellow at The
German Marshall Fund of the United States. He has served a Professional Staff Member at the U.S.
Senate Committee on Armed Services and in executive positions in government on several occasions,
including in Kabul, Afghanistan from 2009-2011 as the Deputy Political Advisor to the ISAF
Commander General Stanley McChrystal and later as the first Deputy NATO Senior Civilian
Representative, Afghanistan (DSCR-A). Jacobson has also served over 23 years in the reserves (both
Army and Navy) to include deployments to Bosnia (1996) and Afghanistan (2006).

Mike Breen
Executive Director of the Truman National Security Project and the Center for National Policy
Breen is a decorated former Army officer, whose service included combat leadership assignments in Iraq
and Afghanistan. After leaving the military, he clerked in the Office of White House Counsel, where he
focused on national security matters and assisted with the confirmation of Associate Justice Sonia
Sotomayor. Breen co-founded the Iraqi Refugee Assistance Project, a groundbreaking legal and policy
advocacy organization working to establish and enforce a system of legal and human rights for refugees,
and has worked with refugees at high risk on the ground in Syria, Lebanon and Jordan. He now serves on
IRAPs Board, as well as the Board of Yellow Ribbons United, a foundation that leverages the platform
of professional football to serve the military community.
Kimberly Field
Deputy Assistant Secretary Bureau of Conflict and Stabilization Operations and Brigadier General (ret.)
Kim recently retired from the U.S. Army as a Brigadier General, last serving as the Joint Staff Deputy
Director for Political-Military Affairs for the Middle East, providing planning and advice to the Chairman
of the Joint Chiefs of Staff and the Secretary of Defense. Prior to this assignment, she was the Deputy
Director of Strategy, Plans and Policy for the Army, where she was responsible for developing
and articulating strategic plans and policies to guide the Army into the future. Kim served in a variety of
command and staff positions in the United States, Germany, Iraq, the Balkans, Somalia, and Afghanistan.
She has a Master of Law and Diplomacy from the Fletcher School. Her military schools include the
Military Police Officer Basic and Advanced Courses, Special Reaction Team Training, Jungle Warfare
School, Defense Foreign Language Institute (Russian), and Army War College Advanced Strategic Arts
Program.
Miriam Krieger
Special Assistant to the Chairman of the Joint Chiefs of Staff and CSAF PhD Candidate at Georgetown
Miriam Krieger is an Air Force fighter pilot and Special Assistant to the Chairman of the Joint Chiefs of
Staff. She is a doctoral candidate in the Department of Government at Georgetown University. She was
selected for the 2012 CSAF Captains Prestigious Ph.D Program, and is pursuing a Ph.D in International
Relations with an emphasis on Security Studies. Her research interests include military diplomacy as a
tool of foreign policy, military strategic culture, and deterrence theory. She is currently investigating the
impact of US foreign military assistance on the civil-military relations of recipient nations. Major
Krieger combines operational expertise in the F-16 with her academic acumen as an air power strategist.
Her experience flying with a Reserve unit, interservice time with the Army at West Point, and deep
networks in the academic and think tank communities offer a broad background for policy development
and analysis.
Ambassador William Taylor
Executive Vice President of the United States Institute of Peace and Former Ambassador for Ukraine
William B. Taylor is the executive vice president at the U.S. Institute of Peace. Earlier, he was the
of international and U.S. assistance to Afghanistan from 2002 to 2003. He is a graduate of West Point
and Harvard University's Kennedy School of Government and served as an infantry platoon leader and
combat company commander in the U.S. Army in Vietnam and Germany.
