Background
Port operations today face increased demands for:
Operational efficiency
Effective facility management

Comprehensive security and

Sensitive environmental management.

These diverse challenges require access to detailed, up-to-date

information and careful analysis to produce optimal results

Threats to Port Facilities

The threat of piracy on the high seas:
This threat has grown over the past 10 years

There is a very credible concern that terrorists and pirates will

find common cause

The regions of highest concern for shipping are waters of

Indonesia, Bangladesh, Malaysia, Somalia and Nigeria

Islamic Extremist terrorist organizations to include Abu Sayyaf,

Jemaah Islamiyah (JI), and Al Qaida also operate in these areas

Terrorists could ally themselves with pirates to hijack vessels, or

infiltrate vulnerable port facilities in third world countries

Managing Port Facility Challenges

Managing security challenges in Port facility involves:
Identifying threats
Formulating plans to tackle the challenges
Deployment of the plans and the aftermaths.

Solutions & Countermeasures

No

single security
countermeasure can
adequately address
port
or
maritime
security and safety
concerns.

Technology

alone
cannot secure ports
and shipping,

additional

security
procedures, physical
barriers, or additional
manpower
cannot
fully mitigate the risk.

SECURITY CORRIDOR SYSTEMS (the Virtual Fence)

Solutions & Countermeasures

What will work is:
an integrated carefully
planned approach that
incorporates the best
elements of technical,
physical, procedural
and
information
security
disciplines,
into a comprehensive
strategy.

GIS (Geographic Information System)

Technology
A geographic information system (GIS) help us to visualize,

question, analyze, and interpret

relationships, patterns and trends.

GIS

data

to

understand

is a software program that helps people use the

information that is collected from the GPS satellites

Satellite Based Tracking & Response

Improved

Port Security with GIS technology, Port security

requirements increased post September 11, 2001, and
comprehensive port protection requires cooperation and close
coordination among different agencies.

The use of GIS technology makes across agency collaboration

possible and enables a shared common operational picture of port

and
supporting
facilities,
which
promotes
interagency
communication and coordination of action in security and safety
emergencies.

Satellite Based Tracking & Response

GIS integrates multiple sources of information, displays results on

a map or satellite image, and delivers the resulting situational

awareness on a secure network.
You can combine real-time tracking of vessels and port-based

vehicles with sources such as live CCTV cameras to deliver a realtime security view of your port facilities and vessels. These
capabilities make GIS an essential technology for managing a
ports security framework.

Public Information

Port Security and Response Improvement

Using Satellite Based Tracking
1. Centralize data management through GIS techniques, which

provides access for actual and real time information.

2. Effective management and coordination of any shipment i.e. ship

to truck or ship to rail by using accurate and timely information.

3. Integration of GIS technology with real time containers and

vehicle tracking is helpful for scheduling and its management in

port.
4. Actual tracking of

the port containers and assets in port

maximizes security with efficiency and it is useful in improvement
of citizen services.

5. Actual development of executive dashboards by using GIS

techniques which displays realistic data in the form of graphs,

maps, videos and detailed data.
