Description
Technical Assistance to the Ministry of Public Works and Ministry of Transport and
Communications in the institutionalisation and implementation of a Road Authority and of a Road
Maintenance Fund. Institutional support in the identification of personnel in both ministries to be
deployed to the new Authority, skill gaps and training needs. EDF IX

Following the project cycle from identification to evaluation of projects that fall, among other,
under the transport sector(Air, Rail, Maritime and Roads) and the Mining sector, in: preparation of
ToR for identification, and feasibility studies; to maintain dialogue with the NAO, the relevant
ministries and other stakeholders; to start up projects following tender procedures for works, and
in particular the Freetown-Conakry Highway, supply and service contracts, work programmes
and programme estimates; to appraise and comment on reports prepared by the various
agencies implementing projects; to monitor various on-going road projects and in particular the
conditionality associated with the project assumptions on which the funding decision was taken
and the environment in which the project was being implemented; to close projects and arrange
for post evaluations; to assist in donor co-ordination meetings; based upon the experience above
to develop, elaborate and continually appraise the EC strategy for the sectors assigned; to assist
in the overall activities of the Delegation as required; to assist the Adviser Economist with the
Regional Programme.

Having suspended development co-operation with Sudan for the last 13 years, the EC, being
instrumental in the peace accord between the warring factions, was readying itself for resumption
of EDF assistance. In order to proceed in a smooth and timely fashion, it was decided to assist
the NAO in the preparation of a back log of projects to the tune of 430M of which 190M falling
under STABEX rules. In view of the resumption of EC/Sudan co-operation, to advise on policies
and strategies of paramount importance in the re-integration of Sudan in the context of Regional
Development with projects focussed on investments benefiting trans-national population.
Particular attention was devoted to the setting up of a coherent and active Non State Actors
sector programme as per Cotonou Agreement. Advising and training on Rules and Procedures in
the preparation of projects financed by EDF in all sectors of the economy.
Emerging from a conflict situation, Sierra Leone required specific assistance in all sectors of the
economy. In close contact with other major donors, and with the assistance of the Delegation of
the EC, programmes for support and capacity building were launched, implemented and closely
monitored. Good governance and the implementation of projects at grass root level being of
paramount importance. Advising the NAO, acting as Regional Authorising Officer in the
formulation and implementation of policies and strategies for the implementation of projects in
the transport sector and in particular road infrastructure. Participating in the preparation of
Financing Proposals, studies, cost estimates for Interstate, Trunk and Feeder Roads; assisting in
the implementation of the Visual Road Condition Survey; advising in the evaluation of tenders;
co-operating in the supervision of works, supply and service contracts; enhancing the monitoring
and evaluation of projects; imprest administrator in three work programmes for the routine
maintenance of trunk roads. Assisting in the preparation and implementation of on-going sectoral
programmes, specifically in Resettlement and Rehabilitation Programme, Water and Power
Distribution; assisting in the preparation of Financing Proposal for the re-start of rutile (titanium
dioxide) mining. Enhancing the monitoring and evaluation of projects. Advising and training on
Rules and Procedures in the planning and implementation of projects financed by EDF in all
sectors of the economy; assisting in the preparation of the Country Strategy Paper and
programming of EDF 9.
Programme Manager of South Western Uganda Roads Maintenance Programme comprising
Regional Trunk (Northern Corridor) and Feeder Roads, financed under the 6th EDF; back to HQ
