INTRODUCTION

Management has a responsibility to ensure that the workplace is free from

unnecessary hazards and the conditions surroundings the work places are not
hazardous to employees physical or mental health. Of course, accidents can and do
occur on many jobs, and the severity of these may astound you. There are
approximately 20 million work-related injuries each year. 3, 90,000 work-related
illnesses, and 1, 00,000 work-related deaths.
Nowadays all employers are concerned about employees health and safety
if for no other reason then accidents cost money. However from a moral
standpoint, employers have an obligation to maintain a work place that will
facilitate the operation of the work tasks employees are assigned and will minimize
any negative aspects of situations affection the employees health and safety.
The OSHA established specific health standards, authorized inspections to
ensure the standards are met, empowered the occupational safety and health
administration to police the organizations compliance and required employers to
keep records of illness and injuries and to calculate accident ratios. The act applies
to almost every business engaged in interstate commerce, which means that five
million workplaces employing approximately 64 million workers are covered.
The occupational safety and health act established are incredibly
extensive, complex, and in some cases contradictory. Standards exist for such
diverse conditions as noise levels, air impurities, physical protection equipment,
the height of toilet partitions, and the correct size of ladders.

LITERARURE REVIEW

SAFETY AND HEALTH:

COMPANY POLICY:
To take an active interest in the safety and health of all employees.
To provide periodic medical examinations.
To encourage employees to learn the facts about health problems so that proper
medical attention will be secured when necessary.
To instill in all employees the habit of personal safety, and to encourage a
continuous concern for safety in the supervisory force.
EMERGENCY MEDICAL SERVICE:
When an employee is injured or becomes ill at work, it is important that emergency
medical service be obtained promptly. Each office should have an emergency
medical program whereby assistance can be obtained quickly from either within
the office or from local outside sources. Each Supervisor should be familiar with
the procedures to follow in obtaining such help. In order to effect a successful
rescue of a victim of cardiac arrest it is imperative that Cardiopulmonary
Resuscitation - CPR - be commenced within four minutes after the event. To
facilitate this it is strongly recommended that there should be two employees
trained m Basic Cardiac Life Support (CPR) on each floor of the workplace. The
local constituent of the Heart Association or Red Cross will provide information
and assistance in obtaining this training. Candidates for the training should be

recruited on a strictly voluntary basis. It must be noted that applying CPR is no

assurance that the victim of cardiac arrest will survive but he or she cannot survive
without it. Similar instructions in First and for other types of emergency may be
obtained through the local Red Cross Chapter.
1) Medical Examinations
Employees receive periodic health appraisals or medical examinations as
appropriate. Through regular checkups potentially serious illnesses can often be
prevented or the condition can be more easily corrected. The Medical Department
cooperates with the employee's attending physician in providing laboratory and Xray examinations and other diagnostic services.
2) Center for Health Help
The Center for Health Help, which is located in the Medical Department, provides
health information material, pamphlets, and various filmstrips on a variety of
subjects of importance to employees. These materials can be obtained by calling
extension or by writing the Center for Health Help. The Center provides
information for those who wish to stop smoking, reduce cholesterol or seek
information on other subjects important to their future health.
DRUG USE:
1) Company Policy
Company prohibits the sale or medically unauthorized possession or use of
narcotics and other dangerous drugs by employees on Company premises, not only
because such activities are unlawful, but also because they may adversely affect

employees' safety, health and longevity and seriously impair their value as
employees. In addition, such drug
use constitutes a potential danger to the security and welfare of other employees,
and exposes the Company to the risk of property loss or damage.
In the context of the above policy statement, the term "drug use" is defined as the
sale or medically unauthorized use or possession of any dangerous drug, which
means any narcotic drug (including marijuana), hallucinogenic drug, or depressant
or stimulant drug, as defined under government concerned laws. Any employee
who is known to be or is

Suspected of engaging in drug use should be reported immediately to the Medical

Department and HR Manager for evaluation and consideration of appropriate
personnel

action.

An employee who is found to be selling or distributing any dangerous drug on the

Company premises will be terminated immediately. The Company will be the sole
judge of the sufficiency of evidence in such cases. Where the evidence so warrants,
the
Company will also bring the matter to the attention of appropriate law enforcement
authorities.

2). Management's Responsibility

Supervisors and Managers should familiarize themselves with the Company's
"Policy on Drug Use," copies of which are available from HR Department, and be
alert to signs of drug use among employees.
ALCOHOLISM:
1) Company Policy
Alcoholism or excessive drinking is a serious health problem leading to
progressive mental and physical deterioration. When an employee's drinking
adversely affects his or her work performance, or health, it becomes a matter of
Company concern. Problem drinking or alcoholism can be successfully treated,
and no employee should be denied Help in the treatment of this disorder. No
disciplinary action should be taken against an employee who cooperates in
rehabilitation, makes progress, and maintains a satisfactory record.
2) Management's Responsibility
All supervisory personnel should familiarize themselves with the booklet, "A
Management Guide -- Employees with Drinking Problems". The booklet outlines
the
Company's alcoholism program in detail and provides guidance for management.

