DIRECTOR EHEALTH
Position Description
The Director eHealth will develop and lead the implementation of eHealth strategies within the Northern
Queensland Primary Health Network (NQPHN) region, including but not limited to:

electronic health records,

clinical decision support,

telemedicine,

health informatics, and

health knowledge management.


Leading the eHealth team, this position will drive eHealth for NQPHN, and manage the rollout of the national My
Health Record opt out trial. The position will also be responsible for implementing a new reporting portal and
payment gateway for NQPHN contracts and commissioned services.
In addition, this role will support the Executive team to scope, identify and implement new software and systems
to support core functions including finance, payroll, human resources, contract and procurement, and customer
relationship management functions as required. This position will develop strategies and implement solutions to
improve the electronic communication of information and integration of systems between agencies and providers
to support better patient care.

Northern Queensland Primary Health Network


Northern Queensland Primary Health Network, trading as Northern Queensland PHN (NQPHN) is a federally
funded not for profit, primary health care organisation responsible for the commissioning of services that will
address gaps in healthcare, by working collaboratively with local communities and existing service providers. The
NQPHN will work to promote a cohesive and seamless primary healthcare system throughout North Queensland.

Location
The position will be located in Cairns, with a role
responsibility footprint from St Lawrence in the south to the
Torres Strait in the north and across to the far west of
Queensland. The position may be required to travel
throughout the region and interstate.

Reporting Relationships
The Director eHealth reports directly to the NQPHN Chief
Executive Officer.
The Director eHealth will lead the eHealth team and will
work closely with other members of the NQPHN leadership
team.

Key Accountabilities/Responsibilities for the Director eHealth


Strategy, Collaboration & Innovation
Drive new eHealth alliances and work collaboratively across health and community services
Lead and influence relevant eHealth policy directions from State and Federal governments
Represent NQPHN with key external stakeholders including health care providers, other PHNs, and
Information Communications and Technology (ICT) alliances
Develop and lead NQPHNs eHealth Strategy to ensure better connectivity between health care providers
and their patients
Establish the NQPHN Health Systems Innovation Hub to increase private sector participation in the
planning and provision of primary health services.
Lead and develop the relationship with key stakeholders in accordance with the assigned stakeholder
management plan
Build national and international networks in order to bring new ideas and learning to achieving the strategic
directions provided by the Board
Explore, identify and respond to revenue opportunities in the interests of increasing access to primary
health and preventative health services
ICT Program Delivery
Manage the delivery of internal ICT systems
Implement a rigorous project management framework for ICT projects and ongoing quality improvement
Develop and implement a roadmap for identifying system integration opportunities to enable effective
organisational communication across NQPHN
Act as the key contact with ICT vendors and contractors, ensuring the services provided are reliable, high
quality, and effective
Manage the ICT budget
Data Governance & Analytics
Ensure data and technology governance is established and maintained across NQPHN
Ensure the data security and disaster recovery is in line with contractual and regulatory compliance
Manage the integrity of information and data
Facilitate data integration, visualisation and analytics across multiple sources.
Organisational Leadership & Development
Manage NQPHNs eHealth team, and ICT related team members and contractors
Liaise with internal stakeholders to ensure user needs are met and ICT systems function effectively
Implement strategies to increase staff adoption of software leading to greater efficiency and improved
decision making
Contribute to NQPHNs leadership team in strategic and annual planning, and budget development
Supervise staff in accordance with NQPHN policies and procedures
Manage the allocations of workload related to the delivery of eHealth activities and initiatives
Provide insight, awareness and knowledge to enable the Executive to effectively shape the future direction
of the PHN
Provide the leadership needed to enable the desired culture, proactively mentoring leaders at other levels
Enforce and work within the frameworks of NQPHNs Policy and Procedures, Code of Conduct and
Delegated Authorities
Ensure effective and efficient performance of programs including program planning, implementation,
monitoring and reporting
Represent NQPHN in the community as required
Demonstrate a high level of analytical skills to interpret data, develop reports and presentation of outcomes
to NQPHNs COO, CEO and Board of Directors

Report all incidents, injuries, hazards, risks, and near misses in accordance with the Workplace Health and
Safety policy and procedures
Actively search for opportunities to develop systems solutions to improve the integration of primary care
delivery across the region
Record all program-related interactions in a timely fashion; ensuring information is relevant, accurate, upto-date and accessible by other team members
Comply with reporting requirements by collecting, collating and communicating all relevant data to the
appropriate internal and external stakeholders, as directed by the Chief Executive Officer
Complete other reasonable duties and projects as required to meet organisational objectives
Contribute to the development, management and use of evidence based mapping, planning, monitoring
and reporting systems that support NQPHN and population health strategies.

Key Selection Criteria


Qualifications and Experience (to be addressed in applications):
Essential

Tertiary qualifications in Information Communication and Technology (ICT), health informatics, project
management and/or management.
Demonstrated project management skills in a dynamic and fast-paced multi-project environment requiring
the application of exceptional time management skills and the ability to meet and exceed specified project
Key Performance Indicators.
Demonstrated high level skills in people management including the capacity to lead and develop a
multidisciplinary team to achieve project objectives.
Proven experience in managing successful ICT projects and external contractors under guiding principles
of outcome-focused commissioning; including the ability to identify and manage emerging risks in relation
to service delivery and stakeholder coordination.
Strong communication skills with demonstrated ability to positively engage and develop influential
relationships and partnerships with a broad range stakeholders including private sector, government and
community organisations.
High level knowledge and experience in scoping and delivering integrated technological solutions and
applying sustainable technology enabling innovative practice across multiple organisations.
Demonstrated ability to strategically plan, develop and implement robust governance around all aspects of
eHealth including strategic and business plans, policies, procedures and other supporting documentation.

Desired

Knowledge and understanding of primary healthcare integration in the north Queensland Region
Knowledge and understanding of trends in primary health care reforms, including State and Federal
Government roles in primary health care
Demonstrated record of critical analysis, particularly of issues in primary health care

Other Requirements

Ability to work in a rapidly evolving environment


Valid National Police Check certificate, Credit Check Report and Certified evidence of your professional
qualifications
Hold a current Queensland driver licence
Use of a personal vehicle may be required and work-related travel will be reimbursed at relevant ATO rates
The ability to work flexible hours. The role will include some evening/weekend commitments for which time
off in lieu is provided
