ABOUT THE IOWA LEGISLATURE

# THERE ARE 150 LEGISLATORS IN IOWAS LEGISLATURE.

Some states have more, some less. Iowas Legislature is


made up of two bodies: the Iowa House of
Representatives and the Iowa Senate.

There a re 100 Representa tives serving i n


the Iowa House of Representatives, or the
Iowa House for short. Representatives serve
two-year terms, so they will be up for election
again in November 2016.
There a re 50 Senators in the Iowa Senate.
They are elected to four-year terms. Half of the
Senators will be up for election in November
2016 (the 25 with even numbered districts), and
the other half will face re-election in November
2018 (the 25 that are in odd numbered districts).

Legislative districts are drawn so that every Iowa Senate


district includes two Iowa House districts. Every Senator
represents about 61,000 people, and every
Representative represents about 30,500 people.
One Senator and one Representative represent
you at the Iowa Capitol.

One in six legislators are new in 2015/2016.


Democrats control the Iowa Senate by 1 vote.

Republicans control the Iowa House by 7 votes.

WHAT CAN MY LEGISLATOR DO FOR ME?

! THE JOB OF A LEGISLATOR IS TO REPRESENT THEIR DISTRICT.

Legislators are elected to represent the people that live in


their districts (called constituents). They have many roles,
but they are mainly problem solvers. They pass laws,
decide how to spend taxpayer dollars, and help solve
problems their constituents have with laws or government.
The job of legislator is part-time in Iowa. The Legislature
meets for 110 days in the first year of a two-year term (like
2015), and for 100 days in the second year (like 2016).
Your legislators work at the Capitol from January to April,
but the rest of the time they have other jobs. They are
teachers, farmers, insurance agents, and small business
owners. Some are retired, and some are students. They
really are just like the rest of us.
" HOW CAN MY LEGISLATORS HELP ME?

Your legislator works for the people of your district. That


means they work for you. They are a public servant
which means they serve the public.
So if you have concerns about issues affecting you, your
family, your community, or the state, contact your
legislators. They represent you.
Iowa legislators dont have big offices and large staffs.
They have a desk and filing cabinet on the floor of the
House/Senate, and a session-only clerk that helps them file
papers. That means legislators are easy to find, and respond
personally to calls, emails, and letters.

LEGISLATIVE LEADERS

THE LEGISLATIVE PROCESS IN IOWA


STEP 1. REFERRAL TO COMMITTEE
Once a bill is introduced, it is referred to a standing committee in the
House or Senate. The House Majority Leader makes these assignments in
the House; the President of the Senate does it in the Senate.

INTRODUCTION: Ideas for bills can come from anyone, and anyone
can write a bill. However, only legislators, the Governor, or a state
agency can introduce it. So if you have an idea for a bill, you need to
get one of these people to sponsor (introduce) it. There are three basic
types of bills:
1. Individually sponsored bills. A legislator or group of
legislators requests these bills, and their names are listed as
sponsors. They are House File (HF) or Senate File (SF).
2. Study bills. Only committee chairs can request these bills. They
do not have a legislative sponsor (the committee is the sponsor if
action is taken). Bills requested by the Governors Office and state
agencies also come out in the form of a study bill. They are either
Senate Study Bill (SSB) or House Study Bill (HSB).
3. Resolutions. Resolutions do not change law; they express the
thoughts of the Legislature on a topic. Sometimes they urge
Congress to take action or recognize a group or person.

STEP 2. SUBCOMMITTEE REVIEW


The committee chair will assign the bill to a subcommittee (usually five
members in the House or three members in the Senate). The
subcommittee will hold an open meeting in which the public, lobbyists,
and others can express their views about the bill and ask for changes.
These meetings are often informal, but on bigger issues the subcommittee
may do more formal hearings that may be videotaped. Subcommittee
schedules are posted daily on the website (www.legis.iowa.gov). A bills
chance for survival is often determined at this early level.
STEP 3. COMMITTEE ACTION
If the majority of the subcommittee members approve the bill, it can move
on to the full committee for action. If the committee does not act on a bill,
it will not move on to the next level (it dies in committee).
STEP 4. DEBATE
Once a bill passes out of committee, it is placed on the Calendar. The
House Majority Leader and President of the Senate decide which bills will
be debated each day and places them on a smaller calendar, called the
Debate Calendar. Bill sponsors may have to lobby their leaders to get a bill
brought up for debate. Bills can be amended at this point in time.
STEP 5. REFERRAL TO OTHER CHAMBER
After the House or Senate passes a bill; it is referred to the other chamber
where it usually follows the same route through committee and floor
action (Steps 1-4). This chamber may approve the bill as received, reject it,
ignore it, or change it.

STEP 6. FINAL ACTIONS
There are several paths a bill may follow after it makes its way through both
chambers.
1. If the second chamber makes no changes to the bill, it goes to the
Governor.
2. If changes are made, the bill goes back to the original chamber for
approval. Lawmakers can approve the bill as changed (sending it to the
Governor), reject the changes (starting the process to send it to
conference committee where a group of legislators work out the
differences) or make additional changes (which sends the bill back to
the second chamber). This last action is often called a bouncing bill
because it bounces back and forth between chambers until it is
acceptable to both.
3. If both chambers cannot agree with each other, the bill can either be
tabled (left to die) or sent to conference committee. Conference
committee members work out differences, and then draft a report that
becomes the new bill. Legislators can only vote for or against the report
they cannot amend it.
STEP 7. GOVERNORS ACTION
After both the House and Senate have approved a bill in identical form, it is
sent to the Governor. If the Governor approves of the legislation, he will sign
it and it becomes law. If the Governor opposes the bill, he can veto it (it does
not become law). In addition, if the bill is a budget bill (spends money), the
Governor is allowed to veto parts of a bill, while signing other parts into law.
This is called a line item veto and it is only allowed on budget bills.
STEP 8. OVERRIDING A VETO
If the Governor vetoes a bill, the Legislature may override the veto. This
requires a two-thirds vote, and is something almost never done in Iowa.

First deadline, called a funnel. Bills have to be voted out of a House or Senate
Committee by this date in order to stay alive and remain eligible for debate
(that is past Step 3). This deadline does not apply to bills that spend money
(Appropriations bills), deal with taxes (Ways & Means bills), or are sponsored by
legislative leaders.
APRIL 3, 2015 | MARCH 11, 2016
Second funnel deadline. Bills have to be voted out of one chamber, and out
of committee in the opposite chamber (or they are no longer eligible for
debate). Again, this deadline doesnt apply to tax, spending, or leadership bills.
MAY 1, 2015 | APRIL 20, 2016
The Last day of session. Legislators are paid a set salary for their work, but
receive daily expense payments for every day they are at the Capitol and away
from home (these per diem expense checks help offset the cost of living away
from home and traveling weekly to the Capitol). These expenses are capped at
110 days in 2015 and 100 days in 2016. If session lasts longer, they travel and
stay at their own expense and work without staff support. These dates are the
last day legislators will be paid per diem expenses.