WORKER'S COMPENSATION REPORTS:

The Company must file Worker's Compensation reports when an employee has lost
or is expected to lose time in excess of one week, or has incurred any medical
expense as a result of an alleged in Jury while at work or other condition attributed
to his or her work. The time lost or the incurred medical expenses can occur at a
considerable time after the alleged cause.
1) Management's Responsibility
It is most important that the Supervisor observe the following procedures. If
reports have not been prepared and filed within the prescribed limits, the Company
may be fined for not making Worker's Compensation payments when due, and -- of
much greater consequence -- may be required to pay cases which otherwise would
be held non-compensatory. When an employee under your supervision is injured
while at work, no matter how slight the injury or incurs some other disability
allegedly attributed to his or her work, ascertain all of the facts and immediately
telephone

the

HR

Department.

Be prepared to furnish full facts concerning the injury or disability. If the employee
cannot be interviewed, and if you do not have personal knowledge of the
occurrence, ascertain from other employees who do have such knowledge as much
information as possible. The WR Department needs complete details in order to
prepare and file the required Worker's Compensation reports. Occasionally an
employee is absent from work or incurs medical expense after a considerable
period of time has elapsed since an injury.

It is especially important that you report this information at once to the HR

Department. When you discuss any injury with an employee, instruct the employee
to notify you immediately of any subsequent absence from work or medical
expense

attributed

to

the

injury.

Medical Department will report to you all visits to them by employee under you
supervision who state that they have been injured at work. If an employee visits
Medical Department without your knowledge, you will learn of it in this way.
Telephone the HR Department and advise them immediately of the receipt of any
such report.
SAFETY PRINCIPLES:
We believe that safety, health, environmental excellence is fundamental to
Demonstrating the values of the right side up company in all our operations.
Through a fully empowered TEXCEL organization, it is the job of every
Individual at Texcel to be conscious of and strive towards protection of
safety,
Health, and the environment in our operating procedures and in the design
of our
Facilities and equipment. We will rely on an integrated process that places
value
On individuals, exceeds performer and customer exceptions and increases
the
Value of our company.

We intend to sustain safety, health and environmental processes that will

prevent
Injury and property damage protect against loss by fire and provide security
for
Our asserts. It is the obligation of everyone at Texcel to comply with all
applicable safety, health and environmental laws.
Ongoing monitoring of these activities will take place in order to ensure that
we
Hold ourselves accountable for safety, health and environmental excellence.
SAFETY MANUAL:
This safety manual describes the system & Procedures to be followed by all
employees,
Contractors and their employees, working in the factory so as to achieve safe
working
Conditions in the factory as envisaged in the Safety Policy of the company.
PROCESS SAFETY:
We shall design, construct, maintain and operate our plants so that they are safe
for :
The people working in the factory.
The asserts of the company.

The environment in and around the factory.

FIRE SAFETY:
Turn in a fire alarm immediately, no matter how shall the fire may be. If your
office has fire alarm boxes, learn their location and operation. Be familiar with the
workplace's emergency evacuation plan and be certain that all employees under
your supervision are also familiar with.
SAFETY HAZARDS:
The Manager and Supervisor are largely responsible for safety. Re alert for unsafe
conditions or practices in your unit. Some you can correct yourself, others should
be reported to higher management.

SOME HAZARDS TO LOOK FOR:

Open file and desk drawers, shelves and filing accessories projecting into aisles,
filing
Stools and typewriter stands in narrow aisles, electric cords strung between
machines or desks, defective floor tiles all may cause falls or bumps. Sharp burrs
on metal equipment or furniture. Cabinets not bolted together. These will tip over if
the upper drawers are overloaded or if two drawers are opened at the same time.
Articles on the top of a cabinet can fall when drawers are opened or shut. Desk
machines at the edge of the desk can be knocked onto the floor or feet. Fingers are
bruised when employees don't use handles to close drawers and typewriter desks.
Sitting down on a chair with casters, without holding the chair, can cause an

accident. Often, learning back on two legs of a chair results in a bad fall. A cart can
overturn if pushed too fast around a corner. At the intersection of aisles and half
ways, clerks can be hit by hand trucks. Defective electric cords and switches can
cause electric shock. Unauthorized electric connections and repairs are hazardous
and are prohibited. All machines should be grounded. If a machine lacks a 3-prong
plug, report this condition.
Safety education helps prevent accidents both on and off the job. The
Company conducts a well-rounded safety education program, which includes
posters, booklets and timely safety messages in various Company periodicals. You
can influence employees' attitudes towards safety by calling these articles to their
attention and by your own example and attitude toward accident prevention.
SAFETY PERSONNEL & THEIR DUTIES:
The personnel to be recommended for selection of the safety functions should be as
for any other job and must qualify for a number of minimum requirements if they
are expected to do this work successfully. This work is not easy. The safety man
has to inspect, teach, propose changes and guide investigations. In short he has to
do a lot of

Things which by their very nature are apt to provoke resentment in others as he is
poking his nose into their business. And this is valid for the whole range of safety
personnel from Department Head to Junior Safety Supervisor.

We can thus conclude that the man must have personality which combines
perseverance with the gift to compromise when this is not to the detriment of
safety. He must have ideas, enthusiasm and ability to safety, but, also, he must be
responsible and ready to give advice so that he will avoid being considered The
Secret Police.
With regard to his education and background, it is generally appreciated that he
should have a technical upbringing and experience in factories. Better and faster
results are expected by giving specialized safety training to an experienced man of
the right personality out of the same company than trying to add experience to a
total outsider who has not lived with the company.
The safety man of the future should at least be an engineering graduate with
sufficient knowledge, both spoken and written, of the local language. He must be
able to preside over meetings or act as secretary to meetings. Besides that,
knowledge of English would be very welcome. Finally do not choose a man who
has no ability to write a comprehensive report or keep records.
The special training that should be given to the candidate for safety work
comprises, in the first instance, of the basic techniques to promote safety and
prevent accidents. There are several books and courses available by now to achieve
this, some treating general aspects, others going into great detail of specialized
applications.
Equally important, with the training, with the training techniques, however, is the
use of visual aids and how to prepare them, the use of statistics and the factories
Act as well as various Safety Codes.

Duties of Safety personnel:

The foregoing discussion of the safety program brings us, in logical sequence, to
the duties of the safety personnel. Theirs is a staff responsibility. They advice and
assist the entire operations, but do not operate themselves. A survey done in
America indicated that in some 300 industrial enterprises, the Safety Supervisor
functions in an advisory capacity in 90% of the cases. There is however, a recent
trend in large enterprises of an intricate structure whereby safety becomes both a
staff and a line function; a person co-ordinates the program enterprise-wise with
specialists (Safety Supervisors, Safety Engineers) allocated to the actual operating
force. Very much in line with what we have seen as typical safety functions for the
works supervisor, we can define the duties of the Safety Personnel as:
1. Set up, develop and administer the Safety Program.
2. Establish safe practices.
3. Study accident causes.
4. Investigate accidents.
5. Train supervisors.
6. Initiate corrective action.
7. Inspect.

8. Develop safety rules.

9. Study accidents trends and keep accident records.
10. Initiate safety meetings.
11. Arrange safety meetings.
As already indicated before, many of these duties require the assistance or even
guidance from experts whose combined experiences and knowledge cannot
possibly be expected to be found in any one Safety officer. The study of accident
causes and the investigation will, in particular cases, ask for much specialized
knowledge. Likewise, the development of safety rules and the establishment of
safe practices require intimate contact with people who are fully conversant with
every angle of the operation under consideration. The training of Supervisors is
high on the list of duties of Safety personnel and it is through the Supervisors that
safety has to be spread.
SAFETY PROCESS
Hired Employee Safety Orientation:
The new or rehired employee onboard safety orientation provides the employee an
introduction to All Pro Plumbing safety and operations expectations and standards.
Included in the 6 hour session is an explanation of HPE policy Statement on safety
& health, OSHA inspection policy, accident reporting, substance abuse and

harassment policies, hazard communication, electrical program, lock out-tag out,

fall protection, ladders and stairways, and aerial lift training.

Operations Management:
As loss prevention and safety practice, All Pro Plumbing field superintendents,
foremen, and departmental managers all participate in the OSHA 30 Hour
Construction Outreach Program. This training is in addition to HPE in-house safety
and risk management training. Raising the safety awareness and competency of All
Pro Plumbing operational management team enhances the Safety leadership on our
projects.
Crew Leaders:
At minimum, operations and service department special project crew leaders also
must complete the OSHA 10 Hour Construction Outreach program within 6
months of being hired and or at the time of promotion to crew leader.
Safety Champions:
Safety Champions designation indicates a All Pro Plumbing employee that has
an interest and commitment in representing HPEs Environmental Health & Safety
program in our operational groups. The individual completes the OHSA 10 Hour
Construction Outreach program and becomes a resource for our foremen / crew
leader as an additional competent safety person on the project.
Service Technicians and Special Projects:

Service technicians and special project employees in addition to new and rehired
on boarding safety orientation receive lock out-tag out hazardous energy
awareness, confined space, crane critical lift, and safety plan of action training
(JHA). Given the
Diversity of the work challenges presented to our service technicians and special
projects group, the team specific training enhances the value they provide to our
customers.

kept in view in regards of safety posters, slogans and safety boards were displayed
everywhere in premises so that they learn and understand while working. Texcel
must concern on fully proper layout is designed for employee safety ness, where
the storage place is not maintained properly and 5S is not implemented properly.
Most of the employees and workers give importance to safety they wear shoes and
uniforms which are compulsory to them and apart from that most of the contractors
and workers do not use full safety outfits, it seems they dont give importance to
their safety. The company must look in to this and they should conduct quality
safety awareness program frequently for them. Most of the employees need safety
outfits and equipment which is not available on premises stores. For employees
